MARION — Two Junction City residents were arrested early Tuesday morning in Marion County on suspicion of drug offenses.

The Marion County Sheriff's Office reported that just after 1 a.m. Tuesday, a K9 deputy initiated a traffic stop at Highway 50 and Quail Creek Road. 

K9 Blue was deployed. During a search of the vehicle, fentanyl, marijuana and paraphernalia were located and seized, the sheriff's office reported.

Michael Henderson, 20, Junction City, was arrested on suspicion of drug distribution and drug possession.

Marcia Grayson, 18, Junction City, was taken in custody on suspicion of drug distribution, drug possession and possession of drug paraphernalia, according to jail records.

After a warm, windy Wednesday, the National Weather Service in Topeka said a cold front will quickly bring weather back to the Manhattan-Junction City&nbsp; area.

South winds gusting up to 45 mph have led to a wind advisory through 7 p.m. Wednesday.

Rain is expected to arrive in the area before 4 p.m. Thursday, and a daytime high near 60 degrees will quickly drop into the 20s. There is a 60 percent chance of rain Thursday, with a 30 percent chance of snow in the evening hours as the mercury drops.

Skies will clear by Friday, but cold, windy conditions will persist into the weekend, the NWS said.

RILEY COUNTY—Law enforcement authorities are investigating a report of an alleged porch pirate in Manhattan.

Just after 11a.m. Tuesday, officers filed a report for theft in the 2700 block of N. Brookglen Circle in Manhattan, according to the Riley County Police Department activity report.

 A 48-year-old woman reported mail that was delivered to her front porch containing around $35,500 worth of prescription pills was stolen.

Riley County Arrest Report March 15

RILEY COUNTY—Law enforcement authorities are investigating a Kansas felon for alleged use of counterfeit money.

Just after 3p.m. Tuesday, police arrested 33-year-old Jamie Berges of St. George after being transported from the Pottawatomie County Jail for her Riley County District Court warrant for failure to appear, according to the Riley County Police Department activity report.

 The warrant stems from a February 13, 2020, incident where it was reported Berges attempted to purchase cigarettes with fake money. Berges remains confined in the Riley County Jail with a total bond of $40,000.&nbsp; She has previous convictions for drugs and theft, according to the Kansas Department of Corrections.

Woman with a history of crime accused of using counterfeit cash

Beginning March 28, part of K-177 will close for the second phase of
reconstruction. During this phase, K-177 will be closed for approximately 13.5 miles from
halfway between the K-4 junctions, continuing north to Interstate 70.


Both K-4 junctions will be kept open until around August, weather permitting, at which
time they will be closed as reconstruction nears completion.


Through traffic can follow the state detour from Council Grove to Herington to Junction
City (See attached map). K-177 is scheduled to reopen in October 2023, weather permitting.


Wildcat Construction Co. Inc. and Subsidiaries of Wichita is the primary contractor for this
$52.3 million project.

By JACKIE MUNDT Pratt County farmer and rancher Recently I attended the American Farm Bureau Federation’s Fusion Conference, which is a joint event between the Women’s, Programing &amp; Education, and Young Farmers &amp; Ranchers committees, in Jacksonville, Fla. One of my Collegiate Farm Bureau students won the state discussion meet and competed in the national event. In addition to coaching, I was a workshop presenter on the topic of work-life balance, with a former YFR leader from Florida that I am friends with. As I was packing to leave for the event, Marc and I were discussing my planned agenda for the event and I mentioned the workshop with my friend Morgan. Marc got a slightly confused look on his face and asked, “Do I know this Morgan?” That’s what is funny about the relationships we build at these events. Someone I have only known a few years, visit with at an occasional national event, and am friends with on Facebook feels like so much more than just a professional acquaintance. Morgan and I have a connection through our jobs, mutual respect as leaders and a shared understanding of our industry and lifestyle. Our friendship is easy because our lives are very similar. I also caught up with my college advisor from California, who I rarely get to see in person and is probably the most impactful mentor of my life. I visited with a fellow presenter who I have judged with in the past and respect tremendously. The conference organizer is a friend with whom I have a long professional and personal relationship. I am motivated and encouraged by time shared with my “far-away friends.” I come home with an enthusiastic and renewed sense of purpose. Great people are one of the reasons I love attending these conferences. In addition to seeing old friends, I love getting to know new people with interesting backgrounds, listen to the perspectives of speakers and learn what is happening in other places. The information gained through new connections increases my knowledge, challenges my current views and often helps me find new solutions for problems I wrestle with at home. Early in my career, I remember discussing as a board member whether or not to support a staff member’s request to attend a national conference. The board was divided in support of professional development verses funding constraints. The decision eventually came down to the board chair, who chose to approve the request. He told the group, “One of the most valuable things I have done in my career is attend conferences and meetings. I have always come away better and think there is tremendous value in participating.” Coming back better is one of the reasons we step outside our normal zones. I recently read that one of the most accurate predictors of career attainment is continuous learning and skill development. People who never stop growing are better off that people who were rose to top positions early career and maintained that position. There is tremendous value and opportunity that comes when you attend events like conferences, seminars and conventions. Sometimes you have to step away from your normal circle of interaction to find new and interesting things to bring back.&nbsp; If you have the chance to attend a conference or event, especially in a different part of the country, I hope you will embrace the opportunity, find people who make you better and gather lots of ideas that you can bring home to make your world just a little bit better. MANHATTAN - The Manhattan Area Chamber of Commerce has announced Christian Bishop will fill the role of Military Relations Manager.

Bishop has been a liaison between Fort Riley and the Flint Hills community for nearly 15 years while working at Fort Riley.

She will continue to build the relationship between Fort Riley and the Manhattan Region.

“We couldn’t be happier to have Christian joining the Chamber team and leading the incredibly important program,” said Jason Smith, President and CEO of the Manhattan Area Chamber of Commerce. “We had identified her early in the process as a leading candidate for this position. With her knowledge and connections of both Manhattan and Fort Riley, we know she will hit the ground running and play a huge part of making key connections to protect and grow our relationship with the post.”

Bishop currently works at Fort Riley as the Outreach Services Director for Child and Youth Services. Prior to this, she spent three years as a Protocol Specialist in the 1st&nbsp;Infantry Division Headquarters as the lead planner and coordinator for a variety of functions involving community and Fort Riley Leadership. Bishop began her career at Fort Riley as the Child Development Director in Child and Youth Services. She is a graduate of Kansas State University.

Military Relations Manager announced by MHK Area Chamber

RILEY COUNTY - On March 13, 2023, around 2:50 a.m., officers responded to the 6700 block of Tuttle Creek Blvd, on the report of a vehicle on fire.

Officers located a Pontiac Grand Prix on fire, and later found the owner, 22-year-old Trenton Richerson, of Marysville, walking in the 7300 block of Tuttle Creek Blvd.

RCPD officers determined that Richerson had been driving intoxicated before his vehicle was on fire.

Around 8:30 am, officers with the Riley County Police Department were called to the 7000 block of Tuttle Creek Blvd on the report of burglary and criminal damage to property at Outpost Western Store.

Officers determined Richerson to be the suspect in the burglary and had damaged a front store window and a price scanner, before taking cash and an Apple iPad.

Estimated loss with the burglary and criminal damage to property is $1,500.

Richerson was arrested for the requested charges of driving under the influence of drugs/alcohol; 1st conv; blood/breath .08 or &gt;; and&nbsp;Burglary; Locked non-dwelling for felony, theft, sex; Criminal damage to property; without consent value &lt;$1,000.

Bond was set at a total $4,750 for all the charges, Richerson remains confined to the Riley County Jail.

RCPD: Man arrested for incident at Outpost Western Store

EMS transported Vines to Via Christi for treatment of minor injuries. Officers on scene found Clarke to be intoxicated and she was arrested for aggravated battery and driving under the influence. Clarke remains confined in the Riley County Jail with a total bond of $4,000.

In October, police arrested Clarke for alleged marijuana, according to the RCPD arrest report.

Averex is approximately 5'00" and weighs 95 pounds. He has brown eyes and black hair.

Averex was last seen wearing a black hoodie, black pants and Nike shoes.&nbsp;

MANHATTAN — Remote work is here to stay, but limited access to high speed Internet and lack of remote worker training may be barriers, according to findings of a just-released, statewide survey.&nbsp;

Ron Wilson, director of the Huck Boyd National Institute for Rural Development, said the survey was conducted in fall 2022 by K-State Research and Extension in collaboration with the&nbsp;Huck Boyd National Institute for Rural Development, Kansas Chamber of Commerce, Kansas Department of Agriculture, Kansas Department of Commerce, Kansas Small Business Development Centers, NetWork Kansas, Office of Rural Prosperity, and Senator Jerry Moran.&nbsp;&nbsp;&nbsp;

Wilson said nearly half of respondent organizations currently employ remote workers, and more than two-thirds believe that remote work has been implemented successfully or very successfully in their organizations. More than 80% believe remote work will continue and more than 90% indicating the number of remote workers and hybrid workers will remain the same or increase.&nbsp;&nbsp;

However, only 40% of respondents indicated high speed Internet access was available to help make remote work practical. And, only 3.6% of respondents indicated that training for remote workers was available.&nbsp;

Almost three-quarters of respondent communities do not market their community to potential, current and digital remote workers, and only 1 in 10 offer remote workers relocation incentives of some kind.&nbsp;&nbsp;&nbsp;

When selecting remote workers, the types of skills organizations are seeking include self-management/self-starter ability, teamwork, online communication, project management/productivity, online data management and security, technical skills, and organizing/creating a dedicated workspace.&nbsp;

Survey respondents included representatives of businesses, communities, economic development organizations, and others across the state. The project was led by Wilson; Jaime Menon, state program leader for K-State Research and Extension’s community vitality program; and Jason Ellis, head of K-State’s Department of Communications and Agricultural Education.&nbsp;

Remote work expected to grow, but internet access, training are barriers 

MANHATTAN - On Monday, March 13, Manhattan Fire Department was dispatched just before 3:30 to the report of a structure fire at 1127 Yuma Street.

When crews arrived on scene they found smoke and fire coming from a window on the side of the house.

Firefighters contained the fire within 10 minutes and rescued one dog from the residence.

Two other dogs were outside the residence when the fire crews arrived on scene, while two others were found deceased inside the house.

The building is a one-story, single-family residence. Loss is estimated at $8000 to contents and $25,000 to the structure. 

The residents are able to remain in the home due to damage being limited to a single bedroom that had the door closed during the fire.&nbsp; The owner is listed as Gerald and Diane Haug of Manhattan. 

The fire's cause is under investigation at this time.

Riley County Arrest Report March 12

As one of only 13 states that does not legally allow the medical use of cannabis, Kansas will likely continue to face growing calls to rethink its approach.&nbsp;

In her 2023 State of the State Address, Governor Laura Kelly&nbsp;urged&nbsp;the Kansas&nbsp;Legislature&nbsp;to legalize the medical use of cannabis.&nbsp;

Using&nbsp;the&nbsp;personal stories of two Kansans, Kelly argued that this move could reduce suffering for those with&nbsp;chronic pain, seizure disorders, and&nbsp;Post Traumatic Stress Disorder (PTSD).&nbsp;

This&nbsp;call to action, however, faces&nbsp;uncertainty&nbsp;in the&nbsp;legislature.&nbsp;

A bipartisan group of Kansas Senators, including seven Democrats and one Republican, introduced Senate Bill No. 171, also known as the Veterans First Medical Cannabis Act.&nbsp;

This Act calls for the “regulation of the cultivation, distribution, sale and use of medical cannabis.” If enacted, the bill would prioritize eligibility of those individuals currently serving in the military, as well as those separated from military service by honorable discharge during the first 60 days.&nbsp;

Similar to other state’s legislation, the bill also calls for the implementation of an excise tax on the cultivation and sale of cannabis.&nbsp;

Last week, the&nbsp;Kansas Committee on Federal and State Affairs&nbsp;held hearings&nbsp;on&nbsp;legislation (Senate Bill No. 135) that would legalize medical marijuana distribution, use, and regulation for patients diagnosed with one of 21 different health conditions.&nbsp;

The House Corrections and Juvenile Justice Committee also heard testimony related to state marijuana policy.

During the hearings, opponents criticized the use of veterans as the face of medical cannabis&nbsp;and&nbsp;warned of&nbsp;criminal activity that may result from legalization.

They also&nbsp;argued it was a slippery slope to full legalization for recreational use.

Proponents, on the other hand, argued it was time for Kansas to move on this issue.

The&nbsp;federal nature of the U.S. system has created a complicated patchwork of state policies with regard to controlled substances, such as marijuana.

Marijuana and marijuana products are illegal under federal law, but this has not stopped states from adopting their own approaches.

In recent years, many states have liberalized their laws on the regulation&nbsp;of marijuana&nbsp;sale and&nbsp;use.

Currently,&nbsp;37 states&nbsp;and the District of Columbia allow the use of cannabis for&nbsp;medically&nbsp;qualified individuals, leaving Kansas in the minority.&nbsp;

States that&nbsp;allow&nbsp;the sale&nbsp;and use of marijuana&nbsp;collect&nbsp;tax revenue that goes&nbsp;to a variety of sources from education funds to public safety and corrections departments.&nbsp;

In addition, public support&nbsp;for&nbsp;legalizing marijuana for medicinal and recreational&nbsp;use&nbsp;has increased in recent years. An October 2022 Pew Research&nbsp;survey&nbsp;indicates that 89% of Americans think marijuana should be legal for medical use.&nbsp;

Kansas may feel pressure&nbsp;from growing public&nbsp;support&nbsp;to legalize&nbsp;marijuana for&nbsp;medicinal and recreational use, as well as&nbsp;from neighboring states&nbsp;changing their policies.

This year,&nbsp;Missouri&nbsp;legalized&nbsp;recreational sale and use of cannabis and estimates suggest&nbsp;individuals spent nearly $13 million on cannabis products during the first weekend of sales alone.&nbsp;

Kansas border cities could face unique challenges as dispensaries open up on the other side of the Kansas-Missouri line.&nbsp;

Conversely,&nbsp;Oklahoma voters, who previously approved of a medical marijuana system in 2018,&nbsp;voted against the legalizations of&nbsp;recreational use on Tuesday, March 7.

With the politics of marijuana continually changing, the question remains, what will Kansas do on medical cannabis?

 </figure>A bipartisan group of Kansas Senators, including seven Democrats and one Republican, introduced Senate Bill No. 171, also known as the Veterans First Medical Cannabis Act.&nbsp;This Act calls for the “regulation of the cultivation, distribution, sale and use of medical cannabis.” If enacted, the bill would prioritize eligibility of those individuals currently serving in the military, as well as those separated from military service by honorable discharge during the first 60 days.&nbsp;Similar to other state’s legislation, the bill also calls for the implementation of an excise tax on the cultivation and sale of cannabis.&nbsp;Last week, the&nbsp;Kansas Committee on Federal and State Affairs&nbsp;held hearings&nbsp;on&nbsp;legislation (Senate Bill No. 135) that would legalize medical marijuana distribution, use, and regulation for patients diagnosed with one of 21 different health conditions.&nbsp;The House Corrections and Juvenile Justice Committee also heard testimony related to state marijuana policy.During the hearings, opponents criticized the use of veterans as the face of medical cannabis&nbsp;and&nbsp;warned of&nbsp;criminal activity that may result from legalization.They also&nbsp;argued it was a slippery slope to full legalization for recreational use.Proponents, on the other hand, argued it was time for Kansas to move on this issue.The&nbsp;federal nature of the U.S. system has created a complicated patchwork of state policies with regard to controlled substances, such as marijuana.Marijuana and marijuana products are illegal under federal law, but this has not stopped states from adopting their own approaches.In recent years, many states have liberalized their laws on the regulation&nbsp;of marijuana&nbsp;sale and&nbsp;use.Currently,&nbsp;37 states&nbsp;and the District of Columbia allow the use of cannabis for&nbsp;medically&nbsp;qualified individuals, leaving Kansas in the minority.&nbsp;States that&nbsp;allow&nbsp;the sale&nbsp;and use of marijuana&nbsp;collect&nbsp;tax revenue that goes&nbsp;to a variety of sources from education funds to public safety and corrections departments.&nbsp;In addition, public support&nbsp;for&nbsp;legalizing marijuana for medicinal and recreational&nbsp;use&nbsp;has increased in recent years. An October 2022 Pew Research&nbsp;survey&nbsp;indicates that 89% of Americans think marijuana should be legal for medical use.&nbsp;Kansas may feel pressure&nbsp;from growing public&nbsp;support&nbsp;to legalize&nbsp;marijuana for&nbsp;medicinal and recreational use, as well as&nbsp;from neighboring states&nbsp;changing their policies.This year,&nbsp;Missouri&nbsp;legalized&nbsp;recreational sale and use of cannabis and estimates suggest&nbsp;individuals spent nearly $13 million on cannabis products during the first weekend of sales alone.&nbsp;Kansas border cities could face unique challenges as dispensaries open up on the other side of the Kansas-Missouri line.&nbsp;Conversely,&nbsp;Oklahoma voters, who previously approved of a medical marijuana system in 2018,&nbsp;voted against the legalizations of&nbsp;recreational use on Tuesday, March 7.With the politics of marijuana continually changing, the question remains, what will Kansas do on medical cannabis?Brianne Heidbreder is an Associate Professor of Political Science at Kansas State University.

Meteorologist: Weather patterns play large role in fires&nbsp;

MANHATTAN — The beginning of the year has been quiet for Kansas wildfires after above average moisture in January, but the trend may not continue into peak fire season. In previous years, the incidence of fires increased due to the state’s ongoing drought, resulting in grass or fuel loading.&nbsp;&nbsp;

Chip Redmond, the manager of the&nbsp;<a href="https://mesonet.k-state.edu/">Kansas Mesonet</a>, a network of 70 weather stations throughout the state, said short-term weather drives fire potential and determines grass’s ability to burn, making fire season predictions challenging.&nbsp;&nbsp;

“Contrary to popular belief, large wildfires in Kansas are usually independent of long-term drought conditions,” Redmond said. “Weather events like a mid-latitude cyclone -- a low pressure system that typically forms east of the Rocky Mountains and moves across the Plains -- typically feature strong winds and provide significant challenges with shifting winds that make firefighting dangerous and fire spread nearly impossible to suppress.”&nbsp;

Strong, low-pressure systems can be forecasted 1-2 weeks in advance. Beyond that, forecasters look at upcoming patterns, Redmond adds.&nbsp;&nbsp;

“La Nina (a cooling of ocean surface temperatures that is often associated with inland drought) remains the main contributor in the extended forecast despite starting to show signs of weakening,” Redmond said. “An active pattern is set to continue with 1-2 storm systems a week across the central US. This will be enhanced somewhat by the still persistent impacts of La Nina.”&nbsp;

Redmond said those areas that have received moisture will likely continue to see precipitation, which doesn’t favor the central and western parts of the state, which will remain mostly dry.&nbsp;

“The conclusion of fire season is typically considered if or when grasses green up across the state. This varies by year and is mostly dependent on soil moisture and temperatures,” Redmond said.&nbsp;

Eric Ward, Kansas Forest Service assistant fire management officer, said&nbsp;fires occur statewide during the spring, but the south-central area has a history of very serious spring fires, and the Kansas Flint Hills always has a lot of fires.&nbsp;&nbsp;

“Most fires in Kansas are caused by human activity,” Ward said. “Debris burning, escaped prescribed burn, welding or cutting in dry grass, dragging chains, defective equipment. Be especially cautious on any dry breezy day – which is pretty common in a Kansas springtime before things green up.”&nbsp;

Preventing loss due to fires begins with preparing your property to survive a fire by clearing brush away from homes, cleaning gutters regularly and having noncombustible siding and roofing material.&nbsp;

“In a major wildfire, the fire department will simply not have enough resources to protect every home or property, so those that can survive on their own have the best chance,” Ward said.&nbsp;

He notes that the Kansas Forest Service supports the safe use of prescribed fire, but doing so comes with precautions.&nbsp;&nbsp;

“It is a powerful, dangerous tool that must be used carefully,” Ward said. “Those wishing to burn should get training in how to do so safely, and partner with neighbors to help each other out and ensure enough personnel and equipment are on scene to keep the fire where it is supposed to be.”&nbsp;

Ward suggests checking the fire weather forecast on the&nbsp;<a href="https://www.weather.gov/fire/">local National Weather Service website</a>&nbsp;to get weather information specific to fire behavior, such as dropping humidity or forecasted wind shifts.&nbsp;

“Weather should be checked for the day of the planned burn, but also for at least 2-4 days after. A number of fires in recent years occurred when the weather was okay on the day of the burn but turned dry and windy a day or two later, and a residual ember was whipped to flame and causes damage,” Ward said.&nbsp;

The&nbsp;<a href="https://www.kansasforests.org/fire_management/">Kansas Forest Service Fire Management Program</a>&nbsp;offers resources and tools to learn more about fire control and prevention.&nbsp;

“Wildfires are a real risk for Kansas even with recent moisture. People should have a plan and take proper precautions to avoid fire starts and limit fire spread,” Redmond said.&nbsp;

Kansas wildfire season is here, officials say

MANHATTAN - The City of Manhattan's Spring Cleanup Week is just around the corner.

The City announced that Spring Cleanup will be March 27th through the 31st.

The City of Manhattan has partnered with local refuse contractors to haul most yard waste items away for free.

The City only will pick up yard waste, tree limbs, and branches if they are properly bagged and stacked as follows:

Items not accepted for removal during Spring Cleanup include: major household appliances, tires, batteries, concrete or rock rubble, construction or demolition debris, or household hazardous waste.

MORRIS COUNTY —Law enforcement authorities searching for a drug suspect have made an arrest.

Just after 11p.m. Friday, authorities arrested Colton&nbsp;Brady after a search warrant was executed at #42 Pioneer Village, according to Council Grove Police. On Wednesday, Brady ran from a domestic disturbance in the 200 Block of North Union Street.

He is being held on requested charges of Felony interference with Law Enforcement-Possession of fentanyl, Possession of methamphetamine, Possession of marijuana, Possession of drug paraphernalia and an Outstanding Felony Warrant.

Officers also arrested Morgan Ross, of Council Grove on requested charges of Felony interference with Law Enforcement, Introducing contraband into a correctional facility, Possession of methamphetamine and Possession of marijuana.

COUNCIL GROVE - On Wednesday, March 8th, around 8:00 p.m. the Council Grove Police Department responded to the 200 block of North Union Street on the report of a domestic disturbance.

Colton Brady ran from the scene on 825 Road, north of Council Grove and is wanted for questioning in regards to&nbsp; Interference with Law Enforcement,  Possession of Fentanyl,  and Possession of Drug Paraphernalia.
