RILEY COUNTY —Law enforcement are investigating a suspect in connection with the death of a dog and alleged abuse of another dog at a home in Ogden.

The Riley County&nbsp; Police Department received several calls over the summer about alleged negligence in the care of dogs at a home in the 3700 Block of Saddle Horn Trail, according to RCPD spokesman Josha Kinder.&nbsp; Last week police located a dog deceased outside the home.

Just before 4p.m. August 27, police executed a search warrant at the home and found&nbsp;another dog in the home malnourished.

As a result,&nbsp; police arrested 35-year-old Marquies Collins on requested charges for cruelty to animals. Collins met the requirement of a $1,000 bond and is no longer confined in the Riley County Jail.

Troop plans were a subject during the Chamber of Commerce Military Affairs Council Breakfast Thursday in Junction City.

Col. Patrick Kaine, 1st Inf. Div. Artillery Commander, said that next week they will receive an MP company and in October an engineer battalion. A bridging company will also eventually be added meaning about 1,000 soldiers will be added to the installation numbers by October of 2026.

The 1st Brigade Combat team of approximately 4,200 soldiers is currently deployed to eastern Europe for nine months. After they come home, next summer, Division Headquarters including DIVARTY, the Combat Aviation Brigade and Sustainment Brigade will deploy to Europe. Approximately two months later the Second Brigade Combat Team will also deploy.

Kaine noted that the Army is moving in the future toward division deployments and not brigades as is currently the case. The transition is expected to take years. Concern was expressed from the audience on the economic impact that entire division deployments could have on communities.

There will be loud training noise on Post in September with Division Artillery and other units including tanks participating.

The MAC audience received a report on the Oktoberfest planned in downtown Junction City October 3 and 4. There will be beer, brats, music and an expanded kids zone. Volunteers are still needed to help.

There is an effort to try to replace lights at the Vietnam Memorial in Junction City.

The Kansas Highway Patrol reported a 2026 Peterbilt semi driven by Kenneth&nbsp;Tate, 48, Myrtle Beach, South Carolina, was westbound on Interstate 70 at Todd Ranch Road. The semi traveled off the roadway to the right and came to rest in the right ditch.

EMS transported&nbsp;Tate and a passenger Nicholas&nbsp;Lorthe, 33,&nbsp;&nbsp;Tuscaloosa, Alabama, to Stormont Vail.&nbsp; Lorthe was in the sleeper of the cab and not wearing a seat belt. Tate was properly restrained, according to the KHP.

Just after 9a.m. Wenesday, police arrested 36-year-old Ivan Krdzic of Santa Rosa, California, according to the Riley County Police Department activity report.

Krdzic is being held on a $200,000 bond on a Riley County District Court warrant on requested charges that include two counts of aggravated kidnapping and criminal threat. This warrant stems from two reports filed in June 2025.&nbsp;

NEW YORK (AP) — Mall-based teen accessories retailer Claire’s, known for helping to usher in millions of teens into an important rite of passage — ear piercing — but now struggling with a big debt load and changing consumer tastes, filed for Chapter 11 bankruptcy protection earlier this month.&nbsp; The retailer is closing nearly 300 stores including seven locations in Kansas and six in Missouri.

Claire’s Holdings LLC and certain of its U.S. and Gibraltar-based subsidiaries — collectively Claire’s U.S., the operator of Claire’s and Icing stores across the United States, made the filing in the U.S. Bankruptcy Court in Delaware. That marked the&nbsp;<a href="https://apnews.com/general-news-c1f3b24bc8e84c94ae5598694263ea57">second time since 2018</a>&nbsp;and for a similar reason: high debt load and the shift among teens heading online away from physical stores.

Claire’s Chapter 11 filing follows the bankruptcies of other teen retailers including&nbsp;<a href="https://apnews.com/article/forever-21-bankruptcy-shein-amazon-temu-0c5e9bac07bf184988475a2b57842e08">Forever 21,</a>&nbsp;which filed in March for bankruptcy protection&nbsp;<a href="https://apnews.com/mall-owners-among-group-bidding-81-million-for-forever-21-51a545a3da59b4582d622514e830ccbe">for a second time</a>&nbsp;and eventually closed down its U.S. business as traffic in U.S. shopping malls fades and competition from online retailers like Amazon, Temu and Shein intensifies.

In a court filing, Claire’s said its assets and liabilities range between $1 billion and $10 billion.

“This decision is difficult, but a necessary one,” Chris Cramer, CEO of Claire’s, said in a press release issued Wednesday. “Increased competition, consumer spending trends and the ongoing shift away from brick-and-mortar retail, in combination with our current debt obligations and macroeconomic factors, necessitate this course of action for Claire’s and its stakeholders.”

Like many retailers, Claire’s was also struggling with higher costs tied to President Donald Trump’s&nbsp;<a href="https://apnews.com/hub/tariffs">tariff</a>&nbsp;plans, analysts said..

Neil Saunders, managing director of GlobalData, a research firm, noted in a note published earlier this month, Claire’s bankruptcy filing comes as “no real surprise.”

“The chain has been swamped by a cocktail of problems, both internal and external, that made it impossible to stay afloat,” he wrote.

Saunders noted that internally, Claire’s struggled with high debt levels that made its operations unstable and said the cash crunch left it with little choice but to reorganize through bankruptcy.

He also noted that tariffs have pushed costs higher, and he believed that Claire’s is not in a position to manage this latest challenge effectively.

Competition has also become sharper and more intense over recent years, with retailers like jewelry chain Lovisa offering younger shoppers a more sophisticated assortment at low prices. He also cited the growing competition with online players like Amazon.

“Reinventing will be a tall order in the present environment,” he added.

MANHATTAN, Kan.&nbsp;–&nbsp;As K-State Athletics prepares to welcome its fans back to Bill Snyder Family Stadium for Saturday’s home opener against North Dakota, fans are advised of the following construction projects in and around the Manhattan area that could affect travel plans.

The&nbsp;pavement replacement project between Exit 297 on the west and mile marker 300 on the east of Junction City is in its final stage but will again impact football game traffic this season. Traffic is reduced to one lane in each direction and is head-to-head. The speed limit is reduced in this area and delays are anticipated with heavy gameday traffic.

Fans traveling from the north into Manhattan should note that US 24 is closed between K-113 (Seth Child Road) on the west side and K-13 (Tuttle Creek Boulevard) on the east as roundabouts are being constructed at each junction. Construction is expected to last through the football season. Depending upon which side of the stadium fans park for the game, this may affect their postgame route as dictated by stadium exiting traffic patterns. The K-State Student Union and Housing and Dining Services&nbsp;have once again&nbsp;partnered to provide free shuttle rides to Bill Snyder Family Stadium on home football game days.

The shuttle begins transportation two hours prior to kickoff from the south circle on M.L.K. A rash of hoax calls about active shooters on college campuses — some featuring gunshots sounding in the background — has sent waves of fear among students around the nation as the school year begins.

The calls have prompted universities to issue campuswide texts to “run, hide, fight.” Students and teachers have rushed to find cover, often cowering in classrooms for safety. Officers have swarmed campuses seeking out the threat. Yet in every recent case, the threat didn't exist.

“It’s looking as if this was another swatting or hoax call,” University of Arkansas Police Department Assistant Chief Matt Mills said after false reports of an active shooter Monday prompted school leaders to cancel classes for the day.

Number of college campuses receiving hoax alarms grows

The hoax calls and false alarms have hit at least 11 college campuses from Arkansas to Pennsylvania.

On Monday alone, law enforcement responded to calls claiming there were active shooters at Arkansas, Northern Arizona University, Iowa State, Kansas State, Colorado University and the University of New Hampshire. More calls were made Tuesday at the University of Kentucky as well as Central Georgia Technical College and a nearby high school. The Kentucky call was determined to be a hoax before an alert could be issued.

The FBI stressed in a statement that the threats also put "innocent people at risk.” In 2017, for instance,&nbsp;<a href="https://apnews.com/article/swat-wichita-police-killing-settlement-8d48bc5c4db63afb97457d4080c02612">a police officer in Wichita, Kansas,</a>&nbsp;shot and killed a man while responding to a hoax emergency call.

The emotional toll on students and staff can linger for days or even weeks, said Ken Trump, president of National School Safety and Security Services, a consulting firm that focuses on K-12 safety.

Miceala Morano, a 21-year-old senior journalism major at the University of Arkansas, knows that firsthand. She hid behind a green screen in the broadcast room and called her grandmother as officers outside donned bullet proof vests.

“As of right now, I’m safe. I love you,” said Morano, who was raised on active shooter drills.

As a child, she learned to stack chairs in front of the classroom door and to climb into the ceiling if there was no other way out. Now this.

“There’s just these few minutes where all you really feel is fear, whether the threat’s there or not,” she said.

Casey Mann, a 19-year-old classmate, said she couldn't sleep until 2 a.m. afterward.

“It’s just a scary reality the time we’re living in right now,” she said, her voice choking up. “It just makes me wonder what we’re supposed to expect in the future when it comes to the frequency of events like this.”

Latest wave of swatting calls began in Pennsylvania

The wave of reports began on Thursday, when law enforcement in Pennsylvania received multiple calls about shots purportedly fired on Villanova's campus by a man armed with an AR-15 style weapon. Sounds of gunfire could be heard in the background of the calls.

The calls — which also included a false report of someone wounded by gunfire — sent students gathered for orientation mass rushing into building and prompted the school to go into temporary lockdown. Chairs were scattered on the school's lawn and some students hid in a utility closet.

Two hours later, the lockdown was lifted and the school's president denounced the “cruel hoax.”

“Today, as we are celebrating Orientation Mass to welcome our newest Villanovans and their families to our community, panic and terror ensued,” the Rev. Peter M. Donohue said in a statement.

The same day, Tennessee authorities received calls reporting an active shooter at the University of Tennessee at Chattanooga armed with an AR-15 style rifle and four people shot. Dispatchers reported hearing multiple gunshots on the calls.

“This incident was a criminal act, intended to be disruptive and cause chaos,” the school said in a statement.

The University of South Carolina also received two calls Sunday reporting an active shooter at the school's library, with the sound of gunshots in the background.

Experts fear hoaxes may make students dismiss warnings

The hoaxes are risking creating complacency at campuses and students where active shooter alerts and drills have become a regular part of life.

“It does make me worry that people will be inclined to think it’s a false alarm," said Mya Norman, a chemistry instructor at Arkansas who hid under her office desk as the Fayetteville campus remained on lockdown. "We live in tornado alley where people go hear a tornado warning and go outside to look. So it does concern me that we could end up with that kind of an effect.”

Security experts said that risk remains, but campus officials must find the right balance in keeping students and teachers on guard for any real threats in the future.

“It's that delicate balance, not downplaying an active shooter because those things are occurring but also we don't want people to go to work paranoid and panicked every day,” said Trump, the school safety consultant.

The Kansas Department of Transportation is alerting motorists to anticipate delays on I-70 through Junction City during periods of heavy travel, especially on weekends of Kansas State University home football games in nearby Manhattan.

Traffic delays should be expected in Geary County as a pavement replacement project continues along a 4-mile stretch of I-70 in Junction City between Washington Street (Exit 296) and K-57 (Exit 300). &nbsp;I-70 traffic is reduced to one lane in each direction on the westbound lanes, with lower work zone speed limits in place.

The lane reduction will continue throughout this final phase of construction. All work is scheduled for completion by December, conditions permitting.

Just after 10a.m. Monday,&nbsp;Officers filed a report for aggravated indecent liberties with a child and contributing to child's misconduct in Manhattan, according to the Riley County Police Department activity report. A 15-year-old girl was listed as the victim and a 21-year-old man and 21-year-old woman known to the victim were listed as suspects. 

Just after 1p.m. on Monday police arrested 21-year-old Benjamin Leo of Manhattan on requested charges of aggravated indecent liberties with a child and contributing to child misconduct.&nbsp; Police also arrested 21-year-old Nora Yasir of Junction City on a requested charge of contributing to child's misconduct. 

Leo met the requirement of a&nbsp; $25,000 bond and is no longer in custody.

Yasir remains jailed on a $5,000 bond, according to the RCPD.

RCPD: 2 accused of crimes involving 15-year-old girl

Lieutenant Governor and Secretary of Commerce David Toland announced $550,000 in grant funding is now available to support the expansion of registered apprenticeship programs across Kansas.

The Kansas Office of Registered Apprenticeship grant, will be divided into two distinct opportunities aimed at attracting and retaining more skilled employees:

The first, is a continuation of the established registered apprenticeship sponsor funding, available to state educational institutions, joint-labor organizations, businesses, nonprofits and workforce boards to support projects that expand their reach. 

The second is a new opportunity for small businesses to help them adopt registered apprenticeship programs.

“We have been intentional with our approaches to increase the reach and impact of registered apprenticeship programs in Kansas for one simple reason – they work,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “In the last three years, we’ve made extraordinary progress — with employer participation increasing from 280 companies to more than 1,000. These grants will help ensure even more employers can take advantage of the power of apprenticeships, and their ability to attract and retain talent.”

The existing program offers grant awards up to $150,000 which can be used to support technical instruction, outreach, staffing, partnerships and administrative costs. In addition, small business grants of $7,000 also will be available to companies with fewer than 10 employees that register at least one apprentice by the end of the grant period. 

Both applications must be completed by September 20, 2026.

“This grant opportunity has played a key role in expanding high-wage and high-demand registered apprenticeship programs across Kansas,”&nbsp;Kansas Office of Registered Apprenticeship Director Shonda Anderson said. “We’ve been extremely successful in expanding not only union-based apprenticeships but adding new industries such as agriculture, healthcare and manufacturing. We want to ensure businesses of all sizes get access to these opportunities.”

The Kansas Office of Registered Apprenticeship grant program is one of many tools offered by the Kansas Department of Commerce to support workforce development for high-wage, high-demand occupations statewide.

The second is a new opportunity for small businesses to help them adopt registered apprenticeship programs.“We have been intentional with our approaches to increase the reach and impact of registered apprenticeship programs in Kansas for one simple reason – they work,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “In the last three years, we’ve made extraordinary progress — with employer participation increasing from 280 companies to more than 1,000. These grants will help ensure even more employers can take advantage of the power of apprenticeships, and their ability to attract and retain talent.”The existing program offers grant awards up to $150,000 which can be used to support technical instruction, outreach, staffing, partnerships and administrative costs. In addition, small business grants of $7,000 also will be available to companies with fewer than 10 employees that register at least one apprentice by the end of the grant period. MANHATTAN —Kansas State University is the latest target in a series of swatting incidents nationwide.

Late Monday afternoon Kansas State University was a target of a swatting attack intended to be disruptive to our Manhattan campus, according to a s. social media report from the university.

Riley County Dispatch received a call on their administrative line of a message stating active violence at Hale Library.

Officers immediately responded and determined the call was a hoax and there was no threat or danger. The building is safe, and the Manhattan campus is under normal operations.

This appears to be similar to other swatting reports happening at universities across the country.

K-State a target of swatting incident

GEARY COUNTY— Law enforcement across the state continue to ticket drivers for traveling far above the posted speed limit.

According to a social media report from Junction City Police, an officer recently issued a ticket to a driver on Grant Avenue who was caught traveling 93 mph in a 35 mph zone - that’s nearly three times the posted limit, resulting in a  $650 ticket. 

"Excessive speeding isn’t just reckless - it’s deadly."

According to the National Safety Council, speeding was a factor in 29% of all traffic fatalities in 2023, resulting in 11,775 lives lost - that’s over 32 deaths every single day. 

"Here’s why speeding - especially at extreme levels - magnifies danger:• Less reaction time. At higher speeds, drivers have significantly less time to respond to changing road conditions or unexpected hazards.• More severe crashes."

"Crash energy increases exponentially with speed, meaning even a small increase in velocity can result in much more devastating outcomes.The risk doesn’t just rise, it escalates dramatically. Take this as a reminder to slow down and drive safely. Every mile per hour matters."

Cooler temperatures are with us this week

RILEY COUNTY —Law enforcement are investigating a hit-and-run accident that occurred in early Sunday in Riley County.

Just after 3:30a.m. Sunday, police responded to the report of an injury crash in the 200 block of Westwood Road, according to the Riley County Police Department activity report.

Officers found that vehicle hit a pedestrian identified as Clark Trawick, 44, of Manhattan. Riley County EMS transported Trawick to Via Christi for treatment of serious injuries. He was later transferred to Stormont Vail in Topeka. 

Further investigation by police discovered the vehicle involved was a 2008 Honda Pilot. This case remains under investigation.

Manhattan man hospitalized after hit-and-run pedestrian accident

DICKINSON COUNTY —Authorities are investigating the cause of a fire at a pharmacy in Abilene.

According to a social media report from Paterson Health Care Pharmacy, 105 NW 3rd Street in Abilene, the fire occurred Sunday night. There were no injuries but significant damage due to the fire and smoke. The pharmacy is working with officials to determine the next steps to be taken. 

&nbsp;Pharmacy operations are currently suspended and the business has no way to access patient info that is backed up on the software server. This means the pharmacy cannot perform any transfers as well.

The pharmacy we will provide updates on social media and on our phone system as soon as possible.

&nbsp;The pharmacy encouraged customers to call their doctor and have a prescription sent to another pharmacy.

TOPEKA — Medicare open enrollment is scheduled to run Oct. 15 to Dec. 7. That’s when seniors can switch coverage between Original Medicare and Medicare Advantage or change a prescription drug plan.&nbsp;&nbsp;

Original Medicare is a health plan that has two parts: Part A (hospital insurance) covers in-patient hospital and skilled nursing care, and Part B (medical insurance) covers services from physicians and other health care providers. 

Original Medicare is managed by the federal government. This is the typical Medicare insurance most people are familiar with. These plans typically cost about $185 a month (with the cost deducted from your social security check) plus deductibles and co-payments. Many people pay extra for Medigap, to cover copays and other out-of-pocket costs, as well as a Part D plan for drug coverage.

Medicare Advantage is a health plan called Part C and is offered by private insurance companies as an alternative to Original Medicare.&nbsp; It replaces and cancels your Original Medicare plan if you choose this option. It provides the benefits of Part A, B, and often D, usually for about the same amount, with lower copays, so there’s no need for Medigap. Some Medicare Advantage plans offer benefits not in Original Medicare, such as fitness classes or vision and dental care.

Choosing between Original Medicare and Medicare Advantage requires careful consideration of your finances and health needs. Medicare Advantage plans can carry hidden risks, especially for people with major health issues. Some people in Medicare Advantage plans may end up paying unexpectedly high costs when they become ill or find that their network lacks the providers they need.

With Original Medicare individuals can see any provider who accepts Medicare, which is most.

 However, Medicare Advantage plans typically require that you get care from a more limited network of providers, and in most cases, you will need a pre-authorization from the insurance payer to see specialists, receive Part B drugs, get skilled nursing facility stays or inpatient hospital stays, receive mental health services or receive diagnostic services such as procedures, labs, tests, therapy, dialysis, hearing, eye exams, dental care and many other services.

A <a href="https://www.acpjournals.org/doi/10.7326/M23-2480">study in the Annal of Internal Medicine</a> found that switching to Medicare Advantage was associated with increased financial burden among vulnerable populations, especially those with low incomes.

 Medicare Advantage plans also may be especially problematic for people in rural areas. A 2024 study found that nearly 6 in 10 Medicare beneficiaries living in rural areas were in Original Medicare driven by that fact that there was limited participation of local doctors and hospitals in Medicare Advantage plan networks. The networks of providers in rural areas are especially narrow, making it harder for people to get care.

In addition, several hospitals across the county have decided not to accept Medicare Advantage plans as they can be detrimental to the patients they serve and often not reliable in payments for care. This also is true in Kansas, where we have seen an increasing number of hospitals not accepting Medicare Advantage plans.

Nearly all <a href="https://www.kff.org/medicare/medicare-advantage-premiums-out-of-pocket-limits-supplemental-benefits-and-prior-authorization/?utm_source=chatgpt.com">Medicare Advantage plans</a> (99%) require approvals and authorizations before care can be given. In a<a href="https://www.ama-assn.org/system/files/prior-authorization-survey.pdf"> 2024 American Medical Association survey</a>, 93% of physicians polled said authorizations delayed medical care.&nbsp; Medicare Advantage plans denied 3.2 million prior authorization requests for health care services in whole or in part in 2023, or 6.4 percent of the 50 million requests submitted on behalf of enrollees that year, according to a <a href="https://www.kff.org/medicare/nearly-50-million-prior-authorization-requests-were-sent-to-medicare-advantage-insurers-in-2023/">KFF analysis of federal data</a>.

Kansans should be aware that the only way to learn about a Medicare Advantage plans’ approval and authorization practices is to ask your physician and hospital provider. Geary County Rural Fire said that they along with Grandview Plaza Fire worked a motor home and enclosed trailer fire on the Interstate Saturday. There were no injuries.  The trailer was a complete loss, while the motor home sustained damage to the rear of the unit.
