WABAUNSEE COUNTY —Two people were injured in an accident just after 1:30p.m. Sunday in Wabaunsee County.

The Kansas Highway Patrol reported a 2008 Harley Davidson driven by Douglas Charles&nbsp;Lewis, 61, Larned, was eastbound on Kansas 4 just west of Main Street.

The motorcycle rear-ended a 2013 Harley Davidson driven by Pauline Louise&nbsp;McConnell, 78, Larned, who slowed down to turn northbound onto Main Street.&nbsp; Both drivers&nbsp;were thrown from their motorcycles.&nbsp;

EMS transported Lewis to Stormont Vail and&nbsp;McConnell to St. Francis. Both were wearing helmets, according to the KHP.

Col. Gerald Nunziato, Fort Riley garrison commander and members of the garrison command team will join volunteers with the Friends of the Fort Riley Museums on Wednesday to make apple pies for the Fall Apple Day Festival.&nbsp;

Each year, hundreds of apple pies are made by volunteers as part of the Festival. The pie-making effort relies on dozens of community volunteers. Money raised through the sale of the pies will be used by the Friends of the Fort Riley Museums to support Fort Riley museum programs and historical preservation.

Slices of baked pie will be available for purchase Saturday, Oct. 5. Other activities at the Fort Riley Fall Apple Day Festival include military technology and capabilities demonstrations, equipment displays, hands-on activities, live performances, historical reenactments and food and beverage concessions.

Riley County Arrest Report September 28

RILEY COUNTY —One person died in an accident involving a motorcycle and pedestrian just before 10p.m. Friday in Riley County.

According to the Riley County Police Department, a Honda CX 500 Custom motorcycle driven by Kameron Banks, 19, of Manhattan, was westbound in the 2300 Block of Tuttle Creek Boulevard between Kimball Avenue and Northfield Drive.

The motorcycle collided with a pedestrian, identified as Travell Toliver, 49, of Manhattan, who was crossing the highway. Toliver was pronounced dead at the scene.

&nbsp;Riley County EMS transported Banks to Ascension Via Christi and later he was transferred to Stormont Vail in Topeka by Life Star. He is expected to survive his injuries.

The road was closed for several hours to allow for investigation, with assistance from Kansas Department of Transportation (KDOT) in diverting traffic.

RCPD is asking anyone who may have witnessed the crash to contact our department at (785) 537-2112 or submit information through Crime Stoppers.

RILEY COUNTY —One person died in an accident that occurred late Friday in Riley County.

According to the Riley County Police Department a motorcycle with two occupants crashed on northbound Tuttle Creek Boulevard. One person was pronounced dead at the scene. EMS transported the other occupant to Via Christi for treatment of life-threatening injuries.

The accident remains under investigation. The RCPD released no additional details early Saturday.&nbsp; Check the Post for more information as it becomes available.

Manhattan man dead after struck by a motorcycle 

WASHINGTON, D.C — U.S. Senator Jerry Moran (R-Kan.), recently spoke on the Senate Floor regarding the launch of the Senate Sustainable Aviation Caucus to promote Sustainable Aviation Fuel.&nbsp;&nbsp;

"When it comes to energy production, I believe in an all of the above strategy," Moran said. To help spur investment in SAF production, I introduced the Farm to Fly Act, which would help accelerate the production and development of SAF through existing U.S. Department of Agriculture programs. Generating this new fuel source would not be possible without our producers."

"I'm launching the&nbsp;Senate Sustainable Aviation Caucus with Senator Bozeman and Senator Duckworth as co-chairs," Moran said. "The purpose of this caucus is simple: advance our nation's biofuel, energy and aviation industries, in an effort to increase domestic competitiveness, promote national security and bolster passenger safety. This caucus will work together to find ways to maximize the aviation industry's financial sustainability and increase its resiliency."

According to the <a href="https://www.energy.gov/eere/bioenergy/sustainable-aviation-fuels">Department of Energy</a>,&nbsp;SAF is a biofuel used to power aircraft that has similar properties to conventional jet fuel but with a smaller carbon footprint. Moran helping launch Senate Sustainable Aviation Caucus

Manhattan blanked the Junction City Blue Jays on Friday night, winning 52-0 at Blue Jay Stadium.

After forcing a quick punt by Manhattan on the opening possession of the game, Junction City quarterback Conrad Gomez, who faced constant pressure all night, was called for intentional grounding in the end zone, resulting in a safety, and gave Manhattan a 2-0 lead.

After the safety, Manhattan put their foot on the gas pedal, charged ahead, and took a 30-0 lead at halftime. For the Indians, running backs Jaydin Hudley and Kha'Mario Davis each scored two touchdowns on the night. Manhattan gets their fourth win of the season, improving to 4-0.

Junction City falls to 1-3 on the year. All three losses have been against top 10 opponents in class 6A. For the Blue Jays,  up next is another tough test, as the Hays Indians come to town next Friday.

The Indians of Manhattan, now 4-0, will be host Emporia next Friday.

The Midwest Dream Car Collection in Manhattan has announced that they will be hosting world traveler and Guinness Book record holder Patty Upton as their guest speaker for the Morgan Family Lecture Series on Saturday, October 19,&nbsp; at 2:00 pm.

Patty and her husband Loren were the first people to circumnavigate the world completely on land using an American made 1966 Kaiser-Jeep CJ-5 they named the Sand Ship Discovery.&nbsp;It&nbsp;took more than five years and 56,000 miles&nbsp;to complete the voyage traveling a north-south course (minus Antarctica). This feat involved the&nbsp;first land crossing of the&nbsp;Darien Gap by motor vehicle, which stretched 125 miles. This section alone took the team 741 days to traverse.

Their travels started on June 15, 1984, in Prudhoe Bay, Alaska and ended 5 years later north of the fishing village of Gamvik, Norway, on July 4th, 1989.

Loren passed away in 2022, however Patty continues to share the story of their travels by traveling the country with the Sand Ship Discovery jeep.

MANHATTAN — Kansas State University is establishing a program to improve broadband access for thousands of Kansans, helping them navigate the digital economy more safely and successfully.

The&nbsp;<a href="https://www.k-state.edu/105/projects/digital-ambassador-program.html">Digital Ambassador program</a>&nbsp;is currently being piloted in the West Plains Extension District — Scott and Finney counties — the Central Kansas Extension District — Ottawa and Saline counties — and the River Valley Extension District — Republic, Washington, Cloud and Clay counties.

"A major emphasis of this program is to help people who live in rural areas or are otherwise underserved to utilize internet applications in a beneficial way," said Rick Peterson, associate director of extension programs for K-State Research and Extension. "For example, we envision that trained Digital Ambassadors will help people learn how to access telehealth, use online banking, utilize precision agriculture, and access government documents and other resources to benefit their businesses or families. "Ultimately, we want to improve the lives of Kansans by helping them use the tools of technology safely and effectively."

Riley County provides election reminders

RILEY COUNTY — Law enforcement are investigating a registered Kansas Offender on new allegations.

Just after noon Thursday, police arrested 54-year-old Adrian Watson of Manhattan in the 3100 block of Anderson Avenue, according to the Riley County Police Department activity report.

 Watson was arrested on the probable cause offense of driving while license cancelled and violation of the offender registration act.

Watson is being held on a bond of $5,750. He has been listed as a registered offender since 2012 after a conviction for attempted kidnapping in Manhattan in 2009, according to the Kansas Department Corrections.

&nbsp;Sunset Zoo has announced the birth of its first-ever Malayan tiger cubs,&nbsp;a significant milestone in their conservation efforts. The cubs were born to resident tigers Indrah (female) and Jaya (male) on August 23, 2024. This marks a crucial victory for the global effort to save this critically endangered species, bringing positive hope for Malayan Tiger&nbsp;survival

.A Mission Rooted in Conservation Sunset Zoo has a mission to inspire conservation of the natural world. In that mission, the Zoo is dedicated to preserving and protecting wildlife and ecosystems through education, conservation, and research. The birth of these cubs exemplifies the commitment to endangered species and reinforces our mission to:&nbsp;&nbsp;

The successful birth of these tigers is a triumph for Sunset Zoo and conservationists worldwide who are striving to protect Malayan tigers and other endangered species from extinction.

The birth of these cubs represents a crucial contribution to the global Malayan tiger population.&nbsp; Sunset Zoo, now a breeding facility for Malayan tigers, is possible due to the creation of Expedition Asia an immersive habitat of Asian animals featuring Malayan tigers, sloth bears, and Amur leopards, all of which are highly endangered. The habitats all have birthing dens, off-site bedrooms, and large yards for each animal species. The expansion was made possible by private and public partnership fundraising cost 4.3 million dollars, and opened in the spring of 2022. Expedition Asia was a dream made possible by the late Chuck Jackson of Manhattan, Kansas who was the lead donor making the facility a reality today.&nbsp;

In the next few months, a team of zookeepers and veterinarians will closely monitor the cubs to ensure they grow healthy and strong. As they develop, there&nbsp; will be updates on their milestones, from their first steps to their introduction to the outdoor habitat.

The circumstance exists in Riley County where Part I and violent crime rates have decreased but the jail population is at the maximum. Brian Peete, Riley County Police Director, said, "We are at the point now that we are looking at purchasing cots to put into the A-pod area."

Peete noted Part I crimes in August were 19% below the five year average and 21.% year to date. Both Part I violent and property crimes were below the five year average.

Traffic is a concern and will continue&nbsp; to be enforced primarily through education.

There are traffic light cameras including license plate readers in strategic areas in the county that help everything from silver alerts to general crimes to a separate camera system in Aggieville for security purposes.

Where the female jail population is concerned RCPD is paying for five to seven people that are being housed in jails in other counties.

DUI's were also up slightly in the county.

Most of those who watch politics focus on various national and state political contests, and that’s reasonable. Yet how many of us regularly interact with agents of the national or state governments, enforcing those state or national laws? The answer is: not many.

For most Kansans, it is agents of one of our 105 county governments—health officials, sheriffs, home appraisers, medical practitioners, park custodians, and much more—that they’ll usually see carrying out those state and national mandates. And yet the political contests which decide who leads all those county agents receive almost no attention from political watchers at all.

Part of this is because Kansas, like the rest of the country, is quite urban, at least if you count where people actually live. For decades, the rural expanses of Kansas have emptied, with people moving to cities and their surrounding suburbs, increasing the focus on—and increasing the partisan competition over--city governments and municipal elections.

But all those cities and suburbs exist within county boundaries—and those county governments are the primary administrative arms of both the state and nation. And with only rare exceptions, those county governments also follow the same partisan election cycles as do Washington DC and Topeka, meaning that the commissioners elected to run those governments are partisan too.

Yet county governments, despite their central role in so much of contemporary American life, often slip out of the focus of even professional politics-watchers. The result is often a dramatic degree of one-party dominance—and thus a lack of oversight or competition.

For example, that there are more registered Republicans than Democrats in Kansas isn’t a surprise, nor that the majority of those elected to state offices are Republican. Kansas’s state House consists of 85 Republicans and 39 Democrats, a 68% GOP majority, and the Senate, with 29 Republicans and 11 Democrats, has a 72% GOP majority. Those numbers aren’t surprising.

But now consider the dominance of Republicans in county commission races in Kansas. Focusing solely on our 20 most populous counties (skipping over Johnson and Wyandotte, both of which have consolidated, non-partisan county structures), one finds a total of 71 elected commissioners, with 61 Republicans, and 10 Democrats (plus 1 Independent): a whopping 86% GOP majority. And that’s only because a few counties like Douglas, Riley, Sedgwick, and Shawnee occasionally elect Democratic commissioners, sometimes several; beyond them, as you move west across the state, Republican control of our county governments is near total.

One reason for this is that county districts are often specifically drawn so that the scattered rural (and mostly Republican) population can outweigh the larger urban (and mostly Democratic) one. But also, involvement in country government in states with lots of unincorporated land—like Kansas—tends to self-select for those deeply invested in issues of property taxes and development potential, concerns which tends to skew towards business-oriented conservatives.

The reverse happens occasionally in highly urbanized counties (the county commission of Jackson County, MO, for example, has long been a Democratic stronghold), but that’s unusual for county governments across the U.S., and especially in Kansas. Here, the rare Democrat elected to county government has to straddle an ideological fence, speaking like a Republican to

landowners while still maintaining their social connection to urban Democrats, a rare skill.

So while Washington DC and Topeka will continue to hold most political observers’ attention, don’t forget about our county commissioners, many of whom will be elected this November without any partisan challenge. The work they do is essential—and most Kansans seem okay with one party being responsible for nearly all of it.

Just before 1p.m. Tuesday, officers filed a report of fraud in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.&nbsp;

A 38-year-old man reported he withdrew $4,000 from his bank and deposited it into a CoinStar machine in a scam that involved an unknown subject posing as a lieutenant from Riley County Police Department. &nbsp;

Anyone with information can contact&nbsp;<a href="https://www.rileycountypolice.org/287/Crime-Stoppers">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Manhattan officials will move forward on investigating the nuances, and on discussing possible common consumption area ordinances for the community. Work groups will be formed to look at the idea of establishing a CCA for both downtown and Aggieville.&nbsp;

A CCA allows a person in a defined public zone to possess or consume alcoholic beverages sold elsewhere.

Jason Hilgers, Interim City Manager, noted that there was a consensus to move forward with work groups. Staff will bring summaries and data for the commission in the future.

There was input from the members of the governing body.&nbsp;

--It has already been worked out if a special event is desired, meaning a CCA would not be necessary

--A CCA could be beneficial for tourism, additional sales tax revenue and businesses could remain open for shopping.

--It could be something nice when you're in a place and you can move around.

-- Disagreement including if someone is physically harmed by drinking and the city is implicated as a permit holder, tort law protects the city so that no claims are eligible that could be problematic.

--Having open carry all day long when restaurants and bars are open is not a good idea.

Representatives from Downtown Manhattan and the Aggieville Business Association&nbsp; addressed the commission.

--In favor of a CCA the cost to set up a special event involves closing streets and in this era volunteers have to be paid.

--The current special event permit process is too costly.

--People could need a wrist band to have a drink.

--It would be good to have a consistent time on scheduled evenings.
