RILEY COUNTY—Law enforcement are investigating alleged criminal discharge of a firearm and interference with law enforcement in the 2200 block of College Avenue in Manhattan.

Just before 3a.m. Sunday, police listed a 21-year-old man and a 22-year-old man as the suspects, according to the Riley County Police Department activity report.&nbsp; It was reported shots were fired in the area. Police released no additional details.

WABAUNSEE COUNTY—Two people were injured in an accident just after 7:30p.m. Friday in Wabaunsee County.

The Kansas Highway Patrol reported a 2017 Ford Explorer driven by Leea S. Brown, 61, Morganfield, Kentuky, was westbound on Interstate 70 at the Flintview Road overpass. The SUV struck the right guard rail and the driver overcorrected. The SUV struck the left guard rail and came to rest in the passing lane.

EMS transported Brown and passenger Victoria L. Pruitt, 31, Henderson, Kentucky to Stormont Vail.&nbsp; A six-month old Kansas girl was not injured. Henderson was not wearing a seat belt, according to the KHP.

Irvine doesn't wait for signs of illness. In his business, one sickened cow or bull, if not caught in time, could mean a devastating blow to the entire herd.But through the Kansas Veterinary Diagnostic Laboratory, or KVDL, Irvine and ranchers across the state and nation have access to a whole battery of diagnostic tests that keep their animals healthy and the state's farms, communities and economy safe

"Because of the KVDL's services, we know that we're giving our customers clean, healthy bulls," said Irvine, a sixth-generation operator of&nbsp;<a target="_blank" href="https://irvineranchgenetics.com/">Irvine Ranch</a>&nbsp;in northeastern Kansas. "The lab is a great partner for us, and they enable us to do what we do well."When diseases can cross cattle pens and county, state and national lines in just a few hours, having a robust disease testing system and provider is crucial, and the KVDL, housed at Kansas State University, has served that role well for the state for several decades.

The Kansas Legislature earlier this spring appropriated $128 million to build a new state-of-the-art facility that will both expand and strengthen the Kansas Veterinary Diagnostic Laboratory's output and economic impact.

New KVDL building will be 'a crown jewel for Kansas'

The new lab facility will tentatively be built on campus grounds east of the current College of Veterinary Medicine complex. It will roughly double the 41,000 square feet of space the lab currently occupies across the north end of K-State's campus.

In addition to more efficient sample processing and capacity, the new facility will give the laboratory's staff some much-needed office space and work areas.

"We're going to be a lot more efficient," Retallick said. "By having a top-tier facility, we'll also be able to recruit and retain top-notch staff and faculty. We'll also be able to strengthen the great teamwork we already have when we can all work in the same building, instead of having to shuttle between spaces in three different campus buildings. Because of all that, we'll be able to better protect our state."

Plans for the building are still in preliminary stages, Retallick said, but construction could begin as soon as next summer, with facility completion three years later.

In the meantime, the lab is working with its partners and stakeholders to raise $2 million in private funding to support the facility's construction, in addition to the state's contributions.

But Retallick said even this early, those partners have been enthusiastic to invest in the new facility, since they and many other across Kansas have long benefitted from the laboratory's services and value.

"This will be a crown jewel for Kansans, and we're thankful and proud to have the Legislature's trust in our mission to protect the state from animal diseases," Retallick said. "We're going to continue giving this our all, doing our best for the state."

BALTIMORE (AP) — With Lamar Jackson sitting this one out, Baltimore’s passing game sputtered for 60 minutes.

The Ravens needed a few big plays on special teams to pull through.

LaJohntay Wester scored on an 87-yard punt return, fellow rookie Tyler Loop kicked a 52-yard field goal and Rasheen Ali added a long kickoff return to lift Baltimore to a 24-16 victory over the Indianapolis Colts on Thursday night.

“Obviously, what LaJohntay did was awesome,” coach John Harbaugh said. “You see Rasheen hit that kick return was good. That was big field position for us.”

Colts quarterback Anthony Richardson exited on their second offensive possession of this preseason opener with a dislocated pinky on his throwing hand. Daniel Jones relieved him, and Riley Leonard came on in the second half to guide Indianapolis to its lone touchdown.

Richardson went 2 for 3 for 21 yards in his brief outing. Jones went 10 of 21 for 144 yards, and Leonard was 12 of 24 for 92 yards with an interception.

“I made some plays on my feet, but I think I can’t rely on that. In certain situations, you have to go through your reads and trust these guys,” said Leonard, who led Notre Dame to the national title game last season. “They were getting open for me, so I just had to find them. You can’t always just use that as a bailout escape route in the NFL. That’s what I’m learning.”

Cooper Rush started for the Ravens and threw for just 16 yards. Devin Leary passed for 43. Each was intercepted once.

“We’d like to pass for more than 59 yards. I assure you,” Harbaugh said.

But the Indianapolis quarterback situation was always the more compelling aspect of this game. After leading the Colts to a field goal on their opening drive, Richardson left with&nbsp;<a href="https://apnews.com/article/indianapolis-colts-anthony-richardson-e02fee0eb74ec5adf1e780a26d16010b">an injured finger</a>&nbsp;in the middle of their second possession after being sacked by David Ojabo.

Jones came in and played the rest of the first half but could not lead the Colts to the end zone.

“Got to be ready to go. That’s part of the game,” Jones said. “Some good, some bad. Caught a rhythm there I think at points, and we were moving the ball well, executing, but a couple things here and there kept us from getting in the end zone.”

Derrick Henry joined Jackson in sitting this game out for the Ravens, but Keaton Mitchell showed he could be a useful backup for Baltimore this season. He broke away for a 23-yard run, then scored from 22 yards out two plays later to give the Ravens a 7-3 lead.

Wester, who was drafted in the sixth round this year out of Colorado, made it 14-3 with his touchdown on special teams. He apparently called his shot to some extent in practice.

“He said he was going to take one to the crib, and he did it,” Mitchell said.

Wester also contributed a 30-yard reception in the second half.

Ali added a 69-yard kickoff return late in the first half, setting up his own 2-yard TD run that gave the Ravens a 21-9 halftime lead.

Indianapolis scored in the third quarter on a 1-yard run by Khalil Herbert.

Spencer Shrader made three field goals for Indianapolis but also hit the left upright from 52 yards in the second quarter. Maddux Trujillo did not get to try a field goal but made an extra point in the second half.

Junction City's DJ Giddens makes NFL debut in preseason game

DICKINSON COUNTY—Law enforcement are investigating two suspects on multiple allegations after an arrest in Dickinson County.

On Thursday morning, police in Abilene received a FLOCK alert that a stolen vehicle from Wichita entered the city of Abilene, according to a media release.

Officers located the vehicle at the Love's Travel Center, 2322 Fair Road. As officers approached, 26-year old Daniel Natoli of Wichita exited the vehicle and ran. A short foot pursuit took place, but Natoli was arrested.

Police also arrested a passenger vehicle identified as 24-year old, Ivey Graves of Wichita.&nbsp;

Natoli is facing requested charges that could include theft, interference with Law Enforcement and criminal possession of a firearm by a convicted felon.

Graves&nbsp;is facing requested charges that could include possession of stolen property, possession of methamphetamine and possession of marijuana.

Via Christi Hospital in Manhattan has received a 4-star rating from the Centers for Medicare and Medicaid Services (CMS) 2025 Overall Hospital Quality Star Ratings. The rating evaluates quality of care, patient safety and patient experience on 46 quality measures across five domains. 

Via Christi in Manhattan earned 4 stars in both the overall rating and patient survey ratings. In the last year, the hospital has also been recognized with a 5-star rating for cleanliness from CMS, multiple consecutive "A" Hospital Safety Grades from the Leapfrog Group, and a place on Newsweek's list of America's Best-in-State Hospitals.&nbsp;&nbsp;

The Riley County Police Department announced that Joshua Kinder is the new Public Information Officer. Kinder joins RCPD after spending the last nine years in the private sector owning and operating a small business in downtown Manhattan. But his roots are in media where he spent 19 years working in the newspaper industry as a reporter and editor.&nbsp; He also attended Kansas State University and is the father of two girls.

Corporal Rachel Pate has worked side-by-side with Kinder to ensure a smooth transition. While most functions will be transitioned to Kinder over the next few weeks, Corporal Pate will be continuing to assist with the PIO Office as the Community Outreach Corporal.&nbsp;

The two-day country music festival Rock the Plains will be held at Tuttle Creek State Park Friday and Saturday. It will feature Texas red dirt country music. 

Executive Producer Brandyn Steen noted that he and the other co-founders are K-State graduates who had experienced Country Stampede which used to be located at Tuttle Creek State Park, "Wanted to bring back an environment where those memories could be made."

Some of the scheduled performers include Kaitlin Butts, Braxton Keith, Aaron Watson, the Randy Rogers Band, Clay Aery, Pat Green, the Josh Abbott Band and Casey Donahew.

Tickets are available at ticket booths on both sides of the festival entrances or online. A few camping spots remain. Ticket prices are $80 for a single day or $135 for two days.

RILEY COUNTY—One person was injured in an accident just after 7:30a.m. Tuesday in Riley County.

According to the Riley County Police Department activity report, a 2012 Chevy Silverado driven by Ysidoro Martinez Arguello, 55, of Manhattan was traveling&nbsp;in the 400 Block of Levee Drive. The pickup struck a 2015 Harley Davidson Motorcycle driven by Donald Taylor, 71, of Manhattan.&nbsp;

LifeStar transported Taylor to KU Medical Center for treatment of major injuries. Arguello was issued a citation for inattentive driving, no proof of insurance and no proof of driver’s license

The Trump administration has taken its first step toward restricting access to abortions for veterans who are covered by the U.S. Department of Veterans Affairs’ medical benefits, reversing a<a href="https://www.govinfo.gov/content/pkg/FR-2022-09-09/html/2022-19239.htm" target="_blank">&nbsp;2022 rule</a>.

Former Democratic President Joe Biden’s administration enacted the rule following the U.S. Supreme Court’s Dobbs decision, which ended federally protected access to abortion. More than a dozen states implemented abortion bans after that decision, and the policy was meant to preserve access to abortion for veterans in certain circumstances, regardless of where they lived. Veterans Affairs medical centers were allowed to provide abortions in cases of rape or incest, and when the life or health of the pregnant person was in jeopardy. Counseling about abortion was also permitted.

Under the proposal, nearly all abortions, except those to save a patient’s life, would be banned at U.S. Department of Veterans Affairs hospitals and would no longer be covered by VA medical benefits.

In<a href="https://www.guttmacher.org/state-policy/explore/state-policies-abortion-bans" target="_blank">&nbsp;eight states with abortion bans</a>, there are no rape or incest exceptions, including Texas, Alabama and Oklahoma, according to the Guttmacher Institute. Five states with bans also don’t have an exception in cases where the pregnant person’s health is at risk, only to save their life.

The rule also applies to recipients of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), which provides coverage to veterans’ families, including children, along with caregivers of veterans.

Officials&nbsp;<a href="https://www.federalregister.gov/documents/2025/08/04/2025-14687/reproductive-health-services#page-36416" target="_blank">wrote in the proposal</a>&nbsp;that the 2022 policy was enacted because the administration expected increased “demand” for abortion services, but the rule cited abortion bans in several states that created an environment of uncertainty for veterans who might need care.

The Department of Veterans Affairs provided 88 abortions in the first year after the rule went into place, 64 of which were performed because of a threat to the pregnant person’s health, according to VA data<a href="https://www.military.com/daily-news/2023/10/19/va-says-it-performed-88-abortions-past-year-congress-again-threatens-subpoenas-pursuit-of-more.html" target="_blank">&nbsp;reported by Military.com</a>.

Rescinding the rule was a directive in Project 2025, the blueprint document published by the conservative Heritage Foundation and co-authored by anti-abortion organizations such as Susan B. Anthony Pro-Life America. The first of what the document calls “needed reforms” calls for rescinding all department clinical policy directives that are “contrary to principles of conservative governance, starting with abortion services and gender reassignment surgery.”

“Neither aligns with service-connected conditions that would warrant VA’s providing this type of clinical care,” the Project 2025 document reads.

U.S. law already mandates that federal funding cannot be used for abortions except in cases of rape, incest and in certain medical circumstances. The administration argues the 2022 rule violated the “bright line between elective abortion and health care services” and should return to a policy that only allows abortion care to save the pregnant person’s life. Counseling about abortion options would no longer be permitted.

“Taken together, claims in the prior administrations rule that abortions throughout pregnancy are needed to save the lives of pregnant women are incorrect,” officials wrote in the proposed rule description. “Prior to September 9, 2022, abortions and abortion counseling were excluded from the medical benefits package, with no exceptions.”

According to estimates from nonprofit National Partnership for Women and Families, more than 400,000 women veterans lived in states that already had an abortion ban in place or were likely to ban it in 2023. That figure represents more than half of the women veterans in the country.
