Chapman police said this past Monday they received reports of numerous vehicle burglaries where valuables were taken during the overnight hours. A vehicle was also reported stole that night.

Other agencies and partners that manage recreation areas located on USACE lands are encouraged, but not required, to comply with this waiver of day use fees in the areas they manage.

Volunteers who participate in one of USACE’s NPLD in-person activities will be issued a fee-free coupon if the volunteer site is participating in the coupon program. Volunteers should check with their local USACE project for more information. The fee-free coupon is valid for one year from the date of issuance and may be used for one day of entrance or day use fees at any participating federal agency’s park, forest or recreation area that charges either of these types of fees.

RILEY COUNTY—Three drivers and students on a school bus avoided injury in an accident just after 3:30p.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2005 Freightliner semi driven by&nbsp; Scott Alan Sheely, 61, Clyde, was westbound on U.S. 77 just west of Crooked Creek Road.

The semi rear-ended a 2012 Buick Regal driven by Merlin Benson&nbsp;Chestnut, 69, Clay Center, who braked suddenly when he noticed the red stop sign activated on a school bus stopped on the south shoulder to let kids out at a home.&nbsp;

 After impact the Buick struck the bus driven by Robert Deemie, 69, of Manhattan, with 26-students on board.&nbsp; There were no injuries reported.&nbsp; All three drivers were properly restrained, according to the KHP.

There will be a&nbsp;Double Victory with Honors for the 1st Infantry Division Deputy Commanding Officer – Maneuver and Chief of Staff Friday at the 1st Infantry Division HQ Victory Hall, Building 580, Fort Riley. It will begin at&nbsp; 2 p.m. 

Maj. Gen. Monte Rone,&nbsp; Commanding General of the 1st Infantry Division and Fort Riley, will host a Double Victory with Honors, as the division welcomes both the Deputy Commanding Officer of Maneuver, Col. Matthew Hardman, and the Chief of Staff, Col. Travis Habhab.

A Victory with Honors is a chance to honor incoming and outgoing leaders. It is a ceremony to both welcome new leaders and their families to the team, as well as thank outgoing leaders for their service to the unit, the community and the Army.

Col. Hardman is coming from Fort Johnson, where he served as the Joint Readiness Training Center Operations Group Commander. He will serve as the 1st Infantry Division Deputy Commanding Officer of Maneuver.

Col. Habhab previously served in the Pentagon as the Executive Officer for the Vice Chief of Staff of the Army. He has served as the 1st Infantry Division Chief of Staff since arriving in July

Just after 9:30p.m. Tuesday, police arrested 39-year-old Mahboooba Babrakzai, according to the Riley County Police Department activity report.

Babrakzai was arrested on a Riley County District Court warrant for failure to appear. The original charge in this matter is for aggravated arson stemming from a report filed in July of 2022. Total bond was set at $100,000.&nbsp;

Manhattan Public Works Department personnel participated in the annual Snow Roadeo. This year there was approximately 45 competitors from 5 different entities around the state of Kansas.  The four different competitions were Road Grader, Wheeled Loader, and Snowplow (team driven).  Each area has up to 8 obstacles and the participant’s scores are unique to that piece of equipment and mimic some of the situations that they could encounter in the real world when fighting snow. Each competition has a preventative maintenance portion that is included in their score as well. The winners will travel to Loveland, Colorado to compete for their city or county. The City of Manhattan crew were the winners in the Snowplow division.&nbsp; &nbsp;

Food and beverages will be available for purchase and the Friends of the Fort Riley Museums will have Libbie Custer’s famous apple pie by the slice for sale.

Fort Riley’s Fall Apple Day Festival set for October 5 

MANHATTAN —A Kansas State University student in Manhattan informed the university of testing positive for tuberculosis on Friday, according to a statement from the university.

The student was undergoing medical treatment and isolating per Centers for Disease Control and Prevention guidelines.

Tuberculosis, or TB, is a disease caused by a bacterial infection. Not everyone infected with the most common TB-causing bacterium,&nbsp;Mycobacterium tuberculosis, becomes sick and shows symptoms. Only those with active TB disease can transmit the bacteria, which is spread through the air and generally only transmitted to people through prolonged close contact. Casual contact is usually insufficient to transmit the bacteria, and TB cannot be transmitted by contact with skin, clothes, toilets, or other surfaces that an infectious person may contact.

K-State is working closely with the Riley County Health Department to help identify any individuals with prolonged contact who should be tested out of precaution. The health department will contact any identified individuals who may need to be tested with instructions on next steps.

 </figure>MANHATTAN —A Kansas State University student in Manhattan informed the university of testing positive for tuberculosis on Friday, according to a statement from the university.The student was undergoing medical treatment and isolating per Centers for Disease Control and Prevention guidelines.Tuberculosis, or TB, is a disease caused by a bacterial infection. Not everyone infected with the most common TB-causing bacterium,&nbsp;Mycobacterium tuberculosis, becomes sick and shows symptoms. Only those with active TB disease can transmit the bacteria, which is spread through the air and generally only transmitted to people through prolonged close contact. Casual contact is usually insufficient to transmit the bacteria, and TB cannot be transmitted by contact with skin, clothes, toilets, or other surfaces that an infectious person may contact.K-State is working closely with the Riley County Health Department to help identify any individuals with prolonged contact who should be tested out of precaution. Riley County Seeks Election Day Workers for November

Junction City police have announced that on Wednesday, September 11th, 2024, the JCPD was informed of threats made on TikTok against Junction City Middle School. The threats were part of a trend that targeted schools across the state. After an investigation by School Resource Officers and USD 475 officials, the threat was determined to be unfounded.

On Friday, September 13th, officers were alerted to additional social media activity, which included a list of names of students and staff from USD 475 posted on Snapchat. After a thorough investigation conducted by detectives through the weekend and into this week, on Tuesday, September 17th, 2024, the Junction City Police Department identified a juvenile believed to be responsible for the post. The juvenile was contacted by JCPD detectives, arrested, and transported to the police department. After processing, the juvenile was charged with Aggravated Criminal Threat, a Level 5-person felony, and was later released to their parents.

The investigation remains ongoing, with detectives planning additional interviews in the coming days and weeks. Due to the age of the individuals involved and the active nature of the investigation, no names or further information will be released at this time.

Based on the findings thus far, JCPD does not believe there was ever a credible threat of physical violence at any of the community’s schools. However, they take all such cases very seriously and will continue to pursue criminal charges whenever applicable. Junction City police arrest a juvenile in school threats case

RILEY COUNTY —Law enforcement are investigating a registered sex offender on new allegations.

Just after 3:30p.m. Saturday, police arrested 23-year-old Jamichael Strahan of Junction City on a Riley County District Court warrant for probation violation, according to the Riley County Police Department activity report.

The original charge in this matter is for aggravated indecent solicitation of a child. 

His bond was set at $25,000. Strahan was out of custody early Monday, according to the RCPD. He has been registered as a sex offender since September of 2022 following convictions in Manhattan for&nbsp;Aggravated indecent solicitation of a child; Sex act with a child &lt;14 in 2020 and 2022, according to the KBI Offender registry.

According to the Riley County Police Department activity report, a 2018 Hyundai driven by Cody Copeland, 23, Manhattan, failed to yield right of way at the intersection of Pillsbury Drive and McDowell Creek Road. 

The vehicle struck a 2006 Yamana motorcycle driven by Corey Kirkwood, 38, Manhattan. 

EMS transported Kirkwood to Via Christi for treatment of his injuries. &nbsp;Copeland was issued a citation. The RCPD released no additional details.

GEARY COUNTY —A Kansas man accused in connection with a fatal crash in March that killed a police officer&nbsp; on his way home from work.

In August, 19-year-old Gage Kaiser was charged with involuntary manslaughter while under the influence of alcohol or drugs and aggravated battery, according to the&nbsp;the Sedgwick County District Attorney’s Office. .

The accident occurred just before 3:30a.m. March 16, when a passenger vehicle driven by 26-year-old Scott Hollingsworth was southbound on U.S. 81 at 119th Street, according to Sumner County Sheriff's Lt. Mike Friday. A westbound pickup struck the vehicle driven by Hollingsworth.&nbsp;

Hollingsworth was pronounced dead at the scene.&nbsp; EMS transported three passengers in the pickup to an area hospital for treatment of non-life threatening injuries. The pickup driver later identified as Kaiser was not injured.

Clearwater PD said Hollingsworth had served the department for a year.

On Sept. 10, Geary County deputies arrested Kaiser. He&nbsp;remains in the Geary County Detention Facility on a $200,000 bond.

&nbsp;Geary USD 475 says that school district,&nbsp; the Junction City Police Department and the Geary County Sheriff’s Office are investigating a post made on Snapchat on Friday morning that featured the names of students and staff from Junction City Middle School.

As of Friday, Sept. 13, the Junction City Police Department began working with Snapchat to try and identify the account holder where the list originated from.&nbsp;Due to the nature of this snap and as a precautionary measure, there will be an increased officer presence at Junction City Middle School, Fort Riley Middle School and Junction City High School over the coming days

Legislation would prevent federal government from seizing land for proposed transmission corridor

WASHINGTON, D.C.&nbsp;-&nbsp;U.S. Senators Jerry Moran, R-KS, and Roger Marshall, R-KS and First District Congressman Tracey Mann, R-KS, introduced legislation to prevent the federal government from using taxpayer dollars to seize private property to be used for a proposed National Interest Electric Transmission Corridor (NIETC).

The&nbsp;U.S.&nbsp;Department of Energy (DOE) recently announced a NIETC proposal to consider transmission line across&nbsp;major segments of&nbsp;Kansas, including <a href="https://hayspost.com/posts/099d982a-98ff-4352-8a78-a592e5b71d28">Pawnee, Barton, and Russell counties</a>.

Through the implementation of the Biden-Harris Administration’s&nbsp;Infrastructure Investment and Jobs Act,&nbsp;the Federal Energy Regulatory Commission (FERC) would have&nbsp;increased&nbsp;authority to site electric transmission lines&nbsp;on lands designated a NIETC – even when state regulators have denied an application.&nbsp;&nbsp;

“I am vehemently opposed to any effort by the federal government to seize private land,”&nbsp;said Mann.&nbsp;“The Department of Energy’s phase 2 announcement of the NIETC proposal was grossly under publicized, overly vague, and left landowners with no clarity regarding whether their lands would be impacted. 

"We have heard Kansans loud and clear—they are not interested in the federal government grabbing their land. We introduced this legislation to protect the rights of Kansas landowners and prevent the federal government from treading on their liberties. Any land given to the federal government for this project should be voluntary, not mandated, and&nbsp;I&nbsp;will never stop fighting to defend that right.”

“Kansans have made it clear to the federal government that their land is not for sale,”&nbsp;said Moran.&nbsp;

“The NIETC proposal has been problematic from the start&nbsp;since&nbsp;the DOE permitted&nbsp;only&nbsp;45 days for folks to submit their comments regarding the proposed transmission line," Moran said. "Sen. Marshall, Congressman Mann and I introduced legislation, the passage of which would prohibit the Department of Energy from trampling on the rights of Kansas landowners or usurping the authority of state regulators in order to build a transmission line across Kansas. These decisions should be left up to Kansans,&nbsp;not Washington.”

“Bureaucrats in Washington, D.C. should not have the unchecked authority to approve projects that could strip Kansans of their property rights,”&nbsp;said Marshall.&nbsp;“It’s as simple as this: decisions affecting local lands should always rest with the states.”

“Kansas Farm Bureau appreciates the leadership of Sens. Jerry Moran and Roger Marshall and Rep. Tracey Mann in introducing legislation to level the playing field and encourage good faith negotiations for the siting and building of electric transmission lines,”&nbsp;said Joe Newland, president of Kansas Farm Bureau.

&nbsp;“Additionally, this bill recognizes the important voice state regulators have in the process. While our policy supports reliable, low-cost electricity, and increasing transmission capacity to keep pace with growing demand, without vital protections included in this legislation, landowners will continue to face unilateral ultimatums from transmission developers who are using taxpayer dollars to build infrastructure," Newland said.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Ban federal funds from being used to condemn private property to be used in a NIETC designation, and

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Prohibit FERC from using its authority to overrule a state regulator’s rejection of an electric transmission project.

Rep. Mann, Senator Moran, and Senator Marshall&nbsp;secured an agreement from DOE to continue accepting comments regarding the NIETC proposal in Kansas.

Legislation to protect property rights against proposed transmission line introduced by Rep. Mann, Sens. Moran, Marshall

MANHATTAN, Kan. (AP) — Kansas State delivered Arizona a rude welcome to the Big 12 on Friday night.

Even if it won't count in the conference standings.

Avery Johnson threw two touchdown passes, Dylan Edwards returned a punt 71 yards for a score, and No. 14 Kansas State shut out No. 20 Arizona in the second half of a 31-7 victory in a rare nonconference matchup of new Big 12 rivals rivals.

The loss ended Arizona’s nine-game winning streak, the longest active streak in the Football Bowl Subdivision.

“I don't know what we're trying to prove to everyone else. We're trying to prove to ourselves that we can sustain this and play at a high level,” Kansas State coach Chris Klieman said. “That was a great week of preparation. Now we have to do it again.”

The schools had agreed to the matchup before Arizona left the Pac-12 for the Big 12. With neither able to secure a replacement opponent, Kansas State and Arizona kept the game but without it counting in the race for the league title game.

Johnson finished with 156 yards passing and 110 yards rushing, and D.J. Giddens added 86 yards rushing and a score, as Kansas State (3-0) rebounded from a lackluster road with over Tulane with an emphatic victory over the desert Wildcats.

“Everybody wanted to get back on the field,” said Jayce Brown, who had three catches for 60 yards. “We wanted to show everybody what we could do.”

Noah Fifita had 268 yards passing for Arizona (2-1) with an interception. Tetairoa McMillan had 11 catches for 138 yards, but the potential first-round NFL draft pick was unable to turn any of those grabs into a big play or touchdown.

“Those guys just play good football,” Arizona coach Brent Brennan said. “They tackle well. They're in coverage, they do a good job. I give that staff a lot of credit. They have a well-coached football team, their kids play really hard. They're impressive.”

The teams traded grinding, time-consuming touchdown drives to start the game, but otherwise the first 30 minutes was plagued by penalties, mental mistakes and dumbfounding miscues from two teams trying to make a statement.

Arizona failed to cover a poor punt that Edwards returned untouched for a touchdown. On the next drive, Fifita lazily threw over the middle into double coverage and was picked off by Kansas State's Keenan Garber in the end zone.

Johnson made perhaps the most embarrassing gaffe. He was sacked at the Arizona 19 with 24 seconds left in the first half. On the next play, the freshman needed only to step out of bounds to stop the clock and bring on the field-goal team, but he instead reversed field and ran the other way, allowing the clock to expire without the chance for an attempt.

“It is all on me at the end of the first half,” Klieman said. “I should have called timeout. That isn't on the kid."

Kansas State still led 14-7 at the break, and the mistake didn't matter in the end.

The fleet-footed Johnson began to sling it in the second half, leading his team on back-to-back TD drives. The first featured a 48-yard pass to Jayce Brown on third-and-12, setting up Johnson's scoring toss to Brayden Loftin. The next included a 21-yard throw to Loftin before Giddens plowed into the end zone to give Kansas State a 28-7 lead.

Kansas State stuffed Arizona on fourth down a few minutes later, and merely had to run out the fourth quarter.

“(Johnson) is a pretty good player, and he rose up tonight when we needed him,” Klieman said. “He played really good football and was really calm, and made some plays with his feet. Made some plays with his legs. That was a fun performance to watch.”

Arizona might have fared better had it not repeatedly hurt itself with flags. It committed 30 yards worth of penalties on a single drive in the first half, and finished with nine penalties for 74 yards in the game.

Kansas State had something to prove after allowing Tulane to throw for 342 yards and pile up 491 total in last week's 34-27 comeback win. The Wildcats held Arizona to 324 yards of total offense Friday night.

Arizona: At No. 12 Utah on Sept. 28 in the Wildcats' first true Big 12 game.
