Barry Flinchbaugh, a beloved figure during a 49-year career in agricultural policy at Kansas State University and in national farm politics, was inducted posthumously into the&nbsp;<a href="https://www.aghalloffame.com/">National Agriculture Hall of Fame</a>&nbsp;on Oct. 5.

Flinchbaugh, who passed away in November 2020, was represented by his wife, Cathy, during ceremonies held in Bonner Springs, Kansas.

Flinchbaugh was well known as one of the country’s leading experts on agricultural policy and agricultural economics. For more than four decades, he was a top advisor to politicians of both major political parties, including Secretaries of Agriculture, chairs of the House and Senate Agriculture committees, and numerous senators and state governors.

He was involved to some degree in every U.S. Farm Bill written since 1968 and served on many national boards, advisory groups and task forces, providing input on domestic food and agricultural policy.

“When it comes to agricultural policy in Kansas, the United States and internationally, say one word -- Flinchbaugh -- and anyone who has been involved in any way with or studied agricultural policy in the last half century knows exactly who you are talking about," said Mike Seyfert, a former Flinchbaugh student who is currently the president and Chief Executive Officer of the National Grain and Feed Association.

"Barry was not political with a capital 'P', but his fingerprints were on virtually every piece of major agricultural legislationfor a 50-year period."

Kansas Secretary of Agriculture Mike Beam called Flinchbaugh "a continuous student of the current financial status of the American farmer."

"He was a shining example of being non-partisan and fact-based when reacting to agricultural policy concepts. His authority on agricultural issues made him a trusted advisor to many people in the policy arena."

Flinchbaugh served as chair of the Commission on 21st Century Production Agriculture, which was authorized in the 1996 Federal Activities Inventory Reform (FAIR) Act, also known as the Freedom to Farm Act.

"There were leaders who loved Barry and there were some who he made mad as hell," Seyfert remembers. "But they all agreed that he was one of the brightest minds he ever met."

Since coming to Kansas State University in 1971, Flinchbaugh taught a 400-level course in agricultural policy and served as an agricultural economist for extension. He taught more than 5,000 students, and his former students include governors, members of the house and senate, staff for agricultural trade organizations, lobbyists, professors, deans, county commissioners and school board members.

He is remembered for his impactful storytelling style and his tremendous commitment to his students and those he served throughout the state. Until his death in 2020, Flinchbaugh received approximately 100 speaking invitations a year and authored 100-plus publications, including an agricultural policy textbook.

"He was one of a kind; there will never be another Barry Flinchbaugh," said Ernie Minton, the Eldon Gideon Dean of K-State's College of Agriculture. "I don't believe any incoming faculty member would be able to pull off what Barry pulled off so expertly for so many years."

Flinchbaugh was inducted into this year’s National Agriculture Hall of Fame class alongside fellow Kansan Junius Groves, who was born into slavery but built a successful farm and other other businesses near Edwardsville, Kansas in the early 1900s; and Fabiola Cabeza de Baca, a Spanish-speaking pioneer in agriculture and the cooperative extension service in New Mexico prior to her death in 1991.

Cathy Flinchbaugh said her late husband "would just love" being recognized by the Hall of Fame.

"He was so involved with agriculture that this would be the highlight of his career," she said.

The National Agricultural Center and Hall of Fame was chartered by the U.S. Congress in 1960 to serve as the national agricultural museum and memorial to farming leaders. Its mission is to provide education on the historical and present value of American agriculture, and to honor leadership in agribusiness and academia.

Beloved K-State professor Flinchbaugh honored posthumously 

MANHATTAN — The United States Economic Development Administration has selected Kansas State University's&nbsp;<a href="https://www.k-state.edu/tdi/">Technology Development Institute</a>&nbsp;for continued participation in the nationwide&nbsp;<a href="https://www.eda.gov/funding/programs/university-centers">University Center</a>&nbsp;program.As a designated University Center since 2004, the Technology Development Institute, or TDI, in the&nbsp;<a href="https://engg.k-state.edu/">Carl R. Ice College of Engineering</a>&nbsp;will continue to engage in a wide range of technology-based economic development activities across the region with partners to provide a positive economic impact for the state of Kansas."We are extremely pleased that the Economic Development Administration and the Kauffman Foundation have chosen to support our efforts to become increasingly engaged with organizations across the region to provide new levels of statewide connectivity and technology-based business development services," said Jeff Tucker, executive director of the Technology Development Institute.The $2 million University Center initiative is a five-year project sponsored by the Economic Development Administration, or EDA, with matching funds provided by the Ewing Marion Kauffman Foundation. The rivalry game between the Junction City Blue Jays and the Manhattan Indians is set for Friday night at Bishop Stadium in Manhattan.&nbsp;

Junction City is 3-2 heading into the matchup, with Manhattan's record being 4-1. Both teams have been defeated by Washburn Rural this season, with Junction City losing to the Junior Blues last week by a score of 28-7, and Manhattan lost to Rural two weeks ago by a score of 35-28.&nbsp;

Manhattan brings a high-powered offense into the game, led by quarterback Carter Aslin who has thrown for 611 yards on the year and also rushed the football for nearly 700 yards and eight touchdowns. Aslin and the Indian's offense will go up against a strong Blue Jay defense led by Michael Boganowski. Junction City has only given up two touchdowns in the past three games. (Last Friday, Washburn Rural had two special teams scores and a defensive score to go along with one offensive score.)

Manhattan has won the past two meetings, with Junction City picking up their last win in the rivalry in the 2020 season.&nbsp;

MANHATTAN —One person was injured in an accident just after 9:30a.m. Wednesday in Manhattan.

According to the Riley County Police Department activity report,&nbsp;a 2019&nbsp; Honda Odyssey driven by Paola Ames, 36, Manhattan and a 2010 Honda Pilot driven by Michael Beebe, 61, Manhattan, crashed near the intersection of Gary Avenue and North Seth Child Road in Manhattan.

Police issued Ames a citation for failure to yield the right of way at a stop sign. Beebe was issued a citation for no driver’s license. EMS also transported Ames to Via Christi for treatment of her injuries.

MANHATTAN —One person was injured in an accident just before 8p.m. Wednesday in Manhattan.

Manhattan woman injured after fall from motorcycle

SHAWNEE COUNTY—One person was injured in an accident just after 8a.m. Wednesday in Shawnee County.

The Kansas Highway Patrol reported a 2016 Ford F150 driven by Matthew Brent&nbsp;Dailey, 38, Manhattan, was eastbound on Interstate 70 one half mile west of Wanamaker.

MANHATTAN - On Saturday, October 21st and Sunday, October 22nd, Sunset Zoo will host the annual Spooktacular family trick-or-treating event.

Sunset Zoo will be open from 9:00 a.m. to 5:00 p.m. both days welcoming kids of all ages to participate in the event.

Tickets are required for entry during this event, and are granted for 2-hour windows to avoid overcrowding of the zoo.

The Sunset Zoo has been hosting Spooktacular for 32 years, combining the excitement of trick-or-treating with the exploration of the Zoo and its exhibits.

More than 20 trick-or-treat stations will be set up throughout the zoo's exhibits with a costume contest on Saturday and Sunday.

MANHATTAN —The Flint Hills Discovery Center's&nbsp;Education staff and local astronomers will host a free and safe viewing of the annular solar eclipse on Saturday, October 14 from 10 a.m. to 12&nbsp;p.m, according to a media release.

Chris Sorensen, amateur astronomer, will give a presentation in our classroom at 10 a.m. to learn what makes this type of eclipse special and how to safely view it. 

There will also be come-and-go viewing opportunities in Blue Earth Plaza anytime from 10 a.m. to 12 p.m. Solar viewing glasses will be provided, and 4.5”, 5”, and 6”&nbsp;telescopes with solar filters will be set up for observing the phenomenon.

In Manhattan, we will have an approximately 70% eclipse, and it will be at its maximum around 11:45 a.m.An annular solar eclipse&nbsp;occurs when the Moon passes between the Sun and Earth while it is at its farthest point from Earth, making the moon appear smaller than the sun which creates a “ring of fire” effect in the sky.

This rare celestial occurrence will not be visible in our area for approximately another eight years.

Discovery Center to host solar eclipse viewing

After four days of fishing, Easton Fothergill won the 2023 Bassmaster College Classic Bracket Championship at Milford Lake on Monday. 

Fothergill, a junior at the University of Montevallo, worked his way through the eight-man bracket and emerged as the winner on Monday afternoon as he caught several bass totaling 11 pounds, 13 ounces on the final day of the competition. 

As pictured above, Fothergill received a check of $7,500, a one-year lease of a Toyota Tundra truck, a one-year lease of a Nitro Bass boat, and an invitation to the 2024 Bassmaster Classic.

JCPD continues homicide investigation in death of Carson Simon

For the&nbsp;first&nbsp;time in nearly 24 months, every 1st Inf. Div. unit was present on the field for a mass&nbsp;division&nbsp;formation. A unique aspect as the&nbsp;divisions' 2nd Armored Brigade Combat Team has recently returned from a 9-month deployment to Europe, and the 1st Inf. Div. Combat Aviation Brigade prepares to deploy to support NATO Allies and partners in Europe.&nbsp;

Command Sgt. Maj. Noyes is a native of Amarillo, Texas, and a graduate of the University of Maryland. Throughout his 27-year Army career, Noyes has held numerous leadership positions in the armor and cavalry community from tank gunner to the command sergeant major of the 1st&nbsp;Infantry&nbsp;Division.

“This&nbsp;Division&nbsp;has an incredible history, and I am humbled, honored, and incredibly excited to be standing before you today as a Big Red One Soldier and your Command Sergeant Major.,” said Command Sgt. Maj. Noyes, the newly assigned 1st Inf. Fighting First Division Welcomes a New Leader

HUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall spoke to reporters on Zoom Monday morning to explain his no vote on the stopgap spending bill passed over the weekend.

"I made it very clear from the very beginning, that I would vote for no funding for Ukraine, not a single dollar for Ukraine, unless we secured the border first," Marshall said. "I said that I would not do any more of these stopgap measures that we're doing, these continuing resolutions, as well. I said I wouldn't do any more of those and I wouldn't do any big omnibuses, that I will vote against those very consistently."

Marshall wants to see budgets passed with everyone doing their homework on time. That didn't happen here.

"The Budget Act of 1974 states a very clear process, what we should do when it comes to budgeting and setting up our appropriation process," Marshall said. "It has deadlines and dates on it. It starts with the first Monday in February, that the President shall submit their budget. President Biden was a month late with that. That sets up a domino of problems and he's not alone. It's unusual for a President in the past two decades, three decades, to submit a budget on time. Then, it has dates for Congress to do its work, as well. By April 15, we should submit a budget resolution that gives us top-line numbers for the appropriations commitees to work with. Basically, Congress totally ignores that process."

There are no real consequences for missing those deadlines, at this point.

"What happens if the President doesn't submit his budget in time? There's really no recourse," Marshall said. "I'll be working with my friends to try to come up with some type of sticks, so to speak, to encourage, to basically force the President to get the budget on time and for Congress to get a budget resolution done in time, as well."

The vote passed the Senate 88-9 and funds the government for 45 days.

"I said that I would not do any more of these stopgap measures that we're doing, these continuing resolutions, as well. I said I wouldn't do any more of those and I wouldn't do any big omnibuses, that I will vote against those very consistently."Marshall wants to see budgets passed with everyone doing their homework on time. That didn't happen here."The Budget Act of 1974 states a very clear process, what we should do when it comes to budgeting and setting up our appropriation process," Marshall said. "It has deadlines and dates on it. It starts with the first Monday in February, that the President shall submit their budget. President Biden was a month late with that. That sets up a domino of problems and he's not alone. It's unusual for a President in the past two decades, three decades, to submit a budget on time. Then, it has dates for Congress to do its work, as well. By April 15, we should submit a budget resolution that gives us top-line numbers for the appropriations commitees to work with. Basically, Congress totally ignores that process."There are no real consequences for missing those deadlines, at this point."What happens if the President doesn't submit his budget in time? There's really no recourse," Marshall said. Marshall explains no vote on stopgap spending bill

Recent breakthrough may be another step toward nano uses in agriculture

And, as USDA and Kansas State University entomologists are finding out, not nearly as mighty.

The K-State researchers have published findings of a study in which they’ve tested nanomaterial – theirs is a product consisting of an agricultural waste product attached to a known antimicrobial – that is effective at killing mosquito larvae, while using far fewer insecticides in the process.

They’ve reported the breakthrough in the September issue of the American Chemical Society Omega Journal, which also features an image of their technology as one of the supplemental front covers of the month’s issue.

The work is part of the university’s larger vision to develop nanomaterial that researchers believe will not only reduce pesticide use in the environment, but also be a viable solution for many pests that affect agricultural production, such as Hessian fly, corn rootworm, grasshoppers, termites and more.

K-State’s program is funded for four years by the U.S. Department of Agriculture.

“If nanotechnology can be employed to control pests, it will greatly reduce the use of pesticides in the environment,” said Jeff Whitworth, a field crop entomologist with K-State Research and Extension. “And if researchers can find the right carriers for these nano insecticides – products that may be considered organic waste – that may also reduce the amount of organic waste.”

In the current project, K-State researchers coupled silver – a known antimicrobial – with a corn protein known as zein (pronounced zee-inn) that is typically a waste product. As mosquito larvae filter food from water, they ingest the nanomaterial containing silver.

“We found that in mosquito larvae, silver apparently gets into their mid-gut and kills the microbes that are necessary for mosquito larval well-being,” said K-State nano-entomologist Amie Norton.

The concentration of pesticide in the nanomaterial developed by the USDA/K-State team is, by far, less than what would traditionally be used to combat mosquito populations. According to Norton, K-State’s product included just 1 part per million of pesticide – a proportion similar to 1 drop of water in a 10 gallon fish tank.

She said normal concentrations of pesticide range from 10 to 32 parts per million.

“The advantage of nanotechnology is that you have a larger surface area to work with, and nanomaterials have more bioavailability of active ingredients due to their size,” Norton said. “The increased loading of pesticides onto the surface of nanomaterials and their ability to increase the bioavailability of ingredients to targeted pests results in the use of less active ingredients (pesticides), which leads to lower costs for those using these products.”

Silver is not a typical pesticide used in mosquito control, Whitworth said. Future applications are expected to include a more common pesticide – spinosad – and a growth regulator, methoprene, “so that what doesn’t kill them will keep them from growing into adults,” Norton said.

Nanoparticles are considered part of a bright new future for science and technology. By definition, a nanometer is one-billionth of a meter, so small that it cannot be detected by electronic microscopes.

For perspective, however, consider that one sheet of standard copy paper is 100,000 nanometers thick; a period at the end of this sentence is approximately 1 million nanometers. Or, one nanometer compares to a standard tennis ball in equal proportion to how that same tennis ball compares to planet Earth.

“We are just one year into this area of research,” Whitworth said. “We are looking for ways to recycle agriculture waste and convert it to something useful. It’s a step-by-step process; it takes a while and we are learning as we go.”

USDA, K-State entomologists use nanotechnology to combat mosquitos

TOPEKA — The Kansas Board of Regents deleted a quarter-billion dollars Thursday from the extraordinary budget increase sought by public state universities in an effort to prepare a politically credible higher education spending plan for consideration by Gov. Laura Kelly and the 2024 Legislature.

The heavy lift gleaned more than $270 million from budget enhancements envisioned by six universities in the fiscal year starting in July 2024. The higher education system of universities, community colleges and technical colleges was left with a $301 million proposal, with nearly half the amount viewed as one-time allocations.

The amendment process included replacement of a $150 million proposal to supercharge faculty and staff recruiting and retention at research universities in Lawrence, Manhattan and Wichita with a miniaturized $10 million initiative that wouldn’t be part of this budget request but would be sought individually through the legislative process. 

An $18 million earmark for the regional universities in Hays, Pittsburg and Emporia was sliced in half rather than discarded.

The budget outline to be submitted to the governor’s office in October would raise university spending by $30 million for building improvement or demolition, $15 million for IT cybersecurity and $7 million for rising operational expenditures. There also would be $14 million for need-based student aid, $9.5 million for student academic success initiatives and $5 million for a rural Kansas education program.

Jon Rolph, chairman of the Board of Regents and a Wichita businessman, said the board’s how-sausage-was-made vetting process involved articulation of diverse aspirational proposals and subjected to refinement by the board before inserted into the legislative arena.

“The regents had a vigorous and productive discussion about funding priorities and developed an ask focused on the most impactful projects for Kansas families and businesses,” Rolph said. “We’ve got to hold ourselves accountable. Higher education is essential to the prosperity of Kansas and its communities.”

Board members intend to submit a special request in January for restoration of $41 million in American Rescue Plan Act dollars stripped from $142 million dedicated to the proposed Wichita Biomedical Campus. It is to be operated by Wichita State University and the University of Kansas. The money for the facility was temporarily withdrawn after the 2023 Legislature redirected too many ARPA dollars to other projects.

Wint Winter, a member of the Board of Regents and a former state senator from Lawrence, said the unprioritized $570 million spending hike offered by the 32 public universities, community colleges and technical colleges for review by the board would be dead on arrival at the Capitol if forwarded without revision.

“I can tell you that many people in the Legislature would look at that and say, ‘What are they thinking?'” Winter said. “I’m concerned that we’re not doing our job by sending over a budget that is $570 million without any indication from us about which of these items are the most important.”

“Most, if not all of that request, would be dismissed. Our advocacy is muted if we send over a budget request that we know is nowhere close to being that which will be funded,” he said.

State lawmakers appropriated slightly more than $1 billion in the current year’s higher education budget. The Republican-led Legislature and the Democratic governor embraced a $220 million increase in spending for higher education. In the previous budget year, the increase in state aid was $162 million. Both were adopted during a period in which the state treasury was flush with surplus tax revenue.

Ken Hush, president of Emporia State University, pleaded with the Board of Regents not to discard the $18 million sought by Fort Hays State University, Pittsburg State University and ESU to deal with financial problems associated with stagnant or declining enrollment. PSU president Dan Shipp urged the board to submit a request for $9 million in the upcoming year and seek a second installment of $9 million in the subsequent year for the three universities.

“This is about stabilization,” said Hush, who faces a deep enrollment drop at ESU tied to controversial realignment of academic programs. “Enrollment is declining nationwide. We’ve all talked about it. This is truly about stabilization and the initiatives that we need.”

Hush did win endorsement by the Board of Regents for three budget requests valued at $17 million, with more than half that total tied to state assistance repaying loans for housing and other obligations that no longer could be repaid through fee assessments.

The Board of Regents endorsed funding for the state’s two-year colleges: $14.3 million for business and industry apprenticeships, $10.5 million for technical college operating grants, $6.5 million for IT cybersecurity, $5 million for state aid of technical education capital projects.

Ethan Erickson, vice president for administration and finance at Kansas State University, received approval from the board for $25 million to support new or renovated buildings that would be tied to an agriculture innovation center dedicated to beef, dairy and grain science research and instruction. This appropriation would be set up as a one-to-one match from the private sector. The land-grant university has identified $133 million for the agricultural development project budgeted at $208 million, he said.

Kansas State earned support from the Board of Regents for $5 million in state tax dollars to create a water research institute to tackle quality and quantity challenges. The institute would delve into water scarcity as well as food production and urban planning for benefit of the state, he said.

“We have to do this,” said Marshall Stewart, a senior vice president at KSU. “It’s a top priority for the state of Kansas.”

KU was granted approval for $75 million in state funding for construction of a new regional cancer research and clinical treatment facility on the medical center campus in Kansas City, Kansas. The funding would be matched by private foundations that have expressed interest in supporting the cancer center project, said KU chancellor Doug Girod.

“We believe we’ve got some champions in the Legislature to carry the water on this one,” Girod said.

The cancer center project could cost as much as $500 million, a Board of Regents document said. In June, KU announced a $100 million donation from the Sunderland Foundation and allocation of $43 million in federal funding for the state-of-the-art facility.

Wichita State convinced the Board of Regents to endorse a $5 million appeal for support of student retention and workforce development through creation of workplace learning opportunities with businesses that go beyond a traditional internship. WSU officials had sought $10 million for this item.

“I think we should be investing in things that we already know is working,” said WSU president Rick Muma.

Fort Hays State would gain access to $15 million for a nursing workforce development facility for benefit of western Kansas.

Meanwhile, Pittsburg State would receive $5 million in state support to improve science laboratories on campus. The proposal also would collaborate with the Kansas Bureau of Investigation on construction of a criminology center on the campus in southeast Kansas. The specific budget request by the KBI for the center hasn’t been made public. In 2015, KBI opened a $55 million forensic science laboratory and classroom facility at Washburn University in Topeka.
