&nbsp; MANHATTAN — Kansas State University and U.S. Sen. Jerry Moran announced on Monday a $7 million federal investment to support the university's Biomanufacturing Training and Education Initiative, a comprehensive program designed to position Kansas as a national leader in biomanufacturing and biosecurity.

The funding will be directed toward the construction of the new Biomanufacturing Core and Training Facility, which will accelerate the university's ability to lead cutting-edge research and workforce development in the expanding field of biomanufacturing. K-State's innovative ecosystem fosters collaboration between academia, industry and research to make significant strides in animal health, food security and public safety. Through the initiative, the university is establishing itself as a hub for industry partnerships and workforce development, which are critical to solving challenges in both human and animal health.

"As Kansas continues to grow its animal health corridor, Kansas State University is uniquely equipped to train the workforce needed for this industry," Moran said. "I worked to secure federal resources to bolster&nbsp;K-State's efforts to build Manhattan into a premier location for biotechnology and biodefense companies looking to expand." 

The Biomanufacturing Core and Training Facility is one of four state-of-the-art facilities integral to the initiative. It will advance vaccine production by adhering to the highest safety standards set by regulatory agencies while producing critical biologics to combat zoonotic diseases and other health threats. It will also provide hands-on training for the next generation of biosecurity researchers to ensure that Kansas remains at the forefront of biomanufacturing expertise. As&nbsp;K-State&nbsp;leads advancements in biomanufacturing, it is also strengthening the state's economy by attracting jobs and top-tier industry partners to Kansas. This initiative enhances both the agricultural and public health sectors.

Along with the Biomanufacturing Core and Training Facility, the initiative features three additional cutting-edge facilities that will help&nbsp;K-State&nbsp;tackle critical public health issues:• Biosecurity Research Institute Biologics Development Module — Focusing on zoonotic and foreign animal diseases, this facility develops diagnostics, vaccines and therapeutics to safeguard food security and public health.• College of Veterinary Medicine Biologics Development Module — Specializing in large-scale biologics production, this facility enhances vaccine efficacy through advanced protein purification techniques, ensuring that life-saving biologics can be produced efficiently.• Biomanufacturing Training and Education Center — Currently under construction in Seaton Hall, this center will provide students with hands-on biomanufacturing experience, creating a highly skilled talent pipeline that supports the state's growing biomanufacturing industry.

K-State announces $7M in federal funding to drive Biomanufacturing Training and Education Initiative

The Manhattan City Commission will hold a pair of public hearings on the 2025 budget during a regular meeting at&nbsp;6 p.m. Tuesday, September 3&nbsp;in the City Commission Room at City Hall, 1101 Poyntz Ave.

Commissioners have already approved publication of a budget totaling&nbsp;$229,659,263&nbsp;in the newspaper. This would yield a maximum proposed estimated tax rate of 52.924 mills, which would be an increase of about 4 mills from the current 2024 rate.

An estimated 29.732 mills of the 52.924 mills go to the&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=ca22309b49&amp;e=8c33f27c6f">Riley County Police Department</a>, while another 4.253 mills go to the&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=1d530b4830&amp;e=8c33f27c6f">Manhattan Public Library</a>. The City’s General Fund would&nbsp;be capped at&nbsp;11.842 mills.

Replacement work scheduled at Dickens and Wreath Avenues

RILEY COUNTY —Law enforcement are investigating alleged&nbsp;criminal destruction of property in the 800 block of Fremont Street in Manhattan.

Just after 4p.m. August 24, a 39-year-old man and a 51-year-old woman&nbsp; reported a renter of their property did a substantial amount of damage to the property. 

The subject is a 19-year-old man. Total loss associated with this report is approximately $1,700.&nbsp;

RILEY COUNTY —In the 100+ degree heat on Sunday, service, courtesy and protection were front and center, according to a social media report from the Kansas Highway Patrol.

Trooper Ryan Davis came across a disabled vehicle on Interstate 70 in Riley County. With the extreme temperatures, he made sure the occupants—and their pups, Milo and Kenai—stayed cool in his patrol car while waiting for a tow.

A small act that makes a big difference, keeping Kansans safe and comfortable, no matter the circumstances.

Flint Hills Regional Leadership Program Class is set for the coming year

The City of Manhattan’s former Public Works Director, the late Robert K. Ott, was recently honored posthumously with the Government Engineer of the Year Award by the Kansas Society of Professional Engineers (KSPE).

The award is based on several professional criteria, including engineering achievements (significant accomplishments and career highlights), civic and humanitarian activities, continuing education, professional and technical society activities, awards and honors, educational and collegiate achievements, KSPE membership, and registered Professional Engineer status.

Since 1910, KSPE has represented all engineering disciplines and practices for the state’s licensed professional engineers, including those who practice in industry, construction, private practice, education, and government. Ott was nominated for the award by the Tri-Valley chapter of KSPE.

Riley County Arrest Report August 24

This 42-inch catfish was caught at Homer's Pond In Junction City by Grayson Silver. He is a third grade student at Westwood Elementary School.

“Me and my uncle (Mike Edmonson) were fishing at this duck pond where there are not a lot of big fish in it. We were using bluegill for bait and once I caught it, I let it get tired and then I reeled it in as fast as I could,” said Silver. “It was like five or 10 minutes and then I pulled it out of the water with my bare hands. We brought it home and kept it in our fish tank inside for a few days and fed it, but it started to get lonely, so we returned him to the pond.”&nbsp;&nbsp;

By reeling in the monster catfish, Silver has now qualified to receive the&nbsp;Master Angler Award from the Kansas Department of Wildlife and Parks. To receive this honor, which is considered the highest honor an angler of any age can receive from the state, a blue catfish must measure at least 37 inches.&nbsp; &nbsp;

Pawnee Mental Health has announced the promotion of Terra Upham, LCP, to Director of Therapy Services. With an impressive 11-year tenure at Pawnee, Terra brings a wealth of experience and expertise to this new position.

Terra Upham holds a master’s degree in clinical psychology, has completed specialized training as a Yoga and Mindfulness coach, TF-CBT, and is becoming a Registered Play Therapist (RPT). Since joining Pawnee in 2013, she has gained extensive experience through roles such as mental health therapist, Youth Community Services Supervisor, and, most recently, assistant director of community services.

In her new role at Pawnee Mental Health, Upham will oversee therapy services for individuals and families, develop treatment plans, and work closely with the team to support the community’s mental health needs. She will also lead new initiatives aimed at expanding outreach and support services.

Upham is passionate about supporting individuals with mental illness and is committed to holistic care. Her extensive knowledge of trauma-informed care and evidence-based practices will be instrumental in enhancing the quality of Pawnee’s services. She dedicates herself to reducing mental health stigma and advocating for increased service access.

Outside of her professional work, Upham is keenly interested in promoting mental health awareness and serves as a Mental Health First Aid Instructor.&nbsp;

According to the Riley County Police Department activity report,&nbsp;a 2011 Ford F150 driven by Christopher Canterbury, 60, Manhattan was traveling near the corner of Northfield Road and Casement Road.

The driver failed to yield to a 2002 Harley Davidson driven by David Gibson,62, Manhattan.

EMS transported Gibson&nbsp; to Via Christi for treatment of his injuries.

Manhattan motorcyclist injured after crash with pickup

Riley County police reported that at 1:34 PM Thursday officers responded to the report of a rollover accident at the corner of Seth Child Road and Anderson Ave.in Manhattan.

Officers reported a white Honda Civic was eastbound on Anderson when it struck a green Chevy Equinox that was attempting to make a left turn onto Seth Child causing it to rollover. The passenger in the Equinox was pronounced dead at Ascension Via Christi. The driver of the Equinox was Life-Flighted to Stormont Vail Medical Center in Topeka and the driver of the Civic was taken via ambulance to Ascension Via Christi. 

Anderson Ave. at Seth Child Road remained closed late Thursday afternoon while officers processed the accident. This is an open investigation so no other details will be released at this time.&nbsp;&nbsp;

Traffic accident in Manhattan claims one life and sends two to hospitals

The Riley County Commission voted Thursday to approve the 2025 County Budget Certificate totaling $104,576,791 and the Special Budget Funds certificate totaling $7 ,159,139.

The county budget includes a property tax levy of 37.943 mills. The property tax levy includes a 1.923 mill decrease from the 2024 spending plan.

The budget did not exceed the revenue neutral rate.

Roughly 130 wheat and sorghum growers listened to insights and recommendations on seed technology, foliar fungicide applications, grain marketing and more as part of the recent Sorghum U/Wheat U.&nbsp;

The free, one-day event in Wichita on August 13 was sponsored by High Plains Journal, Kansas Grain Sorghum Commission, Kansas Wheat, United Sorghum Checkoff Program, DoubleTeam Sorghum Cropping Solution, Kauffman Seed, Heartland Soil Services, Conklin AgroVantage and American AgCredit.

Keynote speaker Matt Hines, a licensed commodity broker and risk management consultant with Lowen &amp; Associates, provided a market outlook and outlined grain marketing strategies for the wheat and sorghum markets.&nbsp;

“Wherever I go, I’m trying to teach our producers to be better merchandisers,” Hines said. “How can I be more like the elevator? The processor? How can I make better decisions and hopefully take some of that stress out.”

A producer panel featured sorghum and wheat producers, including Kansas Association of Wheat Growers' Chris Tanner from Norton and Keeff Felty, a producer from Altus, Oklahoma, who represented the National Association of Wheat Growers.&nbsp;

“We talked about what we’re doing as a wheat organization and the policy goals we’re working to accomplish for wheat and sorghum farmers in this area,” Tanner told farm broadcaster Ken Rahjes after the event. “Wheat covers a broad geography of the Heartland and we’re working for policies that will help us all be more productive.”

Specifically, Tanner and the panel discussed programs like cover crops and carbon programs. He highlighted the difficulties of raising cover crops in the arid High Plains, which is why&nbsp;<a href="https://sfdzp7cab.cc.rs6.net/tn.jsp?f=001ND76UcrFiaKckI9jekcHyVk0L6kWuZL-yNOZ9un5B9goISmZjupEaKFLDAhpUrkBqTMccnP8eBnjnUs291n_btlV3VQrzKU6tVxTAt-srdvOXigm-xxeUD4uKmcUbhcBJUTBSxSLBvYBBpqJ73RraSiLNNeo4EhNJH0_zTkSGDc=&amp;c=YXZhuRxw5Z-673WxmNyB83gkKgmfnOMY8MUpWZOcPbsoAs008hJ3ZQ==&amp;ch=r6KO2S3VpewPOnE-R4vnw9QqdAP3KyQcZ7xODAzn8IhpeusTQASjIQ==" target="_blank">NAWG</a>&nbsp;is working to have wheat recognized in national discussions for its soil health benefits, including maximizing continuous living roots, minimizing disturbance, maintaining soil cover and maximizing biodiversity.&nbsp;

“Wheat is the cover crop out here, so we want to make sure our farmers are not put at a disadvantage moving forward,” Tanner said. “That’s where sorghum and wheat go together - those are two crops that are raised in the more arid climates where we’re not able to raise cover crops.”&nbsp;

Kelsey Andersen Onofre, assistant professor of plant pathology in K-State's College of Agriculture, shared information about Wheat Streak Mosaic Virus (WSMV). She reminded attendees that WSMV and other viruses like Triticum mosaic virus (TriMV) cannot be controlled by fungicides and are instead spread by the wheat curl mite. With the highest populations during harvest, these critters move from wheat fields to volunteer wheat and other crops and grasses that serve as hosts. She noted more WSMV outbreaks are happening in central and even northeast Kansas and TriMV is increasing in central Kansas.&nbsp;

Onofre also reported there was a “rust trifecta” this year with stripe rust showing up early. She reminded producers that these diseases can cause substantial yield loss of up to 30 to 40 percent. However, she noted there is some variety resistance available as well as effective fungicides.&nbsp;

“Research conducted by Kansas State University indicates a single fungicide application made to susceptible wheat varieties when the risk of disease is high will often result in a 4% to 13% yield increase with an average increase of approximately 10% relative to wheat that remained untreated,” the publication noted. “A lower yield response is likely if the disease remains at low levels or is absent. The following guidelines will help maximize the potential for effective disease management and a positive yield response.”&nbsp;

Agronomic characteristics, such as height, acid soil tolerance, and maturity, determine how well a variety is adapted for a region or desired cropping system. Selecting a good variety also influences how well the crop tolerates drought or resists diseases and insects.”&nbsp;

Rounding out the day packed full of information, Romulo Lollato, K-State associate professor of wheat and forage production, shared results from the “Beyond the Grain” study. The study showed wheat has a substantial impact beyond the value of the grain itself, including the value of residue in conserving soil moisture and temperature, weed control and yield impact on the subsequent crop. She noted more WSMV outbreaks are happening in central and even northeast Kansas and TriMV is increasing in central Kansas.&nbsp;Onofre also reported there was a “rust trifecta” this year with stripe rust showing up early. She reminded producers that these diseases can cause substantial yield loss of up to 30 to 40 percent. Critics argue adding additional fees and interest on unpaid traffic fines is unfair to low-income drivers. And it may not even be legal under Kansas law.

TOPEKA —&nbsp;On a snowy night in 2004, Jamie Kuykendall was driving home from the store in Topeka when she came up to a traffic light turning red.

There was a small amount of snow on the ground. When she hit the brakes, her car wouldn't stop and she slid through the intersection. A Topeka police officer gave Kuykendall a ticket because she did not have a valid driver’s license.

Now, 20 years later, she’s still paying for that ticket and another one from 2008 because she was not able to pay the original fines on time. The City of Topeka sent the $200 in fines to a collection agency and tacked on a service fee and interest.

Kuykendall, a low-income single mother, said her debt totaled $3,000 and she still has $900 left to pay.

Her license was suspended for years until she recently got a restricted one that lets her drive to places like work. While working, her paychecks were garnished to help pay off the debt.

“I'm mad,” Kuykendall said, “because that's money that I could have put to better my home, my kids, myself.”

Unpaid traffic tickets can end up costing low-income Kansans thousands of dollars when cities send unpaid fines and fees to collection agencies and add interest on top.

Critics say the system is unfair to lower income Kansans who already could not afford the initial fine and courts should consider alternatives to monetary punishment. It’s also unclear if it’s even legally allowed under Kansas law.

Proponents of the system argue it is legal, and communities need to be able to add interest to make sure some drivers who ignore traffic laws don’t go unpunished.

<a href="https://www.kansaslegalservices.org/" target="_blank">Kansas Legal Services</a>, a nonprofit legal agency, helps people like Kuykendall negotiate lower fines in Topeka courts when their debt spirals out of control.

The Topeka Municipal Court sends unpaid debt to a collection agency,&nbsp;<a href="http://cbofks.com/" target="_blank">CBK Inc.</a>, which has a contract with the city. That contract allows the collection agency to add a 30% fee on top of the debt as a service charge, according to a contract obtained through the Kansas Open Records Act.

Micah Tempel, an attorney for Kansas Legal Services, knows other municipal courts use collection agencies that add fees on top of the original fine, like Olathe and Wichita. That means low-income drivers across the state are likely facing similar debt.

In Topeka, Tempel said the court also adds up to 12% interest annually. He argues tacking on those fines and interest fees is unfair to low-income drivers.

“We have clients who couldn't afford originally,” Tempel said. “They definitely can't afford the thousands of dollars that it's turned into.”

Tempel also questions if it's even legal to add interest on court fines and fees because there does not seem to be a state law that directly permits it. But there has not been a court ruling that sifts through that legal gray area.

Tempel said he would like to challenge the practice through court appeals that would likely take a ruling from the Kansas Supreme Court to settle the issue. But none of his cases have gone that far, because Topeka has offered to wipe away his clients’ debt. That also means the city is not taking a strong stance on their interpretation of the law, either.

But those settlements mean less time in the courtroom for Tempel’s clients and they also come with other certainties, like drivers getting the licenses back.

“It’s a better deal for the client,” Tempel said.

Officials for the City of Topeka declined to answer questions about using a collection agency and adding interest on traffic court fines and fees.

John Goodyear is legal counsel for the&nbsp;<a href="https://www.lkm.org/" target="_blank">League of Kansas Municipalities</a>, of which Topeka is a member. He said it’s common for municipal courts to use collection agencies on unpaid tickets to get some drivers to finally pay up.

He said it’s a legally sound practice, as state law specifically allows courts to use collection agencies. The&nbsp;<a href="https://www.ksrevisor.org/statutes/chapters/ch12/012_041_0019.html" target="_blank">statute</a>&nbsp;stipulates collection agencies can add a service fee up to 33% of the amount collected. It also mentions adding interest, possibly meaning it’s legal, too.

Goodyear said without the ability to add fines and fees, some people could simply flout traffic laws and never be punished.

“We have to have something,” Goodyear said. “We have to have a tool in the toolbox to enforce these laws.

However, Goodyear said his organization is also supports courts lowering fines and fees for people who are making a good-faith effort but are struggling to pay back the debt. He said courts should look at each case individually and make a determination on what is best — whether that’s providing relief to low-income drivers or tacking on interest for drivers who can pay it and continue to skirt the law.

“Judicial discretion here is important,” he said.

Meanwhile, Kansas lawmakers have made recent changes to the state law, making it easier for people with outstanding fines to get a restricted driver’s license. The&nbsp;<a href="https://www.kcur.org/politics-elections-and-government/2024-05-13/traffic-tickets-in-kansas-can-cost-low-income-drivers-their-licenses-theres-a-new-law-to-help" target="_blank">most recent law</a>, which goes into effect in January, provides relief by consolidating and reducing fines and fees drivers need to pay to get their license reinstated.

Kuykendall said efforts from lawmakers helped her get back on the road, and it will likely lead to the state lifting the suspension on her driver's license early next year.

But those changes do not stop ticket fines and growing debt. Unless a court halts cities from adding interest, or lawmakers pass a law prohibiting it, drivers unable to pay will continue racking up debt.

The&nbsp;<a href="https://finesandfeesjusticecenter.org/" target="_blank">Fines and Fees Justice Center</a>, a New York-based advocacy group, wants communities to rethink how they use fines and fees. For instance, the organization worked with the Unified Government of Wyandotte County and Kansas City, Kansas,&nbsp;<a href="https://www.wycokck.org/Engage-With-Us/News-articles/2023-Court-Related-Fee-Elimination" target="_blank">to eliminate court fees</a>&nbsp;that were previously automatically charged when a violator pleaded guilty.

Tim Curry, the policy and research director for the organization, said charging court fees and adding interest are an additional tax that disproportionately affects low-income violators.

“You are being pulled into the system for longer,” Curry said. “You're incurring greater penalties, whether there are more fees, whether there are interest rates.”

A&nbsp;<a href="https://www.brennancenter.org/our-work/research-reports/steep-costs-criminal-justice-fees-and-fines" target="_blank">Brennan Center for Justice study in 2019</a>&nbsp;found that courts are increasingly reliant on fines and fees to fund their basic governmental duties. The study suggests that's an inefficient method to raising government revenue and it’s unclear if the use of fines and fees in criminal justice improves public safety.

Curry recommends communities use different ways to hold low-income traffic violators accountable, like sliding fee scales based on a violator's income or community service instead of fines.

Otherwise, cities like Topeka are using fines and fees to fund their government and that poses an excess burden on low-income residents, Curry said.

Semi fire slows traffic on Interstate 70

K-State invites community to celebrate at the 2024 State of Our University event

The Director of the Riley County Police Department Brian Peete&nbsp; informed the county commission on Aug. 15 that the jail inmate population was close to maximum limits, particularly the female population which had gone up.

Peete noted that the cases did not necessarily involve those where a person bonds out, but long term housing situations. They are now having to contract with other jails in the area asking them to house some of those female inmates. The cost is running about $3,500 per month.

On a separate note, Peete also added 14 inmates have been incarcerated in the facility one year or longer. Authorities want to work to see if they can move those cases as fast as possible.

RCPD sees increase in female jail inmates

The City of Manhattan has announced that starting&nbsp;Thursday, August 22, the intersection of 4th Street and Houston Street will be closed to vehicular and pedestrian traffic, while the 300 block of Houston Street will remain closed between 3rd and 4th Streets.

This closure is so work can begin to remove and reconstruct the road surface, storm sewer, and sidewalks. Additional landscaping and lighting also will be added.

The recommended detour for 4th Street would be&nbsp;to instead use 3rd Street,&nbsp;which will reopen by the end of&nbsp;Wednesday, August 21. Eastbound traffic on Houston Street will need to divert north to Poyntz or south to Pierre via 5th Street.

A temporary walkway may be put into place on the west side of 4th Street to allow for north-south pedestrian traffic. This work is expected to continue through the&nbsp;winter of 2024-25. Access to businesses within the affected area will continue to be maintained.

The City of Manhattan has announced that starting&nbsp;Thursday, August 22, the intersection of 4th Street and Houston Street will be closed to vehicular and pedestrian traffic, while the 300 block of Houston Street will remain closed between 3rd and 4th Streets.This closure is so work can begin to remove and reconstruct the road surface, storm sewer, and sidewalks. Additional landscaping and lighting also will be added.The recommended detour for 4th Street would be&nbsp;to instead use 3rd Street,&nbsp;which will reopen by the end of&nbsp;Wednesday, August 21. Eastbound traffic on Houston Street will need to divert north to Poyntz or south to Pierre via 5th Street.A temporary walkway may be put into place on the west side of 4th Street to allow for north-south pedestrian traffic. This work is expected to continue through the&nbsp;winter of 2024-25. MANHATTAN, KAN. – The 16th&nbsp;annual Speedy PD Race for Parkinson’s Disease is Saturday, Aug. 24, at Tuttle Creek State Park. The race offers a Half-Mile Memorial Walk/Run, plus Don Rasmussen 5K, and 10 K courses.

Packet pick-up will be Friday, Aug. 23, at Holiday Inn at the Campus from 4:30 to 7 p.m.&nbsp;On race day, packet pick up and registration is from 6:30 to 7:30 a.m. at Tuttle Creek State Park. The Half-Mile Memorial Run/Walk will start at 8 a.m., and the 5K/10K races begin at 8:30 a.m. At 7:45 a.m. the VIPDs (Very Important People with Parkinson’s Disease) will sing the national anthem.

Funds raised from the event benefit Meadowlark Parkinson’s Program, which provides services at no cost to improve the quality of life in the Flint Hills region for all those affected by Parkinson’s disease (PD), including persons with PD, caregivers, therapists, nurses, and other providers. The 5K race is named for former program participant, Don Rasmussen. 

When Don was diagnosed with Parkinson's Disease (PD) while living in Houston, his neurologist told him something that could have broken anyone's spirit: "Make your bucket list; you have five good years." But Don wasn't just anyone. He and his wife, Bea, moved to Meadowlark shortly after his diagnosis, and instead of retreating, they jumped headfirst into the PD Program’s services and activities. 

Don quickly became a beacon of hope and action, serving as the founding person with PD on the Leadership Team. His influence helped shape the program, set goals, and create new activities that continue to benefit so many today. But Don's passion didn’t stop there. As an avid runner, he was instrumental in establishing the Speedy PD Race, participating actively in its first 13 years. . His mantra, "Parkinson's may win the fight, but I'm going to WIN EVERY ROUND," became the rallying cry on the VIPD shirts and a testament to the power of resilience.
