RILEY COUNTY—Law enforcement authorities are investigating a Riley County woman on multiple allegations following a crash and interaction with police.

Just after 4:30p.m. Tuesday, officers responded to the report of a crash near the intersection of West Randolph and N. 1st Streets in Randolph, according to the Riley County Police Department activity report.

First responders found an unoccupied Dodge Grand Caravan still running that had hit a power pole. A short time later, officers identified the driver as Krystle Zimmer, 33, of St. George who was found in the 100 block of Randolph St. in Randolph. 

Officers made contact with her and determined she was allegedly intoxicated. Zimmer ran away from officers as they spoke with her, she was quickly detained. While officers were placing her in handcuffs, she resisted, bit two officers, and threatened them.

 Zimmer was arrested on requested charges of driving under the influence, and two counts each of battery on LEO, criminal threat on LEO, and interference with LEO. 

Zimmer remains confined in the Riley County Jail with a total bond of $20,000.

One of the longest-anticipated openings in animal health care research has been set for May 24.

U.S.
 Sen. Jerry Moran, R-KS, announced during a recent Senate Appropriations
 Subcommittee on Agriculture hearing in Washington D.C., that he was 
looking forward to having U.S. Department of Agriculture Secretary Tom 
Vilsack cut the ribbon at the biosafety level 4 National Bio and 
Agro-Defense Facility.

“Designed to protect public 
health and our national food security, this state-of-the-art USDA 
facility will be located in the heart of the nation and near the farmers
 and ranchers who help feed our nation,” Moran said.

“NBAF
 modernizes our process and our ability to investigate and research some
 of the major challenges and threats to American agriculture,” Vilsack 
said. “Whether it’s African swine fever or foot-and-mouth disease or 
some of the other seven critical diseases that could cripple our 
livestock industry, which obviously would impact and effect our entire 
economy and our food security. In addition, this facility will also be 
where the vaccine bank is housed. As we develop vaccines to try to deal 
with some of these threats, being able to stockpile appropriately and 
safely those vaccines [is] incredibly important. Also, a great deal of 
research is going to be done on the countermeasures, the biosecurity 
initiatives that are part of protecting our livestock industry.”

Moran
 helped secure $1.25 billion in federal funding for the facility through
 his role on the Senate Committee on Appropriations and helped break 
ground for the construction of NBAF in 2015.

NBAF is the 
nation’s only large animal facility built to handle pathogens that do 
not currently have treatments or countermeasures. It will open adjacent 
to Kansas State University and near Bill Snyder Family Stadium in 
Manhattan.

The
 Department of Homeland Security’s Science and Technology Directorate 
will transfer ownership and operational responsibilities to the USDA. 
NBAF is designed to strengthen the nation’s ability to conduct research,
 develop vaccines, diagnose emerging diseases, and train veterinarians. 
According to the USDA, NBAF will replace the 68-year-old Plum Island 
Animal Disease Center in New York. The PIADC is where the USDA’s 
Agricultural Research Service and Animal and Plant Health Inspection 
Service conduct foreign animal disease research and diagnostics. ARS and
 APGHIS will transfer their research diagnostic missions from PIADC to 
NBAF and will operate the facility jointly. According to the USDA, even 
after the agency takes ownership of the facility from the DHS, it will 
take at least of couple of years to transfer the full science mission 
from PIADC to NBAF.

The
 decision to replace the Plum Island facility had its roots in the 911 
Commission, Moran said. NBAF is designed to help protect public health 
and food safety, he said.

time-consuming because it had to meet many rigorous standards.

NBAF ribbon cutting set for May 24 in Manhattan

By KIM BALDWIN McPherson County farmer and rancher Spring has sprung on our central Kansas farm. The daffodils and apricot trees are in full bloom and being visited by the honeybees. The small flock of sheep we’ve been caring for all winter have now more than doubled as all of the ewes have lambed. Now the pasture is full of little white lambs frolicking and bouncing all around as their mothers keep watch. Our machine shop has also transitioned from housing a winter basketball court to housing a planter being prepped and bags of corn seed stacked high as we await our season of spring planting. Like any spring, the Kansas weather has fluctuated from cold to warm and from cold to hot. I’ve experienced many recent days where I’ve had my son change out of the athletic shorts he planned to wear to school and instead have made him get some pants on. There’s also been days where I’ve told the kids to leave their coats at home only to regret that decision when the temperatures drop a bit too much by the time they get off the afternoon bus.&nbsp; It’s definitely the time of the year where major fluctuations in weather still occur. It’s also the time of the year where some serious countdowns have begun.&nbsp; While state assessments are about to begin for my children, school will actually wrap up and the kids will be on summer break in less than 30 days. We’ve made it past the holiday celebrations, the winter concerts, the days of indoor recesses, and the mornings of waiting for the school bus in the dark. Daylight is noticeably getting longer, talk of the end-of-year field day has begun and summer camp forms are being sent home. I can assure you, the kids have already started their final countdown. With that final countdown to summer break, there is also an elevated level of anticipation as we get closer and closer to the return of my son’s cattle from their winter pastures. They will be worked in the coming days and then brought home to pasture over the summer months in the pastures nearest our house. I can’t wait to see the cows grazing nearby while I look out my front windows. While we prepare the fencing and the water sources, we know the clock continues to tick for the herd’s arrival home for the summer. The countdown carries over as we also prepare to get the machines in the fields to begin spring planting. While we’ve been making final adjustments to the planter, we’ve also been anxiously awaiting a good spring rain before planting the seeds into the ground. While it seems we aren’t in as big of a hurry as previous years to start planting, mostly due to the dry conditions, the countdown has clearly begun and we wait and watch to determine when we will give ourselves the greenlight to begin. Yes, spring has definitely sprung! And with it, all of the final countdowns have also begun. In 2022, there was an average of three work zone crashes every day in
Kansas. A work zone is an area of a street or highway with construction,
maintenance or utility work. The Kansas Department of Transportation
construction and maintenance workers face danger on a daily basis in their
jobs. KDOT Public Affairs Manager Tim Potter said employees or contracted
workers try to do everything possible to make sure drivers are aware of work
zones. "One of the main things we rely on are signs that people should heed," said Potter. "In particular, one of the most important signs is the reduced speed limit sign for the work zone. There's work activity going on, construction vehicles and workers around." 
National Work Zone Awareness week will begin April 17 to highlight the
importance of slowing down while in work zones.

Potter said awareness of work
zones is also for the safety of motorists. Between 85% to 90% of the time, the
people that are injured in work zone crashes are motorists. "We rely on people being alert," said Potter. "The top contributing circumstance of work zone crashes is inattention. People are following too closely, driving to fast for the conditions, improperly changing lanes or violating the right-of-way." 
Everyone is encouraged to wear orange on April 19, the official “Go
Orange Day” in Kansas to show support for Kansas highway workers.&nbsp; &nbsp;&nbsp;

Stay alert: Three work zone crashes per day in Kansas

GEARY COUNTY—Two suspects arrested in Michigan and accused in the murder of a couple in Junction City are back in a Kansas Jail.

According to Junction City Police, 33-year-old Steven P. Pierce and 29-year-old Kallie R. Peters have been extradited from Michigan are currently in custody at the Geary County Detention Facility.

Authorities in Michigan arrested them in Saginaw County Michigan on requested charges of Felony Murder, 2 counts of Aggravated Robbery, and 1 count of Felony Theft in connection with the deaths of&nbsp; 75-year-old Valerie J. Krissman and 80-year-old Roland C. Krissman.&nbsp; A criminal complaint is the case said the killing happened in Junction City during the theft of the Krissman's 2006 Buick Lacrosse.

Pierce and Peters both currently have a bond set at $1,500,000.00, according to online jail records.

Riley County Arrest Report April 11

MANHATTAN — The numbers are staggering.&nbsp;

In 2022, the Kansas 4-H office reported a five-year average of 6,442 volunteers that have supported its youth programs, providing expert guidance on such projects as sewing, shooting sports, livestock, rocketry and nearly three dozen other pursuits.&nbsp;

Sarah Maass, director of the&nbsp;<a href="https://www.kansas4-h.org/">Kansas 4-H program</a>, cited a study reporting that volunteers donate an average nine hours per month, or an estimated 695,736 hours annually to Kansas’ largest youth development program.&nbsp;

Also in 2022, Independent Sector – a coalition of nonprofits, foundations and corporate giving programs – released findings indicating that the value of one volunteer hour in the United States is $29.95&nbsp;

Doing the math, the annual contribution of volunteers to the Kansas 4-H program tops $20.8 million.&nbsp;

Recognizing that impact, the Kansas 4-H program is joining in National Volunteer Week, a national celebration for non-profit groups set for April 16-22 to recognize the contributions of those who donate their time to worthy causes.&nbsp;

“Volunteers have a passion to bring their time and knowledge to 4-H youth,” said Bob Harlan, a retired engineer for the Landoll Corporation in Marysville, now living in Manhattan.&nbsp;

Statistics don’t always bear out the passion of volunteers like Harlan, who began as a project leader in the Hanover 4-H Club when his daughter wanted to participate in the photography project.&nbsp;

“Three or four years later, I was asked to be a countywide project leader,” he said. “My wife, Annette, was co-leader with me and we continued that until 2013. When the River Valley District was formed (in northcentral Kansas), all in that district were invited to our project meetings. In 1989, I joined the photography action team and am still a member of that team today.”&nbsp;

Ray Bartholomew of Hutchinson is the Reno County 4-H shooting sports coordinator and has been the countywide project club leader for 27 years.&nbsp;

“I have a passion for working with youth and providing the basics of safety and fundamentals of the shooting sports disciplines,” said Bartholomew, who worked for the USDA Farm Service Agency for 38 years prior to retirement.&nbsp;

Bartholomew said he has obtained national Level II certification in archery and coordinator, and state Level I certification in archery, coordinator, hunting skills, pistol, rifle and western heritage/cowboy action. “Prior to 4-H certification training,” he said, “I had limited background, particularly as it relates to competitive shooting events.”&nbsp;

Bartholomew estimates he has volunteered more than 1,500 hours per year to Kansas 4-H…for 23 years.&nbsp;

Harlan’s interest in photography was self-taught; he was asked to take pictures for advertising as part of his job. As he became involved in volunteering for 4-H, “I expanded my knowledge of photography to stay ahead of the youth.”&nbsp;

“Now,” he adds, “photography is one of my main hobbies.”&nbsp;

National Volunteer Week is set for April 16-22

FORT RILEY - On Friday April 7th, Fort Riley honored military children and their families with the annual Month of the Military Child parade.

April is the Month of the Military Child and Colonel Michael Foote, Fort Riley Garrison Commander joined military children, Fort Riley Child and Youth Services, Installation and Division leaders for the annual parade. 

Members of the 1st Infantry Division Band and members of the Commanding General's Mounted Color Guard led the parade honoring military children in the Month of the Military Child.

The Flint Hills will see the mercury tick into the mid-80s during a sunny week, the National Weather Service in Topeka said.

That temperature rise, however, will be accompanied by strong and sustained south winds, which will make outdoor burning an increased risk as dry conditions persist.

The high Tuesday is expected to hit 80 degrees, warming to the mid-80s on Wednesday and Thursday. Winds will be sustained at 20 to 25 mph, gusting up to 40 mph.

Friday could be some moisture to the region. There is a 20 percent chance of showers in the early morning hours, increasing to 50 percent by Friday night and into Saturday.

Warm and windy start to the week with 80s on the way

RILEY COUNTY—One person was just injured another arrested after an accident just 1a.m. Saturday in Manhattan.

The Riley County Police Department reported a&nbsp;motorcycle driven by Douglas Boone, 42, of Lithia, Florida was involved in an accident in the 3200 Block of Stagg Hill Road. &nbsp;A second motorcycle driven by Travis Rusch, 35, of Manhattan was also on scene.&nbsp;

First responders found Boone laying on the side of the road unresponsive. EMS transported Boone to Via Christi and later to Stormont Vail in critical condition, according to the RCPD.

 Boone was not wearing a helmet. Rusch was found to be intoxicated and arrested for driving under the influence. Rusch was issued a total bond of $750 and is no longer confined at the time of this report.

MANHATTAN — Kansas State University's College of 
Veterinary Medicine is giving elementary, middle school, high school and
 college students an opportunity to experience "A Day in the Life of a 
Veterinary Student" at the <a href="https://www.vet.k-state.edu/admissions/rocks">2023 Vet Med ROCKS summer camps</a>. The
 series of day camps for youth will take place July 30-Aug. 2 and are 
hosted by the Vet Med Recruitment and Outreach Club at Kansas State 
University, or Vet Med ROCKS, a registered departmental student 
organization in the <a href="https://www.vet.k-state.edu/">College of Veterinary Medicine</a>.&nbsp;

This year's theme is "A Day in the Life of a Veterinary Student." 
Campers will experience a day similar to that of a veterinary student 
with hands-on activities and learning from College of Veterinary 
Medicine students and faculty.

"I cannot wait to give our campers the day-to-day experience of a vet
 student here at K-State," said Emily Pierce, second-year veterinary 
student and summer camp chair for Vet Med ROCKS. "We are bringing in 
some new ideas and topics that previous campers have shown interest in, 
as well as bringing back some favorites. Our goal is to provide a fun 
and educational experience for all campers while allowing them to dip 
their foot into the veterinary profession. We are so excited to meet all
 our campers at the end of July."

Callie Rost, assistant dean for admissions in the College of 
Veterinary Medicine, said last year's in-person camps hosted 28 grade 
school, 50 middle school and 100 high school/college students.

"Vet Med ROCKS camp is an excellent opportunity for students to 
explore their interest in the veterinary profession," said Rost. "Led by
 our outstanding students at the K-State College of Veterinary Medicine,
 the camp is a great way to explore being a veterinary student and a 
future veterinarian."

July 30 will be a virtual day of presentations and at-home activities
 for high school and college students. These campers will then attend in
 person on July 31 for hands-on labs with faculty and vet med student 
camp counselors throughout the day. Aug. 1 will be an in-person camp for
 middle school students entering sixth through eighth grades, and Aug. 2
 is an in-person camp for grade school students entering the fourth and 
fifth grades.

MANHATTAN —Kansas State University horticulture instructor Cynthia Domenghini says home gardeners can expand garden space by taking it to the next level…literally.&nbsp;

Domenghini said many crops can be grown vertically, including the more traditional tomatoes, pole beans, and peas as well as vining crops such as cucumbers, melons, squash and gourds.&nbsp;

“Elevating plants off the ground increases the air flow which can help prevent disease,” Domenghini said. “Bringing the height of the produce up also makes harvesting easier.”&nbsp;

Domenghini recommends edible-pod and snow peas because those crops have longer vines and are therefore more appropriate for growing vertically than English (shelling) peas.&nbsp;

Bush-type vining crops produce short vines and are consequently less suitable for vertical growth. 

“Be mindful of crops that grow large fruit as they could damage the vine if grown vertically,” Domenghini said.&nbsp;

Supporting your vertical garden with a study structure is also important. Domenghini suggests bamboo poles. &nbsp;

“Create a pup tent or A-frame structure by leaning two cattle panels or pallets together and securing them at the top. Alternatively, a single panel can be tied upright to T-posts for support. Plant vining crops at the base and train them to grow upward,” she said.&nbsp;

TOPEKA - The Kansas Department of Transportation announces a Call for Projects for Electric Vehicle (EV) charging infrastructure projects in advance of applications being accepted for these projects across the state.

An estimated $14 million in National Electric Vehicle Infrastructure (NEVI) Formula funds are available to award for DC (direct current) fast-charging projects along federally designated EV Charging Corridors in Kansas. Additional funding also will be available to support community charging and other EV charging projects. All awarded projects will be required to meet a minimum 20% local cash match.

A Call for Projects first requires a project concept form be submitted to KDOT before the application process begins.

“This allows KDOT to provide feedback on eligibility and direct project sponsors to potential funding opportunities for the proposed project,” said Tami Alexander, KDOT Transportation Electrification Manager. “Evaluation and feedback on project concepts allows sponsors to submit stronger applications and be more competitive in the process.”

KDOT will utilize various federal funding opportunities to support EV Charging Infrastructure Projects across the state. Projects could include direct current fast-charging along state highways, community charging or other public EV charging projects.

2023 Tulip Festival in Wamego will feature more than 165 vendors

For the past several years, Kansas families have suffered from a systemic lack of childcare.&nbsp;

Access to childcare is a problem in both urban and rural areas. 104 of the state’s 105 counties have a higher demand for childcare than availability.&nbsp;

According to Child Care Aware of Kansas, the state has a shortage of approximately 85,000 childcare slots to meet existing demand.

The supply and demand issue raises childcare costs and prices many parents — mostly mothers — out of the workforce.

According to the U.S. Department of Health and Human Services, childcare is affordable if it costs no more than 7% of a family’s income.

However, in Kansas about 29% of a working mother’s salary is spent on childcare costs alone, making Kansas childcare costs as a percentage of salary one of the highest in the country.

Furthermore, infant care costs in our state exceed the expense of full-time college tuition at a public university, and childcare costs for kids under the age of four are about equal to full-time public university tuition costs.

The state legislature has passed a bill with a proposed “solution” to the childcare crisis. However, the bill essentially just puts a bandaid — and not a very good one — on a firehose.&nbsp;

Currently, Kansas has strict regulations for training, furthering education, licensing, and adult-to-child ratios in the childcare field.&nbsp;

These requirements were put in place to ensure child safety. In 2010, the state legislature passed a law requiring all childcare facilities to be licensed and gave the Kansas Department of Health and Environment the authority to create regulations and requirements for childcare facilities.

Should this bill get the governor’s signature and become law, it would significantly decrease current regulations.

Experts are concerned that such a law would move Kansas away from national standards and best practices. Additionally, the current proposal’s lax policies on continuing education would put many Kansas childcare providers out of compliance with existing requirements to receive federal funding. Should that happen, it could create a scenario where the state has even fewer childcare options than we have right now.

The bill also increases the workload by allowing an additional child per adult without solving the problem that has led to the worker shortage in the first place — exceptionally low wages.&nbsp;

According to the US Secretary of Commerce, Gina Raimondo, childcare is one of the lowest paying occupations in the country, oftentimes making only minimum wage.

This bill does not solve that problem.&nbsp;

Last year, the state legislature signed a childcare tax credit that incentivizes businesses to provide childcare services at their place of employment. That tax credit also did not solve the ongoing childcare crisis.

Critics of the bill highlight that it was rushed through the Senate without input from childcare providers or child development experts. It shows.

The crux of the matter is that until wages increase there will continue to be a massive childcare shortage.

Rather than passing stop gaps and false solutions, the state needs to incentivize providers to raise wages for their workers without parents having to bear the burden.

Guide aims to help gardeners in challenging growing conditions&nbsp;

MANHATTAN —&nbsp; A popular guide to gardening in Kansas has undergone a major makeover that one of its authors said helps to “better reflect the needs and experiences of a wide range of Kansas gardeners, especially our newest gardeners.”&nbsp;

An updated version of the Kansas Garden Guide – which in 2022 was downloaded 35,931 times, or about 100 times a day –&nbsp;<a href="https://www.bookstore.ksre.ksu.edu/pubs/S51.pdf">will be available to order by early May from the K-State Research and Extension bookstore</a>.&nbsp;

The guide already is available to view online in its entirety. Viewers can print pages that relate to specific information.&nbsp;

“We are always learning new things about growing plants in Kansas and understanding the science of soils, plants, and microorganisms better,” said Rebecca McMahon, administrator of&nbsp;<a href="https://www.rrc.k-state.edu/localfoods/index.html">Kansas State University’s local foods systems program</a>.&nbsp;

“So,” she added, “we need to update our publications to reflect changes in practices, as well. Also, the way that people think about and approach gardening changes over time. Gardens today are usually smaller and there are many new gardeners that have started gardening over the past several years.”&nbsp;

McMahon was one of several editors of the new guide, which has expanded to 202 pages complete with full-color pictures and illustrations. The Kansas Garden Guide – originally printed in the early 1980s -- was last printed in 2010, and included 76 full color pages.&nbsp;

Cheryl Boyer, a nursery crop production and marketing specialist for K-State Research and Extension, said she “wouldn’t want to tackle my home garden without this guide.”&nbsp;

“The Kansas Garden Guide is essential for successful edible gardening in Kansas,” she said. “We have excellent demonstration gardens in nearly every Kansas county, showing off what we can accomplish with the knowledge contained in the Kansas Garden Guide.”&nbsp;

Boyer added that while the guide is oriented to home gardeners, commercial growers also will benefit from the updated recommendations: “This would make an excellent resource for every nursery, garden center and hardware store to have on hand.”&nbsp;

McMahon said perhaps the most important aspect of the publication is that the guidelines are specific to Kansas’ growing conditions.&nbsp;

“Most other gardening resources that Kansas gardeners are going to find are more reflective of conditions in other parts of the country,” McMahon said. “The Kansas Garden Guide focuses on what you need to know to have success in our challenging climate.”&nbsp;

In Kansas, home gardeners produce $20 to $25 million worth of vegetables each year, according to information published in the new guide. These vegetables not only help Kansans save money on food costs, but also contribute to overall nutrition and health.&nbsp;

K-State unveils expanded Kansas Garden Guide 

WABAUNSEE COUNTY —One person was injured in an accident just after 12:30p.m. Saturday in Wabaunsee County.

The Kansas Highway Patrol reported a 2019 Chevy Equinox driven by Richard W. Stitt, 67, Manhattan, was westbound on Interstate 70 near the Kansas 185 McFarland exit.

The SUV entered the median, struck a culvert, traveled into the eastbound lanes, reentered the median and came to rest facing westbound.&nbsp;

EMS transported Stitt to the hospital in Manhattan. He was properly restrained, according to the KHP.

 at Kansas State University, has received a $550,000 National Science 
Foundation Faculty Early Career Development Program award, known as a 
CAREER award, to develop a simple, modular and versatile technology to 
direct the folding and assembly of protein biomaterials using a 
molecular version of origami. The five-year project, "CAREER: 
Modular Protein Origami to Building Genetically Programmable 
Biomaterials," will study the genetic programming of complex 
functionalities into the biomaterials created from this process and 
assess their capabilities in solving challenging and unique engineering 
problems.

"Protein origami is a method of creating shapes by folding and 
assembling engineered protein building blocks," Park said. "This process
 focuses on doing a molecular version of origami at the nanometer scale,
 using the modular tools of biological molecules such as proteins."
