This warrant stems from a report filed in September 2019 for rape, aggravated criminal sodomy, and aggravated indecent liberties with a child. Delarosa is being held on a $200,000 bond.

Junction City man accused of crimes involving 33-year-old woman

KANSAS CITY – The growing maternal-care desert in Kansas is causing more women in the state to drive long distances for care and 59% do not have local access to inpatient maternity services, according to a&nbsp;<a target="_blank" href="https://www.kumc.edu/school-of-nursing/about/kansas-nursing-workforce-center/research/kansas-nursing-reports.html?=redirect">report</a>&nbsp;released by the University of Kansas School of Nursing.

The report, Access to Maternity Care in Kansas, was produced by KU School of Nursing in collaboration with the Kansas Center for Rural Health, and with funding from the United Methodist Health Ministry Fund. The report describes and defines issues surrounding the availability of maternity care in Kansas.

Over the last 10 years, many rural hospitals across the country have closed or have stopped offering maternity care services altogether. This includes in Kansas, which is second only to Texas in terms of the number of counties considered rural. Rural hospitals are at an increased risk of closure due to declining occupancy rates, high fixed costs and market pressures.

“Kansas legislators, health care systems, foundations, professional organizations and educational institutions are all working hard to address the concerns of access to care and the health care workforce,” said Karen Weis, Ph.D., FAAN, dean of KU School of Nursing-Salina and lead author of the report. “Sound data is needed to support these efforts. The Access to Maternal Care in Kansas report is a first step in gathering that data in one central source.”

Access to quality perinatal care, which includes care during pregnancy and after the birth, is critical to the health of newborn babies and their mothers. Closures of hospitals and cessation of maternity services are correlated with more babies being born early, more infants admitted to neonatal intensive care units and more women dying during pregnancy or in childbirth.

The report outlines, by county and ZIP code when possible, the numbers of women of reproductive age in the area, the facilities offering prenatal care or inpatient maternity care; the availability of referral and high-risk services; and the providers accepting patients and offering prenatal or full perinatal services, nursing, anesthesia, behavioral health, lactation, and doula support services. It also provides the distances to facilities with delivery capabilities.

Key findings in the&nbsp;<a target="_blank" href="https://www.kumc.edu/school-of-nursing/about/kansas-nursing-workforce-center/research/kansas-nursing-reports.html?=redirect">report</a>, which is based on data from 2022-2024, include:&nbsp;

The report also found that the counties with the highest birth rates are the ones losing access to maternity care services. And rural counties had higher birth rates than urban ones: 67 versus 61 live births per 1,000 women of reproductive age.

"To me, the biggest surprise in the report are the two counties in western Kansas with the highest birth rates,” said Weis. Neither of these counties, Wallace and Grant, have a health care system offering maternity care. The distance to inpatient maternity care for those residing in each county is approximately 50 miles and 24 miles, respectively.

The report also provides information clarifying the unrecognized costs of providing maternal health care, which requires the presence of multidisciplinary teams of providers and nurses 24 hours a day, 7 days a week, 365 days a year. The vast majority of rural hospitals are reimbursed through a Medicare-reimbursement model, which does not cover the high cost of providing maternity care.

"These data paint a stark picture of the current landscape of access to maternal health. The data&nbsp;also emphasize the critical importance of addressing this challenge before it gets worse, as well as recognizing that the location of services is one piece of the puzzle,” said David Jordan, MPA, president and chief executive officer of United Methodist Health Ministry Fund, which is based in Hutchinson, Kansas. 

“We need to figure out solutions to complete the puzzle in order to provide women, children and families across the state with better access to the services they need to thrive.”&nbsp;

Close to 30% of ZIP codes in Kansas are more than 100 miles away from tertiary, high-risk services.</li><li>Forty-two counties in Kansas are without any documented anesthesia providers, and most of those are on the western side of the state.</li>

Senator Marshall visits Fort Riley soldiers at the southern border

WASHINGTON&nbsp;– The U.S. Department of Labor today announced it will begin a phased pause in operations at&nbsp;contractor-operated Job Corps centers&nbsp;nationwide, initiating an orderly transition for students, staff, and local communities. The decision follows an internal review of the program’s outcome and structure and will be carried out in accordance with&nbsp;available funding, the statutory framework established under&nbsp;the Workforce Innovation and Opportunity Act, and congressional notification requirements. &nbsp;

The pause of operations at all contractor-operated Job Corps centers will occur by June 30, 2025. As the transition begins, the department is collaborating with state and local workforce partners to assist current students in advancing their training and connecting them with education and employment opportunities.&nbsp;

The department’s decision aligns with the President’s FY 2026 budget proposal. Little Apple Post checked with the local Flint Hills Job Corps Center and learned that this decision will affect that facility, which serves about 180 students.&nbsp;

WASHINGTON&nbsp;– The U.S. Department of Labor today announced it will begin a phased pause in operations at&nbsp;contractor-operated Job Corps centers&nbsp;nationwide, initiating an orderly transition for students, staff, and local communities. The decision follows an internal review of the program’s outcome and structure and will be carried out in accordance with&nbsp;available funding, the statutory framework established under&nbsp;the Workforce Innovation and Opportunity Act, and congressional notification requirements. &nbsp;The pause of operations at all contractor-operated Job Corps centers will occur by June 30, 2025. As the transition begins, the department is collaborating with state and local workforce partners to assist current students in advancing their training and connecting them with education and employment opportunities.&nbsp;The department’s decision aligns with the President’s FY 2026 budget proposal. Little Apple Post checked with the local Flint Hills Job Corps Center and learned that this decision will affect that facility, which serves about 180 students.&nbsp;

In the meantime, I will continue to see patients in my office as usual, but this office will close this current location no later than October 5th, 2025. The Army announced that the Fort Riley Transition Assistance Program is hosting the “Hiring Our Heroes Career Summit” June 10 at Riley’s Community Center, 446 Seitz Avenue on Post. Morning workshops run from 9 a.m. to 12:30 p.m., followed by a hiring fair, featuring more than 70 local, regional, and national employers, from 1:30 to 4:30 p.m. The career summit will kick off with a networking reception for job seekers to connect with prospective employers June 9, from 5:00 to 7:00 p.m. at Rocking K’s in Manhattan.

MANHATTAN, Kansas – Josie Strauss of the Chapman FFA chapter won first place in the Agricultural Education Proficiency at the 97th Kansas FFA Convention, May 28–30, 2025, on the Kansas State University campus.

Strauss will receive the option to compete at the National FFA Convention against other competitors from across the United States, Puerto Rico and the U.S. Virgin Islands. The National FFA Convention will be held from Oct. 29 through Nov. 1, 2025, in Indianapolis, Indiana.

Chapman FFA member wins Agricultural Education Proficiency

WASHINGTON (AP) — Ford is recalling more than a million vehicles due to a software issue that can cause the rearview camera to malfunction, increasing the chance of an accident, government auto regulators said.

The software error, which Ford reported to the National Highway Traffic Safety Administration earlier this month, may cause the rearview camera image to delay, freeze or not display when the vehicle is in reverse.

The problem will be fixed by a dealer or via an "over-the-air" update at a later date. A preliminary letter notifying owners of the safety risk is expected to be mailed June 16, with a second letter to be sent once the update is available, expected sometime in the third quarter of 2025.

The following Ford vehicles — a total of 1,075,299 — are included in the recall:

2023-2024 F-250, F-350, F-450, F-550, F-600

 The Department of Government Efficiency has canceled four National Science Foundation grants worth more than $4.3 million that were awarded to the University of Kansas and Kansas State University, citing the programs as “wasteful DEI grants.”

The Department of Government Efficiency, or DOGE, announced the cancellations through its “savings” website, which listed terminations of three KU grants on April 25 and May 2, and one grant to K-State on May 2.

The decision is part of a larger effort by DOGE and the NSF to review and terminate what they describe as non-priority grants. In an April 18 post on X, formerly Twitter, the NSF said it was ending awards “not aligned with agency priorities” and reaffirmed its commitment to “creating opportunities for all Americans everywhere, without exclusion of any groups.”

DOGE claims the cancellations will save the federal government nearly $1.5 million, despite the total value of the grants exceeding $4.3 million. The move is part of a broader sweep that has resulted in the termination of hundreds of NSF-funded projects, many of them tied to diversity, equity and inclusion initiatives.

Two of the canceled grants — one each to KU and K-State — were part of the Louis Stokes Alliances for Minority Participation program. The LSAMP initiative aims to diversify the STEM workforce by increasing the number of underrepresented students earning degrees in science, technology, engineering and math.

The KU LSAMP grant supported a partnership with Pittsburg State University, the University of Nebraska, Southeast Community College, Johnson County Community College and Kansas City Kansas Community College. K-State’s grant, similarly aimed at building STEM pathways in Kansas, listed partners including Wichita State University and multiple community colleges across the state.

Another KU grant, awarded under the joint NSF-NIH SCISIPBIO initiative, focused on examining the career barriers faced by Black biomedical scientists. The study planned to build a dataset of more than 2 million individual faculty members to evaluate disparities in academic success metrics such as publications, citations and grant funding.

A separate KU grant targeted barriers faced by underserved, post-traditional engineering students — including those who are older, attend college part-time or support families. The research aimed to inform engineering programs about policy changes that could improve retention among such students, particularly those from economically disadvantaged and minority backgrounds.

The cancellation of these grants has raised concern among education advocates and researchers who argue that programs designed to support underrepresented communities in STEM are critical for long-term workforce development and innovation.

The cuts follow the recent resignation of the NSF director, raising further questions about the future direction of federal science funding and the role of diversity initiatives in higher education.

‘Tiny Titans: Dinosaur Eggs and Babies’ open at Flint Hills Discovery Center

The Geary County Food Pantry will open its new location on Thursday, May 29. The address for the new location is 700A W. 7th St. in Junction City.

Julia Loper, the President of the Board for the Geary County Food Pantry, noted that their project at the new location is not yet finished, but they will be opening their doors on Thursday. “There is still work being done to our facility, but we are open to serve our neighbors at our new location,” Loper said. Work on the project will continue to occur as the Food Pantry serves the community.

Hours at the new facility remain the same as they were at the previous location. Their hours are listed below.

Mondays and Thursdays – 10:30 a.m. - Noon

A formal grand opening and ribbon-cutting will be held during the late summer or early fall months. Hutton Construction was the main contractor for the project.

The Trump Administration recently appointed David Schemm as the new State Executive Director (SED) for the USDA Farm Service Agency (FSA) in Kansas. Schemm joined the Kansas FSA team on May 5, 2025.

David Schemm appointed as USDA FSA Director in Kansas

WABAUNSEE COUNTY—Law enforcement are investigating two teen suspect in connection with an alleged burglary.

On Monday night, a Sergeant with the Wabaunsee County Sheriff's Office investigated a suspicious gray 2018 Hyundia Tucson in Eskridge, according to a media release.

The vehicle had reportedly circled a structure on the 200 block of South Cedar without headlights on before parking. Two individuals dressed in black exited the vehicle and entered an abandoned property with bags and later loaded items from the building into the vehicle.

The Sheriff's Sergeant initiated a traffic stop as the vehicle attempted to depart the area and made contact with the driver, identified as 18-year-old Zane Arthur Burnett, and the passenger, identified as 19-year-old Eli Joseph Hoskins, both from Johnson County Kansas.

 A probable cause search of the vehicle revealed stolen items from the building including Masonic books, antique photos, and other objects in wet, dirt-covered bags. 

Both suspects were taken into custody without incident and transported to Wabaunsee County Jail and are being held on requested charges of burglary.

 Across the country, 13,135 people have been killed in a crash involving a teen driver from 2019-2023. More than 30% of those deaths occurred during the ‘100 Deadliest Days’ between Memorial Day and&nbsp;Labor Day, according to a AAA review of crash data from the National Highway Traffic Safety Administration (NHTSA). On average, 8 people are killed per day in teen-involved driving crashes in the summer, compared to 7 per day during the rest of the year.&nbsp;

In 2023 alone, the most recent year of complete crash data, 2,897 people nationwide were killed in crashes involving a teen driver. A third of those deaths, 860, happened during the 100 Deadliest Days.&nbsp;

AAA Foundation for Traffic Safety analysis of NHTSA Fatality Analysis Reporting System (FARS) data of deadly crashes involving drivers ages 15-18 in Kansas shows the tragic impact in the summer months:&nbsp;

“Summer months are particularly dangerous as more young drivers hit the road during school breaks with many logging more unsupervised driving time than usual,” said Jake Nelson, Director of Traffic Safety Advocacy and Research at AAA. “We encourage families to take advantage of AAA resources like our driver education classes and parent-teen safe driving agreements to help set clear expectations for driving privileges.”&nbsp;

OGDEN, KS – The Flint Hills Regional Council (FHRC) has been awarded a $1 million Brownfields Revolving Loan Fund (RLF) Grant by the U.S. Environmental Protection Agency (EPA). This federal investment will help communities across the region clean up and redevelop contaminated or underutilized properties, unlocking new economic and community development opportunities.

“This $1,000,000 EPA grant is a game changer for the Flint Hills region,” said Trish Giordano, President of the Flint Hills Regional Council. “It empowers us to transform abandoned properties into thriving community assets, sparking revitalization and creating new jobs. Together, we’re paving the way for a brighter, more prosperous future.”

The EPA’s Brownfields Program, established in 1995, supports local governments and nonprofits in cleaning and redeveloping sites affected by environmental contamination. Through this RLF clean up grant, FHRC will provide low-interest loans to eligible entities in the Flint Hills region, particularly in rural communities where financing for environmental remediation is often difficult to obtain.

According to Janna Williams, Regional Planner for FHRC, the loan fund will move projects forward by funding cleanup of brownfield sites—especially those found in rural downtowns. Once remediated, these sites can be redeveloped into businesses, housing, or public-use spaces, revitalizing communities, creating jobs, and strengthening the tax base.

It is anticipated that funding will become available early fall.&nbsp;

Flint Hills Regional Council is awarded a revolvong loan fund 

RILEY COUNTY—Law enforcement are investigating an alleged violent incident at the Riley County Jail.

Just before 5:30a.m. Saturday, an officer filed a report for battery of a corrections officer, according to the Riley County Police Department activity report.

 A 31-year-old prisoner identified as Evans Agyemang of Manhattan was listed as a suspect for battering a 25-year-old woman during the performance of her duties. 

Just before 6:30a.m. Agyemang was arrested&nbsp; at 1001 S. Seth Child, for battery of a corrections officer. Agyemang was issued a total bond of $15,000 and remains in custody at Riley County Jail.
