POTTAWATOMIE COUNTY —Authorities are investigating a deadly fire at a home in St. Marys.

On Thursday afternoon, crews responded to a fire at a home near the intersection of N 8th Street and Linn Street in the city of St. Marys, according to a statement from the city police and fire department.

Crews promptly contained and extinguished the fire. First responders discovered a single deceased occupant within the home. 

&nbsp;The cause of death and circumstances of the fire remains under investigation by the state Fire Marshal's office. Authorities released no additional details late Thursday.

TOPEKA—The Kansas judicial branch is beginning its phased restoration of the Kansas eCourt case management system starting with three judicial districts Wednesday and a plan to reach the remaining district courts by late next week. The system will be restored for the 8th Judicial District that includes Geary, Dickinson, Morris and Marion counties on Friday.

The case management system is used by district courts to process cases. It is among several information systems temporarily incapacitated by an&nbsp;<a href="https://kansascourts.org/l/0uOK0beMYFK_1SYL9sQCJtTt1RnXfxV0TfJA3P4WNMw" target="_blank">October 12 cyberattack</a>.The&nbsp;Kansas Courts eFiling system used by attorneys to electronically file documents in district courts is expected to be available around the end of the year.

“Restoring our district court case management system is a much-anticipated milestone in our recovery plan, but we still have a lot of work to do,” said Chief Justice Marla Luckert. “When a court regains access to the case management system, it starts another critical phase in our restoration—updating information.”

Courts could take several weeks to update the case management system to reflect case events and filings that occurred while the system was inoperable.&nbsp;

“We renew our request for everyone’s patience as we work through our multiphase recovery,” Luckert said.

Courts regaining access to case management system

Courts in two judicial districts had their access to the Kansas eCourt case management system restored Wednesday, courts in three more districts will regain access Friday, and courts in four districts on Monday.

Judicial districts will continue to regain access to the case management system until it is operating in courts in 104 counties, which should be by the end of next week.

The only exception is Johnson County District Court, which currently processes cases on a standalone case management system. It will join other district courts on the Kansas eCourt case management system in 2024.

Portal access through courthouse terminals only

When the case management system is restored in a district court, that court can offer visitors the option to search district court case information through a courthouse terminal.

Because courts have not had access to the case management system for several weeks, case events and case documents dated after October 12 are not likely to show up in the search, at least initially. It could take courts several weeks to bring all case events and documents up to date.

A similar search capability through the web-based Kansas District Court Public Access Portal will not be available until sometime after all district courts have their access to the case management system restored.

The public can continue to search cases through a&nbsp;<a href="https://kansascourts.org/l/0uOK0beMYFK_1SYL9sQCJmD_A61O1hgpMPbVDGdQAcc" target="_blank">public access service center</a>&nbsp;in the Kansas Judicial Center in Topeka or visit a district court that has regained access to the case management system.

As a court regains access to the case management system, it will also be able to receive electronic payments. However, balances due in the case management system could be out of date.

Payments received after October 12 are being logged now by the Office of Judicial Administration’s central payment center in Topeka.

“Our central payment center team is working as fast as it can to record all payments made while the case management system was offline, but it will take time,” Luckert said. “Again, we ask for patience as we work through all the phases of our recovery.”

Clerk of district court hours of operation

The Office of Judicial Administration recommended district courts consider several strategies to bring the case management system up to date. One recommendation is to temporarily modify clerk office hours to give staff uninterrupted time to focus on entering case events and adding documents.

A person who has business with a court clerk office is advised to check the district court’s website or call the court clerk office to verify their current hours of operation. Modified clerk office hours do not affect scheduled court appearances.

Kansas eCourt case management system is set to return

RILEY COUNTY —Law enforcement authorities are investigating alleged theft in Manhattan.

Just after 5:30p.m. Wednesday, officers filed a report for theft in the 700 block of Levee Drive in Manhattan, according to the Riley County Police Department activity report.

The Army National Guard and a 21-year-old woman reported an unknown suspect removed a lock from a locker and stole military gear.

 The estimated total loss associated with this case is approximately $3,209.&nbsp;

Senate approved NDAA includes new investment at Fort Riley

MARION COUNTY —Two people died in an accident just after 11a.m. Wednesday in Marion County.

The Kansas Highway Patrol reported a 2011 Hyundia Elantra driven by&nbsp;Jessica R.&nbsp;Henson, 43, Wamego, was was eastbound on U.S. Highway 56 at 250th Street.

The driver failed to stop and rear-ended a 2017 Freightliner semi driven by Trevor L.&nbsp; Stevens, 21, Emporia, who was stopped at a KDOT work zone waiting on the flagger.

Henson and a child passenger were pronounced dead at the scene and were transported to&nbsp;Yazel-Megli Funeral Home. The KHP released no additional details on the child. Juvenile records are protected data, according to the KHP.

Stevens was not injured. The KHP had incomplete seat belt usage information.

Riley County Arrest Report Dec. 13

TOPEKA —With temperatures dropping, the Kansas Department for Children and Families (DCF) announced today that Kansans needing financial assistance to keep their heat on this winter can apply for the Low Income Energy Assistance Program (LIEAP) earlier this year than in past years, according to a media release from the agency.

“Kansas winters can be brutal and no Kansas family should be cold,” said Laura Howard, DCF Secretary. “We are accepting&nbsp;LIEAP&nbsp;applications beginning Dec. 18, rather than the beginning of January as we have traditionally done.”

LIEAP&nbsp;helps Kansans restore or maintain energy services that heat their home. This includes electricity, natural gas, propane and other home heating fuels.

“We understand that applying for benefits can be complicated,” Howard said. “Beginning Dec. 18 through the end of March, DCF and partnering energy companies will be available to help Kansans gather information and submit their&nbsp;LIEAP&nbsp;applications.”

TOPEKA —With temperatures dropping, the Kansas Department for Children and Families (DCF) announced today that Kansans needing financial assistance to keep their heat on this winter can apply for the Low Income Energy Assistance Program (LIEAP) earlier this year than in past years, according to a media release from the agency.“Kansas winters can be brutal and no Kansas family should be cold,” said Laura Howard, DCF Secretary. “We are accepting&nbsp;LIEAP&nbsp;applications beginning Dec. 18, rather than the beginning of January as we have traditionally done.”LIEAP&nbsp;helps Kansans restore or maintain energy services that heat their home. The Kansas Highway Patrol reported a 2012 Dodge Ram driven by Garrett T. Ellis, 29, Alta Vista, was southbound on Kansas 177 at 875 Road.

The pickup crossed the center line and side swiped a northbound 2016 Jeep Wrangler driven by Brenda L. Blair, 62, Allen, and then struck a northbound 2016 Nissan Frontier driven by William M.&nbsp;Gilliam, 70, Emporia, head-on.

EMS transported&nbsp; Gilliam to Stormont Vail and&nbsp;Blair to the Morris County Hospital. Ellis was not injured. The KHP had incomplete seat belt usage information.

MANHATTAN - UScellular donated $1,000 in running shoes to Girls on the Run-Flint Hills as part of its "Gift of Connection" program.

More than 20 pairs of running shoes were dropped off to support the Girls on the Run Flint Hills' mission of inspiring girls.

Girls on the Run Flint Hills is a nonprofit organization, headquartered in Manhattan, that helps girls to develop essential emotional, social and physical skills aimed at providing them a step ahead in navigating life experiences.

"We received an amazing donation of shoes and a lot of shoes, as you can see them behind me. So that will really make an impact for the girls that we serve here locally and throughout the Flint Hills. So that will go towards girls that have a financial need. It really gives them the tools that they need to be successful. And what that is, is to be successful running. But then also to be successful in learning the life skills that they need to go forward. And really we say the finish line is really the beginning for them. So they set the goal to running that 5K at the beginning of the season and that 5K really sets that tone for where they can go from there. And then from there they can really achieve anything. And that really gives them the confidence, the empowerment to achieve their goals that they set forth after Girls on the Run." Candice McIntosh, Executive Director of Girls on the Run-Flint Hills says.

"It's really awesome. You know, through our 'Gift of Connection' program today, we're donating $1,000 worth of tennis shoes to the Girls on the Run-Flint Hills. Just after 4:30p.m. Dec. 8, officers filed a report for lewd and lascivious behavior in Manhattan, according to the Riley County Police Department activity report.

A 14-year-old girl, a 16-year-old boy and a 17-year-old boy reported a known male suspect identified as 31-year-old Fernando Velasquez of Manhattan undressed in a public hot tub. 

Police arrested Velasquez on a requested charge of lewd and lascivious; Exposing sex organs to another &lt;18.&nbsp;

He remains in custody on a bond of $7,000, according to online jail records.

The Kansas Highway Patrol reported a 1986 GMC S pickup driven by Hunter L.&nbsp;Wohlbrandt, 23, Wakefield, was southbound on Kansas 119 at Kansas 9 one mile South of Greenleaf.

The driver failed to stop at a stop sign prior to entering the intersection. A 2002 Chevy Tahoe driven by Lindsay I. Gray, 15, Waterville, struck the pickup.

EMS transported Wohlbrandt to&nbsp;Bryan Medical Center West Campus in Lincoln where he died. EMS transported Gray and a passenger Brian T. Gray, 47, Waterville, to the Washington County Hospital. Wohlbrandt was not wearing a seat belt, according to the KHP.

On Thursday night, Junction City senior and former Blue Jay football player Michael Boganowski, was presented a U.S. Army Bowl Jersey and officially accepted the invitation to play in the bowl game.

The chairman and founder of the U.S. Army Bowl, Mr. Rich McGuiness, announced that Boganowski is one of just 80 players that were selected to play in this game.

McGuiness spoke about what led to Boganowski’s selection and what makes him an elite football player. “What excites us is he can tackle, he can cover, and his athleticism, in my mind, gives him a lot of potential to be successful at the next level,” McGuinness said.

With the selection, Michael Boganowski is the first Junction City High School athlete to compete in the U.S. Army Bowl. “With it being the Army Bowl, and Junction City being an Army Community, I think it’s a great opportunity for an army kid to play in the bowl,” Boganowski said.

Along with several family and friends in attendance, Junction City head football coach Randall Zimmerman was present and spoke to the crowd. Zimmerman applauded Boganowski for being a four-year starter at Junction City High School and noted that throughout his career, Boganowski tallied 265 total tackles, six interceptions and had ten offensive touchdowns his senior season.

The U.S. Army Bowl will be played in Frisco, Texas, on December 18 at 7:00 p.m.

The game will be televised nationally on ESPN.

Michael Boganowski officially accepts Army Bowl Invitation

MANHATTAN - Just after noon on Friday, December 8th, Kansas State University President Richard Linton released a statement to the community about the recent decision by the University and the Athletic Department to release Nae'Quan Tomlin from the Men's Basketball team.

I am grateful to have the opportunity to address our university community — students, faculty, staff, alumni, fans and friends — regarding the questions and sentiments permeating social media and other events in recent days. Your passion demonstrates your interest in this university’s future, and we must all be committed to doing what is best for K-State. I want you to know that I am also committed to sharing our processes with transparency in regard to how we approach developing every student to meet the standards of this university.&nbsp;&nbsp;

We share a common aspiration to develop young men and women to make our world a better place. Our faculty, staff, coaches and administrators work every day to teach, guide, mentor and, at times, hold accountable members of our community. I recognize that leaders are often called upon to make difficult decisions. Some difficult decisions are very visible; others are not. Some of the policies that govern our decision-making are widely understood, yet again, others are not. As difficult decisions are made, it is also important that we have a sense of community and accountability.&nbsp;&nbsp;

The principal question at the heart of Nae’Qwan Tomlin’s release from the men’s basketball team seems to be around understanding the role a university president plays in student-athlete conduct decisions. I want to take the opportunity to outline the policy governing this process in full transparency.&nbsp;&nbsp;

The NCAA Board of Governors has required each member institution to adopt a “serious misconduct policy” covering a number of potential allegations, including Title IX. Under the university’s serious misconduct policy, the university president is involved in collaboration with the athletic director and head coach when making a final decision concerning a student-athlete’s conduct and team membership.&nbsp;&nbsp;

The decision to release Nae’Qwan from the men’s basketball team was made in full compliance with all applicable policies. When decisions like this are made, a range of factors are considered, including the entire history of a student athlete’s behavior.&nbsp;&nbsp;

The reporting that this decision was made solely due to an incident at a bar in Aggieville is not accurate.&nbsp;&nbsp;

There remains much we cannot share with the university community under federal laws, namely FERPA, which protects a student’s right to privacy while attending a university. I know this is difficult, as you want to understand all that has transpired. But in the absence of being able to share any more specifics, I hope that the details I am sharing today help bring resolution to any lingering questions.&nbsp;

I want you to know that our university and our athletics department are unified. There is no “us” versus “them." Together, we are One K-State. The relationship between the university, athletics and the K-State community at large is special, and I will never take it for granted.&nbsp;
