Riley County Arrest Report September 30

Not all Kansas wildfires make headline news, so it may come as a surprise to many that the Sunflower State reported more than 8,000 wildfires in 2022.

Eight…thousand…fires. As in, about 3,000 more than the state’s yearly average.

Drought in much of Kansas is partly to blame for 2022’s bump in wildfires, but Kansas Forest Service fire management officer Mark Neely said many other factors contribute to heightened risk of fire.

“The landscape is changing and land management practices are changing; the vegetation that is out there is changing,” Neely said. “Dry conditions certainly heighten our risk, but other factors that contribute to fire risk include keeping your property maintained, mowing your yard, cleaning gutters and beds of leaves and not stacking firewood directly next to your house.”

Neely said the Kansas Forest Service has led an effort to build a&nbsp;<a href="https://www.kansasforests.org/fire_management/wrap.html">Wildfire Risk Assessment tool</a>&nbsp;to help Kansans protect their life and property. Darci Paull, a geographic information systems analyst with KFS, has spent much of the last half-decade building the free, online tool.

“The Wildfire Risk Assessment tool can be used by anybody, from a single occupancy landowner to community leaders, fire chiefs, emergency managers…and many others,” Paull said. “It will allow all of these people to assess the fire risk in their realm of responsibility.”

She calls it “an awesome tool to give to Kansans.”

“You know, you spend a lot of time on something and you wonder how people are going to use it,” Paull said. “It is neat for me to be able to hand it to a landowner, someone who doesn’t know anything about wildfire or GIS, and by putting in their address, they will know their wildfire risk.”

She added that users of the tool can print a report detailing the risk, and how to mitigate it.

“If you are a landowner with a lot of land, or an emergency management professional or even a firefighter, you can go into an advanced viewer…choose a fire district or county and create a bigger report,” Paull said. “We have 34 datasets that go into this tool, so they can find more data that may be overwhelming for the average landowner, but would mean so much more to people that are making community decisions."

Neely adds: “The one thing about Kansas is that fire will happen. This is not in any way going to eliminate wildfires in the state. This is our way of helping Kansans become more resilient toward naturally occurring fires that threaten homes or property or livestock.”

The Kansas Forest Service has scheduled two training sessions to help community leaders and others understand more fully how the Wildfire Risk Assessment tool can be used for wildfire community planning. The first session is Oct. 10 in Wichita, and the second will take place Oct. 12 in Manhattan.

VA provides Veterans with field guide to looming government shutdown

The 17th Annual Touch-A-Truck program sponsored by the Dorothy Bramlage Public Library will be held on Saturday, October 7th from 10 a.m. to noon in the parking lot in front of the shopping area that includes Planet Fitness, 437 East Chestnut Street. Here families can get an up-close look at a host of working and recreational vehicles and indulge their fascination with “things that go.”

The vehicles featured in Touch-A-Truck Day will run the gamut from small to large including commercial and industrial equipment. They will be furnished by multiple sponsors including: Fort Riley, Junction City Police and Fire Departments, Geary County Rural Fire, Geary Grain, Adams Farms, Carlyon and Sons, and more. New this year will be the addition of at least one helicopter and a drone.

The vehicles featured in the exhibit along with many others are also the topics of a number of books shelved in the juvenile nonfiction collection in the Young People’s Section of the library. This includes titles on ambulances, police cars, big rigs, airplanes, helicopters, tow trucks, buses, muscle cars, and more. These titles are important to young readers who may not enjoy fiction but can still develop their love of reading through nonfiction titles about topics that match their interests.

Touch-A-Truck event sponsored by Bramlage Public Library Oct. 7

UPDATE: The location for the Saturday morning send-off has been changed. The event has been moved to the area of the Cove Bar &amp; Grill Patio.

The Bassmaster College Classic Bracket Championship will occur this weekend at Milford Lake. The top eight college anglers will compete in the fishing tournament from September 29-October 2. 

The winner will receive a one-year lease of a Toyota Tundra truck and Nitro Bass boat, in addition to $7,500 and entry into the 2024 Bassmaster Classic. 

 Community organizations of the Geary County Convention and Visitors Bureau, Junction City Main Street, and the Farnum Creek Acorns Resort invite community members and families to attend a send-off early Saturday morning to welcome the college anglers.

The send-off will be at the Farnum Creek boat ramp. All individuals attending the send-off are encouraged to show up by 6:45 a.m. Signs are encouraged to welcome all the anglers and their families. 

The event will be broadcast nationally by Fox Sports 1 and bassmaster.com.

🎙: Little Apple Bites: Plate Full of Flaming Hot Cheetos

MORRIS COUNTY —Law enforcement authorities are investigating a suspect on drug allegations

Just after 9p.m. September 25, police&nbsp;received reports of a potential drug distribition in the area of 956 K Avenue in Council Grove, according to a media release.

Police obtained a search warrant and with the assistance of the&nbsp;&nbsp;Morris Co. Sheriff’s Office established a perimeter around the home.

As officers conducted surveillance in the area, multiple gunshots were fired from the property. A Special Response Team from Junction City&nbsp; was called to assist in the arrest of 42-year-old Jacob T.L. Hutchinson of Council Grove. He is in custody on requested charges of&nbsp; possession of methamphetamine with intent to distribute, aggravated child endangerment and possession of drug paraphernalia. He was booked into the Lyon County Jail.

Shots fired during drug bust at Kansas home

Wheat Streak Mosaic Virus is a devastating disease in Kansas, and volunteer wheat in your field and all surrounding fields must be removed prior to planting. As farmers are currently drilling winter wheat across the state, be a good neighbor and control volunteer wheat.&nbsp;An infected field can impact thousands of acres in immediate proximity, depending on environmental factors.

The drought over the previous years, combined with multiple issues during harvest, have created conditions that make wheat streak mosaic and related diseases an increased threat this year. Abandoned wheat, weedy patches that weren’t harvested and hail-shattered fields all favor an increased incidence of volunteer wheat.

Wheat streak mosaic virus (WSMV) causes considerable damage to the Kansas wheat crop each year, primarily in the western portion of the state. In 2017, this disease caused a conservative $76.8 million in direct losses to wheat farmers, a loss of 19.2 million bushels of wheat. The 2017 loss was a 5.6 percent yield loss, up from an average 1.5 percent loss. For the past couple growing seasons, however, tests determine the disease showed up not only in western Kansas but also in central Kansas.

Wheat curl mites that spread WSMV and other diseases survive the summer on volunteer wheat and certain other grasses. As those plants die off, the wheat curl mites leave in search of new plants to feed on. Early planted wheat is likely to become infested and thus become infected with wheat streak mosaic virus, high plains virus and Triticum mosaic virus. The wheat curl mites are moved by wind and can be carried a mile or more before dying, so if wheat is planted early, make sure all volunteer wheat within a mile is completely dead at least two weeks before planting. For growers considering planting early, a good management consideration would be to select wheat varieties with resistance to the wheat streak mosaic virus and/or tolerance to the wheat curl mite, especially in the western portions of the state.

We must work together to stop the spread of wheat streak mosaic virus and related diseases. There are no effective ways to treat, so the only way to stop it is to prevent it through one or more of the following ways.

The best way to prevent the spread of the wheat streak mosaic virus is to remove volunteer wheat and other grassy weeds. Volunteer wheat must be completely dead and dry for two weeks before planting a new wheat crop. Volunteer wheat and other grassy weeds can be removed with herbicides or tillage, but it’s absolutely essential to allow time for herbicides to work.

Avoid early planting; plant after the best pest management planting date, or BPMP (formerly known as the “Hessian fly-free”) date. As farmers are currently drilling winter wheat across the state, be a good neighbor and control volunteer wheat.&nbsp;An infected field can impact thousands of acres in immediate proximity, depending on environmental factors.The drought over the previous years, combined with multiple issues during harvest, have created conditions that make wheat streak mosaic and related diseases an increased threat this year. Abandoned wheat, weedy patches that weren’t harvested and hail-shattered fields all favor an increased incidence of volunteer wheat.Wheat streak mosaic virus (WSMV) causes considerable damage to the Kansas wheat crop each year, primarily in the western portion of the state. In 2017, this disease caused a conservative $76.8 million in direct losses to wheat farmers, a loss of 19.2 million bushels of wheat. The 2017 loss was a 5.6 percent yield loss, up from an average 1.5 percent loss. For the past couple growing seasons, however, tests determine the disease showed up not only in western Kansas but also in central Kansas.Wheat curl mites that spread WSMV and other diseases survive the summer on volunteer wheat and certain other grasses. As those plants die off, the wheat curl mites leave in search of new plants to feed on. Early planted wheat is likely to become infested and thus become infected with wheat streak mosaic virus, high plains virus and Triticum mosaic virus. The wheat curl mites are moved by wind and can be carried a mile or more before dying, so if wheat is planted early, make sure all volunteer wheat within a mile is completely dead at least two weeks before planting. RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged child sex crimes.

On Wednesday, police&nbsp;filed a report for sexual exploitation of a child in Manhattan, according to the Riley County Police Department activity report.

 Mitchell Simmons, 38, of Manhattan was arrested on requested charges of of sexual exploitation of a child; possess media of a child &lt; 18 and breach of privacy; install/use concealed camcorder without consent. 

Simmons was issued no bond and was confined in the Riley County Jail at the time of this report. Police released no additional details about the alleged crime.

Just after 11p.m. Wednesday, officers filed a report for disorderly conduct and public nudity in the 1100 block of Moro Street in Manhattan, according to the Riley County Police Department report.

 Officers listed a 41-year-old male as the suspect when it was reported he was acting aggressive, belligerent, and pulled his pants down in public. 

Benjamin Lewis, 41, of Manhattan was arrested in connection on requested charges of nudity in a public place and disorderly conduct. Lewis was issued a total bond of $500 and was still in custody early Thursday, according to the RCPD.

MISSING: RCPD reports 17-year-old female missing from MHK

MANHATTAN - For the first time since May 2023, an American Airlines flight landed at Manhattan Regional Airport.

The flight was the first commercial flight to land on the newly reconstructed runway.

On Monday, September 25th, American Airlines flight landed at Manhattan Regional Airport and was greeted with a water cannon salute by the Manhattan Fire Department.

“We are extremely excited to be able to reopen Manhattan Regional Airport to full service and put the runway construction project behind us,” said Manhattan Regional Airport Director Brandon Keazer.

Travelers received 'swag bags' on Monday from the airport to celebrate the reopening of the runway.

Manhattan Regional Airport will provide 25 days of free parking in recognition of the 25-day construction delay. The duration of this free parking promotion will be from&nbsp;September 25 through October 19, 2023.

First American Airline flight landed on new runway at FlyMHK on Monday

MANHATTAN - On September 26th, just before 10:00 p.m., officers with the Riley County Police Department were called to the 1000 block of Quivira Circle on the report of a 21-year-old delivery driver being tackled by an unknown suspect.

When officers arrived in the area, they began searching for the suspect. Officers remained on scene, and hours later the man returned and initially fled from officers.

With assistance from RCPD K9, Monster, officers were able to track the suspect to the 1800 Block of Hunting Avenue, where he was taken into custody without incident.

Twenty-one year old, Landen Bearce of Manhattan, was arrested on probable cause offenses of attempted robbery x2 and interference with law enforcement officers.

Officers also filed a report for attempted robbery in the 1800 block of Hunting Avenue when a 21-year-old male delivery driver reported an unknown suspect attempted to forcefully take items from him while delivering food.

Bearce was issued a total bond of $50,000 and was confined at the time RCPD released this report.

Fort Riley’s Fall Apple Day Festival returns this Saturday from 9 a.m. to 4 p.m. The festival, which is free and open to the public, is the largest annual event at Fort Riley and serves as the military installation’s open house.

Fort Riley’s Fall Apple Day Festival set for Saturday

MANHATTAN — Delve into the world of artificial intelligence to better understand the rising technology and its use in education at a free symposium Oct. 16-18 presented by Kansas State University and the Manhattan Public Library.

The three-day symposium, "<a href="https://lib.k-state.edu/technology/ai-and-libraries/ai-symposium/">AI and the Future: Exploring the Intersection of Language(s), Science and Ethics</a>," features three keynote presentations and a variety of panels, lightning talks and hands-on workshops.

The event will be held at K-State's&nbsp;<a href="https://lib.k-state.edu/libraries-hours/hale-library/">Hale Library</a>, with two sessions at Manhattan Public Library, 629 Poyntz Ave. Session times, locations and RSVP links are available on the symposium webpage.

The keynote speakers are Alessandro Oltramari, senior research scientist at Bosch Research; Leilani Gilpin, assistant professor in computer science and engineering at the University of California Santa Cruz; Alberto Chimal, writer and professor of creative writing; and Raquel Castro, writer, journalist and cultural promoter.

The hands-on workshops include "Research with AI," "Experience AI Image Generation," "Copyright &amp; AI: Do You Agree to the Terms and Conditions?," "Language Teaching in the Age of AI," "Experience AI Text Generation," and "Technical Writing—Resumes, Cover Letters and More with ChatGPT."

K-State's philosophy department will host a panel about ethics, and the Manhattan Public Library will host a Community Conversation, paneled by scholars in AI, computer science, philosophy and more. K-State's computer science and English departments will also host lightning talks.

Symposium collaborators include K-State's modern languages and computer science departments, the Center for Artificial Intelligence and Data Science in the Carl R. Ice College of Engineering, K-State Libraries and the Manhattan Public Library, with support from the Manhattan Chamber of Commerce.

"If we don't plan, with the increasing costs of college, it starts to take options off the table," said Kansas State Treasurer Steven Johnson. "We want to help Kansas families to prepare, so that whatever the best education route for their student is, it is something they are able to do, that they don't have to rely on debt. Just in Kansas, student debt tops $12 billion. The average student is $32,000 in debt. We don't want that to have to be the central cornerstone, where someone is starting out with that liability. This is just a great way to plan ahead."

Money from a 529 plan can be used for more than just traditional college tuition.

"While it is college savings month and we want to celebrate that, with the 529 plan, it can now be used for K-12 tuition," Johnson said. "It can be used for tuition or tools at vocational school. My nephew worked with diesel mechanic school. You could use that to buy those tools that are required to get through that program and actually be set up for the beginning of your career, all the way through graduate school. Whatever those expenses are, that's what that account is geared to fund."

State Treasurer highlights 529 program during college savings month

Former Junction City Blue Jay running back DJ Giddens picked up national awards following his historic performance on Saturday night for the Kansas State Wildcats.

Giddens, who graduated from Junction City High School, rushed the football for 207 yards and four touchdowns on Saturday night at Bill Snyder Family Stadium. Per K-State Athletics, it was the first time in school history that a player rushed the ball for 200 yards and scored four touchdowns in a single game. He also caught eight passes for 86 yards. Giddens was named the Big 12 Offensive Player of the Week and the Doak Walker National Running Back of the Week.

The Wildcats are currently 3-1 on the season and are off this weekend before traveling to Stillwater next Friday (October 6) to take on the Oklahoma State Cowboys.

RILEY COUNTY —Law enforcement authorities are investigating a registered sex offender for alleged sex crimes in Manhattan.

Just after 9:30p.m. Monday, police arrested 24-year-old Nicholas A. Seeman of Lincoln Nebraska&nbsp; on a Riley County District Court warrant&nbsp; for multiple alleged sex crimes, according to the Riley County Police Department activity report.

He is being held on a $300,000 bond on requested charges that include rape; Offender is 18 or older and victim is &lt; 14, aggravated indecent liberties w child; Offender =&gt;18 fondle child &lt;14; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; sexual exploitation of child; offender&gt;18 employment of child&lt;14; indecent solicitation of a child; Sex act with a child &gt;14&lt;16; aggravated indecent liberties w/ child; Intercourse with child 14 &lt; 16 YOA; criminal sodomy; With a child &gt;14 YOA and &lt;16; sexual exploitation of a child; employment of child&lt;18 and aggravated indecent liberties w/ child; Fondling a child 14&lt;16 YOA

The crimes were reported to RCPD in March 2023.&nbsp; &nbsp;Seeman was convicted of sexual assault and has been listed as a registered sex offender since September of 2022, according to the Nebraska sex offender registry.

Sex offender jailed in Manhattan for multiple alleged sex crimes

FORT RILEY -&nbsp;Geary County Schools USD 475 hosted a ribbon cutting ceremony for its brand-new state-of-the-art Morris Hill Elementary School on Friday.

“Today was a monumental moment as we are opening up this beautiful new building,” said Melisa Burgess, Morris Hill Elementary principal. “It’s wonderful to see this come to light and I’m so excited for our students and staff to be able to have the open collaborative space they need to be able to learn and grow.”

During the ceremony attendees heard remarks from Dr. Reginald Eggleston, USD 475 Superintendent, Colonel Terry R. Tillis, Deputy Commanding Officer – Maneuver of the First Infantry Division, David Jones, OLDCC Project Manager, Kristy Haden, USD 475 Board of Education President, and Morris Hill Elementary principal Melisa Burgess. A special thanks to the Junction City High School JROTC and Morris Hill Elementary choir for the posting of colors and singing of songs, respectively, as well.

Following the ceremony, guests and media members were able to take a tour of the facility.

Morris Hill officially opened this school year and is located at 4722 Normandy Drive on Fort Riley. The new state-of-the-art building, which combines the former Jefferson Elementary and Morris Hill Elementary schools, will eventually accommodate 590 students and be 99,000 square feet. &nbsp;

Students are now able to enjoy collaboration areas in each grade level, as well as a separate gymnasium, cafeteria, library/media center, and specific art/science classrooms.

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann headed to Washington D.C. on Tuesday with a lot of uncertainty about the final resolution of the budget process and the looming end of the federal fiscal year.

"If these four bills that are going to come up, combined with what's already been done, go through, this would account for almost 75% of federal spending," Mann said. "Some cuts have been made, some serious reductions in certain areas, if these bills, as proposed, pass. There will be a slew of amendments. We have a very busy week."

Even if the House passes the bills through it plans to vote on, the Senate would still have to agree to the language, otherwise, it would be quite difficult to get the process completed in just a week's time and some sort of stopgap measure would likely have to be passed to avoid a government shutdown.

"We're $33 trillion in debt," Mann said. "Washington, in my view, spends too much and borrows too much. Get those bills done and then we will see if there is a willingness or the votes are there for some kind of a stopgap spending bill, which I would like to tie to securing our border, or something like that."

Mann doesn't believe that there is any serious threat to House Speaker Kevin McCarthy at this point.

"I don't hear rumblings of any serious notion that he would not continue to be the Speaker," Mann said. "We've got to get back to Washington D.C., have a lot of these votes, have a lot of these conversations and get things figured out with the government spending and let's see where it goes, but I don't see that changing."

The federal fiscal year ends at the end of the day on Sept. 30.

Mann said budget picture is unclear heading into final week

TOPEKA&nbsp;– Governor Laura Kelly, alongside the Kansas Infrastructure Hub, announced the launch of the Build Kansas Fund, which provides state matching dollars to Kansas communities for infrastructure projects approved under the Bipartisan Infrastructure Law.&nbsp;

The Build Kansas Fund will invest $200 million directly into Kansas communities to support projects that include water, transportation, energy, cybersecurity, and broadband through Fiscal Year 2027.&nbsp;

“The Build Kansas Fund&nbsp;makes it possible for communities&nbsp;across the state&nbsp;to seize the tremendous opportunities provided by the Bipartisan Infrastructure Law,” Kelly said. “These matching dollars empower our local leaders to forge ahead with projects that&nbsp;will grow our economy,&nbsp;connect&nbsp;people and businesses to&nbsp;high-speed internet,&nbsp;and&nbsp;build safer infrastructure&nbsp;that&nbsp;improves&nbsp;life for all Kansans.”&nbsp;

Governor Kelly announced the creation of the Kansas Infrastructure Hub in 2022 to ensure Kansas has an effective and efficient distribution of the funds received from Bipartisan Infrastructure Law. 

The Kansas Infrastructure Hub, a coordinating body comprised of representatives from the Kansas Departments of Administration, Agriculture, Commerce, Health and Environment and Transportation, along with the Kansas Corporation Commission and the Kansas Water Office, will manage the Build Kansas Fund, offering technical assistance, tracking funds, and promoting grant opportunities.&nbsp;&nbsp;

“The Kansas Infrastructure Hub has been working diligently to unite cross-sector stakeholders around Kansas’ infrastructure priorities,”&nbsp;said Calvin Reed, secretary of the Kansas Department of Transportation. “We look forward to supporting Build Kansas Fund applicants as they strive to optimize their BIL projects’ potential.”&nbsp;&nbsp;
