Downtown Junction City was a destination for many people Friday evening. The occasion was the fifth annual Oktoberfest.

Activitis ranged from yodeling and Stein Contests to music and, of course, there was craft beer.

Many just enjoyed the mild weather and visiting with friends.

Oktoberfest activities continues Saturday from 10 a.m. until 10 p.m. They'll range from youth dance performances and a car show to Stein Carrying Contests. The Der Manhattan Band will perform from 1-3 pm and The Brass Rewind Band from 5-8 pm. There will be a Dinosaur Exhibit at the C.L. Hoover Opera House at both 2 and 7 p.m.

One year ago attendance for&nbsp; the two-day Oktoberfest was estimated at 20,000.

Johnson Cancer Research Center will host "The Cure Starts With Us" Power Luncheon Oct. 15 in Manhattan at the Holiday Inn at the Campus. Tickets are $25 apiece.

The program will bring together survivors and advocates to enhance cancer patients well-being. The featured speaker will be Nate McClendon on: "More Than Cancer: The Perception of Self."

ABILENE - The Director of the Eisenhower Presidential Library &amp; Museum, Todd Arrington has resigned after refusing to gift a sword to the Trump administration.

After President Trump's recent visit to London on Wednesday, September 17, where he visited&nbsp;Britain's King Charles III, Trump wanted to gift King Charles III a sword from the museum.&nbsp;The sword in particular belonged to former 34th President, Dwight D. Eisenhower that was meant to symbolize the US-UK relationship and highlight the two countries’ collaboration in WWII.

Reportedly, the US Department of State Officials asked Arrington to gift the sword, but he advised that he could not because it is a historical artifact and part of 'gifts that belonged to the American people.'

Arrington was then told he needed to either "resign or be fired."

On Thursday he officially resigned from being Director at the museum.

Arrington was a veteran of the United States Army and holds a Ph.D. in history from the University of Nebraska–Lincoln. He received a master of arts in history from Shippensburg University of Pennsylvania and a bachelor of arts in history from Mansfield University of Pennsylvania.

Too high taxes, street potholes, housing and whether an indoor aquatic center is needed were among the numerous issues touched on by Manhattan City Commission candidates during a forum on Wednesday.

On the issue of housing density downtown Scott Seel favors more mixed use housing in the downtown area while Jayme Minton supports property tax abatements that would result in full property tax values in 10 years for the city. She expressed a willingness to be open to new ideas. Martha Sweeney is a proponent of mixed use and medium density development, Jim Morrison noted the city has had infill growth and he&nbsp; is not a big advocate for infill financng, while Amber Starling observed that there is a need for workforce housing and a place for them to live. Larry Fox feels that there should be a concentration on the area east of Aggieville for that type of thing, while Andrew Von Lintel said grant sources should be identified and he generally favors higher density downtown. Peter Oppelt indicated mixed use is the lifeblood of the town and solutions could include adding accessory developing units or potential zoning changes.

On whether urban sprawl is stretching the city's resources thin, Jayme Minton noted there needs to be a look at the entire city as a balancing act, Martha Sweeney likes the idea of a strategic plan to manage growth at the city's edge, Jim Morrison added land use will always be with the city, and Amber Starling sees a need to foxus on infill. Larry Fox said urban sprawl is not a big problrm in Manhattan and priorities include downtown and getting Aggieville in good shape. Peter Oppelt observed that one challenge the city faces due to urban sprawl before adding new subdivisions and green fill would be to consider what it would cost to replace infrastructure. Scott Seel favors focusing on infill and medium density property.

On oher issues with taxes Jim Morrison noted, " People are afraid of losing their houses," while Amber Starling said, "People are getting taxed out of their homes." Larry Fox pointed to taxes and the mill levy which he feels needs to be reduced back down. Fox pointed to a five and a half mill increase in about two years.&nbsp;

Scott Seel indicated roads are a concern. That will have to be paid for and sales tax doesn't raise enough money to meet the needs. Martha Sweeney said the number one issue is potholes and people often feel the city doesn't listen."Something has to be improved on keeping roads driveable."

Since the KSU Natatorium closed Manhattan does not have an indoor aquatic facility. There has bee a desire for one on the part of some but the candidates did not express support for it. Peter Oppelt noted sales tax would be the best way to do it. However they would need to make sure people would use the facility.

On economic development Andrew Von Lintel called for less taxes and more population growth.

Jayme Minton said the single biggest issue facing Manhattan is the financial burden. Business and industry expansion was mentioned.&nbsp;

Downtown Manhattan hosted the forum. Three seats on the city commission are up for election in November.

Manhattan City Commission candidates focus on the issues

The Kansas Department of Transportation will begin a mill and overlay project on&nbsp; &nbsp;K-177 in Riley County on Monday, Oct. 6. The project spans approximately 8 miles, from just south of I-70 to K-18 near Manhattan.

The southbound outside lane will be done first, starting at K-18 and progressing south to I-70. Crews will then shift to the northbound outside lane and work back to K-18. The inside lanes will then be done in the same order.

A lane closure will be in place where crews are actively working. The speed limit will also be reduced to 55 mph. &nbsp;

Work will occur Monday through Friday during daylight hours and is expected to be complete in early December.

All project work and traffic changes are conditions permitting.

Shilling Construction Inc., of Manhattan, is the $5.9 million project’s prime contractor.

According to the Riley County Police Department activity report a 2011 Toyota Prius driven by Ahmed Azizi, 24, of Manhattan was traveling near the intersection of Bluemont Avenue and 4th Street. The car struck an E-bike ridden by Bowen Hou, 32, of Manhattan. 

EMS transported Hou to Via Christi for treatment of his injuries. Azizi was issued a citation for failure to yield right of way to pedestrian crossing.

TOPEKA — Fort Riley announced Wednesday that many civilian employees are furloughed as a result of the federal government shutdown that went into effect at midnight Tuesday.

In a social media post, Fort Riley said email messages and phone calls to affected civilian staff will not be answered and many social media channeled will not be monitored.

More than 15 departments were closed, according to the post, including Public Affairs, Soldier and Family Assistance Center, some child care services, the Recycling Center and the Military Personnel Division administration.

Other departments&nbsp;<a href="https://www.facebook.com/FortRiley/posts/pfbid02xtT4ukJa9FxrxzHqVbqTepydihno6fYpaZ5RQmhKhhd9mcAFj3YCEH16ueiroXRcl" target="_blank">are scheduling work by appointment only</a>.

“Those who still report to work are classified as exempt and are generally in the life/health/safety fields,” Fort Riley’s social media posted in response to a question about who is affected. “Those who are not exempt do not report to work until funding is restored.”

A separate social media post referred people to the U.S. Defense Department’s website, which reads: “Military personnel will continue in a normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.”

Fort Riley also postponed its Retiree Appreciation Day scheduled for Saturday.

In federal information posted online about the government shutdown, federal civilian paychecks for Sept. 7–Sept. 20 would not be delayed. Those checks generally arrive between Sept. 26 and Oct. 2, the information said.

Congressman Derek Schmidt spoke to a Manhattan audience via Zoom on Wednesday on the subject of the federal government shutdown. He told a Military Relations Committee luncheon that he visited with the Office of Management Budget Director on the current situation.

Schmidt noted that most bills will get paid and it is is more of a lapse in appropriations. The House approved measures two weeks ago to continue operations until Nov. 21 but the Senate isn't there yet. "At the end of the fiscal year a small minority of Senators prefer to grind things to a halt." There are 55 votes and five more are still needed in the Senate.

Schmidt noted that the OMB Director indicated that Social Security, Medicare and VA healthcare payments will not be disturbed.

Military training at Fort Riley will continue. Members of the military will eventually get their money and there is a proposed bill to exclude military pay from the shutdown. Also, military appropriations shutdown may temporarily affect some civilian workers.

Those attending the MRC meeting learned that the community may see reduced access to support programs, local businesses may see reduced traffic and certain events may have to be postponed.The Fort Riley Commissary is on normal operations right now. Dining facilities are a priority for service members. Emergency services will not be cut off.

Government shutdown draws attention at the MRC Luncheon

WABAUNSEE COUNTY —Law enforcement are investigating a suspect for alleged child sex crimes.

On September 27, the Wabaunsee County Sheriff’s Office received a report of unlawful sexual solicitation involving an 18-year-old girl.

According to the report a 58-year-old man requested to meet with the young woman near Eskridge, Kansas last week, according to a social media report from the sheriff's office.

 During the brief meeting, the suspect is alleged to have provided the victim with cash and a condom and is alleged to have solicited her. Deputies met with the victim, collected evidence and initiated a proactive investigation. 

Due to evidence collected during this WBSO proactive investigative action to include the totality of circumstances and objective reasonableness on On September 30. , the suspect, identified as JD Hill of Eskridge was taken into custody without incident. 

&nbsp;Hill was transported to WBCO Jail where he is presently confined on a $5,000 bond on requested charges of (Attempted) Buying Sexual Relations, Hiring a person to engage. The case will be forwarded to the Wabaunsee County Attorney for review of formal charges.

WABAUNSEE COUNTY —Law enforcement are investigating a suspect for alleged child sex crimes.On September 27, the Wabaunsee County Sheriff’s Office received a report of unlawful sexual solicitation involving an 18-year-old girl.According to the report a 58-year-old man requested to meet with the young woman near Eskridge, Kansas last week, according to a social media report from the sheriff's office. During the brief meeting, the suspect is alleged to have provided the victim with cash and a condom and is alleged to have solicited her. Deputies met with the victim, collected evidence and initiated a proactive investigation. Due to evidence collected during this WBSO proactive investigative action to include the totality of circumstances and objective reasonableness on On September 30. , the suspect, identified as JD Hill of Eskridge was taken into custody without incident. &nbsp;Hill was transported to WBCO Jail where he is presently confined on a $5,000 bond on requested charges of (Attempted) Buying Sexual Relations, Hiring a person to engage. The case will be forwarded to the Wabaunsee County Attorney for review of formal charges.

According to the Riley County Police Department activity report, a&nbsp;30-year-old woman reported an unknown male suspect pointed a handgun at her at the intersection of Hayes Drive and McCall Road in Manhattan just after 11:30p.m. on Monday. The suspect then drove away.

According to the Riley County Police Department activity reported a 2005 GMC Sierra 3500 driven by Carson Avery, 35, of Riley, was traveling in the 9600 Block of Anderson Avenue. The driver lost control in a cloud of dust. The pickup traveled into a culvert. 

EMS transported Avery&nbsp; to Via Christi Hospital for treatment of his injuries.&nbsp; The RCPD released no additional detials.
