Riley County Arrest Report November 14

WABAUNSEE COUNTY —One person died in an accident just after 1:30p.m. Wednesday in Wabaunsee County.

The Kansas Highway Patrol reported a 2009 Chevy Silverado driven by&nbsp; Damon Michael&nbsp; Welsh, 20, Manhattan, was southbound on Kansas 99 just north of&nbsp;North of Antelope Creek Road.

&nbsp;The pickup traveled left of center and collided with a northbound 2010 Honda CR-V driven by John W. Long, 69, Wamego, in the northbound lane. After impact both vehicles became disabled in the east ditch.

EMS transported Long to the Wamego Health Center where he was pronounced deceased.&nbsp; EMS transported Welsh to Stormont Vail. Both drivers were properly restrained, according to the KHP.

The organization’s annual meeting&nbsp;will begin&nbsp;Saturday evening with KFB’s Foundations’ Fundraiser, A Night in Vegas, which benefits the End Hunger Program to address food insecurity in Kansas. The doors open for all at 5:45 p.m. at the Hilton Garden Inn, with the event starting promptly at 6 p.m.

On Sunday, informational workshops, tradeshow vendors and a silent auction will be open to attendees. Workshop topics include technology in agriculture, biosecurity, succession planning, mental health and more. Kansas Farm Bureau to hold 106th annual meeting in Manhattan Dec. 7-9

TOPEKA&nbsp;– The Kansas Department for Children and Families (DCF) has announced that Kansans needing assistance with winter&nbsp;energy&nbsp;bills&nbsp;will be able to begin applying for its Low Income&nbsp;Energy&nbsp;Assistance Program (LIEAP) Monday, Nov. 18.&nbsp;Applications will be accepted until 5 p.m. March 31, 2025.

“Kansas winters can be harsh and unpredictable. When temperatures fall, heating&nbsp;bills&nbsp;rise. By opening the LIEAP application period in mid-November, we’re hoping families will have the help they need to cover those higher heating&nbsp;bills&nbsp;and stay warm in their homes,” said DCF Secretary Laura Howard.

LIEAP provides a one-time per year benefit to help qualifying households pay winter heating costs, whether the home is heated with electricity, natural gas, propane, or other home heating fuels. In 2024, over 40,000 Kansas households received an average benefit of $645.

To qualify, households must have an adult at the address responsible for the home's heating costs. Applicants must be at or below 150% of the federal poverty level.&nbsp;The level of benefit received varies according to household income, number of people living in the home, type of residence, type of heating fuel, and utility rates.

DCF and partnering&nbsp;energy&nbsp;companies are planning in-person events to help Kansans submit their LIEAP applications. The Kansas State Board of Healing Arts is issuing an important notice to former patients of Herington Municipal Hospital, Herington Hospital Clinic (Herington location), Herington Hospital Clinic (Junction City location), and the Hillsboro Health Care Clinic.

There has been a change involving the leadership at the Geary County Convention &amp; Visitor's Bureau.

Commissioner Alex Tyson confirmed Wednesday morning that following an executive session on Tuesday, CVB Director Donna Price is no longer with the County. He did not elaborate on details.

Price has served as CVB Director for approximately three years. After learning that she would no longer be employed by the County, Price said that it's a great time for her to go back into retirement, and to spend more time together with her husband as empty nesters.

Attempts have been made to contact Geary County Commissioners Trish Giordano and Keith Ascher but they have not yet been reached.

Just before 7a.m. Tuesday, officers filed a report of giving a worthless check and computer crimes in the 12000 block of Madison Road in Riley, according to the Riley County Police Department activity report.

&nbsp;Kansas State Bank reported a known subject passed fraudulent checks on three separate occasions. Total loss associated with this report is $3,037.

Just after noon Thursday police arrested 28-year-old Michael Steere of Manhattan in the 1000 block of S. Seth Child Road. &nbsp;Steere is being held on a $6,000 bond on requested charges of identity theft and computer unlawful acts, according to the Riley County Police Department activity report.

The Kansas Highway Patrol reported an unknown vehicle was westbound on Interstate 70 near the U.S. 77 exit.&nbsp; The vehicle, described as possibly a Nissan, rear-ended a 2005 Dodge Neon driven by 38-year-old Christina L. Murphy of Junction City.&nbsp; After impact the Dodge traveled off the road and struck a tree.

Junction City woman injured after I-70 hit-and-run crash

&nbsp; MANHATTAN —&nbsp;Kansas State University officials say a multimillion-dollar award from the&nbsp;<a target="_blank" href="https://www.usaid.gov/">U.S. Agency for International Development</a>&nbsp;will support work by researchers on multiple continents to make agriculture more resilient to varying management practices, climates and extreme weather events.

The university was selected as the management entity for the Climate Resilient Sustainable Intensification Innovation Lab, or&nbsp;CRSIIL,&nbsp;as part of&nbsp;USAID's&nbsp;<a target="_blank" href="https://www.usaid.gov/feed-the-future">Feed the Future</a>&nbsp;program, with funding of up to $50 million over the next five years.

Feed the Future Deputy Coordinator for Development Dina Esposito announced the award during the recent World Food Prize in Des Moines, Iowa.

"The Feed the Future innovation lab network, including these newly funded labs, will advance technology development and draw on the expertise of top U.S. universities and host country research institutions to tackle some of the world's greatest challenges in agriculture and food security,"&nbsp;said Esposito, who is also assistant to the administrator for the Bureau for Resilience, Environment, and Food Security at&nbsp;USAID.

She added:&nbsp;"The Climate Resilient Sustainable Intensification lab led by Kansas State University will conduct research to develop and adapt technologies that increase agricultural productivity on less land with fewer environmental tradeoffs.

"Vara Prasad, the lab's director,&nbsp;university&nbsp;distinguished&nbsp;professor and the R.O. Kruse&nbsp;endowed&nbsp;professor in K-State's&nbsp;agronomy department, said the new project continues the work managed&nbsp;during&nbsp;the past 10 years by&nbsp;<a target="_blank" href="https://www.k-state.edu/siil/">K-State's Sustainable Intensification Innovation Lab, or SIIL,</a>&nbsp;a $75 million project that he also led. The new project, he said, includes an emphasis on climate resilience in crops.

Sustainable intensification is a term that represents researchers'&nbsp;work to develop methods and technologies that increase agricultural yields without negative environmental impacts, or cultivating more land.

Funding for the previous SIIL ended earlier this year. The new award is for five years, at which time Prasad said it could be renewed for an additional $50 million and five years, based on the progress and availability of funds. All told, K-State's support from&nbsp;USAID&nbsp;to study sustainable intensification over a 20-year period could top $175 million.

"I think what this new award shows is&nbsp;USAID's trust in Kansas State University, as well as our commitment to our program and what we are capable of doing,"&nbsp;Prasad said.

K-State will lead a project with partners in eight countries: Cambodia, Bangladesh, Ethiopia, Tanzania, Senegal, Ghana, Guatemala and Honduras.&nbsp;Prasad said work in these countries&nbsp;will serve&nbsp;as&nbsp;"test beds"&nbsp;for discoveries that can be applied around the world, including Kansas and the United States.

The partnership includes forming a Digital and Decision Agriculture consortium to develop improved tools to assist farmers in the U.S. and partner countries,&nbsp;"to become more efficient, productive, profitable and equitable,"&nbsp;according to Prasad.

He said American and international researchers don't need to look any further than Kansas to see the value of this work. The state's agricultural economy thrives despite a wide range of variables between the eastern and western borders, including temperature, rainfall, soil, weather and more.

"When it comes to resilience in farming, Kansas is the place,"&nbsp;Prasad said.&nbsp;"So what we learn from other countries is going to be extremely valuable for Kansas and other places around the country and world."

Prasad, who led the successful application to land the multimillion-dollar award, said he received key support from SIIL, including&nbsp;Jan Middendorf,&nbsp;associate&nbsp;director,&nbsp;Beth Guertal,&nbsp;research&nbsp;director,&nbsp;and Ignacio Ciampitti,&nbsp;agronomy professor; as well as support staff members Jessica Means, Kinzey Cott, Layne Davis, Emma Flemmig, Araya Berhe and Dawn Caldwell.

Nina Lilja, associate dean for international programs in K-State's College of Agriculture, also provided key support, he said.

According to Prasad, the team's past work with SIIL over the last 10 years&nbsp;—&nbsp;in combination with U.S. and foreign partners&nbsp;—&nbsp;supported as many as 120 organizations, 150 researchers, 275 students and 40,000 farmers. The indirect impact will be much larger than that.

But, Prasad added,&nbsp;"it's not about the numbers."

"This work is about individuals, meaning lives and livelihoods,"&nbsp;he said.&nbsp;"Imagine these 275 students five years from now, or 10 years from now, and how many lives they are going to touch. More importantly, when somebody's life changes because of work you do, you can't put an economic value on that."

"That's why I’m very passionate about doing this work. If it was just about numbers, we could reach those numbers, but it's not just a check mark for us. We want to make a positive impact, change the lives of people and then make sure it's done right so that they also develop the passion to help others."

K-State's work through CRSIIL begins this fall and will continue through 2029.&nbsp;&nbsp;

K-State selected for multimillion-dollar project on climate resilience 

RILEY COUNTY —Law enforcement are investigating a Kansas felon in connection with a series of burglaries.

Just before 11:30p.m. November 7, officers responded to a report of a business alarm activation at Dick’s Sporting Goods, the 400 block of 3rd&nbsp;Place in Manhattan, according to a media release from the Riley County Police Department.

Officers found a shattered window in the front of the business. A short while later, officers responded to a report of criminal damage to property at Walmart in the 100 block of Bluemont Avenue in Manhattan, 

The suspect entered the business and stole shotgun shells before leaving. It was determined through the course of the investigation the suspect in the second investigation matched the description of the suspect from the incident at Dick's Sporting Goods.

At 12:41 a.m., on November 8, officers then responded to a report of burglary in the 1400 block of Collins Lane. The victim, a 71-year-old woman, reported Andrew Franklin, 23, of Manhattan, had stolen her car, cellphone, and a handgun.

Officers determined Franklin was responsible for all three incidents and enlisted the help of Officers/Deputies with the Pottawatomie County Sheriff’s Department, Marshall County Sheriff’s Department, and Marysville Police Department. Franklin abandoned the vehicle in Blue Rapids and was later located and apprehended by the Marshall County Sheriff’s Department.

Franklin was arrested on November 8, 2024, at approximately 6:33a.m. in the 6200 block of Tuttle Creek Blvd. on requested charges of burglary, criminal damage to property, aggravated robbery, and aggravated burglary. Total bond was set at $250,000.&nbsp;Franklin has previous convictions for drugs and for battery, according to the Kansas Department of Corrections.

RILEY COUNTY—Law enforcement are investigating three juveniles in connection with allegedly starting a building fire and recording in for social media.

At approximately 2:50 p.m. on November 9, 2024, officers responded to&nbsp; a fire at a large warehouse under construction in the 1200 block of Kretschmer Drive, according to a media release.

Witnesses reported seeing three male juveniles running from the scene toward businesses on McCall Road.

Officers quickly located three juveniles in the 400 block McCall Road. Officers detained 15-year-old Jakeem Coopwood Jr. and 15-year-old Jordan Ehret for their roles in the fire.

According to the investigation, Coopwood admitted to igniting cardboard boxes using a spray can and lighter and provided officers with a Snapchat video of the incident. Ehret was reported to have actively participated by filming Coopwood lighting the fire. A third juvenile, age 12, confirmed the account.

&nbsp;Both Coopwood and Ehret have been detained as juvenile offenders and face charges including Arson, Burglary, and Contributing to the Misconduct of a Minor. Coopwood was transported to the Southeast Kansas Juvenile Detention Facility in Girard, and Ehret was taken to the North Central Kansas Juvenile Detention Facility in Junction City. The 12-year-old juvenile was released to his guardian.

The Riley County Police Department extended their appreciation to the quick-acting witness and to Manhattan Fire Department members involved in this case for their swift and effective response.

Arson: 3 juveniles accused of starting a fire for social media

RILEY COUNTY—One person was injured in an accident just before 6p.m. Monday in Riley County.

The vehicle Oaks was driving struck a BMW 5 Series driven by Khristina Davies, 40 of Alta Vista and a Dodge Journey driven by Lindsy Rebegilia, 39, of Manhattan.

EMS transported Rebegilia to Via Christi for treatment of non-life-threatening injuries. &nbsp;Oaks was cited for failure to yield. The RCPD released no additional details.

The contractor has scheduled to begin reopening WB I-70 through Junction City in Geary County. 

Traffic will be reduced to one lane on EB &amp; WB I-70 as the contractor works to finalize construction. Following the completion of Phase 2, I-70 is scheduled to fully reopen to unrestricted traffic in mid-late November. 

The final phase of construction, Phase 3, is scheduled to begin in March 2025 and be completed by Dec. 2025.

TOPEKA, Kan. –&nbsp;Active military, veterans, and one guest are invited to watch Kansas student-athletes participating in playoff football this week at no charge. For the second year, the Kansas State High School Activities Association is pleased to provide complimentary admission to all Sectional Championship football games to be played on November 14th and 15th.

Any active military or veteran and one guest will be admitted free of charge, simply by showing their driver’s license, which has a seal indicating the person is a veteran and signifying service. If the individual has not renewed their license in the last couple of years, a veteran ID card or any proof of identification is acceptable.

“This is the second year that we have done this for our those that have served or are serving and we hope to continue this for many years to come,” said Bill Faflick. “We can never fully repay the sacrifice made by those who protect our country and our freedom but we need to recognize them, and say ‘thank you.’”

Sectional football may take place either Thursday or Friday based on facility availability. Host schools may also honor veterans/active military in other ways on gameday.

TOPEKA&nbsp;– The Kansas Corporation Commission (KCC) is moving closer to launching the Kansas Home Rebates Program to help Kansas households lower energy costs and improve the comfort of their homes. Under the program, established by the Inflation Reduction Act, Kansas is set to receive $105.6 million to lower energy costs for low to moderate income households.

The KCC has partnered with HORNE, a nationally recognized professional services firm, to assist the agency with the program design, application development, and implementation process. As a part of the program planning process, the KCC is scheduling&nbsp;<a href="https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.kcc.ks.gov%2Fkansas-energy-office%2Fevents%3Futm_medium=email%26utm_source=govdelivery/1/01010193025ce0ad-82f4eabc-1e0e-4c3e-9d97-7fcee032231d-000000/abpiF_-2jo81Mz5qVaNYp-nGffzOJ4jmBb8ejETYSfI=378">engagement sessions</a>&nbsp;with stakeholders (Kansas utility companies, contractors, other State agencies, and the community) to ensure the Home Rebates program is tailored to meet the Sunflower state’s needs.

For Kansans to be able to access the rebates, the U.S. Department of Energy (DOE) must approve the program design and grant applications, which are due by January 31, 2025. Rebate funding is expected to be accessible to Kansas households in 2025 following the application submission and DOE approval.

Veterans Helping Veterans will be the theme for the annual Veterans day parade in Manhattan on Monday. 

The parade sponsored by the Flint Hills Veterans Coalition is set for 9:30 a.m. on Monday.

It will begin at the Manhattan Town Center parking lot and follow a route to City Hall on Poyntz Avenue.

The rest of the schedule includes a Veterans Breakfast from 7-9 a.m. at the American Legion Post 17, 114 McCall Road and a Veterans Day ceremony at 11 a.m. at Peace Memorial Auditorium at City Hall.
