RILEY COUNTY—One person was injured in an accident just after 7a.m. Saturday in Manhattan.

According to the Riley County Police Department activity report, a Chevy Silverado driven by a boy from Manhattan, failed to yield at the red light&nbsp;at the corner of McCall Road and Poyntz Avenue.

The pickup collided with a Honda Odyssey driven Camilla Roberts, 46, Manhattan.

EMS transported the pickup driver to Via Christi by EMS for non life-threatening injuries. He was cited for failure to stop at a traffic light.

GEARY COUNTY —A spring rainstorm kept Sheriff's Deputies busy over the weekend in Geary County.

Just after 5a.m. Sunday, deputies converged on the Old Highway 40 - Crider Road area to rescue a man later identified as 24-year-old&nbsp;Isaih Arturo-Pedraza who had become stranded after his car became stuck in water during flash flooding, according to a media release from Geary County Emergency Management.

&nbsp;Junction City firefighters used safety line to get to him and walk him to safety, according to&nbsp;Geary County Emergency Management Director Garry Berges.

&nbsp;Just before 8a.m., four other people were also rescued near the Geary State Lake, according to the Sheriff's Department.&nbsp; One was in a vehicle and three others had been trapped earlier in the morning. A Sheriff's patrol vehicle was used to cross an inlet to make rescues. There were no injuries reported.

Severe thunderstorms moved through the area during the early morning hours Sunday and there was also a flash flood warning. 

Rainfall totals ranged from 2.21 inches on the west side of Junction City to 2.74 inches in the Lyons Creek Road area southwest of town to nearly three inches in the Chapman area.

Deputies assist stranded driver in flooded area

TOPEKA—Kansas&nbsp;district&nbsp;courts affected by an Oct. 12 cybersecurity incident have finished working through a backlog of new cases and paper documents filed while&nbsp;court&nbsp;information systems were offline from mid-October to early January.

District&nbsp;courts in 104 counties switched to paper filings after&nbsp;court&nbsp;information systems managed by the Office of Judicial Administration were taken offline following the Oct. 12 cybersecurity incident.

“After the cybersecurity incident, our first goal was to restore all&nbsp;court&nbsp;information systems safely and securely,” Chief Justice Marla Luckert said. “Once these systems were restored, district&nbsp;court&nbsp;staff then had to work through a backlog of paper filings to bring the district&nbsp;court&nbsp;case management system up to date. That work is now complete.”

Some&nbsp;courts reduced the hours their&nbsp;court&nbsp;clerk offices were open to give staff uninterrupted time to focus on working through their paper backlogs.

As&nbsp;courts finished this work, some of their&nbsp;court&nbsp;clerk office staff helped&nbsp;courts in other judicial districts work through their backlogs. A statewide workshare team numbering about a dozen people from&nbsp;court&nbsp;clerk offices in several judicial districts helped multiple&nbsp;courts work through their backlogs.

“I’m infinitely grateful to the judges and&nbsp;court&nbsp;employees who worked to overcome the challenges our&nbsp;court&nbsp;system faced following the cybersecurity incident,” Luckert said. “I’m also grateful for the understanding and patience shown to our&nbsp;courts by attorneys and the public as we worked to continue to provide service under trying circumstances.”

Working across lines that define judicial districts and counties was not possible before the judicial branch began rolling out a new case management system in district&nbsp;courts statewide.

By August 2023, all district&nbsp;courts operated on the&nbsp;<a href="https://kansascourts.org/l/QBf3akVCxgLprDaWuqeW0GrWYZXRkvCulrAv5Rs5lhQ" target="_blank">Kansas&nbsp;eCourt case management system</a>&nbsp;except the&nbsp;court&nbsp;in Johnson County. The Johnson County District&nbsp;Court&nbsp;will transition to the new case management system later this year.

This new case management system also makes it possible for people to search most district&nbsp;court&nbsp;case information online through the&nbsp;<a href="https://kansascourts.org/l/QBf3akVCxgLprDaWuqeW0CzNMT7YlfmX5NfWaHw2Da4" target="_blank">Kansas&nbsp;District&nbsp;Court&nbsp;Public Access Portal</a>.

Now that all&nbsp;courts have worked through their paper backlogs, the portal now has information from the period&nbsp;courts were operating on paper.

MANHATTAN - On Sunday afternoon, the Pentecostals of Manhattan Church hosted an appreciation service for all Manhattan area First Responders.

Firefighters, Law Enforcement, and EMS workers were recognized for their service to the community during the Appreciation Sunday service.

"I saw a quote, a couple of weeks ago and it says, you know, you're becoming a servant when people start to treat you like one. And, you know, when I think about it, I realize that people in very public professions and people that are working to help others be there for others, save others. They don't always get the recognition. They always, but they do always get the orders to go and keep helping. And so I wanted to be able our church wanted to be able to kind of just, you know, be there for them and let them know that someone does know how much, how hard they work and how important it is that they're serving and keeping us safe."&nbsp;Pastor Landon Dillon says.

Appreciation goodie bags and a catered taco luncheon were also part of the recognition service.

WASHINGTON — As part of its ongoing effort to replace diesel-fueled school buses, the Biden administration on Wednesday said it will provide approximately 530 school districts across nearly all states with almost $1 billion to help them purchase clean school buses.

The initiative, part of the U.S. Environmental Protection Agency’s Clean School Bus Program rebate competition, will give funds to school districts in 47 states and the District of Columbia to help them buy over 3,400 clean school buses. Alaska, Hawaii and Nevada are not part of this round of funding.

Nearly all of the clean school buses purchased will be electric, at 92%, according to the administration.

“This announcement is not just about clean school buses, it’s about the bigger picture,” EPA Administrator Michael S. Regan said during a call with reporters on Tuesday, prior to the announcement. “We are improving air quality for our children, reducing greenhouse gas pollution and expanding our nation’s leadership in developing the clean vehicles of the future.”

Low-income, rural and tribal communities — accounting for approximately 45% of the selected projects —&nbsp; are slated to receive roughly 67% of the total funding, per the administration.

In Missouri, the funding will go to 17 school districts and a charter school. They will receive $18.1 million to replace 56 buses, with all the new buses to be electric.

Regan noted how “low-income communities and communities of color have long felt the disproportionate impacts of air pollution leading to severe health outcomes that continue to impact these populations.”

As for business and economic opportunities, Regan pointed to the development of new, well-paying manufacturing jobs and investment in local businesses stemming from the increasing demand for these clean school buses.

“As more and more schools make the switch to electric buses, there will be a need for American-made batteries, charging stations and service providers to maintain the buses supercharging and reinvigorating local economies,” he added.

The Clean School Bus Program has now collectively awarded nearly $3 billion to fund approximately 8,500 electric and alternative fuel buses for over 1,000 communities across the United States, according to the administration.

The program started through the Bipartisan Infrastructure Law passed by Congress and signed by President Joe Biden, which includes $5 billion over five years to transform the country’s existing school buses with “zero-emission and low-emission models,” per the&nbsp;<a target="_blank" href="https://www.epa.gov/cleanschoolbus">EPA</a>.

Among many negative health and environmental effects, especially for communities of color, diesel exhaust exposure can lead to major health conditions such as asthma and respiratory illnesses, according to the&nbsp;<a target="_blank" href="https://www.epa.gov/dera/learn-about-impacts-diesel-exhaust-and-diesel-emissions-reduction-act-dera">EPA</a>.

Exposure to diesel exhaust can also “worsen existing heart and lung disease, especially in children and the elderly,” the agency said.

The Kansas Highway Patrol reported a 2006 Pontiac G6 driven by Natalie Aurora Sheller, 18, Manhattan, was westboiund on Interstate 70 at Tallgrass Road. 

The driver fell asleep. The car drifted into the median and the driver overcorrected. The sent the car across the eastbound lanes of the interstate and into the south ditch. The car struck an embankment, rolled three times and came to rest on its top.&nbsp;

EMS transported Sheller to Ascension Via Christ&nbsp; in Manhattan. She was properly restrained, according to the KHP.

Manhattan teen fell asleep driving on I-70

MANHATTAN/JUNCTION CITY - On Thursday, May 30, the Special Olympics 'Flame of Hope' Law Enforcement Torch Run travelled through Pottawatomie, Riley and Geary counties on its way to Wichita for the <a href="https://soks.org/sports/state-competitions/state-summer-games/">State Summer Games</a> being held this weekend.

Members of the Pottawatomie County Sheriff's Office met with Riley County Police Department members at the Pottawatomie/Riley county line to hand off the torch.

RCPD then met up with Special Olympics athletes at the Ogden Community Center and ran to the Ogden Gate, where they handed off the torch to Fort Riley soldiers.

Fort Riley soldiers met Junction City Pacesetters Special Olympics athletes, members of the Junction City Police Department and the Geary County Sheriff's Office just outside the Grant Avenue gates.

Then the Junction City Pacesetters, JCPD and GCSO members ran through Junction City to Heritage Park for a final group photo.

MANHATTAN - On Wednesday, four riders taking part in a cross-country bicycle ride, spreading awareness about Parkinson's Disease, spoke at Meadowlark about their trek across the U.S.

The group includes 3 members who have been diagnosed with Parkinson's disease, Bill Bucklew, Li Jiang and Steve Iseman. Steve's son, Jett Iseman, joined the trio in Kansas and will continue with them on their trek.

In this video, Steve Iseman recounts a portion of the journey and an encounter with a dog.

The group started in Yorkton, Virginia on May 1st and plan to arrive in San Diego, California on July 3rd.

All three riders with Parkinson's disease were diagnosed at different stages of life with the disease and hope to bring awareness, raise funds for a cure and inspire others with Parkinson's disease to find what helps them manage or reduce their symptoms.

Riley County Arrest Report May 31

RILEY COUNTY - On Friday, May 31 just after 3:00 am, volunteer firefighters with Riley County Fire District #1(RCFD #1) were called out to the report of a structure fire in the 1800 block of Kientz Drive, south of Manhattan.&nbsp;

When crews arrived on scene they found smoke and flames coming from the residence.

At the time of the fire, two adults and three young children were asleep, with bedroom doors closed. The family was woken up by the smoke alarm sounding.

The residents escaped, without injury, through a bedroom window. Sadly, three of the family's four cats died as a result of the fire.

"Having working smoke detectors and sleeping with bedroom doors closed potentially saved the lives of this family.” says Fire Chief Russel Stukey, emphasizing the importance of good fire safety practices.

The fire appears to have started in the kitchen, however, the cause of the fire remains under investigation.

A damage estimate is not available, yet, however, firefighters who were on scene report that the kitchen was destroyed in the fire, with the remainder of the home incurring extensive damage from smoke.

Twenty-six volunteer firefighters with nine fire apparatus responded to the fire.

The owners of the property are listed as Joseph M. Collins II and Michael T. Collins of Coos Bay, Oregon. Sam Foster, who is also a volunteer firefighter with RCFD#1, and his family are the occupants who rent the home.&nbsp;

“The family will be displaced for at least several weeks while the significant damage is repaired. If anyone would like to help them out, donations to the Sam Foster family can be sent via the Riley County Firefighters Association,” said Stukey.

Donations can be sent by mail or delivered in person to the Riley County Firefighters Association, 115 N. 4th St., Manhattan, KS 66502. Please indicate the donation is intended for the Sam Foster family. For more information, call the RCFD#1 headquarters office at 785-537-6333.

Family of 5 uninjured in early morning structure fire

RILEY COUNTY—Authorities are investigating a small plane mishap that occurred just after 6:30p.m. Thursday in Riley County.

The Kansas Highway Patrol reported the landing gear on a Piper PA-32R piloted by Jean Oquet De Lara, 67, Los Laureles, Dominican Republic, did not completely deploy for the nose of the aircraft.

 The aircraft made a hard landing at the Manhattan Regional Airport.

&nbsp;Oquet De Lara was not injured.&nbsp; The FAA and NTSB will be in charge of the accident.

Thirty-five year old, Catrien Van Petten, of Manhattan, was arrested on&nbsp;probable cause offenses of possession of paraphernalia with the intent to manufacture a controlled substance, use/possession with the intent to use drug paraphernalia into the human body, distribution of opiates/narcotics/certain stimulants/heroin dose &gt; 1000 within 1000 feet of a school, possession of marijuana- two or more prior convictions, and distribution of opiate/narcotic/ certain stimulant/ heroin 3.5 - &lt; 100 grams within 1000 feet of a school.

Van Petten in confined to the Riley County Jail on a bond of $100,000.

Thirty-four year old, Nathan McClurg, of Tipton Kansas was arrested in the 1500 block of Colorado Street in connection with the investigation.

McClurg was arrested&nbsp;on probable cause offenses of possession of opiate/opium/narcotic/ certain stimulant, possession of marijuana- 1 prior conviction, use/possession with the intent to use drug paraphernalia into the human body, possession of paraphernalia with the intent to manufacture controlled substance, and distribution of opiate/narcotic/certain stimulant/ heroin dose &gt; 1000 within 1000 feet of a school.

McClurg is also confined to the Riley County Jail on a bond of $100,000.

In their media release, RCPD thanked Geary County Sheriff's Office for the use of their K9 in assisting with this investigation.

The investigation is still ongoing in this incident.

📷 RCPD: Two arrested in connections with fentanyl distribution

MANHATTAN - On Tuesday, May 28th, the Manhattan City Commissioners appointed Jayme Minton to fill the vacancy.

Commissioners voted 3-1 for Minton to fill the role starting Tuesday, June 4th. Commissioner McCulloh voted against this motion.

The following is a video from the meeting, and should start where the discussions for filling the vacancy started.

Minton will be sworn in at the regular City Commission meeting on Tuesday, June 4th at 6:00 pm.

Minton will serve the remainder of Butler's term, which expires on January 6, 2026.

According to a release by the City of Manhattan, the City Commission chose to proceed with an appointment rather than a special election for reasons outlined by Mayor Susan Adamchak and affirmed by fellow commissioners at the meeting, including cost associated with a special election, short turnaround between primary and general elections, not delaying seating the new commissioner until January 2025, and the need to have someone seated soon due to the ongoing City Manager search.

Minton is originally from the Perry-Lecompton area. She moved to Manhattan in 2005, attending K-State, where she earned a bachelor's degree in sociology. Minton work for Flint Hills Job Corps until 2010, when she started working for Meadowlark, where she remains employed.

Minton has co-chaired the Manhattan Area Chamber of Commerce Classroom-to-Career Partnership since its inception and is a member of the Chamber Membership Committee. She also has served on the&nbsp;<a href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=ddcc5c6f7f&amp;e=3f6ba80c0e" target="_blank">Move MHK! Riley County Arrest Report May 29

RILEY COUNTY —Law enforcement authorities are investigating a registered offender on new allegations.

Just before 11:30a.m. Tuesday, police arrested 55-year-old Bradford Brown of Junction City, according to the Riley County Police Department activity report/

 Brown was arrested on a Riley County District Court warrant for violation of the offender registration act, 2nd conviction.&nbsp; Brown has been listed a registered offender since 2001 for a conviction in 1997 for aggravated sexual battery in Barber County and in 2007 for aggravated indecent liberties with a child in Butler County, according to the KBI Offender Registry.&nbsp;

Total bond was set at $25,000. He is no longer in custody, according to the RCPD.

RCPD: Junction City man jailed for offender registry violation

TOPEKA —Kansas Secretary of State Scott Schwab said on Friday that United Kansas has met the statutory requirements to become an officially recognized political party in Kansas.

United Kansas met the requirements by submitting a petition containing the signatures of registered voters equal to 2 percent of the total votes cast in the 2022 statewide gubernatorial general election. The signatures on the petition were validated by county election officials who reported their results to the Secretary of State’s office, as required by K.S.A&nbsp;<a href="http://www.ksrevisor.org/statutes/chapters/ch25/025_003_0002a.html" target="_blank">25-302a</a>.

The last political party to achieve recognition in Kansas was No Labels Kansas in January 2024.

United Kansas joins No Labels Kansas and the Libertarian Party, recognized in 1992, as a minor political party. It cannot participate in the August primary election and instead must nominate candidates for the November general election via convention or caucus by noon on June 3. A minor party can become a major party and be entitled to nominate its general election candidates at the August primary if its candidate for governor receives more than 5 percent of the statewide vote.

With the official recognition of United Kansas, the party is eligible to register voters under its affiliation and nominate candidates for public office as described in K.S.A.&nbsp;<a href="http://www.ksrevisor.org/statutes/chapters/ch25/025_003_0001.html" target="_blank">25-301</a>. Kansas voter registration forms have been modified to reflect United Kansas as an option for voter affiliation.

The Kansas Highway Patrol is releasing its Memorial Day Weekend Holiday Activity Report. The reporting period for the holiday weekend ran from 6 p.m. on Friday, May 24 through 11:59 p.m. on Monday, May 27, 2024.

The Kansas Highway Patrol worked one fatal non-DUI related crash with three non-DUI related fatalities during the holiday reporting period.

Pawnee Mental Health Celebrates Mental Health Awareness Month with "Be Kind to Your Mind" Theme

MANHATTAN - Starting on May 28th, the stilling basin and access to it have been closed for up to 4 months while two construction projects are completed.

Project #1 is a rock overlay(riprap) project, which will include replacing decades-old rock which is used to prevent erosion.&nbsp;

Project #1 is expected to be completed by September, weather-permitting.

Project #2 is a gate liner repair project. This project will replace the steel liner plates below the flood control gates..
