The Manhattan City Commission has voted 5–0 to approve a Resolution of Intent supporting the Kansas State University Foundation as they advance proposed improvements, amenities, and continued development of the EDGE District along the Kimball Avenue corridor.
The KSU Foundation has identified proposed improvements to the Bilbrey Family Event Center and K‑State Indoor Track facility to allow for more visitors and events, along with Champions Gate - a vibrant, year‑round, multi‑use development—with residential, hospitality, dining, entertainment, and green space—planned on a 15.71‑acre parcel located within the EDGE District across from the west parking lot of the K-State from football stadium.
To help advance these proposed improvements, the KSU Foundation is exploring several economic development tools available in the State of Kansas that can help finance eligible costs using new (“incremental”) revenue generated by the project area over time, rather than requesting City funding. The City Commission’s resolution specifically acknowledges that the KSU Foundation may explore a combination of STAR Bonds, Tax Increment Financing (TIF), a Community Improvement Districts (CID), and sales tax exemption on construction materials.
