RILEY COUNTY– On January 15, 2025, officers with the Riley County Police Department (RCPD) executed a search warrant in the 2000 block of College Heights Road as part of the investigation into the shootings that occurred on the evening of November 30 and the early morning hours of December 1, 2024, according to a media release from the RCPD.

The search warrant led to the arrest of Jessica Miller, 42, of Manhattan, on requested that include Perjury (Testify to statement as per KSA 53-601) – 10 counts;&nbsp; Endangering a child – 1 count;&nbsp; Violation of the Offender Registration Act (1st conviction) – 9 counts;&nbsp; Possession with the intent to distribute marijuana within 1,000 feet of a school (25 grams &lt; 450 grams); Possession of marijuana; Distribute or possess with intent to distribute drug paraphernalia for illegal use; Use/possess with intent to use drug paraphernalia; Possession of a controlled substance (per KSA 65-4105(h))

This search and subsequent arrest are significant developments in the investigation, which remains active and ongoing.

RCPD continues to urge anyone with information about these incidents to come forward. Tips can be provided to the RCPD via the non-emergency line at 785-537-2112 or anonymously through Crime Stoppers at 785-539-7777. Individuals providing tips through Crime Stoppers may be eligible for a cash reward.

MANHATTAN —&nbsp;Farmers and ranchers from across Kansas gathered in Manhattan Jan. 10-12 for the annual Young Farmers and Ranchers (YF&amp;R) leaders conference. Nearly 500 attended the three-day Kansas Farm Bureau conference designed to provide educational and networking opportunities for young growers in Kansas.

The conference provided farmers and ranchers between the ages of 18-35 with agricultural education, motivational speakers and opportunities to connect with industry resources and network with peers.

Attendees heard from Jordy Nelson, a former K-State star receiver and Super Bowl XLV champion with the Green Bay Packers, and Dan Thomson, a feedlot veterinarian and CEO of Production Animal Consultation who founded “Doc Talk” on RFD TV.

State committee members from each of the 10 Kansas Farm Bureau districts planned and hosted the conference, which included workshops, speakers, tours and competitions. The YF&amp;R state committee played an integral part in making this year’s conference a success.Winners of the conference competitions include the following:

Young farmers and ranchers attend statewide leadership conference

If you’ve been to the grocery store since the new year you may have noticed that state sales tax on grocery items dropped to 0%.

In 2022, the Kansas Legislature passed a bill that gradually eliminated the sales tax on groceries, with final elimination on January 1, 2025.

To many, tax cuts represent a meaningful win for Kansas, but it also brings with it tough questions about the future of state revenue and services.

According to the 2022 legislation, State General Funds will take a $437.1 million hit this year and $526.2 million hit in 2026 due to the sales tax elimination.

This dilemma highlights the complexities of reducing taxes.

Most Kansans will celebrate the lessened burden on their bank accounts after visiting the grocery store, but in the same breath expect the same level of government services.

Our state is familiar with this dilemma after Governor Brownback’s deep income tax cuts in 2012 and 2013 — widely known as the “Kansas experiment”.

To be clear, there are important differences between Brownback’s income tax cuts, which primarily benefited the wealthiest Kansans, and eliminating sales tax on food, which spreads the benefits more equitably among Kansans. But the same dilemma remains.

Government services don’t exist in a vacuum. They cost money, and usually are paid for through tax revenue.

To add to this dilemma, the state legislature passed a tax reduction bill in 2024 that is expected to cut about $1.2 billion over three years from income and property taxes, and many state legislators have said that further property tax cuts are a top priority for the 2025 legislative session.

While on the surface, tax cuts seem to be a boon for Kansas families, the potential reduction in state revenue raises the question: what sacrifices might be required to maintain essential government services? Will this lead to cuts in education funding, infrastructure projects, or public safety budgets?

Lessons from the past, such as the “Kansas experiment”, remind us of the major risks that come from enacting tax cuts without a sustainable plan. Under Brownback’s cuts, the state’s revenues plummeted and led to major cuts to education, infrastructure, and other vital services.

Kansans have a lot to gain from the elimination of the grocery sales tax and other tax cuts, but they also have a lot to lose if the state’s financial future is not managed responsibly. The reality is clear: every dollar saved via tax cuts is a dollar no longer available to fund schools, roads, public safety, and healthcare. The question isn’t whether these tax cuts are beneficial in the short term — most Kansans would agree they are — but whether the state has a plan to sustain the services that keep our communities strong.

As we move forward, we must learn from the past. The Brownback tax experiment serves as a cautionary tale, reminding us that poorly planned tax policies can do more harm than good. Kansans deserve transparency and accountability from their leaders about how these cuts will impact the state budget and the quality of life for all residents.

The elimination of the grocery sales tax offers relief, but it also requires vigilance. Kansans should demand a balanced approach — one that ensures tax relief without sacrificing the future of our state.

The choices we make today will shape the Kansas of tomorrow. Will we build a future that prioritizes short-term gains at the expense of long-term stability? Or will we find a path that balances relief with responsibility? The answer is up to all of us.

RILEY COUNTY—Law enforcement are investigating a suspect for another alleged DUI.

Just after 4:30p.m. Tuesday, police arrested 38-year-old Thomas Scripter of Manhattan in the 3000 block of Anderson Avenue, according to the Riley County Police Department activity report. 

 Scripter was arrested on a requested charges of driving under the influence- 4th or subsequent conviction and failure to have an ignition interlock device. 

He met the the requirement of an $8,000 bond and is no longer in custody.&nbsp;

The Kansas Highway Patrol reported a 2013 Acura RDX driven by Mary E.&nbsp;Siemens, 72, Olathe, was westbound on Interstate 70 one mile west of Kansas 18.

The SUV rear-ended a 2012 Ford F150 driven by Bryce C.Morgan, 48, Manhattan. EMS transported Siemens to Stormont Vail in Junction City. A private vehicle transported Morgan to Stormont Vail in Junction City. Both drivers were properly restrained, according to the KHP.

Manhattan man hospitalized after I-70 rear-end crash

This initiative aims to reduce the financial burden of high interest rates and inflation on startup and growth-oriented businesses in rural areas, fostering entrepreneurship and economic development across 95 counties in the state of Kansas.

Available from&nbsp;January 1 to December 31, 2025&nbsp;(or until funds are depleted), this one-time grant will work in tandem with Network Kansas’ GrowKS and eCommunity loan programs to lessen the effective total interest burden on loan recipients. By reducing financing costs, the program empowers entrepreneurs to focus on scaling their businesses and creating local impact.

“This grant represents a shared commitment between Network Kansas and the Patterson Family Foundation to uplift rural communities,”&nbsp;said Sarah LaRosh, director of eCommunity Partnerships at Network Kansas.&nbsp;“In a time of economic uncertainty, we are providing a tangible solution to help rural entrepreneurs thrive.”

Network Kansas launches interest rate reduction initiative for rural eCommunities 

Junction City won the opening tip, and Maiyaunss Harley scored a layup to put JC ahead 2-0 on the first possession of the game, and that was the only lead the Lady Jays would have. Manhattan junior Delaney Larson hit back-to-back three-pointers to propel Manhattan to a 68-point victory on Tuesday night. The Indians beat the Lady Jays 93-25. It was a continuously running clock the entire second half. 

Sophomore Jelena Depusoir led Manhattan in scoring with 19 points, and Maiyaunss Harley scored nine points for Junction City. 

With the win, the Manhattan High Indians improve to 5-2 on the season, and the Junction City Lady Jays fall to 1-4 with the loss. 

The boys' matchup between the Blue Jays and Indians always comes down to the wire, and Tuesday night was no different. A back-and-forth overtime thriller saw Junction City edge out a 66-62 victory over the Indians. 

Manhattan led 14-10 after a fast-paced first quarter, and then halftime was an even tie all knotted up at 30. 

The second half continued to be a dogfight, with both teams taking small leads but not holding on for long. Junction City led 45-40 at the end of the third quarter. 

The fourth quarter featured a seven-point Blue Jay lead slip away, and Manhattan took a 51-50 lead with less than thirty seconds to go after Manhattan senior Landon Knopp banked in a shot from the left side of the lane. Junction City's Lovell Autry was fouled on his drive to the basket and made one of two free throws to tie the game at 51. The Indians had a shot to win at the buzzer, but the shot didn't fall, and the game went into overtime.

&nbsp; The City of Manhattan has announced Stephen Bridenstine as the next Director of the Flint Hills Discovery Center (FHDC).As Director, Bridenstine will provide strategic direction and leadership for the Discovery Center, a leading museum and science center with the mission to inspire and educate guests about the history, heritage, and ecology of the Flint Hills tallgrass prairie.&nbsp;This includes managing a diverse team of museum and education professionals who oversee the day-to-day operations of the facility including its exhibits and program offerings. The FHDC is a division of the City of Manhattan’s Parks and Recreation Department.

"While serving as Interim Director,&nbsp;Bridenstine&nbsp;demonstrated exceptional leadership and a deep commitment to the Center's&nbsp;mission,” noted Aaron Stewart, Manhattan Parks and Recreation Director. "His proven track record and ability to lead during a period of transition make him the ideal choice for the permanent Director position. His appointment will&nbsp;maintain the momentum that has been built under his guidance, positioning the FHDC for continued success in the years ahead."

Bridenstine brings more than 10 years of experience working at the Flint Hills Discovery Center to the position. He joined the City of Manhattan in 2014, becoming the first full-time FHDC Curator of Education. In that role, he helped start some of the now long-standing special events and programs like Meet the Makers, Breakfast with Santa, and Family New Year’s Eve.

MANHATTAN — Kansas State University has unveiled a new collaborative office space that will catalyze research commercialization, industry partnerships and economic growth. The facility is in the Kansas State University Foundation's Edge District and brings together three key units: the&nbsp;<a href="https://www.k-state.edu/research/industry/research-foundation/">Kansas State University Research Foundation</a>, the&nbsp;<a href="https://www.k-state.edu/corporate-engagement/">Office of Corporate Engagement</a>&nbsp;and&nbsp;<a href="https://www.k-state.edu/105/">K-State 105</a>.

Kansas Lt. Gov. and Secretary of Commerce David Toland joined K-State President Richard Linton and other university leaders on Friday, Jan. 10, for a ribbon-cutting ceremony marking the milestone achievement.

"This new space represents so much more than just a physical location. It embodies our commitment to driving economic growth in Kansas and beyond," Linton said.

 "By bringing together our key offices under one roof, we're streamlining the process for industry partnerships and creating clear pathways to turn academic discoveries into real-world solutions.

"The facility at 1960 Kimball Ave. houses teams focused on intellectual property management, research commercialization, corporate partnerships and economic development initiatives.The space will serve as a central point for industry partners to engage with K-State researchers and access university innovations while supporting the university's broader economic development throughout Kansas.

K-State opens innovation hub to advance research and economic development

DICKINSON COUNTY —Investigators are working to determine the cause of a fire that destroyed a rural Saline County home.

Just after 2a.m. Sunday,&nbsp;crews responded to a house fire near Carlton, according to a social media report from Saline County Rural Fire District #1.

&nbsp;Dickinson County EMS checked a resident for smoke inhalation.  Additional assistance from Saline County Fire District #2 was called in to relieve personnel and help with overhaul efforts. Operations ended and the last units were released at approximately 8a.m.&nbsp; Authorities have not released a damage estimate.

TOPEKA — State auditors say a Kansas Department of Commerce program distributing $4 million annually in income tax credits to incentivize donations for community service projects lacks transparency because the agency doesn’t fully document its rationale when selecting recipients.

The Kansas Legislature’s auditing arm published a report indicating it was impossible to determine how projects were chosen and whether those decisions were fair. Documentation couldn’t be produced by the commerce department on the initial eligibility screening of applicants and on factors influencing recommendations by the agency’s review committee and final decisions by the commerce secretary. However, information about the department’s scoring of applicants for tax credits was available to auditors.

“What we didn’t see was documentation of the steps that happened before or after that (scoring),” said Andy Brienzo, a supervising auditor with the state. “This is really the meat of the audit.”

The goal of the program has been to amplify fundraising efforts of nonprofit and governmental organizations across the state. Applicants for the incentive have been granted $130 million in state tax credits tied to 811 community projects during the past three decades, auditors said.

Since 1994, the commerce department provided an average of $160,000 in tax credits to projects involving social services, crime prevention, health care, and youth apprenticeships or technical training. Over the past 15 years, the program delivered an average of $4,600 in income tax breaks to more than 10,000 donor individuals, corporations, banks and insurance companies.

Auditors recommended the Department of Commerce do a better job documenting each step of deliberations regarding tax-credit applicants and awards. Specifically, auditors proposed the agency “clearly and completely” document how it determined basic eligibility of proposed projects as well as why it chose each project to receive community service tax credits.

Lt. Gov. David Toland, who also serves as commerce secretary, submitted a written reply to a draft of the audit that said the agency followed protocol when evaluating requests under the Community Service Program Tax Credits or CSP program.

“While we appreciate the time and effort that went into the review, commerce has concern over the audit’s determination that the review process lacks documentation. The standard for documentation was arbitrarily defined by the auditors,” he said.

In terms of initial eligibility reviews, Toland said, the commerce department’s CSP program manager was responsible for verifying applicants met basic requirements. Each eligible proposal was assigned to two independent reviewers for scoring, and those individuals took into account objective and subjective factors.

The CSP tax credit is worth 50% of a donation in communities with populations of 15,000 or more and 70% in areas with populations below 15,000. The credit is refundable if the donor owed less in Kansas taxes than they had in credits. The credit could be transferred, which means a donor could sell the credit to someone who owed Kansas taxes.

The commerce department possesses authority to award up to $4.1 million annually through the CSP. The maximum credit for each project has been set at $200,000.

During the life of the program, the Legislature permitted issuance of $134 million in community tax credits. The commerce department responded by awarding $130 million in community tax credits during that period.

In 27 of the 31 years of operation, 95% to 100% of the authorized total was awarded by the agency. Awards dipped to 61% to 88% of the total allowed from 2016 to 2019 after the state budget director “informally” asked commerce to award less due to the state’s financial challenges, the audit said.

The audit report said 12 other states had tax credit programs comparable to the program in Kansas, including Missouri, Iowa and Nebraska.

Judge among applicants for state Court of Appeals vacancy

HUTCHINSON, Kan. — John Wilson with Kansas Action for Children said that one of that group's priorities for the 2025 legislative session in Topeka as it starts this week is to continue the discussion of a Child Tax Credit at the state level.

"The federal child tax credit lifted you know hundreds of thousands of children out of poverty during that pandemic era," Wilson said. "The federal child tax credit still exists but it's in a different format and families are no longer receiving that monthly payment like they received or could have received during the pandemic. Kansas is one of the states that doesn't have a state level child tax credit and last year we proposed a state child tax credit. We're going to do that again this year and it's really straightforward. It provides a tax credit to any family with eligible children and the great thing about a child tax credit is that it could be used for any types of expenses related to raising children."

An important key is to make it refundable.

"One family might need it for child care expenses another family might just need to help support rent or pay for food," Wilson said. "It's a really flexible form of supporting families and the way that we would like to see it structured is that the lower the income the household the higher the benefit because they're the ones that need it the most and importantly a child tax credit needs to be what we call refundable meaning if they're very low income and they don't have a tax liability they can still receive that tax credit."

They would also like to see it phase out with increased income.

"There wouldn't necessarily be a cliff if you will based on income," Wilson said. "It might be that the credit is slightly smaller but as long as you file a simple tax return you would receive that credit at the time you file your taxes."

The federal EITC was initially enacted in 1975.

The City of Manhattan said that local contractors tackled the following work list Sunday in hopes of getting more commute routes fully reopened before Monday:• 

--Claflin Road, all 4 lanes from Denison to Seth Child• 

--Anderson Avenue, all 4 lanes from from Sunset to Seth Child• Kimball Avenue, 

--All lanes from Tuttle Creek Blvd. to Vanesta• College Avenue, 

--All 4 lanes from from Claflin to Kimball• North Manhattan Avenue, 

--All lanes from Kimball to Bluemont• Bluemont Avenue, 

--All lanes from North Manhattan to Hayes• 4th and Bluemont roundabout, 

--In addition, they were going to tackle the right turn lanes on Kimball at Little Kitten and Plymouth, as well as all lanes of Vanesta from Kimball to Clocktower. Contractors will continue to tackle work lists, as well, prior to their Snow Blitz deployment Tuesday.

First thing Monday, street crews will deploy plows to priority areas as identified by MFD this weekend. Crew leaders will further prioritize the call-in list from Friday and the will respond to new phone calls and Report Its through Monday as we have time.&nbsp;&nbsp;
