The expansion of this program will reduce reliance on gasoline-powered equipment, lower maintenance and contract mowing costs, and improve overall mowing efficiency. Additionally, the use of robotic mowers will free up staff time, allowing crews to focus on other essential park improvements and services.

 An 18-year-old man reported an unknown suspect battered him and fled.&nbsp;

Manhattan City Commission will get updates from KSU and the RCPD

K-State wants to waive 120 credit hour minimum, offer 90-hour BS in drone science

TOPEKA — The Kansas Board of Regents paused review of a proposal from Kansas State University to offer a 90 credit hour bachelor’s degree in uncrewed aircraft systems that necessitated waiver of state policy mandating 120 hours of course credit to earn an undergraduate degree.

The hesitancy resulted from questions about how approval of K-State’s plan could alter the academic landscape of the state’s system of 32 public universities, community colleges and technical colleges. On Thursday, members of the Board of Regents raised issues with how potential students and higher education institutions, as well as business and industry, might respond if Kansas amended the foundational premise of a four-year degree.

The Board of Regents agreed to convene a task force to consider development of a systemwide policy before taking up proposals to sidestep existing rules requiring a bachelor’s degree to represent at least 120 credit hours of study.

“We don’t want to stymie the process,” said Alysia Johnston, a member of the Board of Regents. “This needs a whole lot of thought and input.”

Jesse Perez Mendez, provost at K-State, said the university welcomed the opportunity to participate in the task force’s debate. He said the drone bachelor’s degree for K-State’s aviation campus in Salina had been under consideration along with reduced-credit degrees related to artificial intelligence.

“This is a little bit of a game changer overall and we need to be very cautious,” Mendez said. “What this conversation is not about? It’s not about taking a bachelor’s degree in psychology and reduce that down to three years. It’s with degrees we don’t have on the books.”

He said K-State was committed to collaborating with two-year community colleges and technical colleges on alternative degree offerings.

Board of Regents policy, but not state law, established a bachelor’s degree consist of at least 120 credit hours. Policy says 45 credits must be in upper-division courses. Kansas higher education has been under pressure to recruit students as the U.S. college-age population fell. At the same time, the cost of delivering college instruction kept escalating with inflation.

Heather Morgan, executive director of the Kansas Community College Association, said the 19 community colleges in Kansas had taken a keen interest in reform of laws or policies related to reduced-credit degrees.

She said issues to consider included retention of policy permitting community college students to transfer credits in core subject classes to a university. Supplemental degree models should respond to industry demands and tap into combined potential of the state’s higher education institutions, she said.

“One of the things we’ve been talking about is how do we use the assets we already have more efficiently and deploy expertise from a faculty perspective across all our colleges,” Morgan said.

Rusty Monhollon, vice president for academic affairs with the state Board of Regents, said the system had sought for the past decade to increase on-time graduation rates by reducing baccalaureate programs to 120 credit hours. The percentage of undergraduate programs in the Board of Regents system with more than 120 required credit hours decreased from 67% to 8%.

Nationally, he said, the movement to accredit reduced-credit bachelor’s degrees was deepening. In September 2024, the Higher Learning Commission, which accredits Kansas colleges and universities, released guidelines reduced-credit bachelor’s degrees.

Since March, nine U.S. colleges received HLC accreditation of alternative degrees. The list included business administration, information technology, pre-physical therapy, pre-athletic training, fashion business management, semiconductor materials and devices and applied cybersecurity.

“Proponents of these degrees claim they are affordable and match up well with workplace skills demand,” Monhollon said. “Others dismiss them, arguing industry does not recognize them and that they lack the scope and the depth of traditional bachelor’s degrees.”

He offered a range of questions that might be weighed: Would three-year degrees be valued by students, industry and in academic circles? Could reduced-credit bachelor’s degrees cheapen the value of a four-year degree? What would be cut — basic subjects or advanced classes — to shrink course requirements? What should a reduced-credit degree be called? Could Kansas run a pilot program to test supply and demand? What was the range for reduced-credit programs — 90 to 105 credit hours? How would it impact the system’s general education agreements? How should graduate school process applications from students with three-year degrees?

“Not all segments could fit into the three-year degree,” said Neelima Parasker, a member of the Board of Regents. “We have to go to industry and ask them for their feedback instead of just floating this and seeing what they do.”

Blake Benson, chairman of the Board of Regents, said he was curious if estimates could be made for how many new students would enroll in the state’s public education system if reduced-credit bachelor’s degrees were an option.

Board of Regents member Diana Mendoza said the term used to describe a reduced-credit degree was consequential. She asked if it could be referred to as a workforce specialist degree to help potential employers differentiate between three- and four-year diplomas.

Kathy Wolfe Moore, another member of the state board, said she was concerned Kansas’ higher education system could become “a bit of a slave to the employment fluctuations” in the business cycle.

“I’m quite sure this board … would have no interest in moving our system backward,” said Blake Flanders, who serves as CEO and president of the Board of Regents.

Flanders said expansion of reduced-credit degree programs in Kansas would be complex, but possible if crafted with attention to detail. The cost of eroding confidence in the value of a Kansas bachelor’s degree could be significant, he said.

“If we’re thinking&nbsp; about, ‘Well, let’s just skinny down or gut that systemwide general education and get all of our savings out of those credits,’ I think, obviously, this board would believe that would be a huge mistake,” he said.

At the same time, the cost of delivering college instruction kept escalating with inflation.Heather Morgan, executive director of the Kansas Community College Association, said the 19 community colleges in Kansas had taken a keen interest in reform of laws or policies related to reduced-credit degrees.She said issues to consider included retention of policy permitting community college students to transfer credits in core subject classes to a university. Supplemental degree models should respond to industry demands and tap into combined potential of the state’s higher education institutions, she said.“One of the things we’ve been talking about is how do we use the assets we already have more efficiently and deploy expertise from a faculty perspective across all our colleges,” Morgan said.<h2>Unanswered questions</h2>Rusty Monhollon, vice president for academic affairs with the state Board of Regents, said the system had sought for the past decade to increase on-time graduation rates by reducing baccalaureate programs to 120 credit hours. The percentage of undergraduate programs in the Board of Regents system with more than 120 required credit hours decreased from 67% to 8%.Nationally, he said, the movement to accredit reduced-credit bachelor’s degrees was deepening. In September 2024, the Higher Learning Commission, which accredits Kansas colleges and universities, released guidelines reduced-credit bachelor’s degrees.Since March, nine U.S. colleges received HLC accreditation of alternative degrees. The list included business administration, information technology, pre-physical therapy, pre-athletic training, fashion business management, semiconductor materials and devices and applied cybersecurity.“Proponents of these degrees claim they are affordable and match up well with workplace skills demand,” Monhollon said. “Others dismiss them, arguing industry does not recognize them and that they lack the scope and the depth of traditional bachelor’s degrees.”He offered a range of questions that might be weighed: Would three-year degrees be valued by students, industry and in academic circles? Could reduced-credit bachelor’s degrees cheapen the value of a four-year degree? What would be cut — basic subjects or advanced classes — to shrink course requirements? What should a reduced-credit degree be called? Could Kansas run a pilot program to test supply and demand? What was the range for reduced-credit programs — 90 to 105 credit hours? How would it impact the system’s general education agreements? How should graduate school process applications from students with three-year degrees?“Not all segments could fit into the three-year degree,” said Neelima Parasker, a member of the Board of Regents. “We have to go to industry and ask them for their feedback instead of just floating this and seeing what they do.”<h2>‘Huge mistake’</h2>Blake Benson, chairman of the Board of Regents, said he was curious if estimates could be made for how many new students would enroll in the state’s public education system if reduced-credit bachelor’s degrees were an option.Board of Regents member Diana Mendoza said the term used to describe a reduced-credit degree was consequential. She asked if it could be referred to as a workforce specialist degree to help potential employers differentiate between three- and four-year diplomas.Kathy Wolfe Moore, another member of the state board, said she was concerned Kansas’ higher education system could become “a bit of a slave to the employment fluctuations” in the business cycle.“I’m quite sure this board … would have no interest in moving our system backward,” said Blake Flanders, who serves as CEO and president of the Board of Regents.Flanders said expansion of reduced-credit degree programs in Kansas would be complex, but possible if crafted with attention to detail. The cost of eroding confidence in the value of a Kansas bachelor’s degree could be significant, he said.“If we’re thinking&nbsp; about, ‘Well, let’s just skinny down or gut that systemwide general education and get all of our savings out of those credits,’ I think, obviously, this board would believe that would be a huge mistake,” he said.

“We celebrated The Eisenhower Foundation’s 80th anniversary on June 22,” said Emily Miller, Director of Development for the Eisenhower Foundation. “This capital campaign is our way to make sure our organization secures Ike’s legacy for another 80 years.”

The Foundation is at 74% of its $17 million dollar goal, having already received substantial support from the Sunderland Foundation in Overland Park, the Patterson Family Foundation in Kansas City, Missouri, the William T. Kemper Foundation in Kansas City, Missouri, and the Anne C. Eagles estate. Additionally, the Foundation’s board of directors has come together to make a collective six-figure donation. 

The State of Kansas has also pledged a $5 million matching grant.

The center will serve both public and K–12 audiences through in-person and online programming. It will feature several dynamic elements, including an Oval Office replica that will offer visitors a tangible connection to Eisenhower’s time in office; a state-of-the-art Immersion Theater that will use four-wall projection to fully engage audiences in historical and educational experiences; and a Global Studio that will enable programs to be broadcast nationally and internationally.

If completed on schedule, the Education Center is set to open in 2026, coinciding with the United States’ 250th birthday.

“Only 45 individuals have held the Office of the President of the United States,” Miller said. “Here in Abilene, we have one of those individuals. This new center will be our birthday gift to America.”

Eisenhower Foundation at 74% of its $17 million goal for new state-of-the-art Education Center

Preliminary estimates reported by the Labor Market Information (LMI) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.8% in August. This is unchanged from 3.8% in July and an increase from 3.7% in August 2024. The labor force participation rate for Kansas increased to 67.0% in August, according to a media release from the KDOL.

The unemployment rate in Riley County is down from 4.1 percent in July to 3.9 percent in August. The rate in Geary County remained steady at 5.4 percent. The rate is up in Wabaulsee County from 3.7 to 3.9 percent.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 4,700 from July. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 1,300 over the month, while government decreased by 3,400. The largest job gains in the private sector were in&nbsp;leisure and hospitality&nbsp;(+600 jobs). The largest decrease was in trade, transportation, and utilities&nbsp;(-2,100 jobs).

Public higher education board offers ‘fiscally responsible’ spending plan

TOPEKA — The Kansas Board of Regents answered political pressure to avoid aggressive 2026 budget requests for public universities and colleges by endorsing a plan calling for a $4.6 million cut from the current year’s state appropriation.

Blake Benson, chairman of the Kansas higher education board, praised the cooperative effort during the past three months to shrink the size of a preliminary version of the budget drafted in June. The final $1.1 billion budget outline recognized that massive, aspirational spending requests for higher education were unlikely to be warmly received by lawmakers during the legislative session starting in January, he said.

“The message was loud and clear that this budget needed to look much more like this,” Benson said. “The regents carefully evaluated our system’s needs and priorities and developed a request that meets those while remaining fiscally responsible.”

The state’s higher education system has continued to face financial pressure from rising operational costs and limited flexibility to respond to emerging needs.

John Dicus, a Topeka banker and member of the Board of Regents, said the budget plan was a collaboration among the Board of Regents, campus administrators, the governor’s budget director and Republican leaders in the House and Senate.

“This is something we tried to vet with them this year to make sure we got across the finish line,” Dicus said.

In a previous meeting on the budget, Dicus said overly ambitious spending proposals from college and university administrators could trigger further budget cuts. He said maintaining existing levels of state aid for higher education would be viewed as success in 2026.

The Board of Regents, with authority over 32 universities, community colleges and technical colleges, voted to ask the governor and legislators to invest $5.5 million in the Blueprint for Literacy next year. It’s a state-created program to overhaul K-12 reading instruction in Kansas to reverse student academic deficiencies.

The 2025 Legislature dropped funding for Blueprint for Literacy. Residual funding from an initial $10 million state appropriation for the program kept it from going dark.

“This is a nationwide problem and some states are putting in a lot more money than we do,” said Kathy Wolfe Moore, a former Democratic House member who was appointed to the Board of Regents in 2024. “We have to approve the Blueprint for Literacy and go after it with a vengeance in the state Legislature. This is foundational.”

The Board of Regents requested $15 million be invested in $5 million increments on energy research at the University of Kansas, Kansas State University and Wichita State University. KU would concentrate on energy production, while K-State would focus on nuclear power. WSU researchers would delve into alternative energy sources.

The proposed budget included $4 million each for the three smaller state institutions — Pittsburg State University, Fort Hays State University and Emporia State University.

Blake Flanders, president and CEO of the Board of Regents, said the budget included $16.3 million in ongoing support to recruit, retain and graduate students at technical colleges, community colleges and the universities.

The plan included $2 million to help with degree completion for Kansans with some college experience but no diploma. It contained $1.5 million for Washburn University to address workforce development.

He said the budget request recognized state tax dollars would need to be matched with $3 million or $4 million from the universities.

“We’re asking for a portion and a partnership,” Flanders said. “That’s a partnership that functions when both parties are participating.”

The comprehensive budget proposal for the fiscal year starting July 1, 2026, must be submitted to the governor’s office by Oct. 1. The Republican-controlled House and Senate would review and modify budgets for higher education, and the Legislature’s bill would be subject to line-item vetoes by the Democratic governor.

Kansas Board of Regents proposes budget cut, seeks reading and energy investment

For more than 70 years, AAA's ‘Your Driving Costs’ analysis has offered valuable insights into vehicle ownership expenses. This year’s analysis shows that the total cost of owning and operating a new vehicle is $964.78 per month, or $11,577 annually, a $719 decline from 2024.

Factors contributing to this decline include depreciation, lower finance charges, reduced fuel prices, and a shift towards more affordable vehicle options. AAA advises potential buyers to consider these costs to choose the best vehicle type and model for their budget.

"It might be tempting to rush to the dealer for a new car when you notice a drop in ownership costs this year," said Greg Brannon, AAA's director of automotive research. "However, consumers should factor in all the expenses involved before making any commitments."

Depreciation, which is the difference between a car's purchase price and its resale value, is the most significant cost of vehicle ownership. This year, depreciation has decreased, with vehicles+9 in the YDC study losing an average of $4,334 in value per year compared to $4,680 annually in 2024.

Categories driving lower costs this year include:

Finance Charges - Estimated finance costs have decreased to $1,131 in 2025, down 15 percent compared to $1,332 in 2024. *Please note: Sticker price decrease is partially due to new vehicles in YDC.

Fuel Prices - The average fuel cost dropped to 13.00 cents per mile, a 12.8% decrease from last year, while regular grade gasoline for YDC vehicles averaged $3.151 per gallon, down from $3.539. Meanwhile, electricity prices for charging electric vehicles rose slightly to 16.7 cents per kilowatt hour, up from 15.9 cents in 2024.

Choosing the vehicle that suits your needs is important, as it can lead to significant savings over time. For example, while a pickup truck is ideal for heavy-duty hauling and towing, it comes at a steep cost, averaging an additional $6,402 per year compared to a small sedan, which operates at just 55.87 cents per mile—43.3 percent less than a pickup. This comparison highlights the importance of selecting a vehicle based on actual transportation needs.

Similarly, according to this year’s AAA EV survey, consumers are increasingly drawn to electric vehicles (EVs) for their gas savings and lower maintenance costs, with EVs having the second-lowest maintenance expenses among all vehicle categories. Hybrid options are also appealing, offering the lowest maintenance fees while sharing similar lower fuel cost benefits, even considering the national average electricity price of 16.7 cents per kilowatt-hour (kWh).

Ultimately, whether opting for a pickup, a small sedan, or an EV, weighing these factors carefully to make a well-budgeted decision can lead to ownership savings.

Comparison of EV and Hybrid Ownership Costs to Gas-Powered

The primary factor affecting the cost differences between electric vehicles (EVs) and gas vehicles this year is fuel prices. While EVs remain more expensive in "ownership costs" (depreciation, insurance, fees, and financing), they have lower "operating costs," particularly in fuel and maintenance. Last year, EV fuel costs were about one-third of gas vehicle costs.

This year, however, gasoline prices have significantly decreased, while electricity prices have slightly increased. Although EVs still offer fuel savings—less than half of gas vehicle costs—this does not sufficiently offset their higher ownership costs. Consequently, EVs are now more expensive overall across all vehicle categories in this study.

RILEY COUNTY —Law enforcement in Riley County are investigating the theft of a winch.

Just before 6:30p.m. Thursday, officers filed a report for theft in the 6800 block of Stockdale Park Road, according to the Riley County Police Department activity report.

 A 56-year-old man reported an unknown suspect stole a 12,000-pound winch. The estimated total loss associated with this case is approximately $1,000.

A Kansas startup is putting wheat at the center of a biotechnology breakthrough that could change how medicines are made and delivered worldwide.

Tritica Biosciences, founded by husband and wife team Dr. Chris and Brandi Miller, is using wheat germ, the tiny embryo inside the kernel, to power a process called cell-free protein synthesis. In simple terms, they have figured out how to turn wheat germ into a shelf-stable “factory” that makes proteins on demand.

The key is Tritica’s ability to separate and preserve the wheat embryo intact. Unlike traditional milling byproducts that quickly go rancid, their process keeps embryos stable at room temperature. From there, the embryos are converted into an extract that can begin producing proteins when supplied with the right DNA instructions.

One example is insulin. Instead of relying on centralized production, hospitals or clinics could one day make insulin locally by adding water and the correct DNA to wheat germ extract.

“The seed goes in the soil and that embryo has to have every resource that it's going to take to get through the soil until it can get a leaf up and start photosynthesis,” Chris Miller said. “It's packed with concentrated machinery. You couldn’t go take leaves or grass clippings and do what we do. It’s really specific to the embryo.”

“In a nutshell, we can put in DNA for human insulin and the machines will pick up that instruction set and make it immediately,” Chris Miller said.

The Millers believe the applications reach far beyond pharmaceuticals. Their process has already shown success with enzymes, human DNA and even food-related proteins.

“We don’t even know fully, to be honest. We are just getting started,” Brandi Miller said. “Our big focus right now with the ARPA-H project is pharmaceuticals, but we think it’s endless. As Chris mentioned, we’ve had success with enzymes and even human DNA. It’s just a matter of optimization.”

The work is backed by a $29 million federal grant from ARPA-H, the Advanced Research Projects Agency for Health. Tritica is partnering with other biotech firms to refine the process and test its potential in real-world health care settings.

For Kansas farmers, the technology offers another way wheat could improve lives. The leftover grain from Tritica’s process can still be milled into flour, meaning nothing is wasted. The system also avoids toxic byproducts or wastewater.

“How cool would it be to think about using Kansas wheat to manufacture insulin,” Brandi Miller said. “If a farmer could grow a particular variety of wheat just for that purpose, it would be an incredible story for agriculture and health care.”

While the startup is still small, with just a handful of scientists working east of Manhattan, the Millers say the long-term potential is enormous. Beyond medicine, future uses could include animal nutrition, cosmetics and other industries that rely on proteins.

Tritica Biosciences began in a converted barn and has already outgrown multiple facilities. With support from ARPA-H and Kansas partnerships, the company is scaling up production and exploring how specific wheat varieties may perform in the process.

The Millers say their vision is simple: using Kansas-grown wheat to make life-saving products more accessible and sustainable.

Riley County Commissioners were informed Thursday that police will make a presentation to the law Board in October on the jail inmate population.

RCPD Director Brian Peete said that the average daily population in August totaled 124.2 but last weekend it surged up to 137. "We want to come up with viable options on how we can work to reduce costs." Any reports will be sent to the county commission prior to the information being sent to the Law Board.

On a seperate matter Peete also praised the response by RCPD personnel who responded to a swatting incident a few weeks ago at K-State. A swatting report is a fake call. "We had a very measured response, we were controlled. We utilized training to ensure that we didn't over respond. There were certain aspects of the call that did not necessarily make sense."

Peete noted that RCPD is working with federal law enforcement agencies to track down the individuals that that they believe did it, and they have promising leads. The RCPD Director expects this will probably be a federal case since the two individuals did this in several places.
