The Kansas Corporation Commission (KCC) is moving closer to launching the Kansas Home Rebates Program, an initiative aimed at helping Kansas households lower energy costs and improve home comfort. With funding from the Inflation Reduction Act, this program will provide $105.6 million to support energy savings for low- to moderate-income households in Kansas.

The KCC has partnered with <a href="https://www.horne.com/">HORNE</a>, a nationally recognized professional services firm, to assist with program design, application development, and implementation. To ensure the Home Rebates Program meets the needs of Kansas residents, the KCC is scheduling engagement sessions with stakeholders, including Kansas utility companies, contractors, other state agencies, and the community.

To make rebates available, the program’s design and applications must be approved by the U.S. Department of Energy (DOE). The KCC is working toward a submission deadline of January 31, 2025, with rebate funding expected to be accessible to Kansas households later in 2025, following DOE approval.

In the meantime, Kansans are encouraged to visit the <a href="https://kcc.ks.gov/">KCC website</a> for information on participating in engagement sessions, learning more about the Home Rebates Program, tracking program updates, and finding answers to frequently asked questions.

MANHATTAN– Law enforcement are investigating deadly stabbing in Manhattan and have made an arrest.

Just after 11:30 a.m. Tuesday, police responded to a report of a stabbing in the 3000 block of Arbor Drive in Manhattan, according to a media release from the Riley County Police Department.

Officers located Tabatha Deer, 24, of Mountain Home, Arkansas, who had sustained multiple stab wounds. EMS transported Deer to Ascension Via Christi Hospital for treatment. She was later airlifted to Stormont Vail Hospital in Topeka, where she succumbed to her injuries.

The suspect, Hunter Smith, 24, of Manhattan, was apprehended at the scene yesterday and taken into custody before being transported to Stormont Vail Hospital for treatment of his injuries. On Wednesday, Smith was formally arrested on requested charges of first-degree murder, with bond set at $1 million.

Starting this week Bayer Construction will reduce Dickens Avenue to one lane between College Avenue and Westport Drive where stormwater and limited pavement improvements will be constructed. This project will last until mid- to late February 2025, depending on weather.

The project will be phased to maintain one open lane for traffic rather than a full street closure. However, users of this segment of Dickens Avenue should expect some inconvenience and delay during the construction period. During this first phase, westbound traffic will be able to continue on Dickens but eastbound traffic will need to divert to an alternate route.

Dickens will not be fully closed during this project, but there will continue to be shifting lane closures throughout the work zone, so watch signage carefully to be aware of possible changes as you drive through the affected sections.&nbsp;&nbsp;

A 35-year-old woman reported her work van had been broken into and a Honda EU7000 generator had been taken by an unknown subject.

By leveraging university research and resources, the grant will help create new wealth in Kansas and foster a culture of innovation and entrepreneurship statewide. "Last year, K-State&nbsp;<a target="_blank" href="https://www.k-state.edu/media/newsreleases/2024-02/KState-Economic-and-Community-Impact-report-and-All-Things-Kansas-dashboard-released.html">added $2.3 billion into the state's economy</a>," said Marshall Stewart, executive vice president for external engagement and chief of staff. K-State awarded Kansas Department of Commerce grant to boost statewide innovation and entrepreneurship

DICKINSON COUNTY —Law enforcement are investigating a wanted Kansas felon on multiple allegations after a chase and arrest.

Just after 9:30p.m. Sunday, a sheriff's deputy observed a red Chevrolet pickup in the area of East 6th Street and Pine in Solomon, according to Dickinson County Undersheriff&nbsp;Jeff Vaughan.

The pickup was traveling without any lights and failed to stop at a stop sign. The Sheriff’s Deputy attempted to conduct a traffic stop with the vehicle. The driver accelerated and a vehicle pursuit was initiated. The vehicle eventually came to a stop in the area of Old Highway 40 and Deer Road in Dickinson County.

The driver of the vehicle was taken into custody without further incident and identified as Carlito Luis Morales, 34, of Salina. 

It was discovered that Morales had a warrant out of Saline County for his arrest. Morales was transported to the Dickinson County Detention Facility.

Just before 10:30;.m. a Dickinson County Sheriff’s Office deputy responded to a call for service regarding damage to property in the 200 Block of West 4th Street in Solomon. It was reported a vehicle earlier in the evening had driven through a yard of a residence, spinning its tires causing damage to the lawn. During the investigation, Morales was developed as the suspect in this case.

Morales is being held in the the Dickinson County Detention Facility for the warrant out of Saline County and requested charges of Fleeing or Attempting to Elude a Police Officer, mIgnition Interlock Device; Operate a vehicle without a required device, Possession of Marijuana, Possession of Drug Paraphernalia and Criminal Damage to Property

Menards reported a 58-year-old woman and a 35-year-old man took items from a victim and were later found to be in possession of illegal items. Ginger Moore, 58, of Wamego, was arrested on requested charges of theft, two counts of possession of drug paraphernalia, possession of opiate, and distribute certain stimulate.&nbsp;

Peter Henry, 35, of Salina, was arrested on requested charges of theft, criminal damage to property, criminal possession of a weapon by felon, two counts of possession of drug paraphernalia, possession of opiate, and distribute certain stimulate. 

&nbsp;Moore and Henry are being held without bond at the Pottawatomie County Jail.

GEARY COUNTY—Two people from Junction City were injured in an accident just after 6:30p.m. Sunday in Geary County.

The Kansas Highway Patrol reported a 2019 Freightliner semi driven by&nbsp; by Sukhrob Dastanov, 37, Mason, Ohio, was eastbound in the right lane of Interstate 70 near&nbsp;McDowell Creek Road.&nbsp;

 Due to heavy rain, the driver&nbsp; lost control of the semi. It veered left, started to cross the median into the westbound lanes and side-swiped a 2015 GMC Terrain driven by Jalen O&nbsp;Williams-Flanigan, 25, Junction City.

The impact caused SUV to veer right into the north ditch where it struck the embankment and rolled. The semi continued across the westbound lanes before coming to rest partially in the North ditch facing East.

EMS transported&nbsp;Williams-Flanigan and a passenger in the pickup Endia S&nbsp;McNeal 30, Junction City, to Stormont Vail in Junction City.&nbsp;Dastanov and a passenger in the semi were not injured. All four were properly restrained, according to the KHP.

Riley County Arrest Report November 3

TOPEKA&nbsp;– The Kansas Corporation Commission has received a report that an individual claiming to be working with the KCC is calling utility customers and offering a 30% discount on their electric bills. 

Based on what has been reported, the caller asks about Medicare or Medicaid eligibility, then asks for a credit card so the refund can be applied.

This individual is not affiliated with the KCC and the agency urges consumers to use caution if they receive a call. 

Above all, if you receive a call like this, do not provide credit card information. 

More information will be released if it becomes available.

KCC warns consumers to beware of electric savings scam

WABAUNSEE COUNTY —Two people were injured in an accident just before 6p.m. Saturday in Wabaunsee County.

The Kansas Highway Patrol reported 2016 Buick passenger vehicle driven by&nbsp;Carsyn C.&nbsp; Frieden, 20, Cheney, was westbound on Interstate 70 just east of Spring Creek Road. The vehicle hydroplaned, left the roadway to the right and collided with a 2008 Chevy pickup that was merging onto Interstate 70 westbound. After impact the Buick rolled and came to rest in the north ditch.

EMS transported Frieden and a passenger in the Buick Abigail D.&nbsp;Pegues, 20, Altamont, to Via Christi in Manhattan. The pickup driver Ryan E.&nbsp;Theel, 43, Alma, was not injured. All three were properly restrained, according to the KHP.

TOPEKA – U.S. Department of Agriculture (USDA) Rural Development Kansas Director Christy Davis announced that USDA is awarding $1.48 million in grants to Kansas business owners to increase the availability of domestic biofuels. The grants to four Kansas businesses will expand clean energy availability and build economic benefits while combatting climate change.

“Biofuels made here in Kansas are helping to lower costs for Kansas families, strengthen our energy independence, and create new income streams for farmers,” Davis said.

Today’s announcement is part of a larger national announcement which includes projects in 17 other states. The details of Kansas projects are:

· A $475,000 grant will help install eleven E15 dispensers and eleven E85 dispensers at three fueling stations owned by Jump Start Stores Inc. in Wichita, Augusta, and Abilene. This project is expected to increase ethanol sales by 878,400 gallons per year.

· A $285,000 grant will help install two E15 dispensers, two E85 dispensers and one ethanol storage tank for Dara's LLC at a fueling station in Manhattan. This project is expected to increase the amount of ethanol sold by 343,098 gallons per year.

· A $37,500 grant will help install one E15 dispenser for The Randall Farmers Cooperative Union fueling station located in Randall. This project is expected to increase the amount of ethanol sold by 291,880 gallons per year.

· A $683,250 grant will help install 12 E15 dispensers, 12 E85 dispensers, seven B20 dispensers, one ethanol storage tank and one biodiesel storage tank for WWWW Inc. at a fueling station in Colby. This project is expected to increase the amount of biofuel sold by 3,815,401 gallons per year.

<a>Through Operation Santa Claus, Fort Riley and surrounding communities assist local active duty junior enlisted service members by providing gifts for their children. Each child in the family will receive two toys and a stocking, and the family will receive a game or puzzle. Operation Santa Claus is in its 40th year of providing gifts to military children. In 2023 Operation Santa Claus served 756 Soldiers and their families, providing 3,672 toys to 1,836 military kids.</a>
