Just after 4:30p.m. Tuesday, officers filed a report of theft and forgery&nbsp; in the 5000 block of Skyway Drive, according to the Riley County Police Department activity report.

 Hi-Tech Interiors reported a known subject falsified multiple receipts for labor, finances, and materials spanning back to 2017. Total loss associated with this report is estimated at $120,000.

WASHINGTON —On Wednesday, President Joe Biden. declared that a major disaster exists in the State of Kansas and ordered Federal assistance to supplement state, tribal, and local recovery efforts in the areas affected by a severe storm, straight-line winds, tornadoes, and flooding on May 19, 2024, according to a statement from the White House.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storm, straight-line winds, tornadoes, and flooding in the counties of Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Rush, Russell, Stafford, Wabaunsee, and Wyandotte.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Mr. Andrew P. Meyer of the Federal Emergency Management Agency (FEMA) has been appointed to coordinate Federal recovery operations in the affected areas.&nbsp;

Additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

(JUNCTION CITY, KS) - Konza Prairie Community Health Center is celebrating Community Care Clinic Month with a food drive to stock the Konza Cupboard &amp; Food Pantry located at 361 Grant Ave in Junction City.

The Konza Cupboard is a blessing box outside of the clinic and the food pantry is located inside the clinic, providing access to Konza patients while they are at an appointment. Patients who visit the food pantry can choose healthy options to assist in managing their health conditions.

“The Konza Cupboard and Food Pantry run primarily on donations and limited monthly funding,” said Kalie Kipp, Konza Dietitian and coordinator of the food drive. “Many patients I have personally helped are beyond grateful for the additional service we provide.”

The Konza Cupboard and Food Pantry serve hundreds of people each year and donations are always welcome. The clinic has set a big goal to reach 600 pounds of food during August. All Konza staff are working together, donating food and hygiene items to contribute to this effort.

Konza Celebrating Community Care Clinic Month with a Food Drive

Kansas’ population is expected to grow by nearly 500,000 people in the next 50 years, and non-white residents are predicted to drive that growth, a research center forecasts.

A report from Wichita State University’s Center for Economic Development and Business Research said the state is predicted to add more than 469,000 residents by 2072, which will amount to a 16% increase from the state’s 2022 population.

It’s a sign that Kansas’ population is breaking out of a period of stagnancy, said Jonathan Norris, a research economist at the center, which is a part of the university’s W. Frank Barton School of Business.

The state’s metropolitan areas — Kansas City, Lawrence, Topeka and Wichita — make up the lionshare of the projected growth, Norris said. But that’s because the state’s rural areas are finding their balance.

Lumped together, rural counties are projected to decline, and metropolitan areas are projected to grow, but historical forecasts indicate rural areas are now experiencing less decline than years past, Norris said.

“The landscape is going to change,” Norris said. “One of the big changes we’re seeing is the increased diversification in those rural areas, too.”

The&nbsp;<a href="https://cedbr.org/forecast-blog/population-forecast" target="_blank">forecast</a>, which was funded by the Kansas City, Missouri-based nonprofit the Patterson Family Foundation, analyzes mortality, fertility and migration rates along with age and race data from the U.S. Census Bureau’s American Community Surveys to reach its population predictions.

Nearly every county in Kansas will see an increase in non-white residents in the next 50 years, the forecast said. Growth rates regardless of race or ethnicity are expected to increase across the state, but Black, Hispanic, Native American, Asian and Pacific-Islander Kansans, among others, will see higher rates of growth than their white counterparts, the forecast indicates.

Norris attributes this to a few things. In part, white Kansans are likely to have lower birth rates than other racial or ethnic groups. It’s also because people are changing the way they fill out their census forms, Norris said. More and more people are identifying with more than one race or ethnicity.

The state’s current population is around 2.9 million people, according to the 2020 census. Per the center’s predictions, it would exceed 3 million in 2032 and reach 3.4 million in 2072.

Births in Kansas have steadily decreased in the past 20 years with few exceptions, according to the Kansas Department of Health and Environment’s&nbsp;<a href="https://www.kdhe.ks.gov/DocumentCenter/View/29633/Preliminary-Birth-Report-2022-PDF" target="_blank">2023 preliminary birth report</a>.&nbsp; However, the center’s forecast predicts the number of children younger than 5 years old will increase by nearly 24% in the next 50 years. The center believes the “growing birth counts will be a powerful driver of population growth beyond 2072,” a Monday news release said.

Kansans older than 65 are projected to experience the most growth in the next 50 years among all age groups with a nearly 23% increase. Population change among younger people — 20 years old and below — will see the most limited growth with a roughly 10% increase.

“Broadly speaking, the changing age composition just means that you’re going to have some different considerations and needs for the workforce,” Norris said.

The forecast, which will be updated annually through 2030, reveals an overall positive outlook on Kansas’ future population changes, Norris said.

He added: “I think this reflects a lot of optimism for the direction of the state over the next 50 years.”

Frank Barton School of Business.The state’s metropolitan areas — Kansas City, Lawrence, Topeka and Wichita — make up the lionshare of the projected growth, Norris said. But that’s because the state’s rural areas are finding their balance.Lumped together, rural counties are projected to decline, and metropolitan areas are projected to grow, but historical forecasts indicate rural areas are now experiencing less decline than years past, Norris said.“The landscape is going to change,” Norris said. “One of the big changes we’re seeing is the increased diversification in those rural areas, too.”The&nbsp;<a href="https://cedbr.org/forecast-blog/population-forecast" target="_blank">forecast</a>, which was funded by the Kansas City, Missouri-based nonprofit the Patterson Family Foundation, analyzes mortality, fertility and migration rates along with age and race data from the U.S. Census Bureau’s American Community Surveys to reach its population predictions.Nearly every county in Kansas will see an increase in non-white residents in the next 50 years, the forecast said. Growth rates regardless of race or ethnicity are expected to increase across the state, but Black, Hispanic, Native American, Asian and Pacific-Islander Kansans, among others, will see higher rates of growth than their white counterparts, the forecast indicates.Norris attributes this to a few things. In part, white Kansans are likely to have lower birth rates than other racial or ethnic groups. It’s also because people are changing the way they fill out their census forms, Norris said. More and more people are identifying with more than one race or ethnicity.The state’s current population is around 2.9 million people, according to the 2020 census. Per the center’s predictions, it would exceed 3 million in 2032 and reach 3.4 million in 2072.Births in Kansas have steadily decreased in the past 20 years with few exceptions, according to the Kansas Department of Health and Environment’s&nbsp;<a href="https://www.kdhe.ks.gov/DocumentCenter/View/29633/Preliminary-Birth-Report-2022-PDF" target="_blank">2023 preliminary birth report</a>.&nbsp; However, the center’s forecast predicts the number of children younger than 5 years old will increase by nearly 24% in the next 50 years. The center believes the “growing birth counts will be a powerful driver of population growth beyond 2072,” a Monday news release said.Kansans older than 65 are projected to experience the most growth in the next 50 years among all age groups with a nearly 23% increase. TOPEKA&nbsp;– The Kansas Department of Revenue announced today that the new standard license plate design, “To the Stars,” is now available. The new design was overwhelmingly chosen by Kansans in a December 2023 public vote, winning 53% of the total vote. The “To the Stars” design will replace the current “Ad Astra” standard license plate designs.

The design features the Kansas Statehouse Dome within a cutout of the state set against a blue, white, and yellow gradient background. Paying tribute to our state motto, “Ad Astra per Aspera,” the phrase “To the Stars” is inscribed along the bottom of the design.

The new design will be used for all new plate issuances, including replacements for any remaining embossed plates. Kansans, who were issued a plate with the “Ad Astra” design as the replacement for their embossed plate, will not be reissued another plate with the new design. However, any Kansan who has the “Ad Astra” design but wants the “To the Stars” design can visit their local county treasurer's office to transfer their registration to a plate with the new design.

According to the Riley County Police Department activity report, 21-year-old Devin Phelps of Manhattan, lost control of a vehicle in the 300 Block of North 9th Street and collided with three parked vehicles.&nbsp;

Phelps was arrested in the 1100 Block of Freemont Street on requested charges of DUI, aggravated battery, and interference with a law enforcement officer.&nbsp; He remains jailed on a $7,000 bond, according to the RCPD.

MANHATTAN— Interim City Manager Jason Hilgers has announced that Assistant City Manager&nbsp;<a href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=fe4f2d33bb&amp;e=8c33f27c6f" target="_blank">Wyatt Thompson</a>, who oversees major projects and the Building Services Division, has been appointed as interim director of the&nbsp;<a href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=fc946b0576&amp;e=8c33f27c6f" target="_blank">Public Works Department</a>, starting&nbsp;Aug. 18.

The Public Works Department provides services and facilities including streets and traffic control devices, storm drainage and flood protection systems, public buildings, and water and wastewater systems.

Under the direction of the Deputy City Manager, the Director of Public Works is responsible for leading, planning, and managing all activities and operations of the department’s 135 full-time employees, its three divisions, and a nearly $50 million annual budget.

St. Marys, Kansas (AP) —An employee of a rural Kansas school district repeatedly shoved a teenager with Down syndrome into a utility closet, hit the boy and once photographed him locked in a cage used to store athletic equipment, a lawsuit claims.

The suit filed Friday in federal court said the paraprofessional assigned to the 15-year-old sent the photo to staff in the Kaw Valley district, comparing the teen to an animal and “making light of his serious, demeaning and discriminatory conduct.”

The teen's parents alleged in the suit that the paraprofessional did not have a key to the cage and had to enlist help from other district staff to open the door and release their son, who is identified in the complaint only by his initials. The suit, which includes the photo, said it was not clear how long the teen was locked in the cage.

The lawsuit names the paraprofessional, other special education staff and the district, which enrolls around 1,100 and is based in St. Marys, about 30 miles (48 kilometers) northwest of Topeka.

No attorneys are listed for the district in online court records and phone messages and emails left with district staff were not immediately returned.

The suit said the teen’s placement in the closet and cage stemmed from “no behaviors whatsoever, or for minor behaviors” that stemmed from his disability.

The paraprofessional also is accused in the suit of yelling derogatory words within inches of the teen’s face on a daily basis and pulling and yanking the teen by the shirt collar around the school at least once a week.

At least once, the paraprofessional struck the teen in the neck and face, the suit said. The teen who speaks in short, abbreviated sentences, described the incident using the words “hit," “closet” and the paraprofessional's first name.

The suit said the paraprofessional also made the teen stay in soiled clothing for long periods and denied him food during lunchtime.

The suit said some staff expressed concerns to the special education teacher who oversaw the paraprofessional, as well as the district's special education director. But the suit said neither of them intervened, even though there had been other complaints about the paraprofessional’s treatment of disabled students in the past.

The suit said the defendants described their treatment of the teen as “tough love” and “how you have to handle him.”

The suit said the director instructed subordinates not to report their concerns to the state child welfare agency. However, when the parents raised concerns, a district employee reported them to the agency, citing abuse and neglect concerns, the suit said.

No criminal charges are listed in online court records for the paraprofessional or any of the employees named in the suit. And no disciplinary actions are listed for staff in a state education department database.

The suit said the teen's behavior deteriorated. The suit said he refuses to leave his home out of fear, quit using his words and increasingly punches himself in the head.

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.2% in July. This is an increase from 3.0% in June and an increase from 2.6% in July 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,700 from June. Total nonfarm includes private sector and government employers. Private sector jobs increased by 3,900 over the month, while government decreased by 5,600.

The unemployment rate in Riley County is up from 4 percent in June to 4.2 percent in July. The rate in Geary County is also up from from 5 percent to 5.4 percent. The rate in Pottawatomie and Wabaunsee counties is also up.&nbsp;

“Kansas employers in the private sector added jobs in July. However this growth was offset by a decline in government jobs, which resulted in the overall decrease for total nonfarm estimates,” said labor economist, Emilie Doerksen. “The private sector job growth was led by an increase in professional and business services jobs as well as a continued upward trend for trade, transportation, and utilities.”

Since July 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 21,100. This change is due to an increase of 22,800 private sector jobs and a decrease of 1,700 government jobs.

Jobless rate continues to grow in Riley County

FORT RILEY, Kan. – The Fort Riley Mobilization Force Generation Installation (MFGI) hosted the 297th Regional Support Group (RSG) from the Alaska Army National Guard and the 189th Combined Arms Training Brigade (CATB), which mobilized the 2-300 Field Artillery Battalion from the Wyoming Army National Guard (WYARNG) to rehearse Large Scale Mobilization Operations (LSMO).

MOBEX III practiced the mobilization, training and deployment of reserve units for large-scale combat operations anywhere in the world. The Mobilization Support Force (MSF), consisting of U.S. Army Active Component, Army Reserve and National Guard units, assisted both the 189th CATB and the Fort Riley Soldier Readiness Processing site in getting Soldiers of the 2-300 Field Artillery Battalion ready for deployment. The exercise tested the maximum capacity of the MFGI to accurately simulate mobilization of reserve component units and identify issues with mobilization. The MSF allowed the Fort Riley MFGI to bridge the gap between critical needs and long-term contract solutions, replacing essential Active component elements that will deploy according to strategic guidance and efforts.

“The Fort Riley Garrison leadership and staff were integral to the success of MOBEX III,” said Col. Michele Edwards, commander of the 297th RSG, Alaska Army National Guard. “Because MOBEX III is resource intensive, it was imperative for the 189th TSB and the 297th RSG, working for Brig. Gen. Ropers, the Deputy Commanding General - Mobilization, to identify, coordinate, and validate Fort Riley resource requirements not only for this exercise, but in preparation for Large Scale Mobilization Operations.”&nbsp;

During the MOBEX, a series of significant events took place, each contributing to the thorough preparation and training of all units involved. These included medical readiness assessments, individual and crew-served weapons qualification, validation of communications equipment and procedures at their headquarters, and a staff exercise focused on operations planning for an upcoming deployment. The highlight of the event was the qualification and live fire exercise involving the M142 High Mobility Artillery Rocket System (HIMARS).

Fort Riley plays a key role in facilitating mobilization for the U.S. Army Reserve and Army National Guard if called upon to support large-scale combat operations globally. Each year, over 20,000 soldiers from Components 2 and 3 undergo routine training at Fort Riley, strengthening relationships on the Installation that are necessary when conducting Mobilization Operations. Furthermore, it serves as a Power Projection Platform, capable of deploying an armored brigade combat team to any continental U.S. port within 96 hours.
