May 20, 2025 — High school students from across the State of Kansas will participate in the 87th session of the American Legion Boys State of Kansas, Sunday, June 1, through Saturday, June 7, at Kansas State University in Manhattan. This will be the program’s 33rd consecutive session at KSU.

Among the major events during the week include a visit by U.S. Congressnan Derek Schmidt (R-Kan.) and Kansas Secretary of State Scott Schwab.&nbsp;Schwab will appear on Monday, June 2, as part of the evening retreat ceremonies and will swear in Kansas Boys State delegates who are elected mayor of their KBS city.&nbsp;

Boys State will return to Manhattan

Fort Riley Garrison Commander Col. Gerald Nunziato Jr. talked about 1st Infantry Division deployment shedules with Junction City, Geary County and USD 475 officials on Monday.

During a joint meeting at the C.L. Hoover Opera House he noted the 1st Brigade Combat Team will deploy to Europe for nine months in the June to July time frame.&nbsp; Most families with children in USD 475 schools are not expected to leave during the deployment period but the spouses of young soldiers with no children may return home. About 80% of the approximate 4,000 soldiers in the Brigade will deploy.

More deployments are planned in 2026 with some smaller contingents and one larger group. The lowest point for soldiers on post would occur next summer with about 6,000 to 7,000 and possibly 8,000 troops at the installation. The total troop allotment for Fort Riley totals in the 13,000 to 14,000 range. Approximately 50% of the soldiers would be gone at the peak of the deployments.

Nunziato noted that 800 to 1,000 soldiers will also be coming to Fort Riley.

Elected officials receive a deployment update

During a Geary County District Court hearing Monday, 26-year-old Corrieyonna Trice entered a not guilty plea to a misdemeanor charge of Domestic Battery. A jury trial was scheduled for September 15 in the case.

Trice was charged following an alleged January 23 incident involving Junction City Commissioner Al ( Alovence ) Gordon. He too faces one misdemeanor count of Domestic Battery with arraignment scheduled on June 2.

Authorities were called to their home on Jan. 23. Trice had earlier testified about a fight with Gordon revolving around hair clips that she had laid out to do her hair. The clips wound up in a shopping bag carried by Gordon with a dispute over who had initially possessed the clips. Gordon and Trice had been in a relationship for nearly seven years.

Storm Update

&nbsp;In early May, a delegation of U.S. livestock genetics and agriculture leaders representing Kansas, Missouri, New Mexico, Idaho, and the Senepol Cattle Breeders Association traveled to Aguascalientes, Mexico, to advance trade partnerships and expand the global reach of U.S. beef cattle genetics. Delegates from Kansas included Dr. Justin Smith, Kansas Department of Agriculture Animal Health Commissioner; Dr. John Nelson, KDA field veterinarian; and Thad Geiger, Geiger Cattle, Troy, Kansas.

Mexico remains the largest agricultural trade partner for the state of Kansas, with trade totaling $1.85 billion in 2024. As global trade relationships evolve, this mission emphasized the importance of continued collaboration, especially in livestock and genetics.

“Expanding U.S. beef cattle genetics exports and understanding Mexico’s evolving feedlot operations are essential to fostering resilient supply chains,” said Suzanne Ryan-Numrich, KDA Director of Ag Marketing. “While we work to promote beef cattle genetic exports, we also aim to better understand the needs and priorities of our Mexican counterparts.”

The delegation took part in&nbsp;trilateral discussions with the Confederación Nacional de Organizaciones Ganaderas and the Canadian Cattle Association, where they addressed shared industry concerns including trade barriers, inspection protocols, and threats such as the New World screwworm, a pest that poses a risk to livestock and has disrupted cross-border trade.

The delegation also conducted site visits to cattle breeding operations and regional feedlots and engaged with industry during the Feria Nacional de San Marcos, one of Mexico’s most prominent agricultural expos.

“The trip gave me a deep appreciation for the resilience of Mexican cattle producers who operate successfully in challenging conditions,” said Geiger. “The trilateral discussions underscored how closely our industries are connected. Our strengths complement each other, and strong partnerships benefit both sides of the border.”

This trade mission is part of KDA’s mission to support Kansas producers and agribusinesses, including facilitating opportunities for producers to market and sell livestock genetics both domestically and internationally. These missions are made possible through KDA’s membership in U.S. Livestock Genetics Export, Inc., with funding provided through the USDA Market Access Program.

GEARY COUNTY —Three people were injured in an accident just after 7:30a.m. Monday in Geary County.

The Kansas Highway Patrol reported a 2013 Ford Flex driven by Heather L.&nbsp;Pagulayan, 40, El Paso, Texas, was northbound on U.S. 77 at Miller Drive in the left lane.

The Ford struck a 2001 Chevy Suburban driven by Julieanne T.&nbsp; Bettis, 27, Belleville, who was northbound and had performed a u-turn between K-57 and Miller Drive in front of the Ford.

&nbsp;EMS transported Bettis and a passenger in the Chevy Sarah L. Kohler, 36, Manhattan, to&nbsp;Stormont Vail hospital-Flint Hills. Pagulayan was not injured. All three were properly restrained, according to the KHP.

Manhattan woman hospitalized after crash during u-turn

As riders from all across the country arrived in Junction City on Sunday evening, rain poured down from the sky. Despite the sporadic heavy rain, the Junction City community raised their flags and cheered on the riders as they made their way onto Washington Street and then into Heritage Park for a ceremony.

Raquel Cinco, the Director of the Geary County Convention and Visitor’s Bureau spoke at the Ceremony in front of the Kansas Vietnam Veterans Memorial in Heritage Park. “We are deeply grateful to be one of your stops on your powerful and patriotic journey across our great nation,” Cinco said. “Your presence here today reminds us of the sacrifices made for our freedoms and the enduring strength of our military. Geary County is proud to be part of your journey. This stop is not just a wait point, it is a homecoming.” Cinco continued, “With our deep military roots, and close ties to Fort Riley, this community understands the meaning of service, sacrifice, and remembrance. Your visit brings us together in unity, reflection, and gratitude.”

As part of her speech, Cinco invited David “Rock” Eckel to the stage to present a plaque given by the Geary County CVB, thanking him for his dedication and service coordinating Run For The Wall for the last 15 years. This was his last year coordinating the event. Geary County Commission Chairman Keith Ascher presented the plaque to Eckel.

Nate Butler a 22-year Army veteran and current State Representative of District 68 was the keynote speaker at the ceremony. Butler discussed Memorial Day and what the true meaning of Memorial Day is. 

“It is to honor men and women who died while serving in the military,” Butler said. “Today we gather to pay tribute to the men and women on the wall. It is so important to remember them. Remember who they were, where they came from, and their stories.”

Butler discussed the Kansas Vietnam Veterans Memorial which was dedicated on July 4, 1987, in Junction City. He also discussed the Wall in Washington D.C. and noted that he visited that Wall many times during his time in D.C.

During his speech, he also discussed how important it is to him that he continues to fight for veterans as a Kansas State Representative.

He closed his speech by thanking everyone in attendance and those who are riding on this year's trip from California to Washington D.C. “You keep the memories alive,” Butler said.

This year’s Run For The Wall is the 35th year of the cross-country ride.

It was announced at the ceremony that Jessica Breeland will take over as the Coordinator moving forward.

Following the ceremony, riders enjoyed a dinner provided by the Eagles. Breakfast on Monday morning provided by the Combat Veterans Association.

Sunday severe storm update

There were more than 500 graduates in the Class of 2025 at Manhattan High School. Commencement was held Sunday in Bramlage Coliseum.

This was the 111th commencement in MHS history. Principal Michael Dorst listed some class accomplishments including:

--More than 16,500 hours for the USD 383 service program

--Accumulating over 2.1 million in scholarships

--42 college classes at the high school with a combined total of 3,883 college credits earned.

Dorst told the graduates that they have been an active participant in shaping the sschool's culture. "You are good at doing hard things."

*Student speaker Jaymin Trojek touched on solidarity and unity, and advised the graduates not to forget their common goals and struggles. He added, "The past is a lesson, not a life sentence.

Manhattan High School holds commencement

RILEY COUNTY —A carbon monoxide incident prompted a hotel evacuation in Manhattan.

Just before 11a.m. Saturday, the Manhattan Fire Department was dispatched to 530 Richards Drive, The Double Tree by Hilton, for a report of an unknown hazmat situation, according to a media release from the Manhattan Fire Department.

Crews found elevated carbon monoxide levels inside the hotel. The hotel was evacuated to allow crews to monitor the atmospheric conditions throughout the building. 

Riley County EMS transported two hotel guests to Ascension Via Christi and evaluated several other guests on scene.&nbsp;A total of 12 firefighters on 4 fire apparatus responded to the incident. The last units cleared at 3:00 p.m. after ventilating the building.

The hotel owner is listed as SMP Manhattan LLC and Deepak &amp; Madhumeetah Dhar. The cause of the carbon monoxide incident was determined to be the pool heater and inoperable exhaust fans for the heating system.

 After venitlating the building, occupants were allowed to return to the hotel.&nbsp;

Armed Forces Day is observed

Preliminary estimates reported by the Labor Market Information (LMI) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.8% in April. This is unchanged from 3.8% in March and an increase from 3.4% in April 2024. The labor force participation rate for Kansas was unchanged at 67.1% in April, according to a media release from the KDOL.

The unemployment rate in Riley County is down from&nbsp; 3.4 percent in March to 3.1 percent. The rate is also down in Geary, Pottawatomie and Wabaunsee Counties.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 1,400 from March. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,500 over the month, while government decreased by 100. The largest job gains in the private sector were in professional and business services (+2,500 jobs). The largest decrease was in private education and health services (-600 jobs).

Since April 2024 Kansas’ seasonally adjusted total nonfarm jobs have increased by 2,800. This change is due to a decrease of 700 private sector jobs and an increase of 3,500 government jobs.

Kansans with deep agricultural roots have been tapped for influential roles within the U.S. Department of Agriculture under the Trump administration, reflecting a continued emphasis on experience and rural values in federal policymaking, according to Senator Roger Marshall.&nbsp;

Senator Marshall praised the administration’s decision to appoint individuals with strong ties to the land. “I was proud to nominate several people with rich, multi-generational agriculture backgrounds,” Marshall said, highlighting that many of his own former staff members still actively farm or ranch.

Among those appointees is Tucker Stewart, a fourth-generation rancher from Washington County who previously worked with the Kansas Livestock Association. Stewart now serves in a senior advisory role in the USDA, working closely with Secretary Brooke Rollins.

“He’s in her office every day. Whenever I’ve got a USDA question, he’s in there,” Marshall said. “They still run a very active ranch, and he goes back whenever he can to help, especially during their annual bull sale.”

Another Kansan, Ken Selzer, former state insurance commissioner, now holds a top position at the USDA's Risk Management Agency, which oversees crop insurance programs critical to farmers across the Midwest. “He’s doing his best to make sure they’re using sound policy,” said Marshall.&nbsp;

However, as rural areas watch these appointments with interest, some uncertainty looms over potential cutbacks at USDA field offices, particularly those in remote counties. The USDA is considering consolidations and staff reductions as part of a broader federal push to improve efficiency and reduce spending.

“I think the FSA [Farm Service Agency] offices are going to be okay, especially with improvements in technology,” Marshall said. “But we may lose some NRCS [Natural Resources Conservation Service] conservation personnel, especially given the Biden administration’s over-hiring.”

He criticized the federal government's ballooning deficit, pointing to a $2 trillion annual gap between revenue and spending. “The government needs to tighten its belt just like every farm family does,” he said.

He also placed blame for bureaucratic delays on a lack of in-person work in Washington. “Until recently, only 6% of USDA employees were physically in the office. That’s where the logjam has been — not in rural Kansas, but in D.C.”

Despite the uncertainty, Kansas agriculture leaders remain optimistic that their voices are being heard in Washington. “These appointments show we have people at the table who understand what it’s like to live with the policies we make.”

Kansans take key roles at USDA in Washington

Starting&nbsp;Monday, May 19, the City of Manhattan said that&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=1bebfe025e&amp;e=8c33f27c6f">BHS Construction</a>&nbsp;will resume&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=f9b6bba62a&amp;e=8c33f27c6f">redevelopment efforts</a>&nbsp;in&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=684a13b6d2&amp;e=8c33f27c6f">Aggieville</a>. Work will begin at the intersection of 12th and Moro streets, followed by improvements to North 12th Street that will continue into&nbsp;2026.

From&nbsp;May 19&nbsp;through approximately&nbsp;June 20,&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=5119522f9f&amp;e=8c33f27c6f">Moro Street</a>&nbsp;will be closed from North Manhattan Avenue to 11th Street, along with&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=9aad92ddbc&amp;e=8c33f27c6f">12th Street</a>&nbsp;from Moro north to the alley between Bluemont Avenue and Moro.

During this time, parking in the&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=890841d8a7&amp;e=8c33f27c6f">Aggieville Garage</a>&nbsp;will be&nbsp;free&nbsp;to the public.

At the same time,&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=2b80d0846e&amp;e=8c33f27c6f">12th Street</a>&nbsp;also will close from Moro south to the alley between Laramie Street and Moro. This project includes replacements and upgrades to water, sewer, and stormwater systems, along with new streetscapes, improved sidewalks, and expanded outdoor dining areas that will enhance the long-term experience in Aggieville.

Vehicle access into Aggieville during construction remains available via 11th Street, Bluemont Avenue, North Manhattan Avenue, and Laramie Street (map below).

Pedestrian routes will be maintained along 12th Street and Moro, although specific pathways may shift as construction progresses. All businesses will remain open and accessible throughout the project, with clearly marked walkways to guide visitors.

Intersection of 12th, Moro closes May 19 as Aggieville redevelopment resumes

RILEY COUNTY—One person died in a hit-and-run accident just after 5:30a.m. Thursday in Riley County.

According to the Riley County Police Department activity report, a semi driven by 48-year-old Shane Jungemann, Jefferson City, South Dakota, was traveling in the 700 Block of South 4th Street.&nbsp; The vehicle struck a 32-year-old man.

Just after 9p.m.&nbsp; Thursday police arrested Jungemann on requested charges of&nbsp; failure to report an accident involving a fatality. Jungemann if being held on a $15,000 bond, according to the RCPD. Police have not released the name of the victim.

RCPD makes arrest in fatal-hit-and-run 

GEARY COUNTY—Police were dispatched to the area of Michaels Way in Junction City about 7 a.m. Thursday following reports of a suspicious subject wearing all black attempting to gain entry into vehicles. Upon arrival, the JCPD said officers made contact with the reporting parties and began canvassing the surrounding area. During the search, officers located an individual matching the description within the Hathorne Drive loop. When they attempted to detain the suspect, the individual began to physically resist. 

Deputies from the Geary County Sheriff’s Office arrived shortly after and assisted JCPD Officers in safely taking the subject into custody. The suspect was identified as Clayton Mayfield, a 21-year-old man from Junction City. Mayfield was arrested for three counts three counts of requested charges of Vehicle Burglary, one count of Obstruction, and one count of Criminal Damage to City Property. He is currently being held at the Geary County Detention Facility pending his first appearance.

We would like to thank the Geary County Sheriff’s Office for their quick response and support. No injuries were reported.As part of the ongoing investigation, officers have recovered and returned stolen property to four victims, including a juvenile female whose bicycle was being used by the suspect at the time of his arrest.

Residents living between the Michaels Way loop and the Hathorne Drive loop who believe they may have been victims of overnight theft from their vehicles are encouraged to contact the Junction City Police Department at (785) 762-5912 to file a report.

The Junction City Police Department would like to take this opportunity to remind all residents to lock their vehicles when unattended. Securing your property can serve as a strong deterrent against opportunistic crimes such as these. This investigation remains ongoing.

There are now five candidates in the race for Manhattan City Commission. According to the county clerk's office three of the filings have occurred during the past week. They include Scott Seel, Amber Starling and Andrew Von Lintel. They joined Jayme Minton and Jim Morrison in the race.

Holdout is Emporia State University, which proposes no increase in tuition

TOPEKA — Administrators of public universities in the Kansas Board of Regents system proposed student tuition increases for undergraduate resident students in the upcoming academic year ranging from 2.5% at Pittsburg State University to 4% at Fort Hays State University.

The outlier was Emporia State University, which responded to steady enrollment declines by requesting no increase in tuition for the second consecutive year.

To varying degrees, the six Board of Regents universities in Kansas grapple with a decline in the college-age population, an ongoing crash in international student enrollment, flat state appropriations, instability in federal research spending as well as inflation in operational costs, pressure to raise employee compensation and demands for substantive direct support of college athletics.

The nine-member Board of Regents has authority over tuition adjustments, but typically recommendations from campus leadership have been adopted.

Here are tuition rate increases proposed by university officials for in-state undergraduate students in the 2025-2026 academic year: University of Kansas, 3%; Kansas State University and Wichita State University, 3.5%; Pittsburg State University, 2.5%; and Fort Hays State University, 4%.

On Wednesday, FHSU President Tisa Mason said during a presentation to the Board of Regents the 4% hike at FHSU would balance financial responsibilities of the university with the capacity of students to afford college.

“We believe that the proposed tuition increase is essential for maintaining our high quality education and our student support services,” she said.

Board member Jon Rolph of Wichita asked whether Mason should consider a more aggressive tuition increase. FHSU historically maintained the state system’s lowest tuition rate due to revenue received from offering instruction to students in China, but the university found it necessary to raise undergraduate tuition by 7% in 2024 and 6% in 2025.

“Our students would loudly say, ‘No,'” Mason told Rolph. “They are feeling these increases right now.”

Ken Hush, president of Emporia State University, defended the decision to request no tuition increase. It meant ESU would go without a tuition rate hike in five of the past seven years. The university projected it would collect 0.4% less revenue from tuition next academic year compared to the current year, a reflection of erosion in enrollment as ESU restructured the university by firing tenured professors and eliminating academic programs.

Since 2016, tuition revenue to ESU has fallen by 26% while the six-university system overall generated an additional $140 million from tuition during that period.

“We are recommending a zero percent increase for the second year in a row,” said Hush, who indicated ESU’s budget factored in a possible 3% enrollment decline in the upcoming year.

Rolph, however, reiterated that he was concerned adopting less-than-necessary tuition increases at this juncture could lead to substantial spikes in the future to fill revenue gaps.

“Do you have that mapped out over two, three, four years where it’s stair-stepped?” Rolph said.

Hush said ESU was proud to offer a high-quality education with a tuition rate that moderated financial barriers faced by students.

“Our goal is to keep it flat from here on out,” Hush said. “We believe its moving in the right direction.”

Rick Muma, president at Wichita State University, said the 3.5% surge in tuition recommended to the Board of Regents reflected an attempt to navigate a difficult financial landscape. He pointed to leveling of investment from the state, uncertainty regarding federal appropriations, employee compensation that was 16% below market rates, the need to allocate $3.5 million to athletics programs and the anticipated reduction in international student enrollment.

“We are seeing the effects of decreased enrollment among international students,” he said. “This just didn’t start this year. It’s significant for us.”

Muma said the tuition increase could net WSU about $3.4 million annually, but the decline in international students could reduce revenue by $5.5 million annually. He said the university planned to implement a 4.8% budget reduction.

Kansas State President Richard Linton said tuition for in-state undergraduates would climb by 3.5%, but a 2.5% tuition increase would be applied to veterinary medicine students and an 8% increase would be sought for students on the aviation campus in Salina.

He expected KSU enrollment to climb 2% in the upcoming year, which would be a second consecutive year of growth following nine years of decline.

“The goal is to be working as hard as we can from a student-affordability standpoint,” Linton said.

KU Chancellor Doug Girod said the plan was to raise undergraduate tuition by 3% and boost student fees by 2%. These adjustments were in reaction to a projected 2.4% inflation rate, challenges with faculty salary compression, the flat state budget, reinvention of federal research funding and arrival of the long-anticipated enrollment decline tied to U.S. population trends. He expected KU also would experience a reduction among international students.

He said financial ramifications of these forces on higher education were difficult to fully predict, especially in terms of what could happen to student enrollment.

“I think the next two years are going to answer that question for all of us,” he said.

Tuition at the six universities in the Board of Regents’ system didn’t rise in 2020 and in 2023. In 2022, only KSU raised tuition. KU didn’t adopt a tuition increase from 2020 through 2023 before embracing increases of 5% in 2024 and 3.5% in the current academic year.

Thursday, May 22, is the last day of school for 8th graders and is a full day.

The last day for MHS seniors is Thursday, May 15, and it is a full day. Graduation is on Sunday, May 18, at 2 p.m. at Bramlage Coliseum.
