Fort Riley’s Fall Apple Day Festival returns this Saturday from 9 a.m. to 4 p.m. The festival, which is free and open to the public, is the largest annual event at Fort Riley and serves as the military installation’s open house.

Community members can get an up-close look at military helicopters, tanks, and other vehicles, watch demonstrations by the Commanding General’s Mounted Color Guard, military working dogs, Explosive Ordnance Disposal Soldiers, and the 1st Infantry Division combatives team, and enjoy musical performances, kid-friendly activities, and apple pie sales. Food and beverages will be available for purchase.

Visitors can park at Riley’s Community Center, 446 Seitz Ave., just off Huebner Road. Signs will direct visitors to the nearby festival grounds at Artillery Parade Field. Attractions and demonstrations will be located throughout Historic Main Post, including Artillery Parade Field, Tuttle Park, Sturgis Field, and Cavalry Parade Field. No pets or outside alcohol are allowed at the festival.

Fort Riley’s Survivor Outreach Services will be honoring the fallen with a song and balloon release in front of the main stage at 10 a.m.

Traffic is reduced to one lane on Henry Drive, near Marshall Army Airfield, due to work on the Kansas River bridge. Drivers can expect delays and may want to consider alternate routes.

Visitors to Fort Riley who do not have a DOD ID card can stop by the Visitor Control Center (Exit 301 off I70) to get a pass or apply online at https://home.army.mil/riley on the “Accessing Fort Riley” link. The visitor’s center is open from 8 a.m. to 4 p.m. on Saturday.

Fort Riley’s Fall Apple Day Festival set for Saturday

MANHATTAN — Delve into the world of artificial intelligence to better understand the rising technology and its use in education at a free symposium Oct. 16-18 presented by Kansas State University and the Manhattan Public Library.

The three-day symposium, "<a href="https://lib.k-state.edu/technology/ai-and-libraries/ai-symposium/">AI and the Future: Exploring the Intersection of Language(s), Science and Ethics</a>," features three keynote presentations and a variety of panels, lightning talks and hands-on workshops.

The event will be held at K-State's&nbsp;<a href="https://lib.k-state.edu/libraries-hours/hale-library/">Hale Library</a>, with two sessions at Manhattan Public Library, 629 Poyntz Ave. Session times, locations and RSVP links are available on the symposium webpage.

The keynote speakers are Alessandro Oltramari, senior research scientist at Bosch Research; Leilani Gilpin, assistant professor in computer science and engineering at the University of California Santa Cruz; Alberto Chimal, writer and professor of creative writing; and Raquel Castro, writer, journalist and cultural promoter.

The hands-on workshops include "Research with AI," "Experience AI Image Generation," "Copyright &amp; AI: Do You Agree to the Terms and Conditions?," "Language Teaching in the Age of AI," "Experience AI Text Generation," and "Technical Writing—Resumes, Cover Letters and More with ChatGPT."

K-State's philosophy department will host a panel about ethics, and the Manhattan Public Library will host a Community Conversation, paneled by scholars in AI, computer science, philosophy and more. K-State's computer science and English departments will also host lightning talks.

Symposium collaborators include K-State's modern languages and computer science departments, the Center for Artificial Intelligence and Data Science in the Carl R. Ice College of Engineering, K-State Libraries and the Manhattan Public Library, with support from the Manhattan Chamber of Commerce.

HUTCHINSON, Kan. — The Kansas State Treasurer's office has partnered with American Century Investment Management, Inc. to offer the Learning Quest 529&nbsp;Education Savings Program.&nbsp;

"If we don't plan, with the increasing costs of college, it starts to take options off the table," said Kansas State Treasurer Steven Johnson. "We want to help Kansas families to prepare, so that whatever the best education route for their student is, it is something they are able to do, that they don't have to rely on debt. Just in Kansas, student debt tops $12 billion. The average student is $32,000 in debt. We don't want that to have to be the central cornerstone, where someone is starting out with that liability. This is just a great way to plan ahead."

Money from a 529 plan can be used for more than just traditional college tuition.

"While it is college savings month and we want to celebrate that, with the 529 plan, it can now be used for K-12 tuition," Johnson said. "It can be used for tuition or tools at vocational school. My nephew worked with diesel mechanic school. You could use that to buy those tools that are required to get through that program and actually be set up for the beginning of your career, all the way through graduate school. Whatever those expenses are, that's what that account is geared to fund."

State Treasurer highlights 529 program during college savings month

Former Junction City Blue Jay running back DJ Giddens picked up national awards following his historic performance on Saturday night for the Kansas State Wildcats.

Giddens, who graduated from Junction City High School, rushed the football for 207 yards and four touchdowns on Saturday night at Bill Snyder Family Stadium. Per K-State Athletics, it was the first time in school history that a player rushed the ball for 200 yards and scored four touchdowns in a single game. He also caught eight passes for 86 yards. Giddens was named the Big 12 Offensive Player of the Week and the Doak Walker National Running Back of the Week.

The Wildcats are currently 3-1 on the season and are off this weekend before traveling to Stillwater next Friday (October 6) to take on the Oklahoma State Cowboys.

RILEY COUNTY —Law enforcement authorities are investigating a registered sex offender for alleged sex crimes in Manhattan.

Just after 9:30p.m. Monday, police arrested 24-year-old Nicholas A. Seeman of Lincoln Nebraska&nbsp; on a Riley County District Court warrant&nbsp; for multiple alleged sex crimes, according to the Riley County Police Department activity report.

He is being held on a $300,000 bond on requested charges that include rape; Offender is 18 or older and victim is &lt; 14, aggravated indecent liberties w child; Offender =&gt;18 fondle child &lt;14; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; sexual exploitation of child; offender&gt;18 employment of child&lt;14; indecent solicitation of a child; Sex act with a child &gt;14&lt;16; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; criminal sodomy; With a child &gt;14 YOA and &lt;16; sexual exploitation of a child; employment of child&lt;18 and aggravated indecent liberties w/ child; Fondling a child 14&lt;16 YOA

The crimes were reported to RCPD in March 2023.&nbsp; &nbsp;Seeman was convicted of sexual assault and has been listed as a registered sex offender since September of 2022, according to the Nebraska sex offender registry.

FORT RILEY -&nbsp;Geary County Schools USD 475 hosted a ribbon cutting ceremony for its brand-new state-of-the-art Morris Hill Elementary School on Friday.

“Today was a monumental moment as we are opening up this beautiful new building,” said Melisa Burgess, Morris Hill Elementary principal. “It’s wonderful to see this come to light and I’m so excited for our students and staff to be able to have the open collaborative space they need to be able to learn and grow.”

During the ceremony attendees heard remarks from Dr. Reginald Eggleston, USD 475 Superintendent, Colonel Terry R. Tillis, Deputy Commanding Officer – Maneuver of the First Infantry Division, David Jones, OLDCC Project Manager, Kristy Haden, USD 475 Board of Education President, and Morris Hill Elementary principal Melisa Burgess. A special thanks to the Junction City High School JROTC and Morris Hill Elementary choir for the posting of colors and singing of songs, respectively, as well.

Following the ceremony, guests and media members were able to take a tour of the facility.

Morris Hill officially opened this school year and is located at 4722 Normandy Drive on Fort Riley. The new state-of-the-art building, which combines the former Jefferson Elementary and Morris Hill Elementary schools, will eventually accommodate 590 students and be 99,000 square feet. &nbsp;

Students are now able to enjoy collaboration areas in each grade level, as well as a separate gymnasium, cafeteria, library/media center, and specific art/science classrooms.

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann headed to Washington D.C. on Tuesday with a lot of uncertainty about the final resolution of the budget process and the looming end of the federal fiscal year.

"If these four bills that are going to come up, combined with what's already been done, go through, this would account for almost 75% of federal spending," Mann said. "Some cuts have been made, some serious reductions in certain areas, if these bills, as proposed, pass. There will be a slew of amendments. We have a very busy week."

Even if the House passes the bills through it plans to vote on, the Senate would still have to agree to the language, otherwise, it would be quite difficult to get the process completed in just a week's time and some sort of stopgap measure would likely have to be passed to avoid a government shutdown.

"We're $33 trillion in debt," Mann said. "Washington, in my view, spends too much and borrows too much. Get those bills done and then we will see if there is a willingness or the votes are there for some kind of a stopgap spending bill, which I would like to tie to securing our border, or something like that."

Mann doesn't believe that there is any serious threat to House Speaker Kevin McCarthy at this point.

"I don't hear rumblings of any serious notion that he would not continue to be the Speaker," Mann said. "We've got to get back to Washington D.C., have a lot of these votes, have a lot of these conversations and get things figured out with the government spending and let's see where it goes, but I don't see that changing."

The federal fiscal year ends at the end of the day on Sept. 30.

The Build Kansas Fund will invest $200 million directly into Kansas communities to support projects that include water, transportation, energy, cybersecurity, and broadband through Fiscal Year 2027.&nbsp;

Tracy Duran, MSN, BSN, RN, has been named Interim Administrator at the Stormont Vail Health Flint Hills Campus providing leadership to the hospital and rural health care clinic. Tracy is filling the role that was held by Tim Bergeron, who has resigned.

Duran has been a strong leader at the Flint Hills Campus. She served as an integral transition team member to bring the Junction City operations into the Stormont Vail system and has continued to be a leader through her post as Acute Care Director at Flint Hills/Regional Director of Nursing.

Work done at the institute will include developing and integrating analytical methods and digital technologies — like sensors, automation and robots — that enhance food production and inform decision making for sustainable and resilient systems."

A next-generation land-grant university is an innovative university, and that's exactly what we're doing with our new Institute for Digital Agriculture and Advanced Analytics," said K-State President Richard Linton. 

"Through this new institute, Kansas State University is working across disciplines to solve global agricultural problems and build the economic prosperity of Kansas and one of our state's key industries."Harnessing expertise from the College of Agriculture, the College of Arts and Sciences, the College of Education, the Carl R. The Kansas Association of Wheat Growers joins U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) in thanking Senator Mike Braun (R-IN), Senator Jon Tester (D-MT), Senator Roger Marshall (R-KS) and Senator Pete Ricketts (R-NE) for introduction of the American Farmers Feed the World Act of 2023 in the U.S. Senate. Each year, KDWP’s public land managers work diligently to provide quality wildlife habitat for public enjoyment – to include crops of sunflowers, milo and wheat stubble – that are sure to attract good numbers of wildlife, including dove.

To make locating these areas as seamless as possible, hunters should:

PRO TIP: Hunters should note the tool’s “Nearest Field Locator,” which allows users to select a point on the map and then search within a distance radius of their choosing.

The 2023 Kansas dove hunting season will run September 1 through November 29, during which time hunters may take mourning, white-winged, Eurasian collared, and ringed turtle doves. After the season closes, only Eurasian collared and ringed turtle doves may be harvested.

Hunters may keep a daily bag limit of up to 15 doves total, which can be mourning and white-winged doves in any combination; There is no limit on Eurasian collared or ringed turtle doves, but any taken in addition to the mourning and white-winged dove daily bag limit must have a fully-feathered wing attached for identification while in transport. MARSHALL COUNTY—One person died in an accident just before 4:30p.m. Friday in Marshall County.

The Kansas Highway Patrol reported a 2020 Kenworth semi driven by John Wayne Kiser, 46, Shawnee Mission, struck a 2021 Subaru Outback driven by Denise M. Torrey, 63, Axtell, who was attempting a left turn onto Kansas 110 from U.S. 36 two miles south of Axtell.&nbsp; 

A westbound 2008 Chevy Silverado driven by Timothy E. Winkler, 39, Sabetha, then struck the Subaru.

Torrey was pronounced dead at the scene EMS transported Winkler to Bryan Trauma in Lincoln, Nebraska. EMS transported a passenger in the pickup identified as Margaret C. Winkler, 59, Sabetha, to Stormont Vail. Kiser was not injured. A juvenile was present in the Subaru; juvenile record is protected data, according to the KHP. All were properly restrained, according to the KHP.

Following a vote at the September 8 meeting of the Kansas State University Foundation's board of trustees in Manhattan, two members were reelected to a three-year term on the foundation's board of directors, two members were newly elected to the board of directors and 35 new members were elected to four-year terms on its board of trustees. Additionally, 82 members were reelected to the board of trustees.

The KSU Foundation now has 346 trustees serving as the university's premier advocates, ambassadors and investors. The KSU Foundation's board of directors oversees management, control and supervision of the KSU Foundation's business and affairs.

Reelected to the board of directors were Leanne Caret, Argyle, Texas, and Sue Barsamian, Park City, Utah.

Mark Gardiner, Ashland, and John Buser, Dallas, Texas, were each elected to their first three-year term on the board of directors. Buser received his bachelor's degree in accounting from Kansas State University's College of Business Administration. Gardiner received his bachelor's degree in animal science and industry from K-State's College of Agriculture.

KSU Foundation elects 35 new members, reelects 82

MANHATTAN - The National Merit Scholarship Corporation has named three Manhattan High School students as Commended Students.

Garric Nowlin, Sydney Rivera and Ryan Thein were named Commended Students based on their academic achievements and their outstanding performances on the qualifying tests used for the National Merit Scholarship Program.

Students who have taken the Preliminary SAT/National Merit Scholarship Qualifying Text(PSAT/NMSQT) during the previous school year are eligible to enter the National Merit Scholarship Program.&nbsp;

The NMSC chooses approximately 34,000 students of the 50,000 highest scorers and names them as Commended Students based on their high scores.

NMSC, a not-for-profit organization that operates without government assistance, was established in 1955 specifically to conduct the annual National Merit Scholarship Program. Scholarships are underwritten by NMSC with&nbsp;its own funds and by approximately 400 business organizations and higher education institutions that share NMSC’s goals of honoring the national’s scholastic champions and encouraging the pursuit of academic excellence.

3 MHS students named Commended Students by National Merit Scholarship Corporation

Broken Wing Ranch Ministries will host their Fall Festival this Saturday, September 23. The festival will be at their ranch located at 3581 Carr Rd, S. Junction City.

The event will begin at 1:00 p.m. with activities happening all day. The festival concludes at 8:00 p.m.&nbsp;

There will be activities for all ages. For the kids, there will be a bouncy house, scavenger hunt, face painting and much more. Along with these activities, there will be opportunities to meet some of the ministry horses, and you will also hear directly from Karen Carr, one of the founders of Broken Wing Ranch Ministries.&nbsp;&nbsp;
