LYNCHBURG, Va. – A Kansas man, who told a 14-year-old girl he wanted to “take a kid’s virginity” after meeting her on Twitter, pled guilty this week to federal child exploitation charges, according to the United State's Attorney.

Andrew Kent, 22, a.k.a. “Leo” and “JeffThePumpkin,” from Manhattan, Kansas, pled guilty this week to one count of sexual exploitation of children. At sentencing, Kent faces a mandatory minimum sentence of 15 years in prison and a statutory maximum sentence of 30 years.

“This case demonstrates the importance of knowing not only what your children are doing online, but also with whom they are communicating,” United States Attorney Christopher R. Kavanaugh said today. “There are dangerous people on the Internet who specifically target children.&nbsp; We will use every tool we have to find those people and bring them to justice, but parents also perform a critical part in educating and monitoring their children’s online activity.”

According to court documents, in January 2023, Kent met a 14-year-old girl from Lynchburg, Virginia, on Twitter. Initially, Kent pretended to be a 20-year-old woman named “Tris.” He used this “Tris” persona to introduce his victim to a young man named “Leo.” In reality, both the “Tris” and “Leo” profiles were controlled by Kent.

Kent told his victim that he was from Roanoke, Virginia, and sent generic pictures of Roanoke in order to further convince her of their geographic proximity to each other.

When they began chatting, the victim informed Kent that she was only 14 years old. Kent told the her that he was 21 years old and that he was interested in meeting her someday in order to “take a kid’s virginity.”

As the conversations progressed, Kent told the 14-year-old that she needed to call him “Daddy,” “Sir,” or “Master,” and then warned her that he might punish her if she failed to do so. Kent also directed violent language at the victim, telling her he wanted to cut her and make her bleed.

After several weeks of chatting, Kent instructed the victim to send him nude photographs and videos of herself, to which she obliged.

On June 16, 2023, Kent was arrested by law enforcement and interviewed by agents with the Federal Bureau of Investigation. At that time, he admitted to using Twitter, Snapchat, and Discord to contact minor girls for the purpose of getting them to send him naked pictures. He often used the “Tris” persona because he found it was easier to get minor girls to talk to him if he pretended to be a young woman.

Kent estimated he solicited and received images of child sexual abuse material from approximately 200 minor girls.

The Federal Bureau of Investigation investigated the case, and the Lynchburg Police Department provided vital assistance.

RILEY COUNTY - On Monday, a local emergency disaster was declared following a cybersecurity incident, which affected the radio communication system used by Riley County first responders.

911 services within Riley County were not affected by this incident.

On Monday evening, additional support and resources arrived in Riley County from the Kansas Division of Emergency Management, including the state's&nbsp;Communication on Wheels (COW) semi-trailer.

The COW is being used to improve radio signal strength in the central part of Riley County as well as the city of Manhattan.

“We are grateful for the partnership with the Kansas Division of Emergency Management. The state was quick to provide resources in support of our local emergency services. Their help ensures we can continue responding to emergencies and protecting the community effectively and efficiently until replacement equipment arrives,” explained Russel Stukey, Riley County Emergency Management Director.&nbsp;

Riley County Emergency Management has ordered replacement equipment for the components within the radio communications system that need to be updated.

The replacement equipment is anticipated to arrive by the end of next week and will be installed upon arrival. Until then, firefighters, police officers and emergency medical personnel will continue to make use of the backup system.&nbsp;

“We’re working to replace equipment as quickly as possible. There are no guarantees about the timeline, but thankfully, we do not anticipate any disruption in services,” said Stukey.&nbsp;

The Riley County Communications Center continues to receive 911 calls, as well as calls on the non-emergent line. Dispatchers continue to use their resources to communicate with emergency responders and can activate the outdoor warning sirens, should the need arise, until replacement equipment is ready.

This incident remains part of an ongoing and open investigation.

UPDATE: Additional resources arrive for Riley County Emergency Responders

RILEY COUNTY - The Kansas Department of Transportation has started a mill and overlay project on K-13.

The project begins at the U.S. 24 junction in Riley County and will end 15 miles up the road at the K-16 junction in Pottawatomie County.

A pilot car and flaggers will direct traffic through the work area, as traffic will be reduced to one lane during working hours.

Drivers should expect delays up to 15 minutes while waiting for the pilot car.

Also, while reduced, the traveling lane will be only 13-feet wide, loads wider than 13 feet will need to take alternate routes.

Crews will be working during daylight hours Monday through Friday.

The $3.9 million project is expected to be complete by mid-June by Shilling Construction Co. of Manhattan.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone. GARDEN CITY — Kansas State University Research and Extension agents are&nbsp;<a target="_blank" href="https://eupdate.agronomy.ksu.edu/article_new/army-cutworm-activity-in-western-kansas-584-6">alerting western Kansas farmers</a>&nbsp;and landowners to begin looking for a common springtime pest.

The army cutworm is starting to make an appearance in some wheat and triticale fields in the far western region of the state, said Anthony Zukoff, an entomologist at K-State.

“The army cutworm is … one of the first pests that producers need to start looking for in the spring,” Zukoff said.

Army cutworms also are commonly known by their adult name, miller moths. Zukoff said adult moths fly from the Rocky Mountains into western Kansas from late summer into fall. The moths spend two months laying eggs in fields, especially those that are freshly cultivated or seeded, which begin hatching in spring.

K-State entomologists say that female miller moths can lay up to 1,000 eggs. The cutworm larvae subsist on crop leaves until they grow into adult moths.

After hatching, army cutworm caterpillars immediately start to eat. Farmers can easily spot evidence of cutworms by looking for “windowpane” damage on leaves. The caterpillars will eat a small square portion out of the surface of the leaf, which resembles the shape of a windowpane.

“If your wheat stand came up thinner than usual during the fall, then you may be more susceptible to (the army cutworm),” Zukoff said.

The army cutworm is less pesky in eastern Kansas. Zukoff said the caterpillars are prone to diseases that exist within the moisture-rich soils farther east, however miller moths were observed in eastern Kansas last spring.

Last fall, a large number of miller moths were trapped by K-State entomologists as part of a monitoring effort established by Zukoff called the Kansas Insect Trapping Network. 

Almost 2,000 moths were caught in October at one location in western Kansas. 

Entomologists wrote online that, generally, trap counts of about 800 moths indicate significant caterpillar activity the following spring. Their goal is to collect more data as it’s only their second year for trapping insects.

“We don’t know the historic trends for some of these pests, so as we get multiple years of trap data, we can correlate that to potential outbreaks of army cutworms,” Zukoff said. “We can tell ag producers to be on their toes, and we can customize pest management recommendations with several years of data.”

The Insect Trapping Network currently includes local extension agents who are building and operating insect traps in their counties, but Zukoff said he has plans to expand the network to include ag producers and landowners.

One of the main questions K-State entomologists receive is about how to kill a particular pest. The K-State Entomology Department website offers&nbsp;<a target="_blank" href="https://blogs.k-state.edu/kansasbugs/2018/05/11/insect-management-guides-2018/">an insect management guide for every crop and commodity</a>. Zukoff said adult miller moths do not pose a threat to crops, only the young caterpillars, so ag producers don’t need to worry about spraying for the moths.

“That would be a waste,” Zukoff said. “We’ll get nightly waves of moths coming from new places. They’re just a nuisance we have to deal with for a few weeks.”

Army cutworm surge in western Kansas, warn K-State entomologists

MANHATTAN - Starting today, April 1st, the City of Manhattan will have the annual Spring Cleanup effort, with crews working through different sections of town to pickup yard debris each day.

Specific days are assigned for different sections within the city limits of Manhattan.&nbsp;

City Crews will only be collecting properly bagged/stacked yard waste, tree limbs and branches. They will not remove any trash or construction materials during this cleanup.

To ensure all items are picked up from your residence, follow these steps:&nbsp;

No city crews will perform work on private property, property owners and residents are requested to have all bags, limbs, branches, etc at the curb of the property for removal by city crews during the cleanup effort.

Along with City crews, local trash providers will assist with picking up other trash and debris during their normal routes for their customers.

Spring Cleanup starts TODAY in Manhattan

MANHATTAN - The third annual Aggieville Showdown returns to Manhattan this weekend.

On Friday, April 5th, the Cattle Show starts at the Riley County Fairgrounds at 7:30 pm with the Showmanship Competition.

On Saturday, April 6th, the morning starts with the Breeding Heifer Show at 9:30 am, followed immediately by the Market Beef Show.

Kansas lawmakers are set to receive a substantial pay raise next year. Some say that's key to recruiting more young and working class people to run for office.

At just 35 years old, Democratic Rep. Rui Xu is in his sixth session as a Kansas lawmaker. While it’s a role he’s happy to serve in, it does come with costs.

For example, instead of staying in Topeka during the session like many lawmakers, he drives two hours each day to and from his district in Johnson County. It’s so he can be home with his wife and a young daughter.

“I love this job. I think I’m pretty good at it,” Xu said, “but I don’t love it to the extent that it’s worth missing five-sevenths of my daughter’s life.”

Extra travel and time away from family are just a couple of the challenges that come with being a Kansas lawmaker, and they’re some of the motives behind a recent push to give legislators a substantial pay raise.

Currently, rank-and-file Kansas legislators make about $30,000 per year. That includes both a salary and a per diem, which covers daily expenses. Starting next year, that will nearly double to $58,000 – at the suggestion of an independent commission on lawmaker pay.

Legislators created the panel to study their pay and make a recommendation, partly to make it look less like they were giving themselves a raise.

Proponents of the raise, like Republican Rep. Tory Marie Blew, said the current pay often prevents average, working-aged people from running for the Legislature, especially younger people and those with a more modest income.

“Paying somebody not even $100 a day, you’re not going to have a true citizen legislature because only those independently wealthy can do it,” Blew said.

Blew is another one of the youngest members of the Kansas House. Now in her seventh year as a lawmaker, she was elected at just 23 years old.

To help make ends meet, she works another 20-hour job from Friday to Sunday back home in Great Bend. She said some other lawmakers work remote jobs during the session.

“It’s not uncommon to leave the capitol at 8 p.m., 10 p.m. and see that there’s people in their offices working up here still,” Blew said.

Blew is expecting her first child soon and has a vested interest in making the job more attractive to people her age.

She’s also spearheading an effort to develop a child care center at the Statehouse, not just for lawmakers but also state employees.

Blew said people at different stages of their lives can bring different perspectives.

“I want to make sure that we do have younger folks who are up here and bringing in that knowledge,” Blew said.

But not all lawmakers support the raise. Some argue being in the Legislature should be more about a passion for service than the money.

Republican Senator Rob Olson tried on the Senate floor to convince his colleagues to reject the raise entirely. He later pushed a much smaller pay increase as an alternative.

“This is not a place where you should get rich,” Olson said. “What you’ll have is senators and House members that will be here for a long period of time.”

The salary currently rests just below&nbsp;<a href="https://www.census.gov/quickfacts/fact/table/KS/INC910222#INC910222" target="_blank">the median income in Kansas</a>&nbsp;but will be securely above it after the raise. It will also be about $15,000 higher than the average state lawmaker’s compensation in the United States.

But raising lawmaker pay doesn’t always have the intended result.

Nicholas Carnes is a political scientist at Duke University who specializes in public policy. He co-authored a 2016 study that found higher pay doesn’t necessarily translate to more economic diversity in state legislatures.

Carnes said there are often bigger barriers to winning a seat. That could be a lack of time or knowledge, or simply raising the money it takes to run a campaign.

“If you’re living paycheck-to-paycheck, you can’t reduce your hours at work to run a campaign and still make ends meet,” he said.

But Carnes still believes improving legislator pay is worthwhile. He said research shows better pay can have other benefits, like encouraging lawmakers to put in more effort and take the job more seriously.

“You don’t want to cheap out on the people who make choices that affect you and everyone around you in your state,” he said.

GEARY COUNTY —Police in Junction City reported their ongoing investigations into fentanyl distribution have led to significant breakthroughs, according to a media release.

 JCPD Officers and Detectives have seized more than 2,300 fentanyl-laced pills, known as "Dirty 30s," along with 3 kilograms of pure fentanyl. This seizure has removed the equivalent of approximately 1.5 million potential lethal doses of fentanyl from the streets, considering both the pills and the pure fentanyl seized. 

Police said multiple arrests have been made. WASHINGTON —The Internal Revenue Service has kicked off the annual Dirty Dozen list with a warning for taxpayers to be aware of evolving phishing and smishing scams designed to steal sensitive taxpayer information.&nbsp;

With taxpayers continuing to be bombarded by email and text scams, the IRS and the Security Summit partners warned individuals and businesses to remain vigilant against these attacks. Fraudsters and identity thieves attempt to trick the recipient into clicking a suspicious link, filling out personal and financial information or downloading a malware file onto their computer.&nbsp;

"Scammers are relentless in their attempts to obtain sensitive financial and personal information, and impersonating the IRS remains a favorite tactic,” said IRS Commissioner Danny Werfel. “People can be anxious to get the latest information about their refund or other tax issues, so scammers frequently try using the IRS as a way to trick people. The IRS urges people to be extra cautious about unsolicited messages and avoid clicking any links in an unsolicited email or text if they are uncertain.”&nbsp;

Started in 2002, the IRS' annual&nbsp;<a href="https://www.irs.gov/newsroom/dirty-dozen" target="_blank">Dirty Dozen campaign</a>&nbsp;lists 12 scams and schemes that put taxpayers, businesses and the tax professional community at risk of losing money, personal information, data and more. While the Dirty Dozen is not a legal document or a formal listing of agency enforcement priorities, the education effort is designed to raise awareness and protect taxpayers and tax pros from common tax scams and schemes.&nbsp;

According to the Kansas Highway Patrol, on Friday, KHP Lieutenant Baquero discovered two Black and Gold Katana Type Samurai Swords just east of the Milford Lake Road exit on easbound Interstate 70.

Along with these swords, there was a third item found, which the KHP believe is helpful in determining the rightful owner.  After thorough investigation with local authorities, the KHP confirmed these items are not connected to any ongoing investigations. They’re now in KHP possession as Found Property, located at the KHP central evidence facility near Salina.

TOPEKA - On Monday, April 8, a total solar eclipse will cross North America. The Kansas Department of Transportation and the Kansas Highway Patrol advise travelers to plan ahead as traffic is expected to increase.

“Remember that the shoulders of highways and interstates are for emergencies only,” said KHP Capt. Candice Breshears. “Finding a safe and secure location to view the eclipse is a must for all travelers to make it to their destinations safely.”

Travelers should be patient, avoid distractions and practice safe driving habits.
