KANSAS CITY — While some studies have found that Medicaid expansion reduces overall mortality rates in states where it has been adopted, a recent study published in the Journal of Rural Health looks more closely at mortality rates in specific populations. This study points to complex factors that may affect mortality differently depending on race, ethnicity, sex and geography.

Looking across the nation using data from states that have expanded Medicaid with federal money, the study indicates many different factors at play.

“The primary takeaway is that Medicaid expansion is unevenly impacting all-cause mortality nationwide,” said J. Tom Mueller, Ph.D., assistant professor in the Department of Population Health at the University of Kansas Medical Center and primary author of the study. “Rural populations are seeing clear negative impacts, and urban populations are seeing only some benefits.”

Mueller is a rural sociologist and demographer focused on inequality, health and well-being in rural America. He focuses on issues of social policy and the environment, attempting to understand why some places have persistently lower health and well-being than others, and what can be done to change that for the better. He came to KU Medical Center from the University of Oklahoma in 2023.

The purpose of this study was to drill down into data to see how different groups fared when their state expanded Medicaid. Mueller noted that these impacts were uneven across ethnic and racial groups, with rural white populations seeing the clearest negative impacts and urban Black populations seeing the greatest evidence of health improvement.

The study showed that Medicaid expansion led to a reduction in all-cause age-adjusted mortality for urban Black populations, but not rural Black populations. Urban white populations experienced mixed effects depending on how many years had passed since Medicaid expansion. Latino populations saw no appreciable impact. While no effect was observed for rural Black and Latino populations, rural white all-cause age-adjusted mortality unexpectedly increased due to Medicaid expansion. These effects reduced rural- and urban-specific mortality disparities among Black and white populations but did not shrink the rural-urban mortality gap.

“To be clear, this does not mean expanding Medicaid is foolhardy or misguided — there is a lot of evidence that it has led to a great number of health improvements nationwide,” Mueller said. “What this means is that the rural health care system, which is already struggling and has long been facing issues of funding, resources and personnel, is not providing rural Americans on Medicaid with the safe and effective health care they need.”

Mueller and his research colleagues from the University of North Carolina at Chapel Hill and Florida State University were surprised by the outcome of the study, but Mueller believes it points toward a complex range of issues facing rural Americans.

“Opioid prescribing is higher in rural areas and among Medicaid patients, and chronic pain is far more common in these areas,” Mueller said. “Our ongoing follow-up research suggests that drug overdoses are driving the increase in all-cause mortality, so the picture is starting to come together, but we were neither hoping nor expecting to find this negative outcome for rural Americans.”

Mueller noted that additional research of the complex issues is underway by his team: “We are already studying the impact of Medicaid by cause of death and age group to identify what is driving the increase in all-cause mortality.” He pointed out that the increase in mortality seems largely due to drug overdoses, although there may be some correlations to diseases known to impact rural areas, such as chronic respiratory disease, heart disease and stroke. Another issue affecting rural mortality is the lack of access to health care providers, including a shortage of those who accept Medicaid. Mueller and his research colleagues already are studying these shortages.

“Rural areas have lost many health care services, and many doctors either don’t accept Medicaid at all, or are unwilling to accept new patients. In a rural area with few substitutes, if your local clinic won’t accept Medicaid, you could have a truly difficult time finding care,” Mueller said.

“It is imperative that resources and attention be directed to rural areas to ensure that Medicaid expansion actually results in patients seeing doctors and receiving effective and safe care.”

Tuesday was the first day of school for many students in Manhattan-Ogden USD 383 schools.

According to the District, Kindergarten through ninth grade and new students at Manhattan High School attended for one-half day on Tuesday.

City continues budget talks

Manhattan Regional Airport Advisory Board members received good news Monday on a state grant that will cover the local 10% share of the cost of new airport hangars. The Manhattan City Commission must still consider approval of the grant at their Aug. 20 meeting.

Construction on a six-bay hangar and on a two-bay hangar is proceeding. The two-bay is expected to be completed by Sept. 24 and the six-bay by Oct. 16.&nbsp;

Phase III site work would begin Oct. 17 and end by Oct. 30.&nbsp;

The contract end date for the overall project is Dec. 24.

The FAA share of the overall project is calculated at $2,538, 000 and the city of Manhattan share $282,000. The state grant share would cover the city's share.

Construction progresses on new airport hangars

RILEY COUNTY —Law enforcement are investigating a series of vehicle thefts that occurred over the weekend in Riley County.

&nbsp;On Friday, a 30-year-old woman reported an unknown suspect was seen on video opening her vehicle in the 900 Block of Walnut in Riley and taking it overnight without permission, according to the Riley County Police Department activity report.&nbsp; Total estimated loss associated with this report is $8,000.

On Sunday, four victims reported the theft of a black 2016 Nissan Altima in the 700 block of Allison Avenue.&nbsp;&nbsp;Total loss for the contents of the vehicle including an iPad, Airpods, military gear and tools, is approximately $3,500. Total loss associated with the vehicle is over $11,000. 

Just before 3p.m. Sunday, a 20-year-old man reported a 2002 Honda Elite 80 moped was stolen from a back yard in the 800 Block of Kearney Street.&nbsp;Total loss associated with this report is approximately $1,200.&nbsp;

Just before 8:30p.m. Sunday, a&nbsp;24-year-old man reported his 201o silver Honda Accord was taken by an unknown subject in the 400 Block of Knox Lane, according to the Riley County Police Department activity rep ort. Total loss associated with this report is approximately $12,000. 

Anyone with information on these thefts can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Meanwhile, the RCPD also reported the recovery of stolen 2000 Ford F250 at the corner of Westwood and Fort Riley Blvd.&nbsp; Police returned the vehicle to the owner.

You get a text message from a number you don’t know, asking when you’re free to catch up over a cup of coffee. Don’t perk up just yet. That invitation for a coffee date might sound like it’s from a friend you’ve lost touch with, but it’s probably just a scammer looking to start a conversation with you. Not sure how to respond? The short answer is: Don’t. Keep reading to find out why.

Scammers will say just about anything to get your attention. In this case, they might text you and ask if you want to meet up for a cup of joe. If you respond — maybe by telling them they’ve got the wrong number — you’re letting them know that your phone number works, which could lead to more calls and texts from the scammer. Or worse, they might say something else to keep the conversation going. They might apologize, then pitch you a scam — maybe by asking if you’re interested in learning about a secret way to make big money using&nbsp;<a href="https://consumer.ftc.gov/articles/what-know-about-cryptocurrency-and-scams">cryptocurrency</a>. That’s always a scam! The best way to handle this situation is to slow down and:

Riley County Arrest Report August 11

During their meeting on Monday Riley County Commissioners are scheduled to receive request to fill two positions at the Riley County Library.&nbsp;&nbsp;&nbsp;One is that of the Curator of Archives and Library which is due to a planned retirement with the vacancy occurring on October 1, 2024. The other, an As-Needed Museum Assistant, is a current vacancy as the result of a resignation as of July 31, 2024.

Linda Glasgow has served the County Museum for nearly thirty-two years, currently holding the position of Curator of Archives and Library. She has announced her retirement date of October 1, 2024. This will leave a vacancy of an essential and specialized archival collections management role.&nbsp;

The second vacancy is that of an As-Needed Museum Assistant. Museum Assistants are essential in the public facing operations at the Museum. They greet visitors, provide tours, serve as docents, assist in educational and outreach programs, keep the facilities looking tidy, and assist the curators with a variety of research and collections support.&nbsp;

The county commission is in session at 8:30 a.m. Monday at the Commission chambers at 115 N. 4th St.

Kansas State University residence halls open Wednesday, Aug. 14, for the academic year. Students planning to arrive early may move in as early as Sunday, Aug. 11, for an additional fee of $55.00/day for each day prior to the official opening day. 

No Move-In appointments will be available for Monday, Aug. 12.

Greek Life and Band Students` will have move-in beginning Saturday, Aug. 10.&nbsp;

The first day of the fall semester is Aug. 19.

K-State: Return to school

The public is invited to attend an open house for the K-18/I-70 interchange project in Geary County on August 21 from 4:30 p.m. to 6:30 p.m. at the Ogden Community Center, 220 Willow Street, in Ogden. This will be a come and go open house hosted by the Kansas Department of Transportation (KDOT).

The K-18/I-70 interchange will undergo comprehensive improvements, including the construction of a flyover bridge, a modernized north terminal, and a two-mile auxiliary lane to improve safety and accommodate future traffic projections.&nbsp; Additionally, the southbound ramp connecting to westbound I-70 will be improved.

KDOT will have project display boards available for review, and the public will have an opportunity to speak one-on-one with KDOT staff in regard to the overall project and design concepts for the K-18/I-70 interchange. This project is currently in the final design phase.

RILEY COUNTY —Law enforcement are investigating Junction City woman for skipping court.

Just after 5:30p.m. Thursday, police arrested 39-year-old Angel Morgan, of Junction City in the 4400 block of Tuttle Creek Boulevard, according to the Riley County Police Department activity report. Morgan was arrested on a Riley County District Court warrant for failure to appear. The original charges were for possession of meth and forgery.

August is Antiterrorism Month

KSU students earn semester honors

Learn about and celebrate major faiths of the world at <a href="https://www.k-state.edu/world-religions-festival/">Kansas State University's World Religions Festival</a> from 7-10 p.m. Tuesday, August 27, at Forum Hall in the K-State Student Union. This free event is open to the public and will feature religious leaders from Kansas and around the world.

On the agenda is a two-hour show featuring TED-style, five-minute talks by leaders representing major world religions like Buddhism, Hinduism, Christianity, Islam and Judaism, as well as some newer universalizing religions that merge multiple religions into one. Those include Bahai, Daesoon Jinrihoe of Korea and Cao Dai of Vietnam. Featured guests will also perform music, show videos and share spiritual practices from a wide range of religions.

Following the show, there will be a one-hour reception with free food and religious exhibits. More information about the festival's activities and represented religions <a href="https://www.k-state.edu/world-religions-festival/">can be found on the event website.</a>

"This event will really showcase that K-State is a place for all Kansans and others regardless of faith or cultural background and that this is a place that can prepare students to go anywhere in the world and build meaningful relationships across cultural differences," said Michael Wesch, festival coordinator and professor of cultural anthropology in the College of Arts and Sciences.  

More than 20 guests from Vietnam, Korea and Taiwan, and religious leaders from around Kansas, will participate in the festival. This includes monks from the Buddhist Temple of Salina and, from Manhattan, Father Gale Hammerschmidt from St. Isadore's Catholic Student Center, Dr. Fatma Rahdi from the Islamic Center, Pastor Christian Watkins of Ecumenical Christian Missionaries, Miriam Edelman and David Marcus from the Manhattan Jewish Congregation, and Bruce Grover from the Bahai community.

Attendees will see K-State faculty members and students showing sides of themselves not usually seen in the classroom. Janyam — a band featuring Rekha Natarajan, teaching associate professor of mathematics, Bala Natarajan, professor of engineering, and their family — will entertain the crowd with traditional Indian instruments. 

Ramasamy Perumal, professor of agronomy, will sing verses from the Bhagavad Gita. Otto Chanyakorn, assistant professor of architecture, will lead a guided meditation from the Thai Forest Tradition. Terrell Campbell, graduate student in chemistry, West Hempstead, New York, will immerse the audience in the Black Church experience with his piano. Resonate A Capella will perform majestic renditions of Billie Eilish's "What Was I Made For" and Lauren Daigle's "You Say."

"This will be a festive atmosphere bringing people from all over the world together to share their ideas about what it is to be human, how to live a good life, how to care for one another, and how to find peace, meaning and happiness," Wesch said.

Many of the international guests are familiar with K-State as they have hosted students on recent education abroad trips.

"We are excited to welcome them to our home and keep building our international relationships to create more high-impact experiences for students in the future," Wesch said.

K-State's Anthropology Club and The Alliance for Religious Exploration, Tolerance, and Education, or ARETE, are helping with event organization. ARETE is a new student organization led by Duncan Young, senior in geography, Manhattan, and its members come from a wide range of faith backgrounds to explore different religions in a spirit of openness and mutual appreciation.

The festival has received financial sponsorship from the K-State Student Union Program Council, the Dow Center for Multicultural and Community Studies, the Office of International Programs, Daesoon Jinrihoe, Weixin Shengfiao and Cao Dai.

Wesch is a Kansas State University distinguished teaching scholar and has received many awards, including a U.S. Professor of the Year award. He is best known for his videos about culture, religion and technology.

K-State to host world religions festival, celebrating global faith and culture

PARIS, France.&nbsp; - Tara Davis-Woodhall, an assistant coach under new K-State Wildcat track and field coach&nbsp;Travis Geopfert, walked away with Olympic gold on Thursday in the long jump, winning with a bound of roughly 23 feet, 4 inches (7.1 meters).&nbsp;&nbsp;

Davis-Woodhall was just announced as an assistant coach for the Wildcats back on Aug. 2nd.

“I’m thrilled to have Tara joining us at K-State. To say that she brings the energy is an understatement,” Geopfert said per a release. “I’ve loved coaching this young woman for the last three years and to bring her elite level experience to Manhattan is absolutely invaluable. She knows what it takes to be great, and she also fully understands the challenges of what life is like as both a student-athlete and as a professional athlete. Her mentorship of these young student-athletes is going to expedite their careers to an elite level in dramatic fashion. So excited to have TDW and her husband Hunter joining us in Manhattan!”

According to Kansas State Athletics, she graduated in 2021 from the University of Texas. She swept the 2020-21 NCAA Indoor and Outdoor Championships in the long jump and was the Big 12 Outdoor Champion.

Before Texas, Davis-Woodhall spent her freshman year at Georgia where she was named the 2018 SEC Indoor Women’s Co-Freshman Field Athlete of the Year. All told she was a five-time First-Team All-American, with four honors in the long jump and one in the 60-meter hurdles.

Her husband Hunter Woodhall is also in attendance in Paris, is a 2024 U.S. Paralympian set for his third Olympic games in the 100- and 400-meter dash.
