RILEY COUNTY—Law enforcement are investigating a hit-and-run incident that injured a teen.

 At 7:33a.m. Friday, officers responded to a report of a pedestrian hit-and-run near Lee Street and Anderson Street in Manhattan. 

The 16-year-old male pedestrian is being treated at Via Christi Hospital for his injuries.&nbsp; The RCPD released no additional details.

The Manhattan City Commission recently discussed a proposed redevelopment project on the current Commerce Bank site at 8th Street and Poyntz Avenue. The current site/building has remained valued at approximately $2.2 million for more than a decade.

According to the City this proposed mixed-use development with commercial and retail space on the first floor (including a future site for Commerce Bank), and three additional floors of 54 one- to three-bedroom residential units, is estimated to be valued at approximately&nbsp;$11 million.

The developer, Hartford LLC, is seeking Industrial Revenue Bonds (IRBs) for the project that would include a sales tax exemption on construction materials and a 10-year property tax abatement of the increased value of the property (meaning the developer would continue to pay property taxes based on the current $2.2 million value of the building during the 10-year abatement period).

The commissioners also discussed participating with the developer with street and parking improvements along Poyntz Avenue as part of the project. The City Commission heard comments from the public and discussed the viability of the project, but no action was taken.

Riley County police said Officers responded to an unattended death in the 500 block of Richards Drive in Manhattan on Thursday at approximately 2:37 a.m. A 40-year-old man was found deceased.

Police said at this time, they have no reason to believe there was any other party involved in the man’s death.&nbsp;

In recent years the 1st Infantry Division Band has performed a popular holiday concert at the C. L. Hoover Opera House in&nbsp; December, but this year it will not be possible.

Rob Wilson, Military Affairs Director for the Junction City Area Chamber of Commerce, said all operations for the band have been put on hold since they're preparing for a rotation to the National Training Center.

Wilson said Fort Riley will continue to take requests for the band on a case by case basis. "But ultimately they will not come back in to start playing functions until probably about May time frame.

Information on the concert cancellation was provided at the Military Affairs Council Breakfast in Junction City on Thursday.

&nbsp;Manhattan officials are telling the public about traffic closures near Bill Snyder Family Stadium and elsewhere in the area ahead of upcoming KSU home football games. With three home games in the next five weeks, drive safely and be aware of extra traffic on those gameday weekends.

The biggest remaining disruption nearest to Bill Snyder Family Stadium is the ongoing closure of Denison Avenue south of Kimball Avenue. Construction on Kimball Avenue has been completed and the roadway is open to east-west traffic at the Denison Avenue intersection. However, shipping delays related to the new traffic signal for the intersection have prevented Denison from reopening to left turns. Only “right-in” and “right-out” traffic is allowed for Denison from Kimball during the season. Through traffic on Kimball does not stop.

Denison remains closed south of Kimball to the intersection to Olympic Drive (Recreation Complex entrance) during the 2024 football season. Fans who normally utilize Denison to access parking lots along Kimball need to use College or Manhattan avenues. Parking for Lot E4, VIP and the student tailgate area is accessible from Denison through Olympic Drive. 

If you are coming into town on K-177, you should either use the off-ramp to access Tuttle Creek Boulevard or turn right onto 3rd Street to access downtown. 4th Street is closed north of Pierre Street for the rest of 2024. Anderson Avenue from Seth Child Road to Wreath Avenue remains under construction, a project that will last into at least November. Traffic is one lane in both directions in the outside lanes, so fans should expect delays in this area. Currently, no left turns are allowed through this stretch through at least Nov. 2.

City of Manhattan issues game day traffic reminders

There will be an opportunity to help ranchers who lost property in last week's wildgrass fire that burned more than 1,100 acres southwest of Junction City. In the process there were some ranchers who lost large hay bales and fencing.

Geary County Extension Agent Kyler Langvardt noted that Monday evening at 6:30 there were will be a special calf auction at JC Livestock Sales where producers can make a donation to a fund for the victims. Kansas Livestock Marketing Association has also contributed $2,500 to the fund. Geary County K-State Research and Extension and Geary County Farm Bureau are supporting the effort.

As part of the evening Geary County Farm Bureau will host their annual ceremony and name their Farm Family of the Year.

Just before 9p.m. Saturday, officers responded to a report of a shooting in the 700 block of N. 4th Street in Manhattan, according to a media release from the Riley County Police Department. Officers located 58-year-old Don Stovall, who was later pronounced deceased.

On October 23, 2024, the Riley County Police Department executed a search warrant in the 300 block of Eighth St in Ogden. Antwajuane Mcneil, 31, was arrested in connection with the incident on requested charges of murder, kidnapping and other offenses.

On Sunday, RCPD executed a search warrant in the 3600 block of Saddlehorn Trail in Ogden. Aiden Keener, 20, was arrested in connection with the incident on requested charges of murder and kidnapping.

&nbsp;Authorities have issued a statement in a Manhattan shooting case.

RILEY COUNTY&nbsp; —Law enforcement are investigating a Manhattan man for alleged child sex crimes.

On Tuesday morning, police arrested 47-year-old Carey Cortez on a Riley County District Court warrant for four counts of aggravated criminal sodomy and two counts of aggravated indecent liberties with a child, according to the Riley County Police Department activity report.

 Cortez is being held on a $250,000 bond.

The Army said this week that staff members from the Kansas congressional delegation visited Fort Riley as part of an ongoing effort to strengthen ties between military installations and government representatives. The visit provided an opportunity for the staffers to gain firsthand insights into the operations, challenges, and accomplishments of soldiers stationed at the installation. The delegation toured various facilities including the barracks, where they observed the modernization of the historic barracks.&nbsp; &nbsp;

Congressional Staff Delegation Visits Fort Riley

The public had an opportunity provide feedback Wednesday in Junction City on the service provided by ATA Bus, the public transit company. Similar meetings have been held in Manhattan and Ogden.

One suggestion called for better stops. For example there is no place to sit at a stop in the Wheatland area of Junction City and it is located on an upgrade. Others are located on streets with no place to sit. Many people do not know how to find and schedule a bus ride.

One strength cited was the free ATA Bus service for USD 475 students ages 11 and up. ATA Bus has a contract with Geary USD 475.&nbsp;

The entire bus system will offer free rides Nov. 4-9.

ATA Bus offers both fixed route and on-demand service to residents.

Daphne McNelly, Marketing and Communications Specialist, noted that in the Manhattan area the people want to increased hours of service into the evening and the increased frequency of bus service. She said in Junction City there is interest in increased frequency and hours but officials do need to start looking at the Spring Valley area where many people want more service.

There is also some more interest in routes going east to toward Saint George and Wamego. She added that a large percentage of riders on the Manhattan system are K-Stater's in the area.

There is a survey under way to get input so the data can be evaluated and proposed ideas determined for public consideration. The survey is online at the ATA Bus study page at fhata.org\study where there is a link to take the survey.

The pickup struck a northbound 2024 International semi driven by&nbsp;Lal&nbsp; Shafi Rahman Lal Shah Mir, 34, Austin, Texas, head-on. 

Robison was pronounced dead a the scene and was transported to Bachelor-Faulkner-Dart-Surber Funeral Home.

&nbsp;EMS transported Lal Shah Mir and a passenger Rahman&nbsp;al Shahmir, Mali Rahman, 33, Austin, Texas, to the Republic County Hospital. Robison was not wearing a seat belt, according to the KHP.

Fort Riley Federal Hiring Fair begins Monday

Kansas State University and the Kansas Health Foundation are joining forces in a new partnership and funding opportunity aimed at ending hunger at the community level across Kansas. This collaboration, unveiled on Wednesday during K-State's inaugural&nbsp;<a target="_blank" href="https://www.k-state.edu/engagement/office/week/">Extension and Engagement Week</a>, will leverage the extensive resources and staff of K-State Research and Extension, which operates in all 105 Kansas counties."This partnership aligns perfectly with our&nbsp;<a target="_blank" href="https://www.k-state.edu/next-gen/">Next-Gen K-State strategic plan</a>, which emphasizes community engagement and innovative solutions to address pressing challenges," said Tim Steffensmeier, K-State assistant vice president and director of engagement and outreach.&nbsp;

"The partnership's focus on combatting hunger dovetails with&nbsp;<a target="_blank" href="https://hungerfreekansas.org/">KHF's Hunger Free Kansas initiative,</a>&nbsp;which launched earlier this year in response to alarming statistics from Feeding America that indicate one in 10 Kansans and one in five Kansas children face food insecurity. "Our state universities are vital resources for a healthier, more vibrant and more prosperous state," said Ed O'Malley, KHF president and CEO. "With its rich history of community engagement, agricultural knowledge and statewide outreach, K-State is the perfect partner to help us work in every county of Kansas to fight hunger and food insecurity."A key element of this partnership will involve collaborative efforts to ignite innovative and experimental projects at the local level, guided by K-State Research and Extension agents. To support these initiatives, KHF is providing $300,000 in funding, primarily directed to local extension offices through mini-grants. "Through this partnership, we can empower our local communities to develop tailored solutions to food insecurity," said Gregg Hadley, K-State assistant vice president and director of extension. "Local extension agents will be invited to apply for the mini-grants through a streamlined process managed by K-State Research and Extension, with the aim of distributing funds in early 2025."

Volunteer to help with Spooktacular

&nbsp;The Riley County Elections Division has announced the addition of Saturday, October 26,&nbsp;to the advance voting schedule at the Riley County Office Building. The additional day will make it easier for residents to cast their ballots in the 2024 General Election.

Advance voting for the 2024 General Election began on October 16. As of closing time on October 21,&nbsp; 2,662 voters have cast their advance ballots in person in Riley County. “We are adding another Saturday to the advance voting schedule to allow more people to vote when it’s most convenient for them. We’re expecting a great turnout for Election Day on November 5th, and voting in advance is one way to avoid long lines at the polling places,” explained Riley County Clerk Rich Vargo. “We also want to extend a heartfelt thank you to the many volunteers and workers who make this election process possible.”

Each advance voter must show photo identification before receiving a ballot. Two locations are open for advance voting and the hours of operation vary. Voters are advised to check the Riley County website for updates and information.&nbsp;&nbsp;

Riley County Adds Second Saturday to Advance Voting Schedule

DICKINSON COUNTY —Law enforcement are investigating an Oklahoma man for alleged child sex crimes in Kansas.

On&nbsp;March 29, the Dickinson County Sheriff’s Office began an investigation after a tip was received regarding sexual exploitation of a child, according to a media release from the sheriff's office.

Investigators were able to develop a suspect in the case and during the investigation additional allegations of child sex crimes were discovered. 

On October 19, the Abilene Police Department located and arrested 45-year-old Stephen Gillenwater of Bristow, Oklahoma in reference to an arrest warrant that had been issued in the case. 

Gillenwater was booked into the Dickinson County Detention Facility on requested charges of aggravated indecent liberties with a child, electronic Solicitation of a child, Sexual exploitation of a child and Aggravated Endangerment of a child.
