MANHATTAN — From Kansas soil to Kosovo's frontlines, retired Chief Warrant Officer 5 Hector A. Vasquez has devoted more than four decades to serving the Kansas Army National Guard. On Sept. 6, Kansas State University formally recognized Vasquez's distinguished military career by presenting him with the 2025 Kansas State University Medal for Military Excellence.

Vasquez was presented with the commemorative medal by President Richard Linton during a first-quarter public ceremony at the K-State vs. Army football game, recognizing his exemplary military service and commitment to living out the university's mission of service to Kansas. Vasquez was also recognized during a private ceremony on July 21, where he received a certificate from Executive Vice President for External Engagement and Chief of Staff Marshall Stewart in front of family and friends.

Raised in&nbsp;Topeka, Vasquez has been a Wildcat fan since his teenage years. He began his college studies at K-State in fall 1977 but paused his education after just one semester to enlist in the Kansas Army National Guard, later returning to earn his bachelor's degree in social sciences in 2010. Before his first uniformed military appointment, Vasquez served as a civilian technician, holding nine different positions in the Combined Support Maintenance Shop in Topeka. During his military service, Vaquez held nine military assignments, served three deployments — Bosnia 1996, Iraq 2004-2005 and Kosovo 2007-2008 — completed 28 military education courses and received a total of 34 awards, decorations and badges.

Vasquez's dedication extends far beyond his military service to every aspect of his life, including his love for K-State. In observance of National Digital Connectivity and Lifeline Awareness Week, September 7-13, the Kansas Corporation Commission (KCC) joins utility regulators nationwide in creating awareness of the program offerings and encourages those in need of assistance to apply.

Lifeline provides combined federal and state discounts of up to $17.02 per month to help pay for residential or wireless phone service, internet or a bundled phone and internet plan. Subscribers living on tribal lands qualify for additional discounts. Currently, nearly 8.6 million Americans, including 19,500 Kansans, are enrolled in the program.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines) or participation in certain assistance programs such as:

MANHATTAN, Kan. –&nbsp;Are American’s confident in the safety of the U.S. food supply? A recent survey from the International Food Information Council (IFIC) shows otherwise.

Through its annual&nbsp;<a href="https://ific.org/wp-content/uploads/2025/07/2025-IFIC-Food-Health-Survey-Food-Ingredient-Safety.pdf">Food and Health Survey</a>, IFIC asked 3,000 Americans about their perceptions, beliefs and behaviors surrounding food and purchasing decisions. This year’s findings point to a significant decline in consumer confidence regarding food and ingredient safety.

Kansas State University food scientist Karen Blakeslee shared what these findings could mean and how consumers can feel more confident about the safety of their food.

“Some of the indicators that confidence has declined include beliefs that profit is more important to companies than food safety, a lack of trust in cooperation across the supply chain, perceived gaps in government regulation, and the frequency of food recalls,” Blakeslee said.

When it comes to food safety education, Blakeslee said there is an abundance of noise that can be confusing to consumers.

“There are many voices sharing information, but it may not be based in science,” she said. “Look for reliable sources of food safety information that is simple, clear and consistent. This includes food manufacturers, government, universities, and others being transparent and collaborative about food products.”

For those concerned about food safety, Blakeslee shares four tips for protecting yourself from foodborne illnesses.

"Regaining consumer confidence in the food safety of the food supply will take time,” Blakeslee said.

 <li>Separate. Keep raw meat, poultry, seafood, and eggs separate from all other foods. Cross-contamination is a major factor in spreading bacteria.</li>

 <li>Cook. Keep hot foods hot! Use a food thermometer to measure doneness, rather than feel or color. When serving hot foods, keep them above 140 degrees Fahrenheit for best safety.</li>

 <li>Chill. Keep cold foods cold. Refrigerate hot foods in small containers for quick cooling. When serving cold foods, keep them below 40 F for best safety. Never thaw frozen foods at room temperature. Blakeslee said a safer choice is to thaw foods in the refrigerator, in cold water, or in the microwave, then immediately cook.</li>

MANHATTAN — With a generous gift of $2 million to the Kansas State University College of Education, Innes and John Hale of Kansas City, Missouri, have kick-started an effort to enhance English, speech and journalism education in Kansas through scholarships for future teachers in these fields. &nbsp;The contribution is the largest single cash gift in college history and establishes the Luminary Fund for Literary, Performance and Journalistic Arts Teacher Education. 

For students pursuing a Kansas teaching license in English, journalism, speech and theater education through K-State's secondary education program, the fund is a uniquely tailored form of assistance."Scholarships will bookend the program, providing recruiting incentives for freshmen and also support during the student teaching semester at the end of their program," said Debbie Mercer, dean of the College of Education. "The fund also provides programmatic support, including teaching supplies and professional development support following graduation."

The Hales were inspired to give after learning that a little help can go a long way in getting secondary education students through commencement and establishing them in their careers. Both natives of small Kansas towns—Innes from Larned and John from Salina—the couple hopes the fund will attract students from the farther reaches of the state."

The gift comes at a crucial time for Kansas, which is struggling to fill workforce needs for language arts educators."English language arts is among the top five areas of teacher need in Kansas," said Mercer. "Strong ELA teachers are vital for the next generation of lawyers, scientists and professors, and these funds help us support students from all parts of the state who want to make an impact on the lives of youth. This gift truly is transformative for our program and our students."

It’s called&nbsp;<a href="https://www.theguardian.com/us-news/2025/jun/29/lone-star-ticks-increase-climate-crisis" target="_blank">alpha-gal syndrome</a>, a condition that can develop after a bite from a lone star tick. Individuals with the disease can develop a variety of symptoms, including hives, nausea, shortness of breath or anaphylactic shock, two to six hours after eating red meat or other mammal products such as cow’s milk or gelatin.

Dr. Rex Archer, a professor of public health at Kansas City University and former director of the Kansas City Health Department, says the condition is on the rise as a result of climate change. Warmer summers allow tick populations in Kansas and Missouri to thrive.

However, reporting the condition to state and local health officials in Kansas and Missouri isn’t mandatory, which makes it hard to know exactly how many people are impacted.

“This is an extremely underreported disease because, unfortunately, it's not yet mandated by CDC to be reported by states,” Archer told KCUR’s Up To Date. “And many of the states that have the highest prevalence of the tick that can cause or spread this disease are not reporting it or mandating it.”

In Missouri, MU Extension is working to develop education and resources for people with alpha-gal syndrome. The group is currently&nbsp;<a href="https://extension.missouri.edu/news/mu-extension-wants-your-input-on-alpha-gal-syndrome" target="_blank">conducting a survey</a>&nbsp;of people about their experiences.

Just after 3p.m. on September 3, police arrested 34-year-old John Deem of Manhattan, according to the Riley County Police Department activity report. He is being held on a requested charge of&nbsp;violating the offender registration act. 

This arrest stems from a report filed in August. He has been a registered offender since October 2021 for a drug distribution conviction in Shawnee County, according to the Kansas Department of Corrections.

CRAWFORD COUNTY—A now former member of the Kansas State University football team is out of jail after an arrest in southeast Kansas.

On Wednesday, police in Arma arrested 19-year-old Darren Jay-Shawn Ross on drug allegations, according to online booking records.

Ross was a member of the Wildcat 2024 recruiting class and played high school football at Liberty North.&nbsp;

Ross was booked into jail just before 3:30a.m. Wednesday on requested charges of distributing marijuana, according to the Crawford County sheriff's web site. He met the requirement of a $15,000 bond and was released just before 7p.m. Thursday.

His bio has been removed from the Kansas State Football website. He did not play in the first two games of the season for the Wildcats.

Governor Laura Kelly and Kansas Department of Transportation Secretary Calvin Reed have announced that 27 local and off-system bridge projects across Kansas will receive a combined total of $40.5 million in state and federal funding as part of two local bridge improvement programs.

Combined with matching funds from the awarded cities and counties, the total project value is over $46.5 million. By reshaping the local bridge programs, the Kansas Department of Transportation (KDOT) more than doubled its annual funding as part of the existing Eisenhower Legacy Transportation Program (IKE).

KDOT will award about $20 million through the Kansas Local Bridge Improvement Program (KLBIP) in Fiscal Year 2026. The funds will go to 11 bridge replacement projects.&nbsp;KDOT will award $20.5 million through the Off-System Bridge program (OSB) in Fiscal Year 2027 to fund 16 projects across the state. The OSB program was established to comply with federal requirements to use a specific portion of federal funds for bridges not on the federal-aid system.

There is one off-system bridge program in Geary County and one in Riley County.&nbsp;

Lasita Road over Timber Creek 1.0 mile north, 6.0 miles west of city of Riley, Local Match, $66,614, Maximum Funds Awarded, $600,000.

Just before 4p.m. Tuesday, officers filed a report for two counts of battery of a law enforcement officer and attempted battery on a law enforcement officer in the 1800 block of College Avenue in Manhattan, according to the Riley County Police Department activity report.

&nbsp;On Monday, a 38-year-old man kicked an officer while being restrained on and then battered a corrections officer and attempted to batter another on September 2. 

Dylan Peterson, 38, of Manhattan, was arrested on September 2, at approximately 4:14 p.m., on requested charges of battery of a law enforcement officer (university/campus police), battery of a law enforcement officer (county or city officer) and attempted battery on a law enforcement officer. Peterson is being held on a$16,000 bond, according to the RCPD.
