JUNCTION CITY - Leading off the Junction City Independence Day parade was the Junction City Police Department with it's new D.A.R.E. car.

The brand-new Chevrolet Camaro, along with all equipment and the specialty wrap was purchased using asset forfeiture funds and cost taxpayers $0.

Local businesses equipped the vehicle with emergency lights, sirens and the custom wrap with logos from all Geary County Schools represented.

Officers will have the car on display at Heritage Park on July 4th from 6:30 pm until after the fireworks conclude.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

The biggest strength of Kansas Farm Bureau (KFB) is its grassroots policy process that undergoes at least a year of debate before it’s enshrined in the organization’s policy book. This manual serves a blueprint for the advocacy work of state staff in the Kansas Legislature. In 2022, this member-driven process was crucial to improving farming, ranching and rural living during the legislative session. The success Kansas Farm Bureau had during the last legislative session will affect everyone in agriculture or living in a rural community in some fashion. Some of the wins are unlikely to be undone anytime soon and others could prove to be more fleeting without continued engagement. As of July 1, several of these polices are now laws codified in Kansas statutes. That’s proof that a group of dedicated people working toward a common goal can make the ultimate influence on the political process. Turning policy into action is not an easy endeavor, so it’s worth acknowledging when it does happen. Here are a handful of examples of how Farm Bureau members of Kansas and other likeminded organizations had an impact in Topeka: Fencing Tax Exemption:&nbsp;KFB successfully testified in support of a law the exempts fencing supplies and services from sales tax to repair fencing damaged or destroyed by natural disasters including wildfires. Those exemptions are permanent for all farmers and ranchers. Based on calculations from the Kansas Division of Budget and the Kansas State University Land Use Survey Center, this sales tax elimination will save farmers and ranchers approximately $865 for each mile of fence, a number that will grow alongside the cost of materials and labor. Funding for Rural Housing:&nbsp;Kansas Farm Bureau was one of nearly two dozen organizations that successfully lobbied for an investment in rural housing of more than $100 million. The money will come from the state’s extraordinary budget surplus and unspent federal COVID-19 relief funding. Included in the spending package is $40 million to spur moderate-income housing programs. An additional $20 million is dedicated specifically to rural housing. Expansion of Rural Veterinary Program: KFB supported legislation that will expand the Veterinary Training Program for Rural Kansas, addressing a shortage of veterinarians across the state. The legislation will allow more flexibility in where Kansas State University graduates can establish a practice and receive up to $25,000 per year in student loan forgiveness. The law also adds flexibility to increase the number of recipients beyond the maximum of five if funding is available. Pasture Tax Fix:&nbsp;KFB successfully supported a policy change in how pastureland enrolled in the federal Conservation Reserve Program (CRP) Grasslands are classified for Kansas property tax purposes. Without this fix, land that has always been in pasture and then enrolled in the CRP was in danger of being classified as higher-value dryland farm ground for property tax purposes. Water Issues:&nbsp;Kansas Farm Bureau staff testified against proposed legislation that would have consolidated the state’s water regulatory agencies because it would have increased government bureaucracy and consolidated enormous power under the control of a single political appointee, in addition to other measures that go against KFB’s policy. While the proposal was ultimately unsuccessful, it has prompted a review of KFB policy on water issues with regional meetings scheduled around the state, including July 6 in Hutchinson, July 7 in Dodge City, July 12 in Hoxie and July 14 in Burlington. Putting Policy Into Action 

ST. MARYS - A Sunday morning update from Saint Marys Chief of Police, Derek Cid, confirms Officer Mark Lamberson has passed away.

Chief Sid says Lamberson passed away unexpectedly while on duty on July 2, 2022.

Lamberson joined the Saint Marys Police Department in 2013, after having served with the Pottawatomie County Sheriff's Office as a jail deputy.

The Pottawatomie County Sheriff's Office deputies will be providing additional coverage within the Saint Marys city limits for the next few days.

The Kansas Bureau of Investigation (KBI) is the lead agency looking into the circumstances leading up to Officer Lamberson's passing.

Details about Lamberson's passing will be released as necessary and relevant to public interest, however foul play is not suspected in this incident.

Officer Lamberson is survived by his wife, children and parents.

Donations can be made to the family through Community First Bank, 215 S Seth Child Road in Manhattan, Kansas; C/O FOP Lodge 17/SMPD.

Funeral service information will be released when it becomes available.

The&nbsp;<a href="https://ptsheriff.com/" target="_blank">Pottawatomie County Sheriff’s Office</a>&nbsp;says just after 4 p.m. on Saturday, July 2, law enforcement officials were called to an incident north of St. Marys.

Officers at the scene told 13 NEWS that an officer was involved in the incident, however, at this time, it remains unclear how.

Currently, deputies said there is not believed to be a threat to the public.

Officials from the&nbsp;<a href="https://www.kansas.gov/kbi/" target="_blank">Kansas Bureau of Investigation</a>&nbsp;have arrived on the scene.

UPDATE: Saint Marys PD mourns loss of officer

Fireworks and performances by the ZZ KC and the Rock Gods entertained an audience estimated by Freedom Fest JC organizers in Junction City at between 4,000 and 5,000 people.&nbsp;

The fireworks Saturday night were the first of two rounds for Freedom Fest JC. More are planned for Monday evening.

The Sunday lineup includes a community church service at 10 a.m. and concerts Sunday evening from Brandon Estelle at 6:30 p.m. and Rhett Walker at 8:30 p.m.

Sundown Salute is also under way this weekend in the Milford City Park. The concert lineup for Sunday evening includes country &amp; western music including Queens of Country at 8 p.m. and Diamond Rio at 10 p.m.

Rock music and fireworks highlight Freedom Fest JC on Saturday night

MORRIS CO., Kan. (WIBW) - The&nbsp;<a href="https://www.morriscountyks.org/" target="_blank">Morris County Sheriff’s Office</a>&nbsp;says on Saturday, July 2, residents should drive with caution as several roads have become impassable due to flooding and a sinkhole.

Deputies said heavy rains have led to flooding in the area, leaving several roads impassable as water is over the road or the road is minimum maintenance and too muddy for vehicles to make it through. It said those roads are as follows:

The Sheriff’s Office also noted that a large sinkhole across G Avenue has caused its closure between 1200 and&nbsp;and 1300 road. Deputies told 13 NEWS the hole is about 4 feet deep and 2-inches across.

Deputies have encouraged drivers to look for other routes and drive safely.

Each fireworks tent inside Manhattan city limits was inspected by a member of Manhattan Fire Department's Risk Reduction team before being allowed to open and sell fireworks this weekend.

Risk Reduction team members double check for appropriate entrances and exits from the tents, as well as making sure they have an adequate amount of fire extinguishers based on the size of the tent.

Fireworks tents are also required to have lighting inside to provide safe maneuvering within the tent when it gets darker outside.

Operators of the fireworks tents must display the inspection certificate, along with documentation on the tent showing the fire rating for safety.

Walkways and space for workers to restock fireworks must be free from obstacles and all electric cords are to be covered to prevent trip hazards.

Fireworks can be discharged in Manhattan through July 4

Stormont Vail will assume control of Geary Community Hospital operations on January 1st. Contracts pertaining to that arrangement were signed Friday by the Geary County Commission.

The new name for the hospital will be Stormont Vail - Flint Hills Campus.

Attorney Peter Rombold explained that there is an agreement for Stormont Vail to sublease the hospital from the County and Geary Community Hospital Trustees, subject to Public Building Commission approval. "They will take over the operation of Geary Community Hospital as of Jan. 1. " From July 1 until Dec. 31 Stormont Vail has agreed to offer management services and employees to GCH and commence installation of an epic software system. "Epic is the state of the art in software. It's what you need to play ball these days with the big boys in healthcare." That software system will involve an investment of at least $3 million and will take six months to build.

Commissioners approved the sublease, a master agreement, and included in that master's agreement management services, employee lease and asset purchase agreements. If all conditions have been met the asset purchase and sublease would close on Dec. 31.

Geary Community Hospital has been trying to cope with extreme financial challenges. Commissioner Trish Giordano said a lot of people worked hard on this effort. "There definitely was sweat and tears shed over this. " She added, "I can honestly say that this was the best situation for healthcare in Geary County. "

Giordano confirmed that the County's Finance Officer, Tami Robison, put together a solid plan to pay for this effort. "There is light at the end of the tunnel. It's a little long but we know that we need to get out of the healthcare business.&nbsp; Putting this plan in is our first step while still keeping quality healthcare. " Giordano added that Stormont Vail is a powerhouse in healthcare operation in the region.

Giordano thanked the employees at Geary Community Hospital for their support during this process while not knowing if they would have a job, and during COVID-19. "I truly want to&nbsp; thank each and every one of them for hanging tight with us."

Employees at GCH will be able to fill out a job application with Stormont Vail. "With the condition of finding healthcare workers they assured us they will try to keep everyone if possible. " On the possibility of retaining the current doctors Giordano said, "I believe they've all been offered a contract based on whether we sign this contract today." Stormont Vail will also be bringing in some doctors.

Commissioner Keith Ascher called Friday a historic day for Geary County citizens and for those in surrounding areas. "I think the future looks bright, it really does. We worked at this a long, long time but we finally came to something that works."

Commission Chair Alex Tyson noted that it had been important to address the healthcare challenge that had faced the community. "I don't think that any one of us wanted to sell out our community to move backwards in healthcare. "

Tyson said it's time for others to step up. "We need the help of everybody." We need everybody, all hands on deck to get us to the end of this, to see this through."

Hospital officials have been trying to raise $6 million to get Geary Community through to the end of the year due to current financial shortfalls. They have approached the City of Junction City and Geary Community Healthcare Foundation&nbsp; for help but final action has not occurred there.

Giordano explained that that the County has a plan to cover back end debt. "The existing bonds, any debt the hospital has, the revenue bond that the hospital has. She added that no hospital would take over the building unless the infrastructure is fixed where there is a lot of deferred maintenance that needs to be done. When asked how much money the County would have to come up with Giordano stated, "Approximately $20 million." The payment of those funds would be spread out over a long term using current tax revenue levels.&nbsp;

Fireworks stands across Riley County are benefitting a variety of organizations and causes in 2022.

In the town of Randolph, the fireworks stand is located at the corner of 1st and Randolph Streets, all proceeds raised from the sale of fireworks will be used to fund the 2023 Independence Day Celebration.

Across the City of Manhattan, fireworks stands are benefitting youth activities and even a few college students tuition funds.

Here's a list of a few of the fireworks stands in Manhattan and who or what they are supporting with a portion of this year's proceeds:

-1090 Westloop (in middle of parking lot near the ATA bus stop) - proceeds benefit the University of Missouri student running the stand and will go towards paying his tuition.

🎥: Fireworks stands in Riley Co. to benefit variety of causes

MANHATTAN — More than 3,100 students completed degree requirements from Kansas State University in spring 2022. The graduates are from 100 Kansas counties, 42 states and 41 countries. The university awarded 2,263 bachelor's degrees, 651 master's degrees, 215 doctorates and 12 associate degrees. Several students earned multiple degrees.&nbsp;

For outstanding academic performance, 727 students earned graduation honors. Of those, 248 students graduated summa cum laude with a grade point average of 3.95 or above, 269 students graduated magna cum laude with a grade point average of 3.85 to 3.949, and 210 students graduated cum laude with a GPA of 3.75 to 3.849.&nbsp;

KSU releases spring graduation totals

Multiple rounds of rain Friday evening stopped the Freedom Fest JC celebration early and led to the cancellation of Sundown Salute for the evening.&nbsp;

In Junction City, Freedom Fest JC Co-Chair Nate Butler said early on a storm moved through and caused a delay in the performance by Disco Dick and the Mirror Balls but they were able to finish their show and festival goers returned to Heritage Park. But then more weather moved in.&nbsp; "We had a little bit of rain showers as the second band, Paramount, was preparing to take the stage." That caused a delay and eventually celebration officials met and made a tough decision. "So Bob Story and I, chairmen, got together and said we need to make this call and just cancel for the evening, said Butler. He emphasized safety was a huge factor in the decision to call off the night early.

The celebration will continue Saturday with numerous activities including from Freedom on Wheels in the morning where 18 bicycles and a substantial number of helmets will be given away. There will be education on such topics as bike safety and fitting helmets correctly. The Circus Man, Agri Puppets and Hog Diggity Dogs will perform. The concert lineup includes the 1st Infantry Division Army Rock Band at 4:30, ZZ KC at 6:30 and the Rock Gods at 8:30. There will be a&nbsp; fireworks extravaganza at 10 p.m.

Sundown Salute concerts in the Milford City Park were supposed to begin at 8 p.m. Committee Chair Michelle Stimatze said there was a major downpour and a lot of lightning. The weather cleared up some but then another rain cell came through. 'They had to cover everything up on the stage." Officials studied all of the other cells moving in the direction of the festival, said Stimatze. "It was a decision we needed to make for safety issues."

The Sundown Salute lineup for Saturday includes Special Forces at 8 p.m., Tracy Lebo at 9:30 and Peace Love &amp; Music at 10 p.m.

Thundershowers deal Freedom Fest JC and Sundown Salute a curve

MORRIS COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after an early morning traffic stop.

Just before 2a.m. Thursday, deputies stopped a suspicious vehicle near U.S. 77 at mile marker 142, according to a media release.

Deputies found illegal drugs in the vehicle and arrested 56-year-old Thomas Fleeker of Council Grove on requested charges of criminal use of explosives, meth distribution, possession of marijuana and drug paraphernalia, possession of a firearm by a felon, criminal use of a weapon and related traffic violations.

Local officials have outlined details for security during the Fourth of July celebrations in Junction City and Milford.

Geary County Sheriff Dan Jackson said that there will be a comprehensive security plan to allow for a fun and safe Sundown Salute event in Milford.&nbsp;

We got buy-in from the Criminal Investigations Division at Fort Riley. They're going to supply two agents every night." Jackson added that they will be paired up with a Deputy and if there are any incidents with military personnel CID will take the lead.&nbsp; "Alcohol Beverage Control is sending agents every night and their primary focus is alcohol violations that may or may not occur in the event area or the surrounding areas." The Kansas Highway Patrol will be doing saturation patrol during the weekend.

The entire Milford City Park area will be signed off and some it will be roped off as the event area, said the sheriff. "If you're inside that area and you have a wrist band on you can have beer that you purchased on site. No outside alcohol can be brought in and you cannot drink&nbsp; in the parking areas outside the main event area. Jackson also advised those who do plan to drink to have a designated driver.

"Starting around midnight, except Saturday night when it gets done at midnight. As soon as everybody leaves nobody will be allowed inside the park area for security reasons.&nbsp;

As part of its ongoing commitment to creating health equity and fighting food insecurity, Sunflower Health Plan is again sponsoring its Member Days this summer at local farmers markets to help its members across Kansas afford fresh fruits and vegetables.

Sunflower Member Days will benefit people who have Medicaid coverage through Sunflower. Shoppers will receive $10 in vouchers they can use to purchase fresh fruits and vegetables on the day of the market.

MANHATTAN — Thirty-three rising high school students from five states participated in the Kansas State University&nbsp;<a href="https://cba.k-state.edu/" target="_blank">College of Business</a>' inaugural&nbsp;<a href="https://cba.k-state.edu/success/new-students/summer-programs/" target="_blank">Summer Institute</a>, June 8-10, to learn about the role of business in society and majors and options offered by the college. The students, in grades 10-12, also applied what they learned in an entrepreneurial pitch challenge, competing for K-State scholarships. Members of the first-place winning team each earned a $1,000 scholarship, while second-place team members earned $750 scholarships and third-place team members earned $500 scholarships. The institute featured faculty and staff representatives from across the college and was supported by the college's&nbsp;<a href="https://cba.k-state.edu/academics/departments/center-for-principled-business/" target="_blank">Center for Principled Business</a>. "This new summer institute was designed to serve as a springboard to give high school students a real college experience that helps foster a sense of independence, self-awareness and confidence as they look to select a university and a major," said Kevin Gwinner, Edgerley family dean of the college. "This taste of college life introduces them to the advantages of a business degree and inspires them to explore their full potential for success." Participants experienced on-campus living and dining during their time at K-State and also interacted with several local business owners. Thanks to donors, including lead corporate partner Koch Industries, all educational, food and boarding costs were provided at no charge to the participants. It is the most Circle of Excellence awards received by the university in a single year. CASE is an international association of educational institutions. "A Statement Maker," which appeared in the spring 2021 issue of K-Stater magazine, was written by editor Tim Schrag and profiled 2012 K-State alumnus Jason Wright and his job as senior graphic designer at Nike. Wright has helped craft uniforms for a variety of sports and teams from the NFL, MLB and colleges and universities, including his alma mater. Judges said the piece featured "crisp writing and focused treatment of subject matter" and was "uniquely interesting and readable." In the video, students receiving scholarships are informed by the donor. Judges called the video "a simple but high-impact concept done extremely well" and an "effective, unique and great use of video as a format." "It is so gratifying to be recognized by our peers in this international competition," said Mary Bourne, video production manager at the KSU Foundation. "We are grateful to the many campus and KSU Foundation partners who helped us capture the special moment, highlighted in the video. POTTAWATOMIE COUNTY—A Kansas woman was injured in an accident just before 12:30p.m. Wednesday in Pottawatomie County.

The Kansas Highway Patrol reported a 1995 Cadillac Deville driven by , Delores Elizabeth Sauvage, 58, Onaga, was northbound on K63 Highway just south of 286th Road.

The care left the roadway to the east, struck a field entrance,&nbsp; became airborne for some distance and came to rest on its front. EMS transported Sauvage to Stormont Vail. She was properly restrained, according to the KHP.

In August, more than 250 public broadcast stations across the country will start airing the program. It will be available in all 50 states. "Becoming Trauma Responsive"&nbsp;details the changes two schools in Kansas and a preschool in Missouri implemented to meet the social and emotional needs of their students and staff because of the COVID-19 pandemic.&nbsp;Topics explored in the film include teaching self-regulation, identifying the stress response system, creating an environment that helps students overcome stress, developing a tolerance for change and establishing self-care routines for educators and caregivers.&nbsp;These techniques were substantiated by trauma experts who have spent decades working in counseling, therapy and neuroscience. "For years, educators have sought out resources to become more trauma-equipped, but the pandemic has truly awakened the need for immediate support," said Debbie Mercer, dean of the College of Education. Just after 1p.m. Tuesday, officers filed a report for theft in the 100 block of Bluemont Ave. in Manhattan, according to the Riley County Police Department activity report.

 Walmart reported three unknown male suspects stole a crossbow, Samsung speaker, Cricut Maker 3, and KitchenAid mixer. The estimated total loss associated with this case is approximately $1,770.&nbsp;
