“Let’s go to the port.” If that calls to mind a big harbor full of ships and seagulls, think again.&nbsp;

There are other kinds of ports such as an airport – or a railport. Today we’ll learn about a rural Kansas county that is using a port authority to support railroad infrastructure so as to benefit the local economy.&nbsp;&nbsp;&nbsp;

During the last two weeks, we met Carolyn Dunn, president of the Stafford County Port Authority and past director of economic development in Stafford County. In the conclusion of this three-part series, we will learn about a port authority.&nbsp;

Stafford County is an agriculturally-based county in the middle of Kansas. One of its assets is a railroad line.&nbsp;

When Dunn first took the job as county economic development director, she was approached by three companies that were interested in establishing a large grain car loading facility along the railroad in the county. In each case, the deals did not pencil out, and the companies went elsewhere.&nbsp;

“We had to figure out how we could make this viable for them,” Dunn said. “Rather than those companies having to absorb all the cost of land and track, we looked for a way to structure this so that it makes it advantageous to attract businesses.”&nbsp;

Her research on alternatives led to something called a port authority. This happened to be the same legal structure that a Kansas leader named Huck Boyd had successfully used to support railroad service after the Rock Island Railroad closed in northwest Kansas.&nbsp;&nbsp;&nbsp;

A port authority is a quasi-governmental, special use district authorized to operate transportation infrastructure. In a sense, it might function like an airport or water port, but in Kansas it has been used with railroads. Typically, the port authority would own the land and railroad sidings and then lease access to companies that ship goods.&nbsp;

Stafford County Economic Development sought to use the port authority to establish a local rail transloading facility with industrial park. This would mean building a loop to the main railroad with space for loading and unloading facilities. This would allow trains and trucks to receive and transfer cargo such as grain or manufactured products.&nbsp;

Establishing a port authority requires state legislative approval. The Kansas Legislature authorized the Stafford County port authority in 2014. Stafford County Commissioners authorized formation of it in 2015. A Port Authority Board of Directors was appointed by the county commissioners. The county then contracted with a K-State agricultural economics professor to conduct a feasibility study on how best to implement it.&nbsp;

A grant was received to do the engineering and legal work. Potential sites were evaluated. A large grain handling company signed a letter of intent to build a unit car loading facility there.&nbsp;

Five million dollars was raised for the project. In 2022, a 256 acre site was purchased near two major highways and next to the railroad right of way.&nbsp;&nbsp;&nbsp;

Dunn transitioned from economic development director to her new role as president of the port authority. Much work remains to be done on the project.&nbsp;

If all goes as planned, this project would stimulate an estimated $15 million in private investment initially by an anchor grain-handling tenant. Improved efficiency in grain transportation should improve local grain prices, adding $7.5 to $9 million annually into the local economy.&nbsp;&nbsp;

“In addition to the seasonal shipment of grain at harvest time, we think this can benefit industrial shippers in the county by providing a local point of access to the railroad for companies that don’t have their own rail siding,” Dunn said.&nbsp;

One example would be Hudson Cream Flour, a business we have previously profiled.&nbsp;&nbsp;That company is located in the rural Stafford County community of Hudson, population 95 people. Now, that’s rural.&nbsp;

WASHINGTON COUNTY—One person died in an accident just after 9a.m. Thursday in Washington County.

The Kansas Highway Patrol reported a 2000 Chevy S-10 pickup driven by J. Douglas Toll, 78, Clifton, was&nbsp;eastbound on 5th Road four miles north of Kansas Highway 9.

 The driver failed to stop at the stop sign at Bismark Road.

The Chevy collided in the intersection with a southbound&nbsp;Caterpillar Motor Grader driven by Jeremiah James Peters, 45, Washington, Kansas.

Toll was pronounced dead at the scene and was transported to&nbsp;Neill-Schwensen-Rook Funeral Home. Peters was not injured.&nbsp; The drivers were not wearing seat belts, according to the KHP.

Kansas man dies after crash with road grader

MANHATTAN -&nbsp;Manhattan City Manager Ron Fehr announced today that Wyatt Thompson, who has served as the City’s interim Parks and Recreation Director for the past year, will join the City Manager’s Office as an assistant city manager, handling project management and supervision of the division leaders in building services and at the animal shelter.

Today also is the first day on the job for&nbsp;<a href="https://cityofmhk.com/CivicAlerts.aspx?AID=2182" target="_blank">Aaron Stewart</a>, who was hired in March to replace former Manhattan Parks and Recreation Department (MPRD) director Eddie Eastes, who retired in May 2022.

“Wyatt has done a great job in his interim MPRD role, and we are excited to bring his skillsets and experience into an organizational role to assist in project management and other citywide efforts,” Fehr said. “We look forward to working with him in this new position, which upgrades a vacancy in our office.”

Thompson is a licensed landscape architect and Certified Park and Recreation Professional. He graduated from Kansas State University in 2005 with degrees in landscape architecture and environmental science.

Thompson began working for the City in the Parks and Recreation Department in 2012, holding several roles that included park planner, senior park planner and assistant director, before being named interim director in May 2022.

He served as the lead project manager for the new recreation centers, overseeing all phases of the process from initial feasibility studies in 2014 through construction and opening of facilities in 2021. Prior to joining the City, he worked eight years in the private sector at engineering firms Schwab-Eaton and HNTB on planning and design projects in Kansas and Missouri, including parks, sports complexes, trails, streetscapes, and other development projects.

“I am grateful for my time with the Parks and Recreation team over the last 10 years, and I am confident that new leadership will continue to bring positive change,” Thompson said. “I am excited to transition to the City Manager’s team and continue my commitment to public service. Manhattan is my home of more than 20 years&nbsp;and I look forward to ongoing work to improve our community.”

Under the direction of the Deputy City Manager, Thompson initially will be responsible for the management of major projects on the horizon, including the last remaining project of the 2017 Quality of Life Sales Tax effort, which will renovate the CiCo Park ballfields complex and tennis courts. In addition, he will bring with him the Building Maintenance Division and the Animal Shelter Division as part of his direct oversight within the City Manager’s Office (these divisions previously were housed within the Parks and Recreation Department).

Thompson’s wife, Kathryn, is a licensed clinical marriage and family therapist who specializes in the treatment of trauma. They have a son, Emmett.

MHK City manager promotes Thompson to Asst. City Manager in charge of projects

Skies will remain clear through the weekend, but cooler temperatures will also stick around in the Flint Hills, the National Weather Service in Topeka said.

A breezy Friday will hit a high temperature in the low-60s, with sustained winds&nbsp; of 15 to 20 mph in the afternoon. Gusts of up to 40 mph are possible. The overnight low will be near the freezing point.

The high Saturday will be in the mid-50s with an overnight low below 30 degrees, and a high of 62 is forecasted for Sunday.&nbsp;

The work week will begin with a chance of rain Monday through Wednesday.

WABAUNSEE COUNTY —Quick action by law enforcement prevented a tragedy early Wednesday.

Just after 4a.m., Wabaunsee County Sheriff's Deputies were assisting a westbound motorist on Interstate 70 just west of Snokomo Road, according to the Sheriff's Department.

&nbsp;The deputies suddenly heard squealing tires. Multiple vehicles including semi trucks were desperately maneuvering to avoid a collision with a sedan traveling westbound in the eastbound lane of the highway towards oncoming traffic. 

Sheriff's deputies activated lights and sirens, crossed the median ahead of the wrong way driver and moved toward the oncoming sedan. Prior to performing an intentional collision to force the suspect vehicle off the highway, the wrong way vehicle stopped in the middle of the roadway. 

Verbal commands via loudspeaker for the driver to pull into the median were ignored. Among passing traffic, deputies sprinted at, entered the vehicle, subdued the driver and forcibly drove the vehicle into the median in order to clear the roadway.

The driver was detained and after a brief investigation, released from custody and transported from scene to hospital for evaluation after being cited.

MANHATTAN - Last week firefighters from Manhattan Fire Department completed Aircraft Rescue and Fire Fighting(ARFF) training.

ARFF training is completed annually to certify firefighters in the appropriate fire fighting techniques needed to combat fires that occur on or around aircraft.

Crews took turns fighting fires on a training aircraft shell both from the ground and from the ARFF fire trucks.

ARFF Training is required by the Federal Aviation Administration(FAA).

Training services were provided by <a href="https://extension.missouri.edu/programs/mu-fire-and-rescue-training-institute/frti-training">Mobile Aircraft Rescue Firefighting Trainer</a>&nbsp;from the University of Missouri Extension, Fire, and Rescue Training Institute.

🎥: Manhattan firefighters train to fight aircraft fires

MANHATTAN — The 2022-2023 <a href="https://mccain.k-state.edu">McCain Performance Series</a>
 nears the end of its season as comedian Brian Regan returns to Kansas

'Funniest stand-up alive' to take McCain Performance Series stage

Knowing people in the grocery store, the space and security for children to play in parks or yards and a shared sense of ownership with your neighbors to help and make life better for each other are some of the things that make this life sweet. Smaller usually feels like an advantage in rural communities, except there are fewer people to help financially support the cost of community resources. Farmers and other landowners cover a large portion of the communities’ financial needs through property tax payments to support local municipalities, schools, hospitals and other taxing entities. Incredibly rural communities often have a choice between shockingly high taxes or a glaring lack of important community services. Bond issues are a way for the community to declare their opinion of whether some of the taxes are worth it. This spring, our school district like many other across the state, has a bond issue on the upcoming ballot. The school is asking our community to make improvements to existing facilities to accommodate unmet and future needs. Bond measures are really asking whether you and your neighbors want to join together and spend money out of your own pocket on an investment in the community. All investments should be considered carefully by weighing the cost against the risk and reward. In our ultra-polarized world, some people will quickly jump to one side or the other of this issue. Some will oppose the measure because the cost is too high or they believe the improvements are not needed. Others are strongly in favor of all investments in education and community improvements regardless of the cost. This community has been fortunate to have had citizens who balanced fiscal responsibility with a vision for a community that is a great place to live. As I look around, it is easy to see all the places where people have made investments of time and money to make our community great. I often marvel about how people have been proactive and really cared about the future of our community. It’s not like that everywhere. I appreciate the past investments and feel a sense of obligation and desire to do my best for the future of this place.&nbsp; Personally, I am typically pro-investment because community growth and improvements to our schools and other facilities make for a high quality of life that attracts new people and helps us all to thrive. However, the idea of more taxes pushes me to temper that reaction with an evaluation of the project before deciding my stance. It is my responsibility as a voter and community member to evaluate the proposed bond against my own desires and the needs of our community. The vote is a few weeks away, and I have been investigating the proposal, discussing it with my fellow voters and seeking knowledge to fill gaps in my understanding. If you have a bond issue in your community, I hope you will take the time to evaluate what is being asked and if the solution is the right course of action. Getting to the decision right can have a big impact on the future of your community. I haven’t made a decision on the bond issue yet but am confident I will walk into the polling booth as an informed voter with the best interest our community in mind. I also have faith that my fellow community members have the same feelings of responsibility and ownership of the decision they make. Manhattan —Investigators say improperly discarding of smoking material caused a fire at a home in Manhattan.

Just before 9:30 p.m. Tuesday, the Manhattan Fire Department was dispatched to a house fire at 156 North Dartmouth, according to assistant Fire Chief Mike Kaus.

First responders found the two-story home with heavy fire on the back of the residence.&nbsp; The fire extended into the attic space and was extinguished within 30 minutes.&nbsp; Riley County EMS evaluated one occupant for smoke inhalation.

&nbsp;The residents evacuated prior to the fire department's arrival. Loss is estimated at $25,000 to contents and $75,000 to the structure. 

The owners are listed as Tareque Nasser and Wahida Akhtar of the residence.&nbsp; The fire cause is accidental due to discarded smoking materials.&nbsp; A reminder to discard smoking materials in an approved container filled with sand or water.

RILEY COUNTY, KS – The Riley County Board of County Commissioners (BOCC) have declared a local disaster emergency, activating disaster emergency plans to help fight the wildfire currently burning in the north portion of the county.&nbsp; The declaration was issued because the fires near Indian Hill Road and Mariadahl Road imminently threaten to cause wide-spread or severe damage, injury, or loss of life or property in disaster proportion. Commission Chairwoman Katheryn Focke signed the declaration April 18, and it will remain in effect for seven days unless earlier terminated or renewed.

Riley County Fire District #1 is sending volunteers from all parts of the county to assist with the fire. Fire Chief and Emergency Management Director Russel Stukey has requested state aid, including air support. Marshall County Fire Department is also on scene providing mutual aid.&nbsp;

This fire is also burning a large area in Pottawatomie County. The fire started yesterday, rekindled today, and crossed the Blue River channel, igniting US Army Corps of Engineer land. No estimates are currently available for the number of acres burned.&nbsp;

Residents in the area are encouraged to stay aware, as this is a large fire and conditions could change quickly.

Riley County declares disaster due to wildfire north of Randolph

HUTCHINSON, Kan. — In the last 17 years, the University of Kansas men's basketball program has entered the NCAA Tournament with an average seed of 1.6.&nbsp;

Bill Self's teams have won two national championships (2008, 2022) and played for another (2012) in that span.

The nine-time conference coach of the year said winning is different when fans expect titles every year.

"Winning is a relief," Self said. "Winning becomes a relief and losing is a disaster."

<a href="https://www.hutchcc.edu/dillon-lecture-series">Self spoke in the Hutchinson Sports Arena Tuesday for the Dillon Lecture Series (DLS) about what it takes to be successful</a>. He also addressed how to achieve more after a goal is reached.

Self asked for the Wichita State fans to make some noise. A few did.&nbsp;

He asked for the K-State fans to make some noise. The crowd got a little louder.&nbsp;

As the applause faded, Self told those fans they could kindly leave.&nbsp;

All joking aside, Self praised the success of not just Kansas teams, but all collegiate teams because "Iron sharpens iron."

"It raises the bar for everybody," Self said.&nbsp;"We should be great because someone else is good."

Self is the sixth member of the Naismith Hall of Fame to speak for the DLS, now in its 42nd season.

He outlined what it took to be successful with so much pressure. 

"Show up," Self said. "Be fully present. Be a caretaker and contributor."

Self noted he is the chief caretaker of the most prestigious and storied program in the nation, but urged attendees to apply that same drive to their every-day job and life.

"When's the last time you were just present?" Self asked. "When was the last time you were at the dinner table and didn't look at your phone?"

Self outlined the culture change at KU that led to championships and added success.&nbsp;"The less we have to coach, the better we'll be," Self said of his teams that have been player-led.

He said many of those same concepts can be utilized in daily life.&nbsp;

"Add fun to what's going on," Self said. "We've got to enjoy each other. We have to energize a place."

"It's our responsibility to make sure we add value to everyone else," Self noted.

"Have a culture to make everyone better," Self said.

"Acknowledge what you don't know. Become a sponge," Self said to the youth in attendance.

According to Self, the great Henry Iba was a sponge. As an assistant at Oklahoma State, Self was in charge of chauffeuring Iba.

Self once made a comment about another coach that was not positive. "Can you believe this coach did that?" Self asked Iba.

"Let me tell you something," Iba responded. "A broken clock is right twice a day."

Self implored the youth of the audience to listen to their parents.

"Even as a young person, you might think your parents aren't nearly as smart as you," Self said, but he once again used Iba's example of the clock: It's still right two times a day.

BROWN COUNTY—Law enforcement authorities are investigating a Kansas man on multiple charges after a traffic stop.

Just before 5p.m. April 15, a sheriff's deputy initiated a traffic stop for speeding on US 36 near Horned Owl Road, according to Sheriff John Merchant.

The deputy spoke with a female driver less than 18 years of age and it was discovered that she did not possess a valid drivers license. 

A Brown County K-9 arrived and Carla alerted on the vehicle. A search of the vehicle was conducted and items of evidence were seized such as an open container of whiskey, methamphetamine, marijuana, syringes, fentanyl, paraphernalia, scales etc. 

An investigation following the search resulted in the arrest of the passenger in the vehicle, Camden Hubbard 42 of Wamego.

Hubbard was booked on requested Charges of Aggravated Human Trafficking victim &gt;14, Aggravated Child Endangerment &lt;18, Contributing to a Child's Misconduct, Conspiracy Sexual Exploitation of a Child, Use Communication Device to Facilitate Felony, Transport Open Container, Improper Vehicle Registration, Possession of Opiate, Possession of Stimulant, Possession of Marijuana and Possession of Drug Paraphernalia. He remains in custody, according to online jail records.

The case will be forwarded to the Brown County attorney for review.

Riley County Arrest Report April 17

Although burn bans are in effect and the risk of wildfires in high for much of the Flint Hills on Tuesday, relief could be on the way.

After a sunny Tuesday with highs in the mid-80s, the National Weather Service in Topeka said there is a 20 percent chance of showers or thunderstorms beginning after 8 p.m.

That chance increases to 40 percent Wednesday afternoon and a 70 percent chance by the early morning hours of Thursday.

The end of the week will bring a cooldown, with highs in the low- to mid-50s by Friday and Saturday.

With sustained winds of 10 to 25 mph and gusting to 35 mph, the National Weather Service in Topeka is warning of a very high fire danger Monday and Tuesday.

There is also a chance of severe storms beginning Tuesday night. There is a chance of showers or thunderstorms through Friday across the Flint Hills.

The high temperature Tuesday and Wednesday is expected to be in the mid-80s, with a high of just 60 degrees by Friday.&nbsp;

RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged domestic violene.

On Friday, police arrested 32-year-old Luis Martinez of Topeka on two Riley County District Court warrants in connection to August and October 2020 occasions of domestic violence on a 38-year-old woman, according to the Riley County Police Department activity report.

Martinez is being held on requested charges of two counts each of kidnapping, aggravated domestic battery, aggravated assault, criminal damage to property, and domestic battery, and one count each of aggravated battery, robbery, aggravated intimidation of a victim, criminal threat, and criminal restraint. 

Martinez remains confined in the Riley County Jail with a total bond of $150,000.

Kan. man jailed for alleged domestic violence in 2020

On Friday,&nbsp; police arrested 42-year-old Justin Everett of Manhattan on his Riley County District Court warrant for failure to appear. This warrant stems from Everett's failure to appear in court for an original arrest of criminal damage to property after it was reported he spray-painted a 39-year-old woman's trash can and yard, according to the Riley County Police Department activity report.

Everett was issued a total bond of $20,000 and is no longer confined at the time of this report
