RCPD implements Emergency Accident Reporting

The City of Manhattan has announced that their first shift of Public Works road crews reported for duty at 8 a.m. Saturday. They began by loading their trucks so they are ready to respond to potential ice accumulations that are projected to develop. They will continue to treat roads as necessary throughout the day, taking extra precautions with gameday traffic for the K-State women's basketball game.

HUTCHINSON, Kan. — With the season’s first accumulating ice and snow forecast to impact much of the Sunflower State this weekend, AAA Kansas is urging drivers to be prepared for the conditions.

"We're just wanting to remind drivers to be prepared," said Shawn Steward with AAA Kansas. "First and foremost, if you don't have to be out driving in the height of the winter storm, just stay home. That's the safest, for sure. If you do have to be out in it, just refamiliarize yourself with driving on snow and ice. Take everything slower. Be much more deliberate. Leave plenty of extra space for turns and stops and pretty much everything as you are driving."

AAA Kansas anticipates an increase in emergency roadside service calls as the wintry weather sweeps through and road conditions deteriorate, with slide-offs and crashes due to slick roads, battery/non-start problems and flat tires the main culprits.

"Tires and batteries are among the most common reasons why our AAA emergency roadside service crews get called for service," Steward said. "If you can, get your battery in and checked out by a professional, to make sure that it's strong enough to face this cold weather, not only for this weekend, but throughout the winter. We'll likely get much colder throughout the winter. Get your battery in and get it checked. The typical life span of a car battery is about three to five years."

AAA members can request a visit from a AAA mobile battery service technician who will test their battery and replace it on-site, if necessary. Also, keep your gas tank at least half-full to avoid gas line freeze-up. Use your mobile devices when you are stopped to give you the best idea of how things are where you are going.

On Tuesday, Gov. Laura Kelly said funding from the National Highway Traffic Safety Administration would enable the state to overhaul the Kansas Crash Data System and better integrate the system with law enforcement agencies statewide.

“Accurate, timely data is essential for developing strategies to reduce crashes and the severity of injuries,” Kelly said.

KDOT receives electronic reports of traffic accidents from the Kansas Highway Patrol through the Kansas Law Enforcement Reporting System or KLER. Approximately half of information on Kansas crashes must be entered manually because many local law enforcement agencies don’t have electronic systems compatible with KLER.

The project includes distribution of 1,000 driver’s license scanners to law enforcement agencies to encourage adoption of electronic reporting.

“Ultimately, this initiative will streamline our current processes, improve data accuracy and provide quicker access to actionable information,” said Calvin Reed, secretary of the state Department of Transportation.

The federal program reflected a requirement in the Bipartisan Infrastructure Law signed in 2021 by President Joe Biden to issue grants to states for standardizing state crash data systems.

In 2023, KDOT’s reporting system documented 59,865 traffic accidents in Kansas. Those wrecks were associated with 387 fatalities and 19,298 injuries. Overall, there were 131,000 pedestrians or vehicle occupants involved in Kansas crashes during the year.

KDOT’s summary indicated common reasons for Kansas accidents included: inattention, 17.9%; animals, 12.8%; right of way violations, 10.9%; following too closely, 7.8%; and driving too fast for conditions, 5.5%.

In terms of traffic crashes and incidence of fatalities, KDOT said there were 10,650 collisions with deer leading to seven deaths during 2023. Other categories: fixed objects, 9,319 wrecks with 107 deaths; speeding, 4,354 and 80; heavy trucks, 3,478 and 84; overturning, 2,881 and 138; snow and ice, 2,190 and four; alcohol, 2,200 and 67; and pedestrians, 978 and 45.

KDOT to modernize traffic accident reporting system with $2.6M federal grant

WICHITA, KAN. – A man and woman from Kansas have been charged through criminal complaint in Wichita on charges related to a series of bank robberies involving a firearm, according to the United State's Attorney.

According to court documents, Zane Tilcock, 20, of Wichita is charged with three counts of bank robbery. Emily Wise, 18, of Wichita is charged with one count of bank robbery.

Tilcock is accused of brandishing a firearm to rob three banks in December of 2024. He allegedly robbed Intrust Bank on South Webb Road in Wichita on December 11, Emprise Bank on East Harry Street in Wichita on December 16, and Sunflower Bank on North Jefferson Street in Junction City on December 27. The JCPD confirmed Tilcock was originally from Junction City and was on parole from the Department of Corrections in Wichita.

Wise is accused of robbing Emprise Bank in Wichita on December 16, 2024.

The Federal Bureau of Investigation (FBI), Wichita Police Department, Junction City Police Department, and the Sedgwick County Sheriff’s Office are investigating the case

Authorities make arrest in Junction City bank robbery

&nbsp; Sunset Zoo is mourning the loss of Hakim, their male Malayan tiger who called Sunset Zoo home for over nine years.&nbsp; Hakim passed away from age-related illness. In his later years, Hakim battled severe arthritis and kidney disease, both of which are common for geriatric cats.&nbsp; At 17 years&nbsp;old, Hakim was a powerful symbol of conservation for this incredibly endangered species. Today it is estimated that there are fewer than 150&nbsp;&nbsp;Malayan tigers in the wild and only 57 in human care within&nbsp;the Association of Zoos and Aquariums (AZA) zoos.&nbsp;

Hakim and his brother Malik were born on July 30, 2007, at Omaha’s Henry Doorly Zoo. After residing at the Cincinnati Zoo, the brothers came to Sunset Zoo on November 4, 2015. Malik passed away in September 2021, at 14, but Hakim continued to thrive, surpassing the median life expectancy of 16.6 years for Malayan tigers in AZA zoos.&nbsp;&nbsp;

Families and friends of patients at these hospitals and emergency departments are asked not to make in-person visits if they are experiencing cold- or u-like symptoms for at least 48 hours after these symptoms have resolved. Symptoms can include cough, fever, shortness of breath, runny nose, nasal congestion or sore throat.

People who have or who have recently had COVID-19 are asked to wait until 10 days after the onset of the illness before visiting patients at the hospitals.

Visitors are strongly recommended to wear a mask, which the hospitals will provide if needed. Additionally, until further notice, all visitors of patients must be age 12 or older.

"If there are extenuating circumstances, patients and families should talk to their nurse, who will discuss the concern with the healthcare team to determine appropriate visitation that is safe for everyone concerned," says Robert Copple, President of Via Christi Hospital in Manhattan.

Visitors are also reminded to wash their hands and/or use an alcohol-based hand sanitizer when entering and exiting a patient’s room, a practice already in place with staff.

"While family plays a key role in the healing process, patient and staff safety continues to be our top priority," says Copple.

Police listed a 70-year-old woman, 44-year-old woman, 26-year-old man, 47-year old woman, 28-year-old woman, 37-year-old man, 38-year-old man, 25-year-old man and a 17-year old girl as victims.

MORRIS COUNTY—One person was injured in an accident just before 6:30p.m. Thursday in Morris County.

The Kansas Highway Patrol reported a 2011 GMC Acadia driven by Harold F. Hutton, 59, Henderson, Nevada, was eastbound&nbsp; on Kansas 209 two miles east of Woodbine. 

The driver failed to stop at the stop sign at U.S. 77. A northbound 2014 Ford Fiesta driven by Isaac N. Doolittle, 34, Manhattan, struck the passenger side of the SUV. After impact SUV entered the east ditch and rolled onto its roof.

EMS transported Hutton to the Geary County Hospital.&nbsp;&nbsp;Doolittle and a passenger in the SUV Heather&nbsp;Britto, 36, Junction City were not injured. All three were properly restrained, according to the KHP.

He was also Program Director for KBGL-FM from 2012 until 2021 when he accepted the position of General Manager for Eagle Communications in Great Bend. In his first year of station management, Matt and his sales team hit all but one of their monthly quotas. He’s successfully navigated the replacement of an operations manager and news director and orchestrated the successful and profitable giveaway of a brand-new car for Great Bend radio’s summer promotion.

Matt sees himself&nbsp;as a problem solver. He enjoys helping clients and staff members solve their problems,and says, “There is no shortage of problems out there.” He looks back with pride on some successful cases, such as the plumber who showed up at the office as a one-man operation with a single truck who now runs a large fleet with storefronts in multiple communities–proof of the power of radio and a strategic advertising campaign.

RILEY COUNTY—Law enforcement are investigating alleged theft by deception at a business in Riley County.

Just before 2p.m. Tuesday, officers filed a report of theft by deception in the 300 block of Main Street in Riley, according to the Riley County Police Department activity report.

Meat Works of Kansas reported the business was deceived by email for the purchase of 15,000 pounds of ground beef by an unknown subject. 

Total estimated loss associated with this report is $60,000.

The Kansas Highway Patrol reported a 2017 GMC Acadia driven by&nbsp; Maria&nbsp;Flores, 83, Eagle Pass, Texas,&nbsp;was westbound on 158th Road at U.S. 75. The driver failed to yield to southbound traffic before proceeding across U.S. 75.

A southbound 2007 Chrysler Town&amp;Country driven by Larry A&nbsp;Vanvleck, 56, St. Marys, struck the SUV.

EMS transported Flores, two passengers in the SUV from Texas, Vanvleck and a passenger in the van Christie A.&nbsp;Reigert, 55, St. Marys, to Stormont Vail in Topeka.&nbsp; The passengers in the SUV were not wearing seat belts, according to the KHP.

State lawmakers want to cut property taxes after doing so last year. The governor worries about the cost of another cut

Kansas lawmakers started debating tax plans in early 2024 and didn’t agree to a cut until the summer sun shone all across Kansas. The governor vetoed three tax cut bills, and lawmakers returned for a special session where they came to terms on $1.2 billion in cuts over three years.&nbsp;

But lawmakers still left disappointed.&nbsp;

“I’ll be back (next year) to work on real property tax relief that our citizens deserve,” Rep. Bill Clifford, a Garden City Republican, said at the&nbsp;<a href="https://thebeaconnews.org/stories/2024/06/14/taxes-in-kansas-governor-and-leadership-agree-to-tax-cuts/">end of the 2024 special session on taxes</a>.&nbsp;

Lawmakers return to Topeka in January, and property tax cuts are a top priority for the Republicans who control the Legislature. The tax fight could again be contentious because Democratic Gov. Laura Kelly has already said she won’t support property tax cuts in 2025.&nbsp;

The 2024 plan would cut state revenue just under $2 billion over five years, and Kelly wants more time to see how the latest slew of cuts tests the state’s ability to pay for public services.&nbsp;

“While it’s politically attractive to (cut property taxes) right now, in the long run, they would have to do some things that are politically very unattractive, like cut school funding,” she&nbsp;<a href="https://www.kcur.org/podcast/up-to-date/2024-11-23/kansas-gov-laura-kelly-says-shes-absolutely-not-running-for-another-political-office">told KCUR’s “Up to Date</a>.”&nbsp;

Kansas imposes a type of tax on homes called mill levies. House Speaker Dan Hawkins, a Wichita Republican, said he expects to cut a few mills, or varying fractions of the tax rates, that fund education and construction, and he expects this proposal to be introduced in the first weeks of the session.&nbsp;

Hawkins said the proposal to cut funds will also come with a proposal to use state general funds to make up for the lost money. He wants to cut taxes, but he doesn’t want to leave schools or construction projects shortchanged.&nbsp;

Hawkins said he knows the governor opposes the idea, but he and every lawmaker were knocking on doors during the campaign trail in 2024. Property taxes were a major focus.&nbsp;

“People are getting pounded with this property tax,” he said.&nbsp;

The 2024 tax cut raised property tax exemptions from $40,000 to $75,000. Previous proposals, which failed, would have raised the exemption to $100,000 of appraised value. But Kelly blocked that larger tax cut to limit the cost to state revenues to no more than $425 million a year. Plans with the higher property tax relief had a $630 million price tag in the first year and $430 million each year after that.&nbsp;

Lawmakers fought for tax cuts amid a multibillion-dollar budget surplus, and they wanted a multibillion-dollar tax cut. There were no major cuts to state spending.&nbsp;

Hawkins is trying to limit spending, though. State agencies have already proposed their budgets for 2025. In total, state agencies asked lawmakers for about $1 billion in new job openings, pay raises, building enhancements and more.&nbsp;

Hawkins made a motion to remove every enhancement request during a budget hearing in December. That doesn’t mean nobody gets new jobs or pay raises, but the budget committees just need to fund only their priorities.&nbsp;

Hawkins said in a November press release that he isn’t going to pause on tax cuts like Kelly wants.&nbsp;

“Kansans don’t have time for us to drag our feet or take a breath,” Hawkins said in the statement. “Instead, they need breathing room from the burden of sky-high property taxes.”&nbsp;

Kelly was able to convince enough Senate conservatives to oppose high-cost tax cuts. Some of those lawmakers didn’t run for reelection, and one lost a primary race.&nbsp;

Hawkins said property tax relief is such a priority that some Democrats might support the proposal.&nbsp;

Kelly is the main opponent of property tax cuts. She said on KCUR’s “Up to Date” that local counties are a main source of property tax money, and she wants more time to see how the 2024 plan works.&nbsp;

It isn’t clear what the property tax proposal could look like, but Senate Minority Leader Dinah Sykes, a Lenexa Democrat, said she will oppose any cuts that go too far.&nbsp;

Though Republicans hold a supermajority in the House and Senate, Sykes said that “Kansas voters did not give Republicans a mandate to pass fiscally irresponsible tax legislation that takes our state back to the days of chronically underfunded schools, crumbling roads and bridges, and crippling debt.”

This coincides with the National Day of Mourning declared by President Joe Biden. State offices will reopen and resume normal operations on Friday, Jan. 10, 2025.

In addition to the Day of Mourning, Governor Kelly on Monday directed flags throughout the State of Kansas to be flown at half-staff until sunset on Jan. 28, 2025.

Just after 4:30p.m. Friday, a man entered the Sunflower Bank, 510 North Jefferson Street in Junction City, according to a media release from the Federal Bureau of Investigation.

The suspect showed a firearm and demanded cash and ran from the bank with an undisclosed amount of money.&nbsp; There were no injuries reported.

Search continues for Junction City bank robbery suspect

CLAY COUNTY —Two people were injured in an accident during a police chase just after 1:30p.m. Tuesday in Clay County.

The Kansas Highway Patrol reported a 2008 Jeep Liberty driven by&nbsp;Joshua McCulloch, 17, Junction City,&nbsp;was northbound on Granite Road just south of 4th Road in Clay Count, fleeing law enforcement.

The driver lost control of the vehicle. The Jeep traveled off the right of the roadway and the driver overcorrected. The vehicle veered to the left and crossed the roadway and traveled into a field on the west side of the road. The Jeep then turned sideways, facing east, and began to roll and the driver was ejected.&nbsp;&nbsp;

CLAY COUNTY —Two people were injured in an accident during a police chase just after 1:30p.m. Tuesday in Clay County.The Kansas Highway Patrol reported a 2008 Jeep Liberty driven by&nbsp;Joshua McCulloch, 17, Junction City,&nbsp;was northbound on Granite Road just south of 4th Road in Clay Count, fleeing law enforcement.The driver lost control of the vehicle. The Jeep traveled off the right of the roadway and the driver overcorrected. The vehicle veered to the left and crossed the roadway and traveled into a field on the west side of the road. Junction City teen injured after crash during police chase

The Flint Hills Wellness Coalition is hosting a town hall meeting on Thursday, January 16 from 6:30-8 pm in the auditorium of the Manhattan Public Library, 629 Poyntz Avenue, to discuss the current status of the local mental health system. Invited panel members include (subject to change):

Each panel member will offer opening remarks about their views of the status of the local mental health system. &nbsp;Following that, audience members will be invited to submit questions on cards to a moderator who will pose the questions to the members of the panel. This town hall is a follow-up to the white paper released in August 2025 developed by the Flint Hills Wellness Coalition in response to the local mental health system assessment conducted in October 2023. 

The Director of the Flint Hills Wellness Coaliion said that on Thursday, January 16 there will be a dialogue about the strengths and weaknesses of the local mental health system and to offer suggestions about ways it can be improved.
