The Kansas Department of Transportation is committed to keeping the highways clear whenever inclement weather impacts the state.

However, KDOT staffing shortages create the potential for highways to not be cleared of snow and ice in a timely manner. The agency is in need of equipment operators – the agency’s primary snowplow operators.

The agency has dealt with reduced staffing in the past, but the shortages have been greater in recent years. Across the state, KDOT is about 25% short of its preferred number of snowplow operators needed to be fully staffed.

“KDOT field crews always do their best, but with less staff, it could cause delays to clear snow and ice from the highways,” said KDOT Director of Field Operations Clay Adams. “We are able to pull in crews from across the state to affected areas, but that’s not always possible depending on the scope and severity of winter storms.”

KDOT snowplow operators work 12-hour shifts. Highways and bridges will be pretreated in advance of approaching storms when possible.

The agency also will deploy employees – including supervisors and managers – with a Commercial Driver’s License (CDL) to plow snow and will hire seasonal employees. KDOT assists selected applicants in obtaining a CDL, including providing training. HUTCHINSON Kan. — As clocks fall back to standard time Sunday morning, be prepared for the change in how you see the road on Monday.

"It's going to give us lighter morning commutes and the darker evening commutes," said Shawn Steward with AAA of Kansas. "Overall, it just throws people's sleep patterns off a little bit and can lead to drowsy driving. We like to remind people this time of year, just be aware how this time change is affecting you."

If your usual route is eastward in the morning, or westward in the evening, be prepared for the sun to be in a different place than it has been.

"Be prepared to drive," Steward said. "Be prepared to focus on driving. Focus on the road, not your phone. Get plenty of sleep, especially if you're taking a longer trip. Just be aware when your body is starting to get tired. Maybe stop off and grab a cup of coffee or take a little break from the road."

According to AAA, 16% to 21% of all police-reported fatal vehicle crashes likely involve drowsy driving, a factor likely underreported in government statistics.

"A lot of the new Advanced Driver Assistance Systems in newer vehicles do help you keep it in the lane," Steward said. "It will notify you when you start to head over to the lines on the side. They'll help brake in case of something coming up more quickly than you expect. Those technologies are great, but they're not a complete substitution for the driver being focused on the road."

According to AAA, drivers who have slept for less than 5 hours have a crash risk comparable to someone driving drunk.

The Kansas Department of Transportation has announced that K-177 work continues for phase 2 of reconstruction&nbsp;<a>for approximately 13.5 miles; K-177 remains closed from the north side of the K-4 junctions, continuing north to I-70.</a>

Following delays in bridge construction, the contractor has rescheduled the reopening of K-177 to November 22, weather permitting.

Through traffic can follow the state detour from Council Grove to Herington to Junction City (See attached map).

Wildcat Construction Co. Inc. and Subsidiaries of Wichita is the primary contractor for this $52.3 million project.

Cold temperatures came on quickly in Kansas, and leaves have begun to drop.

While keeping up with leaves every fall is a challenge, Kansas State University horticulture expert Cynthia Domenghini says the amount of leaf cover on the ground has an impact on the underlying plants.

“Photosynthesis will be restricted in a lawn covered with a dense layer of leaves, preventing it from storing enough energy to survive winter,” Domenghini said.

Leaves can be added to a compost heap, but Domenghini recommends shredding them first. This can be done by mowing over them on the lawn and collecting them in the mower bag or they can be added directly into the planters.

“Incorporate 2-3 inches of shredded leaves to the soil at a time,” Domenghini said. “This can be repeated until the leaves are gone or the soil is frozen and cannot be worked. Shredded leaves can be used as mulch around trees, shrubs and perennials as well.”

Leaf mulch incorporated into lawns can help prevent weeds from germinating between grass plants. Leaf mulch has not been shown to negatively effect turf quality, color or soil pH, she said.

Shredded leaves can be left on the lawn if they are not too dense, Domenghini adds. As the lawn is mowed, the leaf pieces will fall in between the blades of grass and eventually break down into the soil.

“It may require multiple passes with the lawn mower to get the leaf size small enough. It is also necessary to mow frequently to keep up with the leaf drop,” Domenghini said.

If incorporating leaves into a cool-season lawn, Domenghini said it makes sense to be on a fall nitrogen fertilization program and core-aerate in the fall as well. You can mow leaves into a warm-season lawn but wait until late May or early June to fertilize and core-aerate, she said.

K-State horticulturist offers suggestions for where to put leaves

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, began November 1 and remains in effect through March 31.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

 </figure>KCC TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, began November 1 and remains in effect through March 31.While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Kansas Cold Weather Rule now in effect

TOPEKA — Kansas researchers will turn their focus to wheat, millet and other crops in a federally funded attempt to tackle world hunger.

The U.S. Agency for International Development awarded Kansas State University $22 million to research how best to promote the growth of crops as climate change and global instability continues to derail the agricultural industry.

K-State will lead the Feed the Future Climate Resilient Cereals Innovational Lab, or CRCIL, focusing on sorghum, millet, wheat and rice as major world crops that need to be protected. The university will partner with several other state universities including Cornell University and Louisiana State University, along with international partners in South Asia, Eastern and Western Africa and Latin America.

Jagger Harvey, director of CRCIL and a research professor in the Plant Pathology Department at K-State, said the project will look at ways to make these crops more resilient, including researching seed modification to help double food production and crop durability as climate conditions worsen.

“Kansas farmers and researchers are no strangers to harsh climatic conditions impacting cereal production,” Harvey said. “This makes K-State the perfect home for this new initiative.”

The funding will support collaborative research, along with using plant-breeding technology, such as DNA sequencing and genotyping, crop modeling and quicker growth methods, with the end goal of providing hardier crops to farmers around the world.

Dina Esposito, USAID’s assistant to the administrator for Resilience, Environment, and Food Security, said the initiative would help tackle problems of hunger and poverty.

“Advancing this work is critical to generating a pipeline of climate-adapted crops so we can strengthen the resilience of small-scale farmers and meet their current and future needs,” Esposito said.&nbsp;

Jared Crain, a K-State plant pathology department research assistant professor who will serve as the associate director of the innovation lab, estimated that more than 50% of the world’s caloric intake comes from cereal crops.

“With the exception of maize, CRCIL is dedicated to identifying and using genetic variation to improve farmers’ production and consumers’ acceptance of the top vital cereals,” Crain said.

The $22 million award is the fifth award that K-State has received through Feed the Future, a federal initiative attempting to combat world hunger. USAID has invested nearly $128 million in K-State innovation labs for research into agricultural areas such as post-harvest losses and increasing harvest yields.

MANHATTAN — The Kansas State University and Stormont Vail Health Research Collaboration has been expanded with the launch of a new clinical research space to create more opportunities for clinical health care research collaboration between K-State faculty and students and Stormont Vail practitioners and patients.

The partnership between K-State and Stormont Vail began in 2020 with a collaborative study between the health care system and&nbsp;<a href="https://www.hhs.k-state.edu/kines/about/people/cade.html">Carl Ade</a>, K-State associate professor of kinesiology, and it has extended to be a universitywide opportunity."

K-State research has needs for clinical expertise as well as patients for research studies, and Stormont Vail has clinicians who want to be involved in research and patients who want to be involved in studies," Ade said. "It's a great opportunity for both parties to engage in a mutually beneficial partnership."

Ade serves as the liaison between Stormont Vail and K-State, connecting university researchers to physicians and patients at Stormont Vail and vice versa."

My team wants to bridge the gap and make it easier for K-State researchers to access the clinical expertise and patients and for Stormont Vail to access the scientific powerhouse that is K-State," Ade said. "This benefits the patients of this region — they can give back through research studies, and it gives patients in this part of the state access to research trials they might not have access to otherwise."

According to Ade, if a Stormont Vail physician or nurse has an idea but no time or resources to explore it, they can reach out to him for connections to faculty members who are working in that research area. Likewise, if a faculty member is leading a research project that requires a clinical study, Ade can facilitate a connection with Stormont Vail's clinical research center to see if the study is feasible and potentially seek out eligible patients to participate."

The recent openings of the Stormont Vail Health Manhattan Campus and Flint Hills Campus in Junction City surround the university with new Stormont facilities, resources, health care providers and patients," said Mary Martell, vice president and regional administrator for Stormont Vail. "What we can do together is unlimited; it's an exciting time for our health system, the patients and communities we serve, and for the next generation of the scientific platform we are creating with K-State."

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, will begin on Wednesday, November 1 and remain in effect through March 31.While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. RILEY COUNTY —Law enforcement authorities are investigating a Kansas felon on new allegations.

Just after 5p.m. Sunday, police arrested 37-year-old Amy Roth of Manhattan in the 400 block of Leavenworth Street in Manhattan, according to the Riley County Police Department activity report.

Roth was arrested on probable cause offenses of burglary and criminal trespass. Roth was issued a total bond of $12,000 and is no longer in custody

She has previous convictions for theft, forgery, burglary and criminal possession of a weapon, according to the Kansas Department of Corrections.&nbsp;

Just before 2a.m. Sunday, police arrested 22-year-old Naeqwan Tommy Nicholas Tomlin of Manhattan at Tubby's Sports Bar, 1127 Moro Street in Manhattan, according to the Riley County Police Department arrest report.&nbsp; <a href="https://www.kstatesports.com/sports/mens-basketball/roster/nae-qwan-tomlin/11221">Tomlin is a senior member</a> of the K-State basketball team, according to the school's web site.

Tomlin was held on a $750.00 bond on requested charges of&nbsp;Disorderly conduct; Brawling or fighting.&nbsp; He posted bond and was released just before 5a.m., according to online jail records.

 &nbsp;Police released no additional detail early Sunday.

On Thursday evening police reported the arrest of 21-year-old Cordarius Gowdy; 18-year-old Damerius McGee both of Ogden and Christopher Stowers, 21, of Manhattan on requested charges&nbsp; of attempted first-degree murder, aggravated battery and one count of firing into an occupied dwelling.
