RILEY COUNTY —Law enforcement are investigating alleged retail theft in Manhattan.

Just after 4:30p.m. Saturday, police&nbsp;filed a report of theft in the 100 block of Bluemont Avenue, according to the Riley County Police Department activity report.

Walmart reported a known suspect stole $1,430.14 worth of merchandise from the store.

The City said that the 2025 budget has numerous revenue sources,&nbsp;of&nbsp;which&nbsp;71%&nbsp;of&nbsp;all revenues supporting the entire annual&nbsp;City&nbsp;budget come from beginning cash fund balances, sales taxes, property taxes, franchise fees, and various transfers.

Property taxes support&nbsp;$38 million&nbsp;of&nbsp;the&nbsp;City’s overall budget, with $21 million dedicated to the&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=c8ffff5699&amp;e=8c33f27c6f">Riley County Police Department</a>&nbsp;(RCPD), $3.7 million to the&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=8f2e97be4e&amp;e=8c33f27c6f">Manhattan&nbsp;Public Library</a>&nbsp;(MPL), and the remaining&nbsp;$12 million&nbsp;reserved for&nbsp;City&nbsp;operations. Riley County Arrest Report September 22

On Friday, September 20th the Junction City Police Department arrested a second juvenile in connection with the ongoing investigation into social media threats involving USD 475 schools. The JCPD said as with the previous case, the juvenile was arrested, transported to the police department for processing, and later released to their parents.

The juvenile was charged with Aggravated Criminal Threat, a Level 5-person felony. Due to the age of the juvenile, no further details regarding their identity will be released.

Second juvenile arrested following Geary USD 475 threats

On Saturday, September 21 at about 5:10 AM, Pottawatomie County Sheriff Dispatch received notification from Union Pacific Railroad THAT a train struck a pedestrian on the tracks located on the south side of 4th Street in Wamego.

First responders from law enforcement, fire, and medical responded to find a 23-year-old man injured but alive, underneath a train car. He was extricated and was transported by EMS to a Topeka hospital.

Preliminary investigation indicates the man was lying in a prone position between the rails, about 1000 feet east of Ash Street and was struck by something as the train passed over him.

Wamego Police are investigating the incident.&nbsp;

Authorities confirm one man was injured after being struck by a train

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.3% in August. This is an increase from 3.2% in July and an increase from 2.6% in August 2023, according to a media release.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment was unchanged from July. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 3,500 over the month, while government increased by 3,500.

The unemployment rate in Riley County is down from 4.2 percent in July to 3.8 percent in August. The rate in Geary County is also down from from 5.4 percent to 5.3 percent. The rate in Wabaunsee county dropped from 4.1 to 3.2 percent.&nbsp; Dickinson County saw their jobless rate increase from 4.3 to 6 percent in August.

“Estimates for nominal hourly earnings in the private sector have increased in Kansas,” said labor economist, Emilie

Doerksen. “In August nominal earnings growth exceeded inflation rates, resulting in a 2.6% increase in real hourly earnings compared to last year.”

Since August 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 20,000. It’s a busy time for farmers in Kansas with fall harvest underway. The Kansas Highway Patrol would like to remind motorists to use more caution and patience when traveling around farm trucks, tractors, combines, and other implements.

“As the busy farming season is underway, each traveler in Kansas needs to be more aware of increased farm implement and truck traffic,” said Captain Candice Breshears. “In Kansas, we have many trucks exiting and entering the roadways at any given time. Traveling around these vehicles requires extra caution.”

Most farm equipment is not designed to travel at highway speeds and may only travel 15-25 mph. Farm equipment is often wider than the lane of traffic, so extra room should be allowed when sharing the road. Caution should be practiced on all roads, but especially on busy rural roads with unmarked intersections.

Don’t assume the farmer knows you’re there.

Although most farmers regularly check for vehicles behind them, the majority of their focus must be spent looking ahead to stay on the road and watch for oncoming traffic. Implements are very loud, hindering their ability to hear your vehicle.

Don’t pass unless you can see clearly ahead of both your vehicle and the equipment you are passing. If there are curves or hills blocking your view, wait until you can clearly visualize the area you are passing in. You should not pass in a designated “No Passing Zone,” even if you are stuck behind a farm vehicle. Do not pass if you are within 100 feet of any intersection, railroad grade crossing, bridge, elevated structure, or tunnel.

When a farm vehicle pulls to the right side of the road, it does not mean it is turning right or allowing you to pass.

Due to the size of some farm equipment, the farmer must execute wide left turns, so allow it plenty of room and time to turn and remain aware of any potential driveway or field they may be turning into.

Don’t assume that a farmer can move aside to let you pass. Shoulders may be soft, wet, or steep, which can cause the farm vehicle to tip, or the shoulder may not support the weight of a heavy farm vehicle. They understand you are being delayed and will move over at the first safe location available.

Think of the slow-moving vehicle emblem as a warning to adjust your speed.

When you see the slow-moving vehicle emblem, immediately slow down. While the emblems are visible from a long distance, it is difficult to judge the speed at which you are closing in on the vehicle, especially at night.

KHP: Extra caution needed on Kansas roads during harvest

RILEY COUNTY —Law enforcement are investigating a registered Kansas offender on new allegations after an arrest.&nbsp;

Just before 3:30p.m. Thursday, police arrested 41-year-old Marcus Grant of Ogden on a Riley County District Court warrant for failure to appear.

 &nbsp;The original charge in this matter is for violation of the offender registration act.&nbsp; Grant has been listed in Kansas as a registered offender since 2013 after conviction in Saline County for aggravated robbery. He was later convicted in&nbsp; Geary County for aggravated battery in 2023, according to the KBI offender registry.

Grant is being held on a $50,000 bond, according to the RCPD.

They will be unable to answer the phones or emails on those days and the Robinson Education Center will be closed to visitors. Chapman police said this past Monday they received reports of numerous vehicle burglaries where valuables were taken during the overnight hours. A vehicle was also reported stole that night.

One tool used in the investigation was a new license plate reader system that the Dickinson County Sheriff's Office placed within the city limits. With the use of that system the vehicle was seen entering Junction City but never left. A short time later it was located by Junction City police.

Chapman police say they feel the crimes were committed by anyone local. They are trying to clear up rumors that may be circulating on social media. The investigation is ongoing. With the help of the JCPD, Riley County Police Department, Topeka Police Department and the Dickinson County Sheriff's Office they are following up on all leads in the case.

The selected students are Hannah Macke, senior in agribusiness,&nbsp;Baileyville; Kadin Waterman, sophomore in park management and conservation,&nbsp;Fontana; Thomas Worstell, graduate student in architecture,&nbsp;Blue Springs, Missouri;&nbsp;and Richard Charlton, junior in wildlife and outdoor enterprise management,&nbsp;Tyner, North Carolina. Two other recipients declined to be identified.

The Gilman scholarship provides up to $5,000 to help U.S. undergraduate students at two-year or four-year colleges or universities participate in study abroad programs worldwide. Gilman scholarships are congressionally funded, and they were established by the International Academic Opportunity Act of 2000.

K-State students receive prestigious Gilman scholarship for education abroad

WASHINGTON, D.C. –&nbsp;The U.S. Army Corps of Engineers announced Thursday that it will waive day use fees normally charged at boat launch ramps and swimming beaches at its recreation areas nationwide in recognition of National Public Lands Day (NPLD) on Saturday, Sept. 28.

The waiver does not apply to camping and camping-related services, or fees for specialized facilities such as group picnic shelters. Other agencies and partners that manage recreation areas located on USACE lands are encouraged, but not required, to comply with this waiver of day use fees in the areas they manage.

Volunteers who participate in one of USACE’s NPLD in-person activities will be issued a fee-free coupon if the volunteer site is participating in the coupon program. Volunteers should check with their local USACE project for more information. The fee-free coupon is valid for one year from the date of issuance and may be used for one day of entrance or day use fees at any participating federal agency’s park, forest or recreation area that charges either of these types of fees.

Corps will waive day use fees nationwide Sept. 28

The 13th annual Flint Hills Praisefest runs Friday through Sunday in Manhattan at Cico Park. This will be the largest free Christian Music Festival in Kansas.

On Friday, September 20th, Global Impact EventStart the weekend with a heart for service. Join at CiCo Park and help pack over 100,000 meals for Feed My Starving Children. RILEY COUNTY—Three drivers and students on a school bus avoided injury in an accident just after 3:30p.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2005 Freightliner semi driven by&nbsp; Scott Alan Sheely, 61, Clyde, was westbound on U.S. 77 just west of Crooked Creek Road.

The semi rear-ended a 2012 Buick Regal driven by Merlin Benson&nbsp;Chestnut, 69, Clay Center, who braked suddenly when he noticed the red stop sign activated on a school bus stopped on the south shoulder to let kids out at a home.&nbsp;

 After impact the Buick struck the bus driven by Robert Deemie, 69, of Manhattan, with 26-students on board.&nbsp; There were no injuries reported.&nbsp; All three drivers were properly restrained, according to the KHP.

There will be a&nbsp;Double Victory with Honors for the 1st Infantry Division Deputy Commanding Officer – Maneuver and Chief of Staff Friday at the 1st Infantry Division HQ Victory Hall, Building 580, Fort Riley. It will begin at&nbsp; 2 p.m. 

Maj. Gen. Monte Rone,&nbsp; Commanding General of the 1st Infantry Division and Fort Riley, will host a Double Victory with Honors, as the division welcomes both the Deputy Commanding Officer of Maneuver, Col. Matthew Hardman, and the Chief of Staff, Col. Travis Habhab.

A Victory with Honors is a chance to honor incoming and outgoing leaders. It is a ceremony to both welcome new leaders and their families to the team, as well as thank outgoing leaders for their service to the unit, the community and the Army.

Col. Hardman is coming from Fort Johnson, where he served as the Joint Readiness Training Center Operations Group Commander. He will serve as the 1st Infantry Division Deputy Commanding Officer of Maneuver.

Col. Habhab previously served in the Pentagon as the Executive Officer for the Vice Chief of Staff of the Army. He has served as the 1st Infantry Division Chief of Staff since arriving in July

Just after 9:30p.m. Tuesday, police arrested 39-year-old Mahboooba Babrakzai, according to the Riley County Police Department activity report.

Babrakzai was arrested on a Riley County District Court warrant for failure to appear. The original charge in this matter is for aggravated arson stemming from a report filed in July of 2022. Total bond was set at $100,000.&nbsp;

Manhattan Public Works Department personnel participated in the annual Snow Roadeo. This year there was approximately 45 competitors from 5 different entities around the state of Kansas.  The four different competitions were Road Grader, Wheeled Loader, and Snowplow (team driven).  Each area has up to 8 obstacles and the participant’s scores are unique to that piece of equipment and mimic some of the situations that they could encounter in the real world when fighting snow. Each competition has a preventative maintenance portion that is included in their score as well. The winners will travel to Loveland, Colorado to compete for their city or county. The City of Manhattan crew were the winners in the Snowplow division.&nbsp; &nbsp;

Community members can get an up-close look at military vehicles, watch demonstrations by Explosive Ordnance Disposal Soldiers, the Commanding General’s Mounted Color Guard, and military working dogs, and enjoy musical performances and kid-friendly activities. Food and beverages will be available for purchase and the Friends of the Fort Riley Museums will have Libbie Custer’s famous apple pie by the slice for sale.

New attractions this year include a mechanical bull ride and Zumba on the schedule for entertainment. Returning attractions from years past include the carriage rides provided by the CGMCG mule team, and all three types of aircraft used by the 1st&nbsp;Combat Aviation Brigade.

Visitors can park at Riley’s Community Center, 446 Seitz Ave., just off Huebner Road. Signs will direct visitors to the nearby festival grounds at Artillery Parade Field. No pets or outside alcohol are allowed at the festival.&nbsp;&nbsp;

Fort Riley’s Survivor Outreach Services will honor the fallen with a song and balloon release in front of the main stage at 10 a.m.&nbsp;&nbsp;
