MANHATTAN - On Monday, community members gathered to honor the lives of those who lost their lives while serving in the military.

Wreaths were hung and flowers were laid in honor of the fallen.

Junction City High School JROTC members posted the colors and assisted with hanging the wreaths.

The Junction City American Legion Chapter 45 Riders provided the 21 volley salute as part of the remembrance ceremony.

Memorial Day ceremony honors fallen heroes

JUNCTION CITY - Last weekend, member of the American Legion Post 45 and American Legion Riders Chapter 45 honored the more than 80 fallen Kansas soldiers with a monument dedication.

The monument is on the east edge of Heritage Park and faces the east.&nbsp;

Containing the more than 80 names of soldiers from Kansas who have been killed while serving in Iraq, Afghanistan and the Gulf War.

*The monument will be removed in the next few weeks to receive repairs due to damage occurring during shipping. While being repaired an additional five names will be added to the monument.

Riley County Arrest Report May 27

MORRIS COUNTY— The Kansas Highway Patrol has released the names of three people who died in an accident just before 4p.m. Saturday in Morris County.

According to the patrol, a 2014 Ram 1500 pickup driven by Andrew M. Steele, 53, White City, was southbound on Kelso Road at&nbsp;P Avenue approximately 6 miles Northwest of Council Grove.

The pickup&nbsp;was traveling in the center of the road and struck a northbound 2024 Toyota Rav4 driven by&nbsp; Troy A. Sabean, 33, Roseville, Minnesota, head-on.

&nbsp;Sabean and passengers in the Toyota identified as Ann C. Porter, 69, Fergus Falls, Minnesota and Emma M. Porter, 33, Roseville, Minnesota, were pronounced dead at the scene.

EMS transported passengers in the Toyota Paul M. Porter, 68, and Kathleen L. Lebarron, 64, both of Edina, Minnesota to Stormont Vail.&nbsp;

EMS transported Steele to the Morris County Hospital and a passenger in the pickup Lisa M.&nbsp;Steele, 51, White City, to KU Medical Center. Andrew Steele was not wearing a seat belt, according to the KHP.

The head-on crash occurred near&nbsp;P Avenue and Kelso Road, according to the Morris County Sheriff.

&nbsp;One of the vehicles had 2 occupants, both were transported by Morris County EMS to the Morris County Hospital with serious injuries. 

The other vehicle had 5 occupants, 2 occupants were transported by Morris County EMS to the Morris County Hospital with life-threatening injuries, the other 3 occupants were pronounce dead at the scene of the crash, according to the sheriff's office.

DICKINSON COUNTY —One person died in an accident just after 5p.m. Friday in Dickinson County.

The Kansas Highway Patrol reported a 2022 Harley Davidson motorcycle driven by&nbsp;William L.&nbsp;Anyan, 67, Athens, Georgia, was eastbound on Interstate 70 four miles east of Abilene.

The motorcycle rear-ended a 2008 Chevy Equinox driven by Roberto L. Perez, 38, Manhattan who was stopped in traffic from an earlier accident.

Anyan was pronounced dead at was transported to Ryan's Mortuary.

Perez was not injured. A passenger in the Equinox identified as Hunter Rose, 32, Manhattan, was treated at the scene and released. Anyan was wearing a helmet, according to the KHP.

Motorcyclist dies after I-70 rear-end crash in traffic

WABAUNSEE COUNTY - On Thursday, May 23rd, just before 10:30pm, Deputies with the Wabaunsee County Sheriff's Office were dispatched to the report of shots fired.

When deputies arrived on scene in the 17000 block of Wakarusa Road, they found evidence, including the circumstances to arrest 66-year-old, James John Owens, from Eskridge.

Owens was booked into the Wabaunsee County Jail on requested charges of&nbsp;Attempted Murder in the 1st Degree; Aggravated Battery/use of a deadly weapon; Aggravated Assault/use of a deadly weapon &amp; Domestic Battery.

No injuries have been reported in connection with this incident.

The investigation remains ongoing. All suspects are considered innocent until proven guilty in a court of law.

RILEY COUNTY —Law enforcement in Riley County are investigating a Kansas felon on new allegations after an arrest.

Just after 4:30a.m. March 13, the Riley County Dispatch Center received a call from the Riley County Jail advising an inmate was not breathing and lacked a pulse, according to a media release from the RCPD.

Emergency medical services were dispatched to render aid while Riley County Police Department Officers were dispatched to secure the scene. 

First responders were able to revive the inmate to stable condition. Through the course of an investigation it was determined the inmate had obtained the controlled substance from a fellow inmate, Joseph Keehn, 30, of Junction City. 

On Thursday, officers arrested Keehn on a Riley County District Court warrant for trafficking contraband in a correction/care facility and distribution of a controlled substance causing great bodily harm&nbsp;

Keehn is being held on a $125,000 bond. He has previous convictions for aggravated assault, obstruction, theft and drug possession, according to the Kansas Department of Corrections

The Riley County Police Department has begun researching additional procedures and technologies to help eliminate controlled substances from inside it's jail facility.

Kan. felon accused of giving drugs to fellow Riley Co. inmate

MANHATTAN - On Thursday, the Wareham Hall announced they received funding from the state in the amount of $1 million to help with fundraising efforts.

Senator Usha Reddi led the effort to bring the funds to Manhattan to advance fundraising efforts for renovations and modernization of Wareham Hall.

"It’s an exciting time for Manhattan and for Wareham Hall as our project continues to gain momentum. This funding is a symbol of our collective commitment to the arts. It propels us toward not just revitalizing a historic landmark, but transforming it into a fully accessible and secure venue for everyone. We are immensely grateful to the State of Kansas for authorizing these funds and to Senator Reddi for her dedication to our project’s vision," says Blade Mages, executive director, Wareham Hall.

"With this funding, we're not just renovating Wareham Hall; we're transforming it into a safe and accessible space for all. This project is about ensuring that everyone, regardless of ability, can enjoy and participate in the artistic offerings of our community," says Senator Usha Reddi.

The funding does require community fundraising to match the state funding in a 2:1 ratio. This means the community or private investors need to donate $2 for every $1 of state funds.

"We call on our community members, local businesses, and arts supporters to join us in meeting this challenge," urged Mages. "Your contribution will double the impact, enabling us to fully realize the vision we have for Wareham Hall as a premier destination for arts and culture."

Renovations of the Wareham will include ADA-compliant facilities, updated elevators, and advanced security systems, all while restoring the Wareham Hall into the entertainment venue it once was.

Just after 1p.m. Thursday, officers filed a report of theft in the 800 block of Poyntz Avenue, according to the Riley County Police Department activity report.

An 87-year-old woman reported a Holland &amp; Holland Rifle was taken by an unknown subject from the vault where it was stored. &nbsp;

Due to the water line break, traffic is reduced through the area to allow crews to find and repair the break in a timely manner.

Traffic changes include: -Westbound: Outside lane of Poyntz Avenue is closed from 10th Street through 12th Street -Westbound: No right turn(northbound) onto 11th Street from Poyntz Avenue -Eastbound: No left turn(northbound) from Poyntz Avenue onto 11th Street -Southbound: right turn only

Traffic restrictions continue at 11th Street and Poyntz Avenue while crews repair water main

U.S. Senator Roger Marshall’s office, along with&nbsp;the Greater Manhattan Community Foundation,&nbsp;will honor Kansas Gold Star Families with a trip to Washington D.C. for Memorial Day.&nbsp;Four Gold Star families will be in&nbsp;D.C.&nbsp;for the re-dedication of&nbsp;the First Division Monument that honors fallen soldiers from the First Infantry Division.&nbsp;

Tyler Mason, a Military Affairs Liason for Senator Roger Marshall’s office, said, “The whole purpose of this trip is to pay it forward to those families who gave it their all and to show them that we appreciate them and their sacrifices.”

The Gold Star families will fly out of Kansas City on Saturday, May 25, and spend Memorial Day weekend in D.C.&nbsp;

On Saturday night, the Junction City Military Affairs Council and Economic Development will provide a dinner for the Gold Star families at Clyde’s Gallery Place in Washington D.C., and in attendance&nbsp;for the dinner,&nbsp;with the Gold Star Families will be Major General John V. Meyer III, Division Command Sergeant Major Derek Noyes, from the First Infantry Division, and Lieutenant General (Retired) Ron Watts from the Society of the First Infantry Division.&nbsp;

Isreal Waddell, the Director of the Junction City Military Affairs Council, expressed the importance of recognizing Gold Star Families. “Behind every Gold Star Family is a story of sacrifice, resilience, and love,” Waddell said.“Serving Gold Star Families isn’t just an act of gratitude: it is a testament to our enduring commitment to honor, cherish, and remember those who have given everything for our freedom.”

On Sunday, the Gold Star Families will meet up with Senator Roger Marshall and attend the re-dedication of the First Division Monument that honors fallen soldiers from the First Infantry Division. In addition to 12,947 names, The Society of the First Infantry Division will unveil 631 new names on the monument.&nbsp;

Senator Marshall, a veteran, spoke of the importance of honoring these families and soldiers. “It’s important to the active duty soldiers just to see that their Senator cares,” Marshall said. “You can tell people that you care, but this is a way to show the soldiers, past and present, that I do care.”&nbsp;

Following the re-dedication ceremony, Senator Marshall will take the Gold Star families on a private tour of the capital building.&nbsp;

Christine Benne, the Military Relations Coordinator at the Greater Manhattan Community Foundation, raised the necessary funds to make this trip happen. Benne secured funding through some grants that she had written, including a $25,000 grant from the McCormick Foundation. The funds raised will cover airfare, hotels, and the commute from Fort Riley to the airport in Kansas City.&nbsp;

The Gold Star Families fly to D.C. on Saturday, May 25, and will return on Memorial Day.&nbsp;

WASHINGTON, D.C. — With Thursday scheduled as the day for the markup of the next five-year Farm Bill in the House Agriculture Committee, Kansas First District Congressman Tracey Mann went to the House floor to praise the initial product that he has seen thus far heading into the process.

Mr. Speaker, this is a week that farmers, ranchers, and agricultural producers in my state have long-awaited. The House Agriculture Committee will finally markup a five-year Farm Bill. I want to start by saying thank you to Chairman G.T. Thompson for leading the committee in developing a bipartisan, comprehensive, fiscally conservative Farm Bill that gives our farmers, ranchers, and agricultural producers the certainty they deserve.

Around this time last year, the Chairman and I hosted a Farm Bill listening session in the middle of a wheat field in my District. We heard from 150 Kansans about their priorities for a Farm Bill. They were clear—they need a Farm Bill that gives them certainty as they work day-in and day-out to feed, clothe, and fuel the world. The Farm, Food, and National Security Act does just that.

This Farm Bill strengthens the farm safety net and protects crop insurance. Agricultural producers in Kansas understand firsthand how important that is. In February 2021, Kansas had 13 consecutive days of below freezing temperatures which was a 40-year record. Our producers worked around the clock to protect their cattle and ensure they survived. Just last summer, drought and market conditions in Kansas caused producers to abandon the highest number of acres of wheat since World War One. Wheat farmers have seen a 35% decrease in production in the last year as a result. Mr. Speaker, the reality is Mother Nature is a very difficult business partner. One bad crop year could put the livelihood of our producers and their families at risk. This Farm Bill gives these hardworking individuals more certainty by strengthening the farm safety net, adjusting reference prices, and modernizing the Livestock Indemnity Program, dairy supports, and Conservation Reserve Program.

The committee’s Farm Bill also maintains American food independence and invests tax dollars in places we can see a return on those dollars. America is the freest country in the world, in part because we have never had to rely on another country to feed us. At the heart of that independence is agricultural research and innovation.

The Big First is home to some of the crown jewels of the animal health corridor—Kansas State University and the National Bio and Agro-Defense Facility. These institutions give the nation a scientific hub of world renown research. Kansas State University is conducting groundbreaking research into areas, including new heat-tolerant wheat varieties and higher yielding sorghum. The U.S. Department of Agriculture’s state-of-the-art National Bio and Agro-Defense Facility in Manhattan, Kansas, will conduct research into serious animal disease threats and be an important backstop in protecting our nation’s food supply. This work, and America’s continued ability to feed ourselves for generations to come, depend on a five-year Farm Bill that prioritizes food security as national security.

Mr. Speaker, this Farm Bill makes robust investments in the Market Access Program and Foreign Market Development cooperator programs that ensure our American producers remain in the international marketplace. It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.

I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.

We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. This body, and Congress, must use this legislation to address the concerns we have all heard over the last several years.

When we kicked off our Farm Bill listening session last year there were three combines parked behind us – John Deere, Case, and Gleaner. When you grow up on a farm, you’re born into a loyalty to one of these trusted American brands. They have different styles and features, but they are all designed to do the same thing – harvest. Our listening session that day, and the bill the House Agriculture Committee markup this week are no different. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.

This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Most importantly, this&nbsp;bill ensures that American farmers, ranchers, and agricultural producers can continue to keep us all fed, fueled, and clothed.&nbsp;The Farm, Food, and National Security Act&nbsp;is the first step in the right direction, and I look forward to this week’s markup.

It proactively addresses issues like deferred maintenance costs at land-grant institutions and the country’s veterinarian shortage before the problem gets worse.I’ve been to this floor nearly thirty times to push for my priorities in the Farm Bill—to protect and strengthen crop insurance, promote trade programs that help America remain competitive and secure, conduct rigorous oversight of the executive branch to fight big government overreach, and invest in agricultural research at America’s land-grant universities.&nbsp;I’m pleased that the Farm, Food, and National Security Act does just that.We need to pass a five-year, fiscally conservative Farm Bill long enough to provide certainty and short enough for Congress to respond to market changes. Farm Bills feed every corner of the nation from New England to the islands of Hawaii, both our coasts, down to the Gulf, and even the heartland of the country, including Kansas.&nbsp;American agricultural producers and consumers are counting on it. The legislation we markup this week will have ripple effects for the next half-decade. We all have different priorities and backgrounds, but we’re all here to do the same thing – harvest, work hard, and effectively churn out a product – the Farm Bill.&nbsp;American farmers, ranchers, and agricultural producers deserve it, America’s food and national security depend on it, and Congress must deliver it.This Farm Bill is something our agricultural community can be proud of. It&nbsp;puts&nbsp;dollars in places where Americans&nbsp;can see&nbsp;a good return on&nbsp;their&nbsp;investment. It tightens budgets and reins in reckless spending that doesn’t serve taxpayers. Riley County Arrest Report May 22

RILEY COUNTY —One person was injured in an accident just after noon Tuesday in Riley County.

According to the Riley County Police Department activity report, a vehicle pulled out in front of a motorcycle driven by 61-year-old Rick Runion in the 500 Block of&nbsp;&nbsp;Fort Riley Blvd. 

This caused Runion to make an evasive maneuver which resulted in him downing his motorcycle.&nbsp; EMS transported Runion was transported to Via Christi&nbsp; for treatment of non life-threatening injuries.

WASHINGTON — The U.S. Department of Agriculture announced Tuesday $300 million in funding for more than 60 groups seeking to diversify American agricultural exports.

“USDA is pleased to be able to provide the startup capital to tap into these opportunities,” Agriculture Secretary Tom Vilsack said on a call with reporters Monday night previewing the announcement.

In total, 66 organizations will be funded under the new Regional Agricultural Promotion Program, or RAPP. The USDA&nbsp;<a target="_blank" href="https://fas.usda.gov/programs/regional-agricultural-promotion-program">launched</a>&nbsp;the $1.4 billion program in October in order to develop new export markets for U.S. food and agricultural products beyond the traditional partnerships with Canada, Mexico, the European Union and China.

“What this program really provides is an opportunity for us not only to expand geographically the opportunities for trade, but also the products that can be made available,” Vilsack said. “It’s a tremendous opportunity for us to diversify in a variety of different ways to grow market opportunity.”

The program focuses on tapping U.S. exports into new markets in regions such as South and Southeast Asia, Latin America, the Middle East and Africa.

“When you have the major markets, as we’ve had, where 60 to 65% of what we export goes into four or five markets, that can create a sense of complacency,” Vilsack said.

Vilsack said the funding would be an important step in building wealth in rural areas of the United States.

“We want to make sure our foreign-market development programs and agricultural trade in general work for the full spectrum of American agricultural producers, regardless of their size, their location, their product or target market,” he said. “By investing in exports, we’re investing in the future of American agriculture and rural communities.”

Michigan Democratic Sen. Debbie Stabenow, who leads the Senate Committee on Agriculture, joined the call with reporters. She said that USDA investing in exports is crucial to growing American agriculture.

“The bottom line is (to) create new revenue for the folks that have the riskiest business in the world,” Stabenow said. “This is a really important way to support them.”

 <li>The U.S. Dairy Export Council, based in Virginia, will receive $10 million to expand its presence in Africa by using the funds to study and develop dairy import regulations and regulatory frameworks in those markets.</li>
 </ul><ul>
 <li>The U.S. Meat Export Federation based in Colorado will be awarded $21 million to expand its export efforts to new markets throughout Africa. It will also expand its investment in the convenience-store industry in South Korea, Central America and Colombia.</li>
 </ul><ul>
 <li>The Brewers Association in Colorado will be awarded $2 million to partake in the craft beer scene in Southeast Asia, by participating in the region’s premier brewing trade show and festival and bring buyers from that region to top trade shows in the US.</li>
 </ul><ul>
 <li>The Cranberry Institute in Massachusetts will receive $1 million to conduct trade education seminars and other events to identify opportunities in India, Brazil, Colombia and Southeast Asia.</li>

The SUV struck a Honda Civic driven by Benjamin Nyberg, 91, Manhattan.

EMS transported Oleen to Via Christi for treatment. The RCPD&nbsp;cited for failure to stop at the red light.&nbsp; Nyberg was not injured.

MANHATTAN - On Tuesday, May 21st, Winfried(Wynn) Butler, former mayor of the city of Manhattan, made <a href="https://littleapplepost.com/posts/3b983dcc-7663-43b1-8898-59c00fd570da">his first appearance at Manhattan Municipal Court for alleged DUI</a>.

Butler appeared in court with his lawyer. Butler pled not guilty to the charge of <a href="https://littleapplepost.com/posts/73dca288-9ecb-43c8-a9d3-bf22b0b2f5e0">driving under the influence of drugs/alcohol; 1st conv; blood/breath .08 or &gt;.</a>

Butler is charged with DUI following an incident on May 8th, when his vehicle entered Candlewood Liquor store.

Former MHK mayor pleads Not Guilty to DUI charges from May 8th incident

Governor Laura Kelly announced today that $3.5 million will be awarded to 13 projects through the Kansas Department of Transportation’s Innovative Technology Program. The program makes investments that improve safety, access, or mobility and implement new transportation technology.&nbsp;

“My administration is delivering technological advancements&nbsp;to increase transportation safety in every corner of the state,”&nbsp;Governor Laura Kelly said.&nbsp;“Through collaboration with local entities, this investment supports innovative transportation improvements in rural and urban communities.”&nbsp;

All transportation system projects are eligible for Innovative Technology funding. Examples of projects selected for technology upgrades in this round include aviation and rail upgrades, traffic engineering and school zone enhancements, and truck simulators for CDL (commercial driver’s license) program expansion.&nbsp;

State funding for the 13 projects will be enhanced by a minimum 25% local match from each recipient, resulting in a total innovative technology investment of more than $5.3 million. The program is part of the Kelly administration’s bipartisan 10-year, $10 billion Eisenhower Legacy Transportation Program, also known as IKE.

“New and emerging technologies offer the potential for a safer, more efficient transportation system,”&nbsp;said&nbsp;Transportation Secretary Calvin Reed. “This latest round of Innovative Technology projects demonstrates how Kansas communities are proactively turning to technology to improve operations for now and the future.”&nbsp;
