RILEY COUNTY—A Manhattan man died in an accident just after 7p.m. Sunday in Riley County.

The Kansas Highway Patrol reported a 2008 Ford F250 driven by Sean M. Warner, 36, Manhattan, was eastbound in the 1200 Block of Deep Creek Road four miles Southeast of Manhattan.

The driver failed to negotiate the curve. The pickup left the roadway to the right and the driver overcorrected back onto the roadway. The pickup then entered the south ditch, struck a power pole and overturned.

Warner was pronounced dead at the scene and transported to&nbsp; Irving Fairview Funeral Home. The KHP did not have seat belt usage information.

Manhattan High School principal, Michael Dorst, sent an email to parents on Saturday morning, notifying them of an incident with one of the USD 383 Activity Buses on the drive back from Derby following Friday night's football game.

According to the email, one of the activity busses struck a highway construction barricade while travelling on I-70 on the way back to Manhattan.

Parents of the students riding the bus were contacted following the incident.&nbsp;

First responders checked all passengers and drivers for injuries, at the scene.

An additional bus was sent to transport the MHS Cheerleaders and coaches back to Manhattan.

Exactly 9 months to the day of the announcement of his hiring, Kansas State University held an inauguration ceremony for it's newest president, Dr. Richard H. Linton.

Linton arrived at K-State in the spring 2022 semester, taking over the role of president following the retirement of former president Richard Myers.

Members of the Kansas Board of Regents, Deans of the Colleges at Kansas State University and other University leaders were in attendance of the inauguration ceremony.

President Linton says he hopes the University and community work to 'create hope and joy, together.'

15th President inaugurated at Kansas State University

FORT RILEY, Kan. – The Department of the Army announced today the upcoming fall rotational deployment of the 2nd Armored Brigade Combat Team, 1st Infantry Division, to Europe.

The 2nd ABCT, stationed at Fort Riley will replace the 3rd Armored Brigade Combat Team, 4th Infantry Division, as part of a regular rotation of forces to support the United States’ commitment to NATO allies and partners.

“I’m incredibly proud of the Dagger Brigade, and our Soldiers are excited to train and build interoperability with our NATO allies and partners,” said Col. Bryan M. Harris, commander of the 2nd Armored Brigade Combat Team, 1st Infantry Division. “The 1st Infantry Division has a tremendous history in Europe, and the Dagger Brigade is ready to continue that legacy.”

MANHATTAN - The Kansas Department of Transportation has announced they will begin improvements at the intersection of US 24 and K-13 in Manhattan on Tuesday.

The project will reduce traffic to one lane in each direction on US-24, while crews work to add offset turn lanes on US 24 at K-13.&nbsp;

During construction, traffic cones and signage will be posted in the work zone.&nbsp;

Oversized loads are not permitted through the area during the project, as the lanes will be reduced to 14 feet width limit and 71 feet length limit.

Work will take place Monday through Friday during daytime hours and is expected to be complete by late November.

Bayer Construction Co., of Manhattan, is the contractor on the $750,000 project.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.

Guess Who will perform at K-State

FORT RILEY (AP) —A Kansas school district will pay a former middle school teacher $95,000 to settle a lawsuit she filed after she was disciplined for refusing to use a student's preferred pronouns, her attorneys announced Wednesday.

Pamela Ricard, a former math teacher at Fort Riley Middle School,&nbsp;<a href="https://apnews.com/article/science-religion-education-lawsuits-kansas-9a6a3353779b49ef2bdb2951685fac33">sued the Geary County School District in March</a>&nbsp;after she was reprimanded and suspended for three days in the spring of 2021. She said the district's policies on preferred pronouns violated her religious beliefs.

Ricard said the district denied her request for a religious exemption to its policy that teachers use students' preferred names and pronouns in school. Teachers also were told to conceal a student's preference by using legal names when addressing parents, if that was the student's wish, according to the lawsuit.

“No school district should ever force teachers to willfully deceive parents or engage in any speech that violates their deeply held religious beliefs,” said Tyson Langhofer, the director of the Alliance Defending Freedom Center for Academic Freedom, which filed the lawsuit along with the Kriegshauser Ney Law Group.

Geary County School District officials declined to comment Wednesday and an attorney for the district did not immediately return messages. The school is in Fort Riley, a U.S. Army base about 130 miles west of Kansas City.

Ricard, who taught at the school since 2005, addressed a student as “miss” to avoid using the student’s preferred first name after Picard was told that the student used he/him pronouns.

Ricard believed addressing the student as “Miss (legal/enrolled last name)” respected the student while also upholding Ricard’s religious convictions, according to the lawsuit.

Ricard believes God assigns gender at birth and any policy requiring her to use language that is different from the student’s biological sex “actively violates Ms. Ricard’s religious beliefs,” the lawsuit says.

Neither the school nor the district had a formal policy on gender pronouns at the time. Ricard was suspended under the district’s bullying and diversity and inclusion policies.

The district’s Board of Education last September approved a policy requiring that students’ preferred names and pronouns be used. At that meeting, the board also voted to deny Ricard’s request for a religious accommodation.

A federal judge in May allowed Ricard's lawsuit to proceed, saying she was likely to prevail on her free exercise of religion claim. The judge granted her motion to halt enforcement of the parental communication part of the policy and allowed her to continue addressing students by their preferred names while avoiding pronouns consistent with their preferences.

After that ruling, the school board voted to revoke the parental communications policy, according to Ricard's attorneys.

The school district did not respond to a question Wednesday about its current policy.

Ricard retired in May, in part because of the dispute and partly to be closer to her family in Oklahoma, where she is now teaching, her attorneys said. As part of the settlement, the district agreed to issue a statement that she was in good standing without any disciplinary actions against her.

Kimball Avenue has opened at least one lane of traffic in each direction through the previously closed areas.

🎥: Kimball Avenue reopens ahead of K-State Football's home-opener

Riley County Police Department says charges for Joshua Garrison have been changed to aggravated&nbsp;kidnapping, aggravated domestic battery and domestic battery in connection with a Tuesday incident.

Bond for Garrison was increased to $75,000 following his first court appearance on Wednesday, August 31.

Around 4:00 p.m. on Tuesday, August 30th, officers with the Riley County Police Department filed a report for kidnapping and aggravated domestic battery in Manhattan.

An 18-year old female reported that a 20-year old male, known to her, had reportedly strangled her and forcefully restricted her movements.

20-year old Joshua Garrison, of Manhattan, was arrested in connection to the incident for aggravated domestic battery and kidnapping.

Garrison remains confined to the Riley County Jail on a bond of $20,000.

FOOTBALL FRIDAYS: Rock Creek at Southeast of Saline to be live streamed

UPDATE: Around 9:20 p.m. the Pottawatomie County Sheriff's Office announced they had the missing 73-year old man.

Just before 8:00 p.m., the Pottawatomie County Sheriff's Office posted to their social media that 73-year old, Ronald Mccaffrey had gone missing from the 8700 block of Eagles Landing Drive in Manhattan.

Mccaffrey, who has dementia, was last seen around 5:00 p.m. near his home on Eagles Landing Drive.

Mccaffrey is a white male with gray hair, stands approximately 5'9" tall and weighs 250 pounds.

He was last seen wearing a blue-gray t-shirt, gray shorts and flip-flops.

Ribbon cutting celebrates new location of Covetrus in MHK

WABAUNSEE COUNTY—A Kansas man was injured in an accident just before noon Tuesday in Wabaunsee County.

The Kansas Highway Patrol reported a 2015 Volvo semi driven by Yadwinder Singh, 63, Richmond Hills, New York was westbound across Kansas 99 from the off ramp of Interstate 70 westbound. 

The driver failed to yield and struck the drivers side of a northbound 2011 Ford F250 driven by Keith Allen Murphy, 40, McFarland, Kansas.

EMS transported Murphy to Stormont Vail. Singh was not injured. Both drivers were properly restrained, according to the KHP.

Junction City police have reported the arrest of Curtis Manquil McDaniel, 35, Junction City, on requested charges of Aggravated Assault, Aggravated Child Endangerment, Felony Interference with LEO, Felon in Possession of a Firearm and Criminal Threat stemming from the incident at 814 Skyline Dr. on Tuesday.

Tuesday afternoon the Junction City Police Department and Geary County Sheriff’s Office responded to a disturbance between neighbors on the 800 block of Skyline Drive. Upon arrival, an individual barricaded himself within a residence and refused lawful orders given by officers on the scene. At this point, local S.W.A.T. teams were deployed. Following a 4.5-hour long standoff, the barricaded man gave himself up to officers on the scene without further incident. 

There were no injuries resulting from this incident and one individual was taken into custody. There is no longer an ongoing threat to the community. 

The Junction City Police Department thanked the Geary County Sheriff’s Office, Grandview Plaza Police Department, Junction City Fire, and EMS Crews as well as Evergy for their assistance in the incident.

JUNCTION CITY - Junction City police and Geary County Sheriff's Office authorities are working a case on the south side of the city. Police spokesman Cadin Sanner said it involves a barricaded subject. "All we know right now is that officers are responding to an individual refusing to leave their residence."

Sanner said the best thing is for the public to avoid the area, the 500 through 1000 blocks of Skyline Drive. "Officers are dealing with the subject and it is not safe for the public to be in the immediate area right now."

JUNCTION CITY - Shortly before 5:45 p.m. Tuesday, August 30th, the Junction City Police Department has asked the public to avoid Skyline Drive from&nbsp;Jackson St. to Crest Hill Dr.

Due to an ongoing incident, where both the Junction City Police Department and the Geary County Sheriff's Office are responding, both entities are asking the public to avoid the 500 to 1000 blocks of Skyline Drive.

All roads surrounding Skyline Drive are also closed to through traffic until law enforcement is finished responding to the incident.

This is a developing story, additional details will be added as they become available.

Police say there is no longer a threat to the community from Skyline Drive incident

MANHATTAN — A new grant program from Kansas State University provides eligible students with an award covering in-state tuition that remains after other grants and scholarships are applied to a student's account, helping those who need it most. The award, known as the&nbsp;<a href="https://www.k-state.edu/sfa/scholarships-aid/grants/land-grant-promise/" target="_blank">Land Grant Promise</a>,&nbsp;provides tuition-free undergraduate education and exemplifies the university's land-grant commitment to access and affordability for Kansas residents. To be eligible for the Land Grant Promise, degree-seeking undergraduate students must be full time and have completed the Free Application for Federal Student Aid by the priority date.&nbsp;Students must be declared Pell-eligible or show a household income of $60,000 or less, be enrolled in classes on the Manhattan campus or online, and be a Kansas resident living in a qualifying Kansas county at the time of application for admission. K-State's Land Grant Promise is available immediately and will be automatically awarded to students who qualify and&nbsp;live in Clay, Dickinson, Geary, Marshall, Pottawatomie, Riley, Saline, Shawnee, Wabaunsee or Washington counties. "We are committed to providing opportunity and access to higher education to any Kansan who wants to receive a world-class K-State education," said Karen Goos, vice provost for enrollment management. "It makes sense to begin this program by investing in the communities surrounding our main campus." Goos said the Land Grant Promise is not designed to cover costs beyond tuition, such as fees, books or housing. Students are encouraged to apply for other scholarships and grants to help cover those expenses. RILEY COUNTY — Law enforcement authorities are investigating another overdose involving fentanyl in Manhattan.

Just after 11:30 p.m. Monday, police&nbsp;responded to the report of an overdose in Manhattan, according to the Riley County Police Department activity report.

EMS transported a 20-year-old man to Via Christi for treatment after ingesting a presumably fake pressed M30 oxycodone pill pill containing fentanyl. After treatment, the hospital released him.

On Aug. 25, the Riley County Police Department reported they responded to four overdoses in the past week.&nbsp; Two of them involved juveniles, one of them occurred at Manhattan High School during school hours.

Police urged the public not to buy and take pills from unknown sources because the chances it contains fentanyl is very high.

Anyone with information can contact RCPD or the&nbsp;<a href="https://www.p3tips.com/tipform.aspx?ID=353#">Manhattan Riley County Crime Stoppers</a>. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

Perry Wiggins, Executive Director of the Governor's Military Council and a retired Lt. Gen, said he is just projecting on this issue and does not have a crystal ball. "But I think there will be increases in our army, and I am very positive and optimistic that Fort Riley's a great place to observe and train and that will be a place that some of these organizations will land."

Wiggins talked with Little Apple Post after a recent Military Affairs Council breakfast and noted that he is talking about all sorts of training sets." Different mission sets for different organizations but I'm talking about training in general, field training particularly."

During a visit to Fort Riley U.S. Senator Jerry Moran indicated he thinks that there is the opportunity for a few hundred soldiers to be assigned to the Post. "Nothing that is far enough along to announce anything but we're working with the Army as they figure out how to make some more modest realignments within the military to make certain Fort Riley is on the list." On the subject of asking for an additional brigade Morn made it clear that he recognized that it's not realistic at this time. "My hope is always that we can't do a brigade but we'd be happy to provide a unit of several hundred soldiers in size."

New, smaller troop units could be possible at Fort Riley in the future

Flint Hills Regional Leadership Program has been training leaders in the north Flint Hills Region for nearly 30 years.

Last week Executive Director, Jack Lindquist, announced the members of the upcoming leadership class.

Members of the class are from Geary, Pottawatomie, Riley and Wabaunsee counties.

The group will meet for sessions starting in September and will meet nine times over the next five months, learning about different aspects of leadership within&nbsp;Geary, Pottawatomie, Riley and Wabaunsee counties.

Wabaunsee County was added into the program during the '21-'22 session, with the first program day in Wabaunsee County being added for the class of '22 - '23.

Flint Hills Regional Leadership Program announces next class of leaders

MANHATTAN - Officers from the Riley County Police Department responded to the 100 block of Bluemont Avenue in Manhattan on August 28th, for the report of stolen items.

Around 7:45 p.m., Walmart informed officers that three unknown suspects stole two Patriot crossbows, cookware and two Playstation 5 headsets.

The stolen items are worth an estimated $1,200.

MANHATTAN - On August 28th around 3:15 a.m., Riley County Police officers responded to Ascension Via Christi in Manhattan Emergency Room, after two citizens brought a 23-year old male to the hospital with head injuries.

The citizens said they found the man in the alley behind Tate's Bar in the 1100 block of Moro St.

The victim was later transferred to Stormont Vail Hospital in Topeka for additional treatment of a brain bleed.

23yo transported to Stormont Vail Hospital for treatment of head injury

RILEY COUNTY - On August 27th, Riley County Police officers responded to the 700 block of Griffith Drive around 9:30 a.m. on the report of property damage.&nbsp;

Upon arrival, officers spoke with a 57-year old female, who reported their car had been keyed, estimated loss is $4,000.

Around 3:30 p.m. on August 27th, RCPD officers responded to the 200 block of Seventh St in Ogden on the report of criminal damage to property.

Upon arrival officers found a 28-year old male who reported a 30-year old male had broken the side mirrors and plastic on his motorcycle before pouring an unknown substance into the oil reservoir. Estimated loss is $2,650.

Around 11:45 a.m. on August 28th, Riley County PD was called to the 1300 block of Laramie Street, in the Aggieville Parking Garage, on the report of a stolen vehicle.

A 31-year old female reported her maroon 2018 Kia Optima was stolen from the Aggieville Parking Garage overnight. The keys to the vehicle were inside it at the time it was stolen. Estimated loss is $20,000.

Two vehicles damaged, another stolen over the weekend

MANHATTAN - Around 7:00 p.m. on Friday, August 26th, Riley County Police officers responded to the report of an injury crash at the intersection of Claflin Rd. and College Ave.

Officers found 21-year old, McKenzie Handley, driving a 2006 Toyota Camry had rear-ended a 2015 Chrysler 200 driven by 22-year old Daniel Bond.&nbsp;

Bond was eastbound and had stopped behind a vehicle who was turning, Handley was issued a citation for following too closely.&nbsp;

Bond was transported to Ascension Via Christi in Manhattan for treatment of a possible head injury.

Both Bond and Handley are from Manhattan.
