Just after 9:30a.m. Thursday, police arrested David Sheltrown, 54, of Riley,&nbsp;

Sheltrown is being held on a bond of $1,000,000 on requested charges that include 73 counts of aggravated internet trading in child porn; child &lt;14yoa, and 73 counts of sexual exploitation of a child; possess media of child &lt;18.

The investigation remains open and is ongoing

Wichita, Kan. – Aug. 14, 2025 – Via Christi Hospital in Manhattan has received certification of its Cardiac and Pulmonary Rehab Department by the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR). This certification is recognition of the program’s commitment to improving the quality of life of patients by enhancing standards of care.

Chapman's Luck of the Irish Toy Show is set for Labor Day

Manhattan has taken a step forward in meeting childcare needs in the community. The ribbon cutting and grand opening for the new Flint Hills Community Accelerator and Childcare Business Initiative was held Thursday at 2423 Kimball Ave.

The project includes eight fully equipped childcare suites operated by independent providers who are receiving direct mentorship and business support through the program.&nbsp;

CBI was established in response to the childcare shortage facing the Manhattan region. Governor Kelly told the audience that the facility was popular when Kansans come together with a shared vision, "and a commitment to bettering the lives of their friends. families and their neighbors."

Kelly said that the celebration showed just how far innovative outside the box thinking can take us. "The Flint Hills Community Accelerator is a groundbreaking center that will integrate community services under one roof." The Governor also added, "Focusing on the four pillars of childcare, employment, education and healthcare this hub puts the needs of the greater Manhattan community first."

The facility brings together the Childcare Business Initiative, Manhattan Area Technical College, Kansas WorkforceONE and Manhattan Free Clinic. Together, these partners offer solutions in childcare, education, employment and healthcare where parents can pursue education, job seekers can access training, entrepreneurs can launch businesses and families can receive affordable care.

Nearly $8 million in public and private funding financed the project. Land was donated for the facility by Ascension Via Christi.

The Kansas Department of Transportation (KDOT) is hosting a career fair on Wednesday, August 20, specifically geared for equipment operator positions in north central Kansas.

This career fair will run from 10:00 am to 2:00 pm and 4:00 pm to 7:00 pm, at the KDOT office located at 3825 Yost Drive in Salina.

The event also includes facility and equipment tours, where a current KDOT equipment operator will be available to discuss the function and use of each piece of equipment.

KDOT offers a starting wage of $19.65 per hour for those without a Commercial Driver’s License (CDL) and $21.13 per hour after obtaining a CDL.

KDOT provides CDL training at no up-front cost. 

Additional benefits include first-day insurance coverage, immediate enrollment in the Kansas Public Employees Retirement System (KPERS) and work-life balance with annual and sick leave accrual starting during the first pay period.

Equipment operators are part of KDOT’s progression program, which allows for learning and skill advancement as well as promotion opportunities.

RILEY COUNTY —Law enforcement are investigating a suspect on multiple allegations after an arrest.

Just before 4p.m. Tuesday, officers filed a report for interference with law enforcement including obstruct/resist/oppose felony warrant execution in the 600 block of Fort Riley Blvd in Manhattan, according to the Riley County Police Department activity report.

A 22-year-old suspect identified as Yabdiel Rodriguez of Manhattan interfered with law enforcement during the service of a felony arrest warrant.&nbsp;

Police arrested Rodriguez on requested charges of interference with law enforcement.  Rodriguez was also arrested in relation to an incident which was reported on August 10, 2025 for two counts of interference with law enforcement and possession of opiate/opium/narcotic or certain stimulant. Additionally, Rodriguez was arrested on a Riley County District Court Warrant for aggravated assault, unlawful discharge of a firearm within city limits and disorderly conduct. This warrant stems from a report filed on April 5, 2025. Rodriguez is being held on a $27,000 bond.

As of July 15, more than 3,000 flash flood warnings have been issued nationwide — the highest total on record for this time of year since the modern alert system began in the mid-1980s. The unprecedented number of warnings has left vehicles stranded in rising waters from coast to coast, and AAA is cautioning used car buyers to be on guard for flood-damaged vehicles that could surface on the market.

“Modern vehicles have much more technology on board than ever before,” said Shawn Steward, Public Affairs Manager for AAA Kansas. “There are wiring systems, sensors, and electronic modules running throughout our vehicles, including behind the bumpers and fenders. Water intrusion into those systems can cause serious, costly, and potentially unrepairable damage.”

Floodwaters can also damage engines and other mechanical components, repairs for which often exceed a vehicle’s value, leading insurance companies to declare them total losses. While many flood-damaged cars are given salvage or flood titles and recycled or scrapped, some are repaired just enough to resell — sometimes without disclosure of past damage.

AAA recommends several steps to avoid buying a flood-damaged vehicle • Choose a reputable dealer • Inspect upholstery, carpeting, and seatbelts for water stains, mud or mismatched fabric&nbsp; • Check under carptes, inside the trunk, and behind panels for signs of dirt, sand, or mildew • Test all electronics, including windows, seats, lights and air conditioning • Look for rust around doors, hinges, and under the hood.&nbsp; • Check for moisture inside headlights and taillights&nbsp; • Verify the VIN through the National Insurance Crime bureau's free VINCheck tool and consider purchasing a CARFAX report&nbsp; • Have the vehicle inspected by a trusted mechanic&nbsp;&nbsp;

Steward noted that it can take months or more than a year for flood-damaged cars to enter the used market. “Buyers should always thoroughly inspect vehicles before purchasing,” he said. “If a deal seems too good to be true, it often is.”

This is not final but will be discussed by the commission during a work session on Aug. 26. Commisioners were also in budget work session this past Tuesday night.

The Kansas Supreme Court affirmed the Geary County District Court judgment that denied Stanton Holt's motion for post conviction DNA testing pursuant to K.S.A. 21-2512, according to a media release from the State.

 Holt was convicted of more than 60 offenses including two counts of first-degree murder following a string of 1993 burglaries.

 In 2020, Holt motioned for additional testing of blood-stained exhibits. He alleged that new DNA testing techniques could show that the biological material on the exhibits was solely his DNA. 

However, the district court denied Holt's motion following an evidentiary hearing because the exhibits had been stored in such a manner that would materially undermine the scientific accuracy of any testing, specifically due to concerns with the chain of evidence, handling of, and the physical condition of the exhibits. 

In a decision written by Justice Caleb Stegall, a unanimous Court held that additional testing of corrupted exhibits would be inconclusive and any results from additional testing could not be exculpatory, as required by K.S.A. 21-2512(c).

In a decision written by Justice Caleb Stegall, a unanimous Court held that additional testing of corrupted exhibits would be inconclusive and any results from additional testing could not be exculpatory, as required by K.S.A. 21-2512(c).

According to a City release, back on&nbsp;July 15, the City Commission adopted a resolution with a total mill levy of&nbsp;55.109&nbsp;mills, to allow the 2026 budget to exceed the Revenue Neutral Rate, and set the public budget hearing on&nbsp;Tuesday, September 16.

Revenue assumptions for the 2026 budget have been revised from the&nbsp;July 8&nbsp;presentation to include an additional 0.866 mill for the General Fund. This is an increase of $186,113 from the 2025 budgeted expenditures, or 0.489%.

The additional 0.866 mill would generate an additional $648,000 to provide for a 2.4% cost of living adjustment and annual salary adjustments for city employees (excluding department directors, deputy city manager, and city manager). It also would provide approximately $187,000 for vehicle/equipment replacement and/or building maintenance.

These are not finalized numbers and staff will be seeking additional input from the commissioners before preparing a final budget for presentation next month.

Tuesday marks the beginning of the school year for some students in USD 383. That applies to K-9 and new Manhattan High School students. A half day session is scheduled.

Citizens’ Utility Ratepayer Board Purpose: To provide efficient and effective legal and technical representation for residential and small commercial utility ratepayers and to ensure that utilities are allowed to charge only just and reasonable rates to Kansans.

Board of Adult Care Home AdministratorsPurpose: To establish and uphold regulations for licensing adult care administrators, including complaints against administrators.

Board of CosmetologyPurpose: To regulate the profession of cosmetology and its educational institutions and to protect the health and safety of the general public as well as that of the licensees. This includes tanning and tattoo facilities.

Kansas Children’s CabinetPurpose:&nbsp;To assist the governor in developing and implementing a coordinated, comprehensive service delivery system to serve the children and families of Kansas; Identify barriers to service and gaps in service due to strict definitions of boundaries between departments and agencies; facilitate interagency and interdepartmental cooperation toward the common goal of serving children and families; investigate and identify methodologies for the combining of funds across departmental lines; encourage and facilitate joint planning and coordination between the public and private sectors to better serve the needs of children.

Workers Compensation and Employment Security Boards Nominating CommitteePurpose: To make nominations pertaining to positions in the Workers Compensation Division, the Workers Compensation Review Board, and the Employment Security (Unemployment Insurance) Board of Review.
