On Saturday, April 29th, the K-State Women's Rowing team won the Kansas Cup while competing in the Sunflower Showdown at Wyandotte County Lake in Kansas City, Kansas.

“We’re really proud of the way the team raced. We know our athletes are fit and strong, and the races today showed that,” head coach&nbsp;Patrick Sweeney&nbsp;said. “They’re learning how to race hard. The first eight did a good job of attacking their race aggressively and staying on it against KU. The second eight controlled their entire race and the third eight, being made up of all first-year rowers, did well showing they had the maturity to stay confident and row all the way through their race.”

“The fours didn’t click as well as we had hoped, but they fought the entire time. The team overall has done a good job and they have continued to come on as the season has progressed.”

The Wildcat rowing team last won the Sunflower Showdown in back-to-back seasons in 2018 and 2019.

Winning the&nbsp;1v8+, 2v8+ and 3v8+ races on Saturday, gave the Wildcats 17 points over Kansas, who accumulated 5 points from winning two races.

“It was a beautiful morning for rowing with a fantastic K-State fan base to cheer us on,” freshman Kyla Traub said. “We are so grateful to everyone who showed up to support us.”

Winning the first race, the boat consisted of sophomore coxswain&nbsp;Paige Fox, sophomores&nbsp;Rachel Harman,&nbsp;Jordan Girkin,Anna Ryan,&nbsp;Madison Koller, junior&nbsp;Patricia Hokanson, senior&nbsp;Madison Jensen, freshman&nbsp;Bianca Wollmeister&nbsp;and junior&nbsp;Idallis Shaffer, who finished with a lead of nearly 8 seconds.

“After the start, at about the 250-meter mark, Paige [Fox] told us we were three seats down on KU and a couple seats up on Creighton,” sophomore Anna Ryan said. “I remember thinking we had a lot of time to make those seats up. Next thing I knew, we were at the 500-meter mark and we were three seats up on KU. After the 500, we kept pushing up and gained open water. Once we walked through them, we knew we had to keep the seats we had gained.”

“It was amazing to feel the power and connection in our boat with every stroke. Paige [Fox] was aggressive and intentional with her calls and we responded well every time we needed to push,” Ryan said. “After we finished, all of us knew we gave everything we had, and we were so proud of ourselves.”

In the 2v8+, the team finished more than 5 seconds ahead of Kansas at 6:52.3, with&nbsp;

“In the middle of the race when you start walking on another boat, especially when it’s KU, the power and cohesion that I feel in the boat is something so exciting,” sophomore Gracyn McClain said. “That feeling of everyone working together in unison for one common goal is so empowering and what rowing is all about and the fact that we were able to put it all together and do it today at the Sunflower Showdown is even better.”

“There is no better feeling than coming to the dock with everyone yelling for you, being proud of you and getting to share the win with my teammates and my boat is so special to me,” McClain said. “We finished the race, knowing we had won the cup and even though we were all so exhausted we were so happy and proud of ourselves. Getting to hold the cup knowing our points and our boat helped us get there was so cool.”

SALINA - Admission wristband sales begin Monday for the 2023 Smoky Hill River Festival in Salina.

The epic arts party is scheduled for June 8-11 in Oakdale Park. General festival hours are June 8, from 4-10 p.m., June 9-10 from 10 a.m. to 10 p.m., and June 11 from 10 a.m. to 5 p.m.

Admission to the Smoky Hill River Festival is by weekend wristband ($15 in advance and $20 at the gate) available in many local and regional locations beginning Monday. Advanced wristbands will be sold through June 6.

In addition to multiple locations throughout the state, admission wristbands are to be sold at the following locations in Manhattan, according to information from the festival website.

Additionally, daily wristbands will be sold at the gate for $10 per person per day. Children ages 11 and under get in free.

The festival will officially begin at 4 p.m. June 8 when the gates open for the first time this year. The first day will include 35 food booths, an art patron party, and the ever-popular S.M. Hanson Music Festival Jam, which is scheduled to begin at 6 p.m. and includes 16 bands playing over the next four hours. Information about the bands will be released by S.M. Hanson Music closer to festival time.

Festival goers on June 9 will get their first look at works by 120 exhibiting artists from 19 states, 64 of whom are new to the festival. There will be affordable artwork to purchase, with prices ranging from $5 to $10,000, according to information from festival staff.

Additionally, more than 20 site-specific art installations will be spread throughout Oakdale Park on festival weekend.

If music is more your kind of art, you're in for a treat! In addition to Festival Jam on June 8, 56 hours of music performances are scheduled on three stages June 9-10, including a number of bands making their first appearances at the festival.

Music genres will include country, rock, soul, indie folk, and innovative fusion, festival staff noted.

June 9 also will be the opening day for Artyopolis, an interactive area for children. This year, Artyopolis will include a new area: Construction Junction. Additionally, Creation Crossing will feature free arts and crafts, and children's favorites Lego Lane and Button Boulevard also will return.

June 10 gets off to a fast start with the 42nd annual Smoky Hill River Run, which will include a two-mile walk, children's races, and a two-mile and five-mile electronically timed race. The event is organized by Salina Regional Health Center personnel.

Children and families also will rush into the festival once the gates open on June 10 to get a spot at First Treasures, a special patron tent for children ages 4-13 years old. According to information from the festival, children will be able to select from hundreds of items priced in the $1-to-$5 range that are provided by exhibiting artists.

The final day of the festival will include a variety of changes, including a strong local flavor in music, a less hectic environment, and a unique scavenger hunt featuring 100 hand-painted dragonflies that will be hidden throughout Oakdale Park, festival staff noted. Kansas City-based painter and illustrator Evan “Doodle Dood” Brown is painting a flight of colorful metal dragonflies for the hunt. Additionally, 10 dragonflies will be hidden in the park on Friday and Saturday, giving attendees a sneak peek at the creations.

Additionally, Food Row will include 10 new food vendors, as well as returning favorites throughout the weekend.

Wristbands for Salina's Smoky Hill River Festival on sale Monday

I’ve used this space many times over the years to provide some defense of the political powers and interests of the cities that over 75% of Kansans live in. I did last month in response to a bill in Topeka—which thankfully died in committee—that would have forbidden cities from exercising almost any kind of local control over the businesses which their residents interact with. This month I’m looking at another bill, one that isn’t as egregious a violation of Home Rule on its face, but in the long run might turn out to be just as bad, or worse.

The bill in question is an omnibus bill, containing a large huge number of proposed changes to Kansas tax laws. There is much in it that Kansans of many different political orientations might either criticize or praise, but its “government competition” section deserves special criticism.

As written, it would mean that any restaurant, child-care center, or heath club which operates within five miles of any similar entity which can be defined, on the basis of its tax status, as “owned or operated by a governmental entity,” would be exempt from paying property taxes.

That this provision of the bill is an attempt (the latest of several) by the owners of Genesis Health Clubs to get state legislators to guarantee them the same property-tax exemption which non-profit YMCAs enjoy has been exposed by multiple journalists.&nbsp;It is worth taking a moment, though, to be clear on why a provision like this can get this far.

It’s not simply because of the influence of wealthy constituents and donors. Sure, that’s what philosophers might call the efficient cause of the provision—the part that actually acted to make it happen. But what of its material cause—that is, the substance or context out of which the provision was made or was enabled to come to be, when the efficient cause went to work?

Here I think one can only point to the pervasive disrespect too many in our state government have for the responsibility of the cities and counties to make governing decisions in response to the needs and demands of their own residents.

If we believe in local government, then those local governments obviously need revenue to be able to do the collective work which the citizens who live in those cities and counties ask them to do, particularly when it comes to providing the quality-of-life improvements which many non-profits make available at no (or at least comparatively low) cost to Kansas communities. If this provision becomes law, it could greatly harm the ability of Kansas municipalities to collect property taxes, as it may allow restaurants and gyms operating miles from not just from YMCAs, but from anything as small as a limited-hours deli, or an on-site day-care center, operating inside a city hall or a court house or other public facility, to no longer contribute any property tax to the cities which provide them with fire and police protection and much more. Which would only help undermine the whole point of local democracy in the first place.

With any luck, Governor Kelly will use her line-item veto power to strike out this provision, thus making certain Kansas cities and counties can continue to take responsibility for those things which the Home Rule provision of the state constitution says they should be able to. But as for striking out the disregard too many have the right of municipalities to govern themselves—well, the evidence suggests that will take a lot longer.

 </figure>I’ve used this space many times over the years to provide some defense of the political powers and interests of the cities that over 75% of Kansans live in. I did last month in response to a bill in Topeka—which thankfully died in committee—that would have forbidden cities from exercising almost any kind of local control over the businesses which their residents interact with. This month I’m looking at another bill, one that isn’t as egregious a violation of Home Rule on its face, but in the long run might turn out to be just as bad, or worse.The bill in question is an omnibus bill, containing a large huge number of proposed changes to Kansas tax laws. There is much in it that Kansans of many different political orientations might either criticize or praise, but its “government competition” section deserves special criticism.<figure>

 </figure>As written, it would mean that any restaurant, child-care center, or heath club which operates within five miles of any similar entity which can be defined, on the basis of its tax status, as “owned or operated by a governmental entity,” would be exempt from paying property taxes.That this provision of the bill is an attempt (the latest of several) by the owners of Genesis Health Clubs to get state legislators to guarantee them the same property-tax exemption which non-profit YMCAs enjoy has been exposed by multiple journalists.&nbsp;It is worth taking a moment, though, to be clear on why a provision like this can get this far.It’s not simply because of the influence of wealthy constituents and donors. Sure, that’s what philosophers might call the efficient cause of the provision—the part that actually acted to make it happen. But what of its material cause—that is, the substance or context out of which the provision was made or was enabled to come to be, when the efficient cause went to work?Here I think one can only point to the pervasive disrespect too many in our state government have for the responsibility of the cities and counties to make governing decisions in response to the needs and demands of their own residents.If we believe in local government, then those local governments obviously need revenue to be able to do the collective work which the citizens who live in those cities and counties ask them to do, particularly when it comes to providing the quality-of-life improvements which many non-profits make available at no (or at least comparatively low) cost to Kansas communities. If this provision becomes law, it could greatly harm the ability of Kansas municipalities to collect property taxes, as it may allow restaurants and gyms operating miles from not just from YMCAs, but from anything as small as a limited-hours deli, or an on-site day-care center, operating inside a city hall or a court house or other public facility, to no longer contribute any property tax to the cities which provide them with fire and police protection and much more. Which would only help undermine the whole point of local democracy in the first place.With any luck, Governor Kelly will use her line-item veto power to strike out this provision, thus making certain Kansas cities and counties can continue to take responsibility for those things which the Home Rule provision of the state constitution says they should be able to. But as for striking out the disregard too many have the right of municipalities to govern themselves—well, the evidence suggests that will take a lot longer.Dr. Russell Arben Fox teaches politics at Friends University in Wichita.

Manhattan&nbsp;-&nbsp;U.S. Senator Roger Marshall hosted U.S. Senator John Boozman (R-AR), the ranking member of the U.S. Senate Committee on Agriculture, Nutrition, and Forestry in Manhattan as the Committee begins drafting the 2023 Farm Bill.

Friday afternoon, the Senators toured the Kansas Wheat Innovation Center.&nbsp;The Wheat Innovation Center is the single largest research investment by Kansas wheat farmers in history. It allows for the research of different wheat varieties and for collaboration of public and private institutions to leverage the vast genetic diversity of wheat across the world to improve modern varieties of wheat.&nbsp;

Following the tour, the Senators participated in a roundtable listening session to discuss a variety of top issues impacting the 2023 Farm Bill. From competition and transparency, crop insurance, disaster assistance, and food and nutrition security to export market development and biofuel infrastructure enhancements, we are working on many Kansas priorities in this legislation.

Senator Marshall is excited to bring this group of the Agriculture industry together to talk through their top priorities in the Farm Bill and make sure the Senate Ag Ranking Member, Senator Boozman, gets to hear directly from Kansas producers. Senate Ag Committee leader stops in Manhattan

MANHATTAN — St. Croix Hospice expands end-of-life services with the opening of a new branch in Manhattan. This location —&nbsp;225 Southwind Place, Ste. 2A — marks the fourth St. Croix Hospice branch in Kansas and will allow hospice caregivers to serve additional patients and families within the region.

DICKINSON CO. - The Kansas Department of Transportation will close access to Gulf Road from K-15 for bridge repair on K-15 over the Smoky Hill River on Monday, May 1.

Traffic through the area will be directed by temporary signals over one lane during the project.

PBX Construction and Subsidiary from Sapulpa, Oklahoma is the lead contractor for the project, which is scheduled to be finished by August.

KDOT urges all motorists to be alert and obey the warning signs when approaching and driving through a highway work zone.&nbsp;

KDOT: Dickinson Co. K-15 Bridge repair to begin Monday

Manhattan&nbsp;–&nbsp;A Manhattan man died Friday following an arrest and confinement in the Riley County Jail, according to a statement from the Riley County Police Department.

Just before 2a.m. Thursday, Joseph Varvel, 25, was detained in the 300 block of N. 14th&nbsp;Street in Manhattan for suspicious activity. 

While speaking with officers, he ran and was later found in possession of cocaine. Officers on scene called for Riley County EMS (RCEMS) assistance at 1:50 a.m. after Varvel complained of breathing issues while in custody. RCEMS arrived on scene at 1:56 a.m. and cleared Varvel at 2:05 a.m.

Officers then arrested Varvel on requested charges of&nbsp; possession of cocaine, possession with intent to use drug paraphernalia, and interference with LEO and transported him to the Riley County Jail. 

RCEMS was called at 3:32 a.m. when Varvel became physically ill. His condition quickly deteriorated and Corrections Officers began lifesaving measures. RCEMS arrived at 3:41 a.m. and continued lifesaving measures. RCEMS then transported Varvel to Via Christi in Manhattan at 4:03 a.m. where he arrived at 4:12 a.m. and was pronounced dead at 4:47 a.m.

Per state statute, the Kansas Bureau of Investigation (KBI) will be the lead agency investigating&nbsp;the death. An autopsy will be conducted.

Just after 1p.m.&nbsp; Thursday, officers filed a report for identity theft in the 1400 block of Highland Drive in Manhattan, according to the Riley County Police Department activity report.

 A 38-year-old man reported an unknown suspect opened a Verizon account and credit card in his name and charged over $16,000 to the two accounts.

RCPD: Suspect allegedly charged $16K after opening account

MANHATTAN — Three Kansas State University doctoral candidates have received <a href="https://www.k-state.edu/grad/financial-support/scholarships-fellowships-grants/sarachek/">Sarachek awards</a> for their academic and research achievements. Linah Alkotami, doctoral candidate in biochemistry, Saudi Arabia,
 was awarded the $17,600 Alvin and RosaLee Sarachek Predoctoral Honors 
Fellowship in Molecular Biology. Bianca Morejon Viteri, doctoral 
candidate in biology, Ecuador, and Upasana Dhakal, doctoral candidate in plant pathology, Nepal, earned $1,000 Sarachek Scientific Travel Awards.

The Sarachek fellowship and travel awards were established by RosaLee Sarachek and the late Alvin Sarachek, Wichita,
 to recognize resident graduate students enrolled in a doctoral program 
at K-State who have demonstrated exceptional research and academic 
accomplishments. An interdisciplinary faculty selection committee 
determines the fellowship and travel award recipients. The awards 
program is offered through the university's <a href="https://www.k-state.edu/grad/">Graduate School</a>.&nbsp;

Alkotami's research aims to genetically modify the seed oil 
composition of two non-food winter oilseed crops — Camelina sativa and 
pennycress — to produce large amounts of acetyl-triacylglycerols, or 
acetyl-TAG. Acetyl-TAG oil has reduced viscosity and can be used without
 the costly processing required for regular vegetable oils in many 
industrial applications, such as 'drop-in' biofuels, biodegradable 
lubricants and food emulsifiers. Alkotami has successfully generated 
transgenic plants with seeds that accumulate 93-98% of acetyl-TAG 
without compromising germination and seed viability. Alkotami's 
work has demonstrated that with the precise manipulation of biochemical 
pathways, it is possible to completely change the type of oil that a 
plant can produce. In addition to their industrial value and 
contribution to green energy, these modified plants can be used as a 
resource to study and gain fundamental insights into the functions of 
different oil biosynthetic pathways and how these pathways redirect in 
response to genetic engineering. Timothy Durrett, associate professor of
 biochemistry and molecular biophysics, is Alkotami's major professor.

After completing her doctoral degree, Alkotami plans to continue 
working in the field of genetic engineering with a focus on advancing 
plant science and improving agricultural productivity. Alkotami intends 
to pursue a postdoctoral researcher position to facilitate her 
transition into an academic career as a principal investigator. Her 
primary goal is to develop market-ready crops that produce high-value 
compounds and crops that match the needs of farmers for agronomic 
performance in specific climates. Alkotami will use the fellowship funds
 to broaden her expertise in interdisciplinary areas by attending 
bioinformatics and entrepreneurship training programs as well as 
professional development and networking events. Part of the funds will 
also be used to support relocation to a prospective postdoctoral 
position.&nbsp;

Morejon conducts genetic research on mosquito immune responses. 
Mosquitoes are called the most dangerous animals in the world because 
they are responsible for about 750,000 human deaths each year by 
spreading diseases like malaria. Mosquitoes fight pathogens that invade 
their bodies by mounting a strong immune response, which is regulated by
 extracellular protease cascades. Morejon's research is focused 
on determining the contribution of proteases to overcoming bacterial, 
fungal and ultimately, parasitic infections in the African malaria

Linah Alkotami, doctoral candidate in biochemistry, Saudi Arabia,
 was awarded the $17,600 Alvin and RosaLee Sarachek Predoctoral Honors 
Fellowship in Molecular Biology. Bianca Morejon Viteri, doctoral 
candidate in biology, Ecuador, and Upasana Dhakal, doctoral candidate in plant pathology, Nepal, earned $1,000 Sarachek Scientific Travel Awards.The Sarachek fellowship and travel awards were established by RosaLee Sarachek and the late Alvin Sarachek, Wichita,
 to recognize resident graduate students enrolled in a doctoral program 
at K-State who have demonstrated exceptional research and academic 
accomplishments. An interdisciplinary faculty selection committee 
determines the fellowship and travel award recipients. The awards

composition of two non-food winter oilseed crops — Camelina sativa and 
pennycress — to produce large amounts of acetyl-triacylglycerols, or 
acetyl-TAG. Acetyl-TAG oil has reduced viscosity and can be used without
 the costly processing required for regular vegetable oils in many 
industrial applications, such as 'drop-in' biofuels, biodegradable 
lubricants and food emulsifiers. Alkotami has successfully generated 
transgenic plants with seeds that accumulate 93-98% of acetyl-TAG 
without compromising germination and seed viability. Alkotami's 
work has demonstrated that with the precise manipulation of biochemical 
pathways, it is possible to completely change the type of oil that a 
plant can produce. In addition to their industrial value and 
contribution to green energy, these modified plants can be used as a 
resource to study and gain fundamental insights into the functions of 
different oil biosynthetic pathways and how these pathways redirect in 
response to genetic engineering. Timothy Durrett, associate professor of
 biochemistry and molecular biophysics, is Alkotami's major professor.After completing her doctoral degree, Alkotami plans to continue 
working in the field of genetic engineering with a focus on advancing 
plant science and improving agricultural productivity. Alkotami intends 
to pursue a postdoctoral researcher position to facilitate her 
transition into an academic career as a principal investigator. Her 
primary goal is to develop market-ready crops that produce high-value 
compounds and crops that match the needs of farmers for agronomic 
performance in specific climates. Alkotami will use the fellowship funds
 to broaden her expertise in interdisciplinary areas by attending 
bioinformatics and entrepreneurship training programs as well as 
professional development and networking events. Part of the funds will 
also be used to support relocation to a prospective postdoctoral

GEARY COUNTY - On Thursday, April 27, the Kansas Department of Transportation announced they would be postponing the McDowell Creek bridge project for approximately one year.

KDOT announced the change due to conflict with the nearby project on K-177.

Since the McDowell Creek Road project would have further limited access to Interstate 70, the project will now be delayed until 2024, exact dates have yet to be determined.

The project was originally scheduled to begin in May 2023, and during the project all ramps would remain open, however, the overpass on McDowell Creek Road will be closed while KDOT completes a complete bridge deck replacement.

KDOT asks all travelers to be alert and obey warning signs when approaching and driving through a highway work zone.

Just after 11a.m. Wednesday, officers filed a report for criminal damage to property and criminal trespass at the Riley County Historical Society Museum, 2309 Claflin Road in Manhattan, according to the Riley County Police Department activity report.

The museum reported a known male suspect entered the museum by breaking a window and additional items inside. The estimated total loss associated with this case is approximately $1,980. 

Police arrested 34-year-old Arthur Mickey Jr. of Ogden on a probable cause offenses of criminal damage to property and criminal trespass. Mickey Jr. remains jailed on $3,000 bond.

On Wednesday, April 26th, more than 20 students from Junction City Middle and High School visited the Sunset Zoo in Manhattan as part of the 'Inspire, Thrive and Grow' program.

The program is sponsored by the R2B4 Bramlage Family Foundation to empower youth and give them opportunities they may not have otherwise had access to.

The 'Inspire, Thrive and Grow' program will take youth to museums, zoos, and sporting events.&nbsp;

"It's just easy to go to work and put these things together because  you see these kids when they come out here and  super excited and  and that's what it's all about,  giving kids opportunities  with the foundation." R2B4 Bramlage Family Foundation's Rick Bazan says.

The group of students had the opportunity to explore the zoo exhibits with a special tour by Sunset Zoo's Melissa Kirkwood, who explained the different animals to the group.

Following the zoo tour, students enjoyed a picnic lunch provided by the R2B4 Bramlage Family Foundation.

"We're going to hit the debt limit here in a few weeks," Mann said. "So far, President Biden has been unwilling to negotiate and really come to the table and talk about what it would look like to extend it and kind of rein in our spending at the same time. I think it's reasonable and responsible to think that we would have an adult conversation in this country about our spending levels."

&nbsp; The Limit, Save, Grow Act passed the House of Representatives by a vote of 217-215 and will be sent to the U.S. Senate for further review. It is likely the Democratic Party leadership will not even bring the bill to a vote in the near future.

"If I maxed out my credit card, I'm responsible for those charges," Mann said. "We absolutely are responsible for the debt. However, before you call the credit card company and just raise the limit and keep on going down the road, it makes sense to really talk about spending and look at how we got where we are. Unfortunately, so far, President Biden has been unwilling to come to the table and do that."

The House bill, if passed by the Senate and signed by the President, both of which are unlikely, would increase Washington's borrowing authority by $1.5 trillion or until March 31, whichever comes first.

Mann sees debt ceiling vote as 'first step' in process

MANHATTAN — The Kansas State University Steel Ring Honor Society has inducted 24 new members for the 2023-2024 academic year. Steel Ring is an honor society comprised of seniors in the <a href="https://engg.k-state.edu/">Carl R. Ice College of Engineering</a>.
 Membership is based on leadership, academic achievement, service and 
engagement. Steel Ring has been a part of the K-State engineering 
tradition since 1927.

One of the group's primary tasks each year is planning and organizing
 the College of Engineering Open House in the spring semester. They also
 recognize students and faculty at the annual engineering leadership 
reception and participate in leadership and service activities around 
the college.

The faculty advisor for the group is Craig Wanklyn, assistant dean for recruitment in the College of Engineering.
