RILEY COUNTY—Two people were injured in an accident just after 7p.m. Wednesday in Manhattan.

A 2005 Toyota Sienna driven by Annalese Zawodny-Benlon, 47, of Shawnee, Kansas, collided with a 2013 Ford F150 driven by Luke Farrell, 16, of Manhattan&nbsp; at the corner of S. 5th Street and Pierre Street in Manhattan, according to the Riley County Police Department activity report

MANHATTAN —Eighteen Kansas State University students were recently selected to serve as College of Education Ambassadors, a group of approximately 50 students who promote and serve the college.

College of Education Ambassadors also promote the education field and serve as resources to prospective and newly admitted students.

They are responsible for participating in several programs to recruit students to K-State, including the daily campus visits program, Future Teachers Visit Day and other various recruitment programs.

"The college is fortunate to have a bunch of enthusiastic, innovative and proactive students who are deeply devoted to their institution and the education profession," said Marcus Kidd, College of Education Ambassadors advisor and assistant director for enrollment management and institutional partnerships for the college. There is a common joke in Kansas – and many parts of the country – that goes something like this: If you don’t like the weather right now, just wait a few minutes.

Kansas State University meteorologist Chip Redmond agrees that weather in Kansas can change pretty quickly, so it’s important to know what to do in any situation in order to remain safe.

“It starts with preparedness,” said Redmond, who is also manager of the Kansas Mesonet. “We all should have a plan, including such things as just knowing how you get your weather alerts. You may get those from a weather radio or other sources, such as news media. And then, you need to talk with your family.”

“Practicing and having a plan saves lives,” Redmond said. “That is especially true in rural areas where appropriate shelter may be many miles away, a scenario many Kansans may be in.”

Redmond said having a “Go” bag -- something you can quickly grab and take to a shelter -- is important for most weather emergencies. The bag should include such items as medicines, extra clothes, radio, food, water and even something to keep kids entertained.

The best place to wait out severe weather “is always the lowest, central location in the home,” Redmond said. “If you only have a first floor – and not a basement – the ideal spot is a centrally located hallway or bathroom. Stay away from windows.”

If caught outside, “don’t go under trees during thunderstorms and don’t try to out-run tornadoes in your car,” Redmond said.

“A ditch, believe it or not, is a really safe place to go if you’re outside. Get down in the ditch; debris will typically blow over you. If you’re in a place without a ditch, get down on the ground as low as you can so you don’t have things hitting you. Just be aware if water is rising rapidly.”

For specific weather emergencies, Redmond shared additional tips:

● Get inside ● Avoid porches and overhangs.

“You can still get hit by lightning in those areas,” Redmond said.&nbsp; 

● Stay away from windows ● Stay off electronics that are hooked into a wall, including computer and cell phone ● Stay out of the shower, or other water sources.

“You don’t want to be operating anything that can carry electricity, whether it’s water or wire,” Redmond said. “If there’s a lightning strike away from your house, it’s going to travel through that highly conductive source.”

On average, Kansas has 95 tornadoes per year. There has been as few as 17 tornadoes reported in 2020 and 190 in 2008.

“This is tornado alley for a reason,” Redmond said. “We need to be prepared and be knowledgeable about what to do when a tornado warning is issued.”

The peak time for tornadoes in Kansas is April through June, often referred to as tornado season. But Redmond said tornadoes can occur any time of year and are solely dependent on atmospheric conditions – spring provides a classic clash of southern winds with Gulf moisture meeting north winds with colder, drier air from the Arctic areas. That is a recipe for strong storm systems supportive of highly sheared and unstable environments ideal for tornado development.

A basement or lower level of the house – away from windows -- is always the safest spot to wait out a tornado warning.

Redmond said Kansas gets approximately 600 wind damage reports annually. High winds – defined as those over 55 miles per hour – create problems not only by downing trees, but by making driving conditions and visibility more difficult.

As with tornadoes, the safest place during a wind storm is inside in a central location, away from windows.

In an average year, there are more than 1,000 reports of hail in Kansas. Severe hail is defined as 1 inch or more in diameter. “That seems fairly small until they’re coming at you at a high rate of speed from the sky,” Redmond said.

One inch hail can cause injury, damage to cars and even damage house siding and roofs.

“And it can threaten your life,” Redmond said. “If you get hit with multiple hail stones at 1 inch diameter, you’re going to know it. And if you get hit in the wrong place, it can kill you.”

It’s much easier to prepare for flooding while at home, Redmond said. “All you really need to know is your proximity to a flood plain,” he said. “To determine your risk, know the low-lying areas and where water runs.”

Away from home – and especially when driving – the risks due to flooding are much greater. On the road, the best advice is “turn around, don’t drown,” according to Redmond.

“When you see water over the road, and it may look crossable, water can move at high rates of speed,” he said. “Six inches of water can move a car effectively.”

In addition, the road under the water may not be intact and could damage or disable your vehicle, he said.

Severe weather looms; make plans now to stay safe, says K-State climatologist

The VFW Post 1786 and the American Legion Post 17 invite Vietnam-era veterans to an event this Friday, March 29, in Manhattan. The event will celebrate Vietnam Veterans Day. The location for the event is 114 McCall Rd. in Manhattan. 

There will be a social gathering from 5:00-7:00 p.m., and refreshments will be available. After the social hours, there will be karaoke from 7:00-10:00 p.m. provided by a local Vietnam veteran, Kraner Karaoke.

RILEY COUNTY —One person was injured in an accident just after 8:30a.m. Tuesday in&nbsp; Riley County.

According to the Riley County Police Department activity report, four vehicles were involved in the accident&nbsp;at the intersection of Blue River Hills Road and Tuttle Creek Boulevard in Manhattan.

Preliminary reports indicate weather conditions heavily factored into the collision. Two vehicles were towed and one driver was transported to the hospital for non-life-threatening injuries. Police released no additional details early Wednesday.

TOPEKA, Kan. — In response to the need to provide more Therapeutic Family Foster Homes (TFFH), the Kansas Department for Children and Families (DCF) announced Tuesday that seven agencies will receive $4,765,355 in grants to build capacity through innovative approaches that will significantly increase the number of homes available and provide needed training and supportive services.

Last year, the Kansas Legislature appropriated $6 million in State General Funds to support the TFFH capacity building program. TFFH receive increased training and supportive services to provide a temporary home for youth with significant emotional, behavioral, or mental health needs. &nbsp;The homes are part of the continuum level of care and support as a resource for children and families.

“Together, the selected agencies will grow the network of Therapeutic Family Foster Homes while providing meaningful services and supports,” said DCF Secretary Laura Howard. “The approaches by the agencies span a number of thoughtful innovations with an ability to have resources customized to meet a child’s or family’s individualized needs.”

The innovative mix of service delivery options will result in specific recruitment strategies and increased wraparound supports to resource families, biological families and youth. Some grants include collaboration with agencies who operate similar programs or support youth requiring a therapeutic level of care.

“DCF is committed to providing supports and services to all agencies sponsoring these types of homes,” Howard continued.

The grants are effective March 1, 2024 to June 30, 2025 with the possibility of three one-year renewals. The remaining $1.2 million of the allocated resources will be available to provide other TFFH supports, training and services.

Two Hutch Post area agencies are part of the grantees.

Eckerd Connects plans to support 5 to 8 TFFH, with an initial award of $131,117 and a total possible award of $332,014.Eckerd Connects will establish five to eight TFFH homes in Sedgwick, Butler, Cowley, Sumner, and Reno counties to provide TFFH services to youth placed in these homes. The approach will include a recruiter/trainer, clinical licensed mental health professional, respite, support groups, mentoring, flex funds and specialized training for TFFH. Eckerd will make their Functional Family Therapy program available to assist with care coordination and rapid response to support TFFH placements. Eckerd is creating a TFFH Peer Respite model to ensure respite support is available to families providing TFFH as well as accessing flex fund supports for TFFH.

Foster Adopt Connect plans to support rapid expansion of their Behavioral Intervention Program, with an initial award of&nbsp;$82,930 and a total possible award of&nbsp;$189,507.&nbsp;Foster Adopt Connect will support a rapid expansion of their Behavioral Intervention (BI) Program into Johnson, Wyandotte, Bourbon, Crawford, Shawnee, Douglas, Leavenworth, Reno and Ellis counties. BI is an in-home support that engages both parents and children with daily management of behaviors to decrease the need for short term hospitalization and assist with crisis de-escalation, re-direction, and the teaching of positive replacement behaviors to the youth. BI services can follow the child and be available to support the transition to either the parents’ home or an adoptive placement.

RILEY COUNTY - Following the overnight snow in Riley County, officials with the Riley County Fire District #1, have posted that burning of brush piles will be permitted for the remainder of the day on Tuesday, March 26th.

Due to the snow on the ground and the expected favorable conditions on Wednesday, March 27th, brush pile burning is permitted for those within the county who have active burn permits.

RCFD#1 says this could be the last opportunity until May for brush pile burning.

Experience all things K-State at 55th annual All-University Open House

MANHATTAN - Starting on Monday, April 1st, the City of Manhattan will have the annual Spring Cleanup effort, with crews working through different sections of town to pickup yard debris each day.

Specific days are assigned for different sections within the city limits of Manhattan.&nbsp;

City Crews will only be collecting properly bagged/stacked yard waste, tree limbs and branches. They will not remove any trash or construction materials during this cleanup.

To ensure all items are picked up from your residence, follow these steps:&nbsp;

No city crews will perform work on private property, property owners and residents are requested to have all bags, limbs, branches, etc at the curb of the property for removal by city crews during the cleanup effort.

Along with City crews, local trash providers will assist with picking up other trash and debris during their normal routes for their customers.

City of MHK Spring Clean-Up April 1st through 5th

MANHATTAN - The Flint Hills Discovery Center(FHDC) will host a special event on Monday, April 8th during the total solar eclipse, which will be visible over a small portion of North America.&nbsp;

Manhattan is expected to experience approximately 85% of the totality from the eclipse.

FHDC will have all exhibits open, along with access to astronomy themed activities as part of the celebration of the solar eclipse. Access to the exhibits and themed activities are <a href="https://www.flinthillsdiscovery.org/484/Admission-Hours">included with paid admission</a>.

Safe viewing of the solar eclipse will be accessible from Blue Earth Plaza from 12:30 pm to3:30 pm, with Jan Johnson, the Library Services Consultant from North Central Kansas Library System providing the opportunity to view the eclipse using a Sun Spotter which is donated by the donated by Solar Eclipse Activities for Libraries (SEAL).

FHDC to host 'Solar-bration on Monday, April 8th

RILEY COUNTY - On Monday, March 25th, Redline Autoplaza contacted the Riley County Police Department for assistance with recovering a vehicle purchased without financing in January.

According the Riley County Police Department activity report, 47-year-old Deborah Heiser of Colorado Springs, Colorado, purchased a 2012 Chrysler 300 from Redline Autoplaza on January 24, 2024.

Heiser did not secure financing for the purchase and has not made any payments to Redline Autoplaza for the vehicle since the date of purchase.

The vehicle was sold to Heiser for $21,711, and attempts by Redline Autoplaza to contact Heiser have gone unanswered.

Additionally, attempts to repossess the vehicle have been unsuccessful.

Anyone with information can contact&nbsp;<a href="https://rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

MANHATTAN —Authorities are investigating a house fire in Manhattan. Just after 1a.m. Monday, the Manhattan Fire Department responded to a house fire at 714 Pottawatomie Avenue, according to a media release. 

Crews found a single-story home with flames showing from the rear of the home.&nbsp; &nbsp;The home was searched and the fire was extinguished in less than 10 minutes. 

&nbsp;One firefighter suffered a knee injury and was taken to the hospital and released. The building is a one-story, single-family dwelling with a basement. Loss is estimated at $15,000 to contents and $30,000 to the structure.&nbsp;

The occupants escaped before fire crews arrived. They are now displaced and assisted by the American Red Cross. 

The owners are listed as John, Robert, Craig, Guliford, Ruthie, Lucas, and Linda Harper.

RILEY COUNTY—One person was injured in an accident just before 2a.m. Friday in Riley County.&nbsp;A 2014 Chevy Silverado driven by Kenda Jantz, 19, of Abilene, was involved in a crash at the intersection of Welsh Road and Lasita in Leonardville, according to Monday's Riley County Police Department activity report.First responders found the pickup on its top in the ditch.&nbsp; Jantz was trapped and had to be was extracted from the pickup. HUTCHINSON, Kan. — Kansas is exploring how a pay-per-mile road usage charge could potentially replace the current gas tax as a new way to fund roads and bridges.

"We're trying to proactively explore whether an alternative revenue stream could be a sustainable long-term funding source for our state with transportation investments on our roads and highways," said Joel Skelley, Director of Policy with the Kansas Department of Transportation.

Joining the pilot at&nbsp;<a href="https://www.midwestruc.org/">https://www.midwestruc.org/</a>&nbsp;is free and some participants could get $100 if they meet certain data goals.

"We need people to sign up to participate in the pilot, "Skelley said. "They can provide us with the opportunity to work with them, to explote their perceptions of a Road Usage Charge, what they see as a benefit or a con to that type of mechanism to report mileage and invest in the highways in that way."

There are several ways that you can get the data that is needed.

"It varies anywhere from manual entry, which would be, you would basically take at the beginning of the pilot study and enter in your odometer reading. You'd go to a website and just type it in, I'm registered to participate in the pilot, here's the odometer reading that we're starting at," Skelley said. "At the end of the pilot, they would go back in to that same website and enter in the ending mileage. Another option they would have is to, in a similar fashion, take a photo of their odometer each month that they participate in the pilot, starting at the beginning and then at the end of the first month, the end of the second month, at the end of the third month, at the end of the pilot. That would then be inputted through an app on their phone, taking that photo. Another option, again using a phone, would be an application that would record the mileage as they drive, similar to if you enter in a map for a trip in Google Maps or Apple Maps, or any other mapping software that you're using to help give you turn by turn directions, a similar application would then also record the mileage that you drive each day and then report that into the pilot study. Lastly, there's another option people may be able to have. That is actually in board vehicle telematics."

Brands like Volvo, Mercedes, Toyota and Tesla have telematics.&nbsp;A telematics device is an instrument that records information about your driving behavior, including how fast you drive, how hard you brake, and the distance you drive. Sign ups are needed through the end of March.

RILEY COUNTY - Recently, the Riley County Police Department recognized three individuals for their roles in saving the lives of community members during three separate incidents.

RCPD Director Brian Peete and Assistant Director Kurt Moldrup presented two Life Saving Awards to Dispatch Supervisor, Kimberly Boyda for her role and efforts during two separate incidents in November of 2023.

On November 10, 2023, Supervisor Boyda&nbsp; answered a 911 call regarding a 61-year-old female who was choking on food. At the beginning of the call, the female could be heard in the background coughing and struggling to breathe, however, the coughing stopped during the phone call and the lack of ability for the female to breathe was brought to the attention of the caller.

Boyda then switched to life-saving instruction protocol, guiding the caller through the Heimlich maneuver, which effectively cleared the airway, allowing the female's condition to stabilize until Riley County Emergency Medical Services(EMS) personnel arrived on scene. Boyda's quick action played pivotal role in preserving the life of this community member during this emergency.

Dispatch Supervisor Boyda was also recognized for her efforts on November 15th, when she received an abandoned 911 call, which she promptly returned and was connected to a distress female who stated that her husband had lost consciousness and she was not able to revive him.

Boyda utilized proprietary software to instruct the caller through life-saving instructions(CPR); getting her to initiate chest compressions, and continue them until Riley County Police Officer Brian Dow arrived on scene, along with RCEMS personnel to take over life-saving actions.

Riley County EMS Assistant Director, Josh Gering says Dispatch Supervisor, Kimberly Boyda's actions during both incidents likely contributed to the survival of both community members.

RCPD also recognized Police Officer Nicolas Dugan and Riley County citizen, Daniel Watkins for their efforts on November 7th, 2023.&nbsp;

Daniel Watkins was administering CPR on an unconscious 25-year-old male on Tuttle Terrace, when following a 911 distress call, Officer Dugan arrived on scene.

Officer Dugan took over life-saving efforts, adjusting the airway and continuing chest compressions.&nbsp;

Without the efforts of Officer Dugan and Mr. Watkins, providing life-saving measures&nbsp; and providing critical information to EMS upon their arrival, the outcome of the situation could have been tragic.

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in February. This is an increase from 2.6% in January and a decrease from 2.8% in February 2023, according to a media release from the Kansas Department of Labor.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 3,600 from January. Total nonfarm includes private sector and government employers. Private sector jobs increased by 3,800 over the month, while government decreased by 200.

The unemployment rate in Riley County is up from 1.7 percent in December and 2.6 percent in January to 3 percent.. The rate in Geary County jumped from 3.5 percent in January to 4.4 percent.&nbsp; The rate in Pottawatomie and Wabaunsee counties is also up slightly

“Kansas employers added jobs in February, with total nonfarm job estimates increasing by 3,600,” said labor economist, Emilie Doerksen. “The largest gains were in construction and leisure and hospitality.

Both of these industries added more than 1,000 jobs.” Since February 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 13,000. This change is due to an increase of 8,700 private sector jobs and an increase of 4,300 government jobs.

The Kansas Highway Patol reported a 1996 GMC SC1 driven by Spencer M. Berry, 22, Manhattan, was westbound on Marlatt Avenue at Seth Child Road.

The driver failed to yield. A northbound 2003 Ford Econoline driven by&nbsp;Pixley, Mark R. Pixley, 63, Manhattan,&nbsp;collided with the pickup.

EMS transported Berry and Pixley to Via Christi in Manhattan. Berry was later transferred to Stormont Vail in Topeka. Both drivers were properly restrained, according to the KHP.
