Riley COUNTY —One person was injured in an accident just before 2p.m. Thursday in Riley County.

According to the Riley County Police Department activity report, a Lincoln MKZ driven by Eugene Fells, 85, of Herrington struck a Mazda Tribute driven by Carrie Baker, 50, of Manhattan at the corner of S. 10th Street and Fort Riley Boulevard.&nbsp;&nbsp;

EMS transported Baker to Via Christi for treatment of non-life-threatening injuries. Fells was issued a citation for failure to yield at a red light, according to the RCPD.

Many popular email providers (like Gmail or Yahoo Mail) have strong <a href="https://consumer.ftc.gov/articles/how-recognize-and-report-spam-text-messages">spam filters</a> turned on by default. If any spam gets into your inbox, mark it as spam or junk. You can also <a href="https://consumer.ftc.gov/articles/how-stop-unwanted-emails-texts-phone-calls">unsubscribe from unwanted emails</a>. Getting fewer unwanted emails helps you avoid clicking on links that can lead to phishing attacks. Additionally, report unwanted messages, as they often lead to scams. FTC: Dealing with spam texts, emails, and junk mail

&nbsp; MANHATTAN — Forty-four Kansas State University students in the&nbsp;<a target="_blank" href="https://artsci.k-state.edu/">College of Arts and Sciences</a>&nbsp;have received research awards for the spring 2025 semester. Award recipients conduct faculty-mentored research projects and receive $1,000 scholarships from the college.

These paid research experiences help students deepen their expertise, connect academics to real life, and prepare for careers and graduate school. The awards are offered in fall, spring and summer with deadlines of May 1, Nov. 1 and March 1, respectively. Undergraduate students enrolled in any of the college’s nearly 50 majors and secondary majors are eligible to apply.

The spring 2025 awardees' majors include chemistry, biology, psychology, social transformation studies, theatre and more, and they are studying such varied topics as cancer therapeutics, protein purification, personality disorders, food deserts, safe body movement and music event marketing. "Our college is committed to providing research opportunities for all Arts and Sciences students, and we offer this financial support to make such experiences more possible for them," said Chris Culbertson, dean of the college.

College of Arts and Sciences students receive research awards

A proposed hotel and parking garage at 12th and Laramie near Aggieville took a step forward this week. This is a change from an earlier office building proposal that never occurred.

There was approval of an amendment for a 105 room hotel and parking garage on a vacant site.&nbsp; industrial revenue bonds can also be issued to gain a sales tax exemption on construction materials.

There was public input during the city commission meeting.

Expressing support was Dennis Cook with the Aggieville Business Association. "What we want in Aggieville. This brings a lot of people in. There people are shopping, dining, they're going to utilize Aggieville a lot more than anything we could possibly put down there."

Others expressing support included Mark Bachamp, Gavin Schmidt and Jason Smith with the Chamber of Commerce.

There was strong opposition. Amber Starling noted that this is a tale of two smooth talkers and a commission that has subsidized them. She argued that the developer has repeatedly over promised and under delivered. "They constantly change the plans, the renderings and the story.

Gywn Riffel said the developer on this hotel project is not experienced in commercial real estate development, Midtown failed to fulfill its responsibilities in an initial 2022 project and proposed 2023 first amendment. He asked the city to pause the process.

Commissioner Susan Adamchak then questioned Riffel on a separate topic about an empty lot he owns at Bluemont and 12th Street. Riffel stated that he is working on a project. Adamhak noted the proposed hotel developer on the 12th and Laramie project had brought something forward and asked where Riffel had been the last six months. That was followed by statements from a member of the public Katie Smith. She told Adamchak that the commissioner's comments were "incredibly uncalled for," which was followed by applause in the meeting. To the commission Smith said if they voted yes they're telling the developer "this city is easy to bully."

Adamchak noted that she thought people had been complaining of an empty lot for a year or two, and called for approval of the project. The hotel would bring in property and sales tax revenue and if the developer missed deadlines that were set they would be responsible for $2.3 million dollars.

The commission approved two motions, one for a development agreement with Midtown Land Company for Midtown Phase I site at 12th and Laramie, and the other for a resolution issuing $20 million to realize a sales tax exemption on construction materials.rs.

Fort Riley had a direct economic impact of more than two billion dollars in 2024. Garrison Commander Col. Gerald Nunziato provided the numbers for the Post during a Military Affairs Council Breakfast in Junction City.

The total economic impact was calculated at $2,047, 159, 088. Using a multiplier the impact totaled ,503, 79, 994. Payroll equaled $1,312, 233, 352, education $2, 053,31 and veteran expenditures $346,099,761. There were 4,758 Fort Riley affiliated families living in the surrounding communities. breaking that number down 1,375 lived in Geary County and 931 in Riley County.

There were 13,500 troops assigned to the installation. Right now much&nbsp; of the 1st Infantry Division is participating in a National Training Center rotation. The total Fort Riley connected population was figured at 59, 389.

The team effort with area communities was stressed.

Other notes included the mention that the Society of the 1st Division reunion this year will be in Oak Brook, Illinois.

A dozen large, Grade A eggs cost an average of $4.15 in the U.S. last month – a nearly 37% increase from the year before – according to&nbsp;<a href="https://www.bls.gov/news.release/pdf/cpi.pdf" target="_blank">data from the U.S. Bureau of Labor Statistics</a>. That’s a much larger jump than the 2.5% increase of overall food prices.

The last time that average price was above $4 was&nbsp;<a href="https://data.bls.gov/timeseries/APU0000708111" target="_blank">two years ago</a>, when the cost for a dozen eggs spiked to a record $4.82.

The egg industry has been impacted by a surge of bird flu cases in recent weeks. More than 13 million egg-laying hens died in December due to the virus – the most of any month last year –&nbsp;<a href="https://downloads.usda.library.cornell.edu/usda-esmis/files/g445cd121/6395z2696/sj13bz31x/LDP-M-367.pdf" target="_blank">according to the U.S. Department of Agriculture</a>. And another 3.3 million died in early January.

The losses are a big factor in higher egg prices, said Jada Thompson, a poultry economist at the University of Arkansas who researches how diseases impact markets.

“One of the hard parts is there's this regional concentration of production,” Thompson said. “And so when a disease is going through and hitting farms in that area, it's gonna affect multiple farms, and that's gonna affect the supply of eggs – and that supply then will affect our prices.”

There are also other factors that impact prices, such as the typical uptick in demand for eggs during the holiday season and costs for inputs like feed and labor, Thompson said.

“All of those things are going to be coupled together, and then you add this very strong reduction of egg supply, and it's going to drive prices up and down,” she said.

Highly pathogenic avian influenza has infected&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/data-map-commercial.html" target="_blank">more than 130 million birds</a>&nbsp;in the U.S. since it first emerged in 2022, according to the U.S. Centers for Disease Control.

Bird flu appeared in dairy cattle for the first time last year, and has infected&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/mammals.html" target="_blank">more than 900 cows</a>&nbsp;since last spring. More than 60 humans have also contracted the virus, mostly from working directly with sick animals on poultry or dairy farms. Most of the symptoms have been mild, and the health risk for humans is currently low,&nbsp;<a href="https://www.cdc.gov/bird-flu/situation-summary/index.html" target="_blank">according to the CDC</a>.

The virus is spreading to flocks as migratory birds fly south for the winter, said Yuko Sato, a poultry extension veterinarian at the Iowa State University Veterinary Diagnostic Lab. But the new strain in cows makes the situation different from previous years.

“Instead of just migratory birds being a potential source of the infection, now we also have to worry about potential interactions with infected dairy herds that could potentially transmit the virus to domestic poultry,” she said.

The virus has an extremely high fatality rate in birds, Sato said. Many birds die within a day or two — so when bird flu is confirmed on a farm, it affects the entire flock.

“Essentially, all of the birds that's on that site will be depopulated, meaning they'll all be put down, in order to control the virus and to make sure it's contained in one area to not spread to other premises,” Sato said.

Outbreaks are particularly hitting the middle of the U.S. hard, because there are a lot of large egg producers, Thompson said. Iowa, Ohio and Indiana produce the highest volume of eggs in the country,&nbsp;<a href="https://www.nass.usda.gov/Charts_and_Maps/Poultry/eggmap.php" target="_blank">according to the USDA</a>.

“The disease specifically has stuck around in the Midwest,” Thompson said. “And part of that is a bit of climate, a bit where wild bird migratory patterns have gone through. And so they've been disproportionately affected.”

Producers will be hatching more chicks to make up for the losses, Thompson said. But it’s difficult to know for sure how bad the disease will be, and it’s expensive to keep too many birds.

“Everybody's trying to find the best solution to mitigate disease impacts and maintain profitability,” Thompson said. “Because if egg prices are high, we don't buy as many eggs ... they still need to sell their egg, so this is an issue for both producers and consumers.”

Thompson expects egg prices will fall again as there are fewer bird flu cases and the egg supply recovers. But more outbreaks of the virus could push prices back up.

“We'll have to keep an eye on how many outbreaks there are and where those are happening,” she said.

The Kansas State Department of Education is aware of concerns raised because of the recent announcement that certain policies of the U.S. Department of Homeland Security have changed.&nbsp;Specifically, the federal government revoked the directive issued in 2021 that limited conducting immigration enforcement actions in or near protected areas such as schools, hospitals, and places of worship, except in specific limited circumstances.&nbsp;Tuesday’s action did not change the law, nor did it increase the U.S. Department of Homeland Security’s authority.&nbsp;To that end, we remind school personnel that their ultimate responsibility is the education and protection of all students.&nbsp;All students have a constitutionally protected right to receive an education.&nbsp;Schools are advised to continue to follow the law and abide by their board-approved policies regarding investigations and/or arrests on school grounds. KSDE wishes to assure school personnel, parents, and the students of Kansas that we will not share any student data without a warrant, subpoena, or other lawfully issued court order.

“This work resulted in increasing the population of the bird well before the unnecessary and heavy-handed decision to list it. Fortunately, with this bill, we can undo the burdensome government micromanagement of agriculture and industry in western Kansas and celebrate the voluntary, locally-driven conservation efforts.”

“Listing the lesser prairie chicken as a threatened or endangered species is disruptive to Kansas farmers and ranchers and harmful to rural communities,”&nbsp;said Moran. 

“We need more rain, not regulations, to protect the future of this bird. I will continue to work with local communities to bolster voluntary solutions to protect the habitat of the lesser prairie chicken without placing unnecessary burdens on landowners in Kansas.”

“America’s farmers, ranchers, and agricultural producers are the original conservationists of the land,”&nbsp;said Mann.

"For more than a decade, farmers, ranchers, private landowners, agricultural and energy producers have enacted voluntary conservation efforts to preserve the lesser prairie-chicken’s population. Moran, Marshall and Mann introduce bill to delist lesser prairie chicken

<a>The Kansas Department of Transportation will be constructing roundabouts at two locations on U.S. 24 near Manhattan. Project work is underway at the U.S. 24 and K-13 junction (the “east project”). Work at the K-113 junction (the “west project”) is expected to begin in the coming weeks.</a>

This initial phase will include grading work on the west project and culvert extension on the east project. Traffic impacts should be minimal to none.&nbsp;&nbsp;

Phase 2 is expected to begin in March, conditions permitting. Work will mostly consist of constructing temporary shoulder widenings, crossovers and shoo-fly detours that will be used to carry traffic through the project areas. Traffic will be maintained on all roadways; however, some areas will be reduced to one lane and/or shifted outside of the driving lane. Traffic control and signage will be in place to direct and alert motorists.&nbsp;&nbsp;

Phase 3 is anticipated to begin in mid-April, conditions permitting. This phase will require U.S. 24 between K-13 and K-113 to fully close until December. Access to properties in the closure area will be maintained. Additional traffic information will be provided in advance.&nbsp;

Ebert Construction Co., of Wamego, is the prime contractor on the combined $8.5 million projects, which are expected to be complete in summer 2026.

Kansas cities, like all American cities—including all the blue ones that our new president regularly attacks—are not radical places. They may have more Democratic voters than the state’s rural counties, and those voters may prefer more egalitarian policies than will ever pass in Topeka, but their economies are just as dependent upon capitalism as the state and country as a whole.

There are exceptions, though. For example, unlike the Kansas and United States governments, Kansas city governments are legally forbidden from making use of direct income taxes as a revenue tool. This is the case for most cities across the country (though not Missouri cities, incidentally), and is one reason why American municipalities compete to attract corporate investment: growing their property and sales tax base is often their only way to fund services.

Some cities do, however, have an additional source of revenue: local philanthropists.

Wealthy people and businesses have, of course, used their resources to benefit society throughout history; Andrew Carnegie famously insisted that spending all one’s money on building public goods was far wiser than leaving it to the government or (worst of all) to one’s children. And this giving can have a national or international reach.

But because such philanthropy comes from specific people and organizations in specific places, it is often the towns and cities they live and do business in which benefit the most.

Some philanthropy is small-scale: Kansas non-profits generate over $14 billion, and Kansans themselves donate nearly $2 billion, each year. Every church, athletic club, arts organization, youth group, and more which benefits from that work adds to their local community.

Most attention, though, obviously goes to those willing and able to share with their towns and cities on a major scale, helping to build parks, performing arts centers, museums, and libraries, and funding scholarships, educational programs, civic infrastructure, and more. So when some of these big players move, city governments pay attention, and rightly so.

Hopes for local philanthropy, however, can get complicated. Any Kansan who has visited Grand Rapids, Omaha, or Bentonville, and seen the massive impact which the&nbsp;<a target="_blank" href="https://www.fox17online.com/news/local-news/grand-rapids/a-look-back-richard-and-helen-devos-foundations-impact-in-west-michigan">DeVos</a>,&nbsp;<a target="_blank" href="https://www.ketv.com/article/warren-buffett-impact-berkshire-hathaway-wealth-changed-omaha/60658807">Buffett</a>, and&nbsp;<a target="_blank" href="https://www.ocolly.com/news/the-waltons-canvas-changing-bentonville-s-future/article_5b124eb2-a993-11ee-a03a-fb42291ff011.html">Walton</a>&nbsp;families have had on the amenities of those cities, can’t deny the value of such generosity. The same thing is visible in Tulsa—yet the centralizing tendencies of the&nbsp;<a target="_blank" href="https://nationswell.com/what-we-can-learn-from-george-kaiser-family-foundations-place-based-work-in-tulsa/">Kaiser</a>&nbsp;family there has given rise to&nbsp;<a target="_blank" href="https://michaelpaulmason.medium.com/the-kaiser-system-e8c14bca395">criticism</a>, and similar concerns crop up in other cities as well.

In Kansas, one might think that Wichita’s Koch family, one of the richest in the country, might head this list. But despite some&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/Charles_Koch_Arena">high</a>-<a target="_blank" href="https://markartsks.com/">profile</a>&nbsp;gifts, their money has mostly gone to the support the Kochs’ preferred ideological causes, with the foundations set up by the&nbsp;<a target="_blank" href="https://ingrams.com/article/home-grown-generosity/">Sunderland, Hansen, and other</a>&nbsp;families in the Kansas City area&nbsp;<a target="_blank" href="https://www.tgci.com/funding-sources/ks/top">far outpacing them</a>&nbsp;in civic support.

Charles Koch’s son Chase has recently&nbsp;<a target="_blank" href="https://www.kansas.com/news/business/biz-columns-blogs/carrie-rengers/article298481938.html">made waves</a>&nbsp;by buying up properties in downtown Wichita—including former apartments in a city facing a&nbsp;<a target="_blank" href="https://www.kansas.com/news/local/article288215105.html">housing shortage</a>—and has talked of his desire to add to the city’s music and arts scene. But what community developments may come of his interests remain to be seen.

Philanthropists have always been part of the Kansas landscape. The best ones, whether their donations are large or small, are those that work with local governments and civic organizations to make certain their support aligns with community needs and a shared municipal vision. Yes, the intentions of philanthropic action deserve respect;&nbsp;<a target="_blank" href="https://philanthropydaily.com/the-kansas-government-just-protected-charitable-donations/">that’s the law</a>. But while Kansas cities and towns will always be grateful for charitable support, receiving it as a reflection of merely personal goals doesn’t satisfy Carnegie’s measure of public giving at all.

Part One crimes in Riley County in 2024 included 162 violent crimes and 907 property crimes. The numbers were reported to the Riley County Commission by RCPD Director Brian Peete. There were also 43 sexual related offenses and&nbsp; 181 drug related crimes.

Part One property crimes were down about 25% from the five year average. Burglaries were 10% below the 5 year average.

A crime reduction plan is being developed that will contain a vision of where authorities want to go. As part of that a strategic plan will be released next month.

Ahead of the Fake Patty's Day planned in March, Peete noted authorities hope to keep it safe, and the majority of the problems stemmed from people coming from out of town. Authorities are working with the Aggieville Business District to keep things safe and are trying to move the activity away from residential areas.

Fort Riley, KS – The 1st Infantry Division returns to the National Training Center (NTC) at Fort Irwin, California, for the first time since its historic first-ever division level training rotation there in 2021. This rotation marks only the third time that an entire division, rather than a brigade, will undergo the rigorous and realistic training environment of NTC.

Traditionally, NTC rotations have been the domain of individual brigades, but in a significant shift aimed at enhancing warfighting capabilities, divisions are now rotating through NTC. The 1st Infantry Division is&nbsp; deploying not only its division headquarters, but also elements of its combat aviation brigade, division artillery brigade and division sustainment brigade to the National Training Center.

The 1st Infantry Division has rigorously prepared for this rotation through a series of intense field training exercises conducted at Fort Riley.. These exercises included company-level combined arms live-fire exercises (CALFEX), constructive training scenarios, and a live Wet Gap Crossing to ensure a high level of readiness.&nbsp;

"Our preparation for this NTC rotation has been thorough and relentless, with nothing at rest,” said Maj. Gen. Monté Rone, commanding general of the 1st Infantry Division and Fort Riley. “Being ready to deploy, fight and win is our number one priority. Our training at home station consisted of tough realistic combat focused training at multiple echelons of command and during limited visibility. This rotation will not only allow us the opportunity to adapt our formations to the modern battlefield but will also ensure we are able to fight and win decisively anywhere in the world.” &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The Division has developed survivable, dispersed, low-signature command posts, reducing total manning significantly. By leveraging advanced technologies and tactical innovation, the Division is staying ahead of adversaries and is "adapting above the M" by developing new tactics, techniques, and procedures (TTPs) that integrate new capabilities and make better use of existing ones. The Division is working to find non-materiel solutions for capability requirements.

During this NTC rotation, the Division will employ new capabilities such as AFN On the Move, TOC in the Box, Starshield, Kymeta, and Wi-Fi Pucks. These technologies provide reliable, secure, and mobile communication networks, enhancing the Division's ability to maintain situational understanding and reduce electromagnetic signatures while rapidly moving command posts and key leaders.

One of the standout elements of this rotation will be the long-range, out-of-contact attacks conducted by the 1st Attack Reconnaissance Battalion (1-1 ARB) using AH-64E Apache helicopters. These advanced helicopters provide unparalleled targeting and surveillance capabilities, incorporating Link 16 to synchronize joint effects into operations. The mission, conducted over a 200-kilometer range, will demonstrate the Division's ability to defeat live electronic warfare (EW) threats through joint kinetic and non-kinetic capabilities.

Saline County appraiser points to inconsistency in state law regarding trailer usage

TOPEKA — Saline County Appraiser Sean Robertson touted a bill exempting off-road vehicles as well as boats and trailers from personal property tax in Kansas by outlining the distinction in state law between usage of a trailer for hauling hay to a barn and junk to a landfill.

Robertson, who represents the Kansas County Appraiser’s Association, said the legislation endorsed by two-thirds of the Senate would address unfairness in application of property taxes in Kansas.

He offered an example involving three people who owned the same trailer. The first hauled hay with the trailer, and wasn’t subject to property taxes for that equipment. Same for the second purchaser, who relied on the trailer to haul mowers for a landscaping business. The third, who relied on the trailer for a variety of uses around the home, wasn’t as fortunate.

“If you use it to haul an old couch to the dump, you pay taxes,” Robertson said. “That’s some of the inconsistency.”

On Tuesday, the Senate Assessment and Taxation Committee gathered testimony on Senate Bill 10. It would slash state and local tax revenue by adding exemptions to the dreaded property tax. The Kansas Department of Revenue didn’t offer an estimate of how much the change would lower tax collections among local government. The Kansas Association of Counties and League of Kansas Municipalities said local property tax collections would decline, but neither had data to make a precise estimate.

The schedule for the second week of the legislative session allowed the committee to begin consideration of amendments to the bill on Wednesday, said Sen. Caryn Tyson, a Parker Republican and chair of the Senate tax committee. She credited Robertson for bringing common-sense legislation on property taxes to the Capitol.

Hesston Sen. Stephen Owens, a Republican on the committee and owner of a powersports business, suggested lawmakers also delete property tax on leisure aircraft. Currently, Kansas aircraft was exempted from property tax if tied to a business purpose, was more than 30 years of age or built from a kit.

“Southcentral Kansas bills itself as the air capital of the world. Was there any discussion of exempting personal-use aircraft from property taxes as well?” he said.

Robertson said he wouldn’t object to a blanket exemption for aircraft based in Kansas, and the committee was likely to consider that as an amendment to the bill.

Sen. Mary Ware, D-Wichita, said the Senate committee ought to be focused on reducing the property tax burden for lower-income Kansans rather than coming to the aid of people financially comfortable enough to afford recreational vehicles.

“We have so many people living in poverty in our state,” Ware told Robertson. “Is there any room for that in your proposal?”

Robertson said there was potential for local governments to reduce property tax levies once they no longer had to expend resources to monitor taxation of off-road trailers, motorcycles, ATVs, golf carts and comparable vehicles.

Kari Sue Vosburgh, a Republican precinct committee member in Sedgwick County, echoed Ware’s sentiment. Vosburgh said she opposed the bill because the 2025 Legislature should make it a priority to provide substantial residential property tax relief.

She said it made sense to exempt essential equipment such as motorized wheelchairs, but including luxury or recreational&nbsp; items was misguided.

“It is concerning that this bill prioritizes tax exemptions for recreational property, effectively selecting winners and losers in tax relief efforts,” she said. “While my horse trailer might qualify for exemption under SB 10, I would rather see policies that address the broader issue of high real estate taxes that can threaten homeowners’ financial stability.”

Michael Kelly, who represented Kansas chapters of the Military Officers Association of America, requested the committee amend the bill so wheeled and seated mobility devices were on the list of property tax exemptions. The idea would be to diminish the tax applicable to veterans with medical conditions that compromised their mobility, he said.

RILEY COUNTY —Law enforcement investigating an vehicle crash have made an arrest.

Just before 9:30p.m. Monday, police arrested 53-year-old Teresa Garcia, of Manhattan in the 700 block of Crestwood Drive, according to the Riley County Police Department activity report.

 Garcia was arrested on requested charges of aggravated battery- DUI, failure to stop at an accident, interference with an LEO, and driving under the influence of drugs/alcohol. 

&nbsp;Garcia met the requirement of $6,750 bond and is no longer in custody, according to the RCPD.
