Riley County Arrest Report June 21, 22 and 23

POTTAWATOMIE COUNTY—Law enforcement are investigating a violent crime and have made an arrest.

Just after 12:30a.m. Sunday the Pottawatomie County Sheriff’s Office received a 911 call of a woman who was run over in the 20000 block of Pauling Run Road, rural Wamego, Pottawatomie County, according to a media release.

 Sheriff’s Deputies responded to the location and were able to determine that a female suspect, identified as Dana Blume, 43, of Onaga, had intentionally run over the victim, identified as Kara Murray, 52, of Wamego with a vehicle following an argument. 

The victim sustained serious injuries and was flown by helicopter to an area hospital, where she is being treated. Blume was arrested and is currently confined at the Pottawatomie County Jail awaiting bond to be set on charges of Attempted Murder in the 2nd Degree.&nbsp;

Preliminary estimates reported by the Labor Market Information (LMI) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.8% in May. This is unchanged from 3.8% in April and an increase from 3.5% in May 2024. The labor force participation rate for Kansas decreased to 67.0% in May, according to a media release from the KDOL.

The unemployment rate in Riley County is down from  3.4 percent in March to 3.1 percent in April to 3 percent in May. The rate is up slightly in Geary from 4.4 percent in April to 4.6 percent. The rate is steady in Pottawatomie and Wabaunsee Counties.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 1,800 from April. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,900 over the month, while government decreased by 100. The largest job gains in the private sector were in manufacturing (+1,600 jobs). The largest decrease was in&nbsp;professional and business services&nbsp;(-700 jobs).

Since May 2024 Kansas’ seasonally adjusted total nonfarm jobs have increased by 12,500. This change is due to an increase of 2,200 private sector jobs and an increase of 10,300 government jobs.

The Kansas Highway Patrol reported a 2021 Kenworth semi driven by&nbsp;Musil, Nathan&nbsp;Musil, 43, Marysville, was southbound on Kansas 63 two&nbsp; miles north of Havensville. The vehicle traveled off the west edge of the highway. The driver overcorrected and the vehicle rolled into the east ditch.

EMS transported&nbsp;Musil to Stormont Vail. He was properly restrained, according to the KHP.

Shoppers are seeing record high beef prices at the grocery store. That’s in part because the number of cattle in the U.S. is at an all-time low, while consumer demand has remained strong.

In the past, ranchers used to worry whether people would eat beef.

That’s not a concern anymore, according to Mark Gardiner. Today, he said producers like himself are seeing the greatest demand in history.

“Beef has differentiated itself as the protein of choice, not only in the U.S., but worldwide,” he said.

The fourth-generation producer, who runs Gardiner Angus Ranch in southwest Kansas with his family, believes that’s largely because of the quality of beef consumers get today.

But even as beef prices hit record highs in May, demand does not appear to be slowing.

The average price of a pound of ground beef hit a record $5.98 in May, according to the most recent data from the U.S. Bureau of Labor Statistics. That’s a 16% increase from a year before, and with a short supply of cattle, experts say they don’t expect prices to fall anytime soon.

The cattle inventory in the U.S. is at its&nbsp;<a href="https://www.fb.org/market-intel/u-s-cattle-inventory-smallest-in-73-years" target="_blank">lowest since 1951</a>, according to USDA data.

Ranchers have shrunk their herds for several reasons; including inflation and the rising costs of caring for cattle. Drought throughout the Great Plains, where most of the country’s cattle are raised, also means higher feed costs for ranchers.

“So we are continuing to be very small and again, smaller than we intended to be,” said Derrell Peel, a livestock marketing specialist with Oklahoma State University Extension, to KOSU last February. “And that's gonna lead to growing incentives, I think, for the industry to try to rebuild and when we can, if Mother Nature lets us.”

Because producers have been seeing strong demand at high prices, Peel said they are in the driver’s seat in this market. Although high prices likely will encourage rebuilding herd sizes, he said producers have not responded so far.

When they do, it may shrink supply even further, as ranchers hold back cows to breed more calves.

“If you're not familiar with the beef industry, you don't turn this thing around rapidly,” Peel said. “Just the nature of cattle production is a slow process.”

Cortney Cowley, a senior economist at the Federal Reserve Bank of Kansas City, said producers are looking at their input costs and looking at the prices for cattle to make decisions on whether to sell cattle or hold them back.

“And it’s really difficult to not sell right now at the historically high prices that ranchers are seeing,” Cowley said.

Because there are fewer cattle going through the system, Cowley said meatpackers at the wholesale level are paying more for cattle resulting in lower margins. Ultimately, those high prices get passed on to the consumers, because everyone else in the supply chain has had to pay more.

At the same time, Cowley said the U.S. consumes more beef than it produces — importing meat to make up the difference — which can contribute to higher prices.

“We actually have a trade deficit for beef right now … ,” Cowley said. “and with some of the trade policies that are in effect now, whenever you have to import more beef, that can be more expensive.”

Peel said while the beef industry hasn’t been directly affected yet, he expects it will be down the line.

“I mean, “the export markets are all messed up” is not a very technical term, but there's a lot of disruption and more importantly, a lot of uncertainty about those markets,” Peel said. “But those effects don't show up necessarily immediately, at least not to a great extent, but they will continue to build over time.”

Peel said he’s more concerned about the broader economy. While demand for beef is solid, he said if consumers face factors like unemployment, demand could be impacted at some point.

For the moment, beef producers like Gardiner are taking the markets in stride.

A few years ago during the COVID-19 pandemic, he said producers had a difficult time because cattle could not get through the system while meat processing plants were shut down.

“So, it was frustrating to producers because the price that they were receiving was nowhere close to what they would see retail prices,” Gardiner said.

Currently, it’s a different story. He said producers are seeing record high prices as processors see the lows. Despite uncertainty over tariffs, Gardiner said producers are having a good moment.

“It's never been better in the beef industry, and I've been bullish my entire life,” he said, “But we have more opportunity today than any time in the history of American beef production.”

 </figure><h2>High prices likely to continue</h2>Because there are fewer cattle going through the system, Cowley said meatpackers at the wholesale level are paying more for cattle resulting in lower margins. Ultimately, those high prices get passed on to the consumers, because everyone else in the supply chain has had to pay more.At the same time, Cowley said the U.S. consumes more beef than it produces — importing meat to make up the difference — which can contribute to higher prices.“We actually have a trade deficit for beef right now … ,” Cowley said. “and with some of the trade policies that are in effect now, whenever you have to import more beef, that can be more expensive.”Tariffs could push prices even higher.Peel said while the beef industry hasn’t been directly affected yet, he expects it will be down the line.“I mean, “the export markets are all messed up” is not a very technical term, but there's a lot of disruption and more importantly, a lot of uncertainty about those markets,” Peel said. “But those effects don't show up necessarily immediately, at least not to a great extent, but they will continue to build over time.”Peel said he’s more concerned about the broader economy. While demand for beef is solid, he said if consumers face factors like unemployment, demand could be impacted at some point.For the moment, beef producers like Gardiner are taking the markets in stride.A few years ago during the COVID-19 pandemic, he said producers had a difficult time because cattle could not get through the system while meat processing plants were shut down.“So, it was frustrating to producers because the price that they were receiving was nowhere close to what they would see retail prices,” Gardiner said.Currently, it’s a different story. He said producers are seeing record high prices as processors see the lows. Harvest was off to a rapid start in southwest Kansas on Thursday with temperatures topping out about 100 degrees. There will be more information available on how yields and quality will compare to average by the beginning of next week when reports start to come in.

In central Kansas, harvest came to a halt after Tuesday’s rainfall but will pick back up by the weekend with high winds and nearly triple digit temperatures in the forecast.

Derek Sawyer who farms in McPherson County reports that before Tuesday’s rain they were cutting wheat that was yielding 80 bushels per acre. But Tuesday brought the area 5 to 6 inches of rain, up to 10 inches in some places, and 80 mile per hour sustained winds. This took kernels out of the heads in many wheat fields. He estimates that they probably lost 25% of the yield potential. Test weights were good, but will no doubt decrease with the rain. Some fields are in standing water and may not be able to be harvested. While he should be over halfway done with harvest, Sawyer reports that he barely even got started, and won’t be able to get into even the fields with the least amount of rainfall until the weekend at the earliest. The creek is out of its banks and roads are flooded in the area.

Lee Scheufler who farms in Rice and Ellsworth counties reports that harvest began on June 10 and that yields were average up to 20 percent above average. They’ve had a couple rain delays, including Tuesday’s rainfall which ranged from 1.75 to 4 inches in the area, with localized flooding. He was able to find dry ground on Thursday and get back to harvest before the weekend. After the rains, test weight has decreased slightly but is still around average. He is only about 15 to 20 percent of the way done with harvest and has at least a week left.&nbsp;&nbsp;

Kansas Wheat: 2025 Harvest day two

The Riley County Police Department announced that on June 16 the Law Board approved the Riley County Police Department Budget for 2026. The approved budget is $30.3 million, an increase of 5.406% over the 2025 spending plan. 

The 2026 approved budget will provide the resources necessary for the agency to meet its strategic goals of minimizing the financial and social cost of public safety, maintaining a safe and secure community, promoting legitimacy in the eyes of the public, and creating a culture of service throughout the organization. “The priorities of the 2026 RCPD budget are supporting our workforce, those who built and sustained our agency successes, keeping up with increasing operational costs, and managing new directives within our law enforcement nexus.” Director Brian Peete said. 

With the allocation of additional funding, the department will apply salary adjustments for employees, increase health insurance contributions, and fund contractual services. The 2026 budget also includes funding to assume responsibility for the Animal Control Program, which is currently funded by the City of Manhattan and managed by the Manhattan Fire Department. Beginning in 2026, the program will employ three Animal Control Officers who will respond to calls throughout all of Riley County.&nbsp;

In 2025, there has been one reported fentanyl-related overdose death, and six non-fatal fentanyl-related overdose incidents reported to the RCPD. In 2024, the RCPD saw a decrease of approximately 50% for all overdose incidents (both fatal and non-fatal) compared to 2023.“

During the five-week period from April 27 to May 31 this year, the Kansas Department of Health and Environment recorded 35 visits to emergency departments in Riley County where overdose was suspected. These emergency department visits have been attributed to a variety of suspected substances, including but not limited to alcohol, benzodiazepines, cocaine, methamphetamine, and opioids such as fentanyl,” a media release from the Riley County Health Department advised. “In addition, it is important to note that 14 out of the 35 visits had some indication that the visit was related to suicide/suicidal ideation.”

The RCPD in partnership with the Riley County Health Department, will continue to educate the public on available prevention and treatment resources. The Health Department’s release includes locations where community members can obtain Naloxone and Naloxone training as well as details for community resources available to help those struggling with substance abuse or addiction. ELLSWORTH&nbsp;– The Bureau of Land Management will offer the public an opportunity to adopt a wild horse at an adoption event held at the Svaty Ranch Public Off-Range Pasture on Saturday, June 21.

The event will run from 9 a.m. to 1 p.m. and will feature 12 yearling and 2-year-old wild horses available for adoption. Pictures and more information about the wild horses available for adoption&nbsp;<a target="_blank" href="https://www.facebook.com/svatyranch/posts/pfbid02RbQsjJKUmaF14iWbjeoVFCgksMdavk5oHtP2K1Pdfh93DewEjQ6rhmqpW1CTtLql">can be found on Facebook</a>. BLM staff will be onsite to assist with and approve applications. To qualify to adopt, applicants must be at least 18 years old, with no record of animal abuse. Qualified homes must have a minimum of four hundred square feet of corral space per animal, with access to food, water, and shelter. A six-foot corral fence is required for adult horses; five-feet for yearlings; and four-and-a-half feet for burros. All animals must be loaded in covered, stock-type trailers with swing gates and sturdy walls and floors.

The Mnahattan City Commission has voted 3-2 for an ordinance establishing a common consumption area for a segment of downtown.

&nbsp;It would run from 8 a.m. to 11 p.m. including&nbsp; the area with Manhattan Town Center on the east and stretches of Poyntz Ave. and 4th Street. There will be signs indicating the CCA boundaries.

In a CCA a person can walk from one business to another in the district with an alcoholic drink in a marked cup obtained in the common consumption area.

The commissioners voting in favor of the CCA were Jayme Minton, Susan Adamchak and John Matta. Opposed were Karen McCulloh and Peter Oppelt.

The city will need to apply to the state every&nbsp; year for a permit for the CCA boundaries. They hope to have the district in effect by mid July. Individual businesses could choose whether or not to participate.

Of those affected, 46% were male. This number is significantly higher than average. Based on data from the previous 52-week period, a typical five-week span in Riley County would see approximately 16 overdose-related emergency visits.In addition, it is important to note that 14 out of the 35 visits had some indication that the visit was related to suicide/suicidal ideation.In response to this increase, the Riley County Health Department is working to raise public awareness about available prevention and treatment resources.&nbsp;

RILEY COUNTY—Law enforcement are investigating a burglary at a church in Riley County.

Just before 10a.m. Tuesday, officers filed a report for burglary in the 15800 block of Green-Randolph Road. in Randolph, according to the Riley County Police Department activity report.

Alert Covenant Church reported an unknown suspect took cash and electronic equipment. 

The estimated total loss associated with this case is approximately $4,000. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Geary County Emergency Management provided a weather update from the National Weather Service. A mostly dry and mild afternoon Wednesday with only slight chances for thunderstorms. While isolated in nature, they could produce gusty winds around 50 mph and small hail. 

Dry forecast commences Wednesday evening through the end of the week as upper ridge builds in. Focus turns to the heat as high heat indices peak near 100 degrees each afternoon Friday through Sunday.

Flood watch/warnings have been cancelled and 20% chance of rain in the early afternoon.&nbsp;&nbsp;
