At Monday’s meeting of the Airport Advisory Board, outgoing Airport Director Jesse Romo&nbsp;told board members that the many hours scrambling to&nbsp;meet budget constraints&nbsp;are&nbsp;paying off&nbsp;for the beleaguered runway expansion&nbsp;project.&nbsp;

Funding the project has been something of labyrinthine&nbsp;task for airport staff. Federal Aviation Administration&nbsp;grants&nbsp;fund&nbsp;about 90 percent of total&nbsp;runway construction&nbsp;costs, typically leaving&nbsp;10 percent&nbsp;up to local entities.&nbsp;&nbsp;

During initial planning stages, airport officials received from the&nbsp;FAA&nbsp;a master plan update detailing construction alternatives, as well as notification that, while the FAA approved the 150-foot runway, it would only pay for 100 feet of it.&nbsp;

Due to the proximity of Fort Riley,&nbsp;MHK applied for and&nbsp;received a Defense Community Infrastructure Program grant of almost $6 million to cover the remaining 50 feet.&nbsp;

Then the FAA, in the midst of pandemic-driven&nbsp;budgetary convulsions, hinted at capping grants at lower-than-expected levels.&nbsp;The fear of looming grant caps put the MHK&nbsp;team in motion&nbsp;again, investigating design alternatives to achieve a&nbsp;cost-saving of nearly $7 million&nbsp;while maintaining standards.&nbsp;

“There’s always more than one way to do it,” Romo told the Board. “That doesn’t mean an inferior product, it just means&nbsp;a different design.”&nbsp;

With the additional grants and modifications, funding for the project is currently about an 89/11&nbsp;cost-share&nbsp;split with the FAA. Romo said various cogs should fall into place by next April that will reduce the City’s portion to&nbsp;the planned 10 percent.&nbsp;

According to Romo, specifics&nbsp;the project should be nailed down and&nbsp;ready for the bidding process by April 2022.&nbsp;There was concern among board members&nbsp;that, by the time construction actually commences, steadily increasing inflation&nbsp;would escalate&nbsp;construction&nbsp;costs beyond&nbsp;the dollar figures utilized in&nbsp;the grant application.&nbsp;

“We do see a trend line of costs going up for projects,” Romo said. “Ultimately it&nbsp;is going&nbsp;to be up to how contractors bid&nbsp;in April. That’s when you’ll&nbsp;see the real numbers.”&nbsp;

The FAA is expected&nbsp;to present a grant&nbsp;award offer for the project in May.&nbsp;

The runway project is expected to last approximately one year, with the runway being entirely closed for about four months of that time.&nbsp;

The airport’s current runway is approaching the end its useful lifespan, so the project is critical to maintaining operations and any potential expansion of&nbsp;the facility’s capacity.&nbsp;&nbsp;

While the runway closure will&nbsp;certainly&nbsp;impact travel and&nbsp;commercial transport, Romo said that the situation is not unusual when smaller facilities upgrade.&nbsp;&nbsp;

The pandemic and initial shutdowns were painful for the airport and its tenants, but Romo said that&nbsp;lessons learned while working through the&nbsp;challenges of that period are helping&nbsp;businesses at the facility prepare for&nbsp;the construction.&nbsp;

Major air partners are fully aware of the project and&nbsp;the&nbsp;temporary but severe&nbsp;impact on runway capacity&nbsp;during construction, according to Romo, and airport staff&nbsp;are&nbsp;reaching out to American and other carriers, coordinating and deliberating potential staging plans for the construction period.&nbsp;&nbsp;

Keazer recommended as Interim Director

As the meeting was Romo’s last before his departure to take over Wichita’s airports, the Advisory Board lauded his leadership and the team at MHK. The Board unanimously&nbsp;passed&nbsp;a resolution&nbsp;to the City Commission&nbsp;recommending current&nbsp;Assistant Airport Director&nbsp;Brandon&nbsp;Keazer&nbsp;be named as interim airport director.&nbsp;

Beleaguered Runway Planning Nearly Complete

The Manhattan Optimist Club’s Manhattan High School student of the month is Sam DeLong son of Dr. Rob DeLong and Dr. Belle Federman of Manhattan.&nbsp;

Sam is very active in speech and debate at MHS. He received the level of premier distinction with the National Speech and Debate Association merit program. He is a three-year qualifier to the National Speech and Debate Tournament in five speech debate events. Sam is also a National Individual Events Tournament Champions&nbsp;octafinalist&nbsp;and a Sunflower Novice Open Invitational qualifier.&nbsp;

Sam is also involved in choir and musical theatre. He is a member of the Manhattan High School Chamber Choir. He has had roles in several MHS theatre productions including Disney’s&nbsp;“Newsies”&nbsp;in 2018 and&nbsp;“A Gentleman’s Guide to Love and Murder”&nbsp;in 2020. He has participated in theatre dating back to third grade including community theatre and school productions.&nbsp;

Sam is politically active. He is the founder of the Manhattan High School Democrats and has served as president of the MHS Democrats interest group and club.&nbsp;

His future&nbsp;plans are focused on being a lawyer, a political analyst or possibly a statistician.&nbsp;No future school has been selected.&nbsp;

The Manhattan Optimist Club’s student of the month is designed to recognize Manhattan High School seniors that make a difference in their community through volunteerism and leadership activities that have a positive impact on MHS and/or the Manhattan community. This&nbsp;Thursday,&nbsp;November 11, is Veteran’s Day, and&nbsp;in addition to&nbsp;the annual&nbsp;parade, the&nbsp;<a href="http://www.flinthillsveterans.org/" target="_blank">Flint Hills Veterans Coalition</a>&nbsp;presents its first-ever&nbsp;VetFest&nbsp;celebration across from City Hall&nbsp;at&nbsp;11th Street and&nbsp;Poyntz.&nbsp;

This year the FHVC commemorates the 30th&nbsp;Anniversary of Desert Storm.&nbsp;The festivities start at&nbsp;10:30, following the&nbsp;annual Veteran’s Day Parade&nbsp;with displays of military vehicles and equipment, Riley County Police and Fire Department vehicles, Bounce Houses, Food Trucks, Organizational displays and more.&nbsp;

Ever have one of those days where everything just goes wrong? Home-workout company Peloton just had one of those days, every day,&nbsp;<a href="https://edition.cnn.com/2021/11/05/investing/peloton-stock-first-quarter-2022-earnings/index.html" target="_blank">for a whole quarter</a>.&nbsp;

During last year’s lockdowns,&nbsp;Peloton capitalized strongly on the shift to work-from-home, selling thousands of its $2,000+ bikes throughout the pandemic and building up a fanatic fanbase.&nbsp;

This year hasn't been as easy.&nbsp;At the time of writing, the company's share&nbsp;<a href="https://finance.yahoo.com/news/peloton-turns-lockdown-darling-mispriced-123021888.html" target="_blank">price is down more than 33%.</a>&nbsp;That’s a Tour de France-worthy crash.&nbsp;

Probably the most worrying trend in Peloton's numbers is also the simplest: people just aren't using their Peloton as much as they used to. The number of&nbsp;tracked workouts fell for the second quarter in a row, and the average member is using their Peloton about 20% less than they did this time last year.&nbsp;

On top of that, the financials aren't good. Revenue did grow&nbsp;six percent&nbsp;relative to last year, but that was below expectations, and boosted by a heavy slash in the price of a Peloton. The company was hoping that the lower price would whip up crazy demand.&nbsp;&nbsp;

What did happen was Peloton's gross profit margin fell to 12%, from 39% a year earlier, guiding the company to an overall operating loss of $360m for the quarter.&nbsp;&nbsp;

Oh, and the company is having supply chain issues, like everyone else.&nbsp;

The company was hoping that the lower price would whip up crazy demand.&nbsp;&nbsp;That never happened.&nbsp;What did happen was Peloton's gross profit margin fell to 12%, from 39% a year earlier, guiding the company to an overall operating loss of $360m for the quarter.&nbsp;&nbsp;Oh, and the company is having supply chain issues, like everyone else.&nbsp;

At last Wednesday’s meeting of the Manhattan-Ogden USD 383 Board of Education, the&nbsp;boiling&nbsp;debate over Manhattan High School’s Indian mascot&nbsp;spilled over the rim and onto the public burner once again.&nbsp;

BOE Vice President Kristin Brighton&nbsp;brought up the issue during the meeting, calling for continued discussion leading toward the&nbsp;“respectful retirement” of the&nbsp;MHS Indian name and imagery.&nbsp;

Brighton said she is for&nbsp;respectfully retiring the mascot&nbsp;and&nbsp;would like to see a museum-type display discussing the use of the historical&nbsp;mascot, but also noting&nbsp;that as social norms changed,&nbsp;the way we talk about and treat other cultures in the United States changed as well.&nbsp;

“Society&nbsp;is completely different than it was 80 years ago,” Brighton said.&nbsp;

In 2017, the board voted to change the mascot from the Indians to the Wolves, but the plan was scrapped following heated opposition, with MHS ultimately removing Indian imagery from athletic uniforms and the football field logo.&nbsp;

Officials elected to retain the various large Native American “Chief” depictions on campus and decorating walls within the existing high school facility.&nbsp;

Brighton&nbsp;noted that as a marketing professional, “If a client says they are not using their logo because it's embarrassing&nbsp;or it's out-of-date, I tell them it's time for a new brand,” she said.&nbsp;

“I believe that the Manhattan High School brand needs an overhaul for 2022.”&nbsp;

While contemporary society reconsiders the&nbsp;historic&nbsp;treatment&nbsp;and current&nbsp;sensibilities of largely ignored peoples,&nbsp;the Manhattan community seems positioned in opposing trench lines.&nbsp;

Opponents of native imagery say that at&nbsp;a time&nbsp;of&nbsp;mass&nbsp;efforts to&nbsp;improve&nbsp;cultural&nbsp;awareness&nbsp;of&nbsp;myriad&nbsp;racial&nbsp;and&nbsp;ethnic&nbsp;groups,&nbsp;Indigenous&nbsp;peoples are all but forgotten.&nbsp;

Board member Brandy Santos was unable to attend Wednesday’s meeting, but said she is not a proponent of changing the mascot name or removing native images.&nbsp;

“I don't see it&nbsp;as disparaging and I'm not of the opinion that we should change anything,” she said.&nbsp;

Santos said that the imagery is meant to pay tribute to Native Americans, and naming a team&nbsp;the&nbsp;“Indians” is a matter of honor.&nbsp;

“When I hear the word&nbsp;Indian&nbsp;I don’t think of it as a word that reflects warriors and fighting,” she said. “I think of a good people who were here before my some of my own&nbsp;ancestors, people who persevered and had a positive influence.”&nbsp;

Santos points to the placement of a statue depicting a Kansa warrior on top of the capitol building in Topeka as indicative of the high regard in which native history and contributions are held.&nbsp;

“It’s our job to teach students that respect and honor,” she said.&nbsp;

Santos is open to discussions about the&nbsp;mascot .&nbsp;

“I would sit down and talk about it, but I’m not going to blindly vote&nbsp;to remove these images because somebody is offended,” she said.&nbsp;

Santos said that the solution is not erasing history.&nbsp;“We’ve got to come up with something better than that,” she said.&nbsp;

By contemporary social justice standards, the issue is not whether or not the use of native images is embracing and honoring Indigenous culture, but rather how it reinforces antiquated notions and whether or not Indigenous people want to be embraced and honored in that manner in the first place.&nbsp;

Dr. Alex&nbsp;Red Corn is an assistant professor at Kansas State University and co-chair of the K-State Indigenous Faculty and Staff Alliance.&nbsp;

Red Corn acknowledged the purported honor&nbsp;and respect&nbsp;bestowed on Indigenous populations with the portrayals.&nbsp;

“That’s a&nbsp;sticking point in a lot of communities,” Red Corn said. In the&nbsp;larger picture, Red Corn said that people are inundated with a&nbsp;“stuck-in-the-past" imagery of American Indians.&nbsp;&nbsp;

“It's not just a mascot problem,” Red Corn said. “It’s&nbsp;all over the place, it's a media problem, and it's also a curriculum problem. The conversation isn't just about the images, it's about the collection of imagery and stereotypes that we are exposed to.”&nbsp;&nbsp;

He noted that when students go through an institution all of their learning is based on the available textbooks,&nbsp;standards, and&nbsp;curriculum that perpetuate outdated, and widely disparaged stereotypes. This image is ingrained into students' minds from grade school onward.

“They don't have a modern, nuanced understanding of who American Indians are in the present,” Red Corn said. “Mascots are just one of a handful of things that are propping up these stereotypes.&nbsp;

Redcorn&nbsp;noted that Wichita North Atchison and Shawnee Mission North made changes after examining district policies and determining that using the mascots violated&nbsp;their own guidelines.&nbsp;

According to Red Corn,&nbsp;we are propping up&nbsp;the old&nbsp;stereotypes in state&nbsp;curriculum and textbook&nbsp;choices&nbsp;and modifying&nbsp;their curriculum to learn about the four tribes of Kansas in their&nbsp;modern context, and exposure to contemporary native authors.&nbsp;

“This helps paint a more accurate picture of who American Indian people are in the modern context,” Red Corn said,&nbsp;“because we all inherited this awkward and entangled history.&nbsp;

“The productive thing would to be focus on what does that look like now, and&nbsp;engage&nbsp;and&nbsp;expose our students to current Native&nbsp;issues so that when they go out in the world and they meet in American Indian they are operating from a better understanding of who that person is and not relying&nbsp;on an image of a&nbsp;stuck-in-the-past, feather-wearing people that does not&nbsp;exist in the present.”&nbsp;

On November 4, Hertz Rental and Lewis Automotive Group&nbsp;at 5500 Skyway Drive in Manhattan&nbsp;reported someone stole a black 2020 Chrysler 300s. The loss is approximately $35,000.&nbsp;&nbsp;

On November 4, a 23-year-old reported a 34-year-old female threatened her with a knife&nbsp;in the 300 block of&nbsp;Poyntz&nbsp;Avenue&nbsp;in&nbsp;Manhattan.&nbsp;

On November 4,&nbsp;First Presbyterian Church in Riley&nbsp;reported an unknown suspect shot the east side of the church with a BB or airsoft gun.&nbsp;The estimated loss is $3,000&nbsp;

The Riley County Police Department reported a 2007 Chevy Trailblazer driven by Sheli Causey, 63, Leonardville, struck a 2018 Kia Sportage driven by Robert Leazenby, 88, of Manhattan,&nbsp; near the intersection of Tuttle Creek Blvd. and Sherman Road near Leonardville.. 

EMS transported Leazenby to Via Christi for treatment of minor injuries. The RCPD released no additional details.&nbsp;

A little less conversation, a little more action&nbsp; All told the countries that have signed account for roughly 85% of the world's forests, suggesting good global support, although cynics will point to the last agreement from 2014, that failed to do much of anything. Perhaps this time there will be more action.&nbsp;

&nbsp; To be precise, the Federal Trade Commission, in its annual&nbsp;<a href="https://www.ftc.gov/system/files/documents/reports/federal-trade-commission-cigarette-report-2020-smokeless-tobacco-report-2020/p114508fy20cigarettereport.pdf">Cigarette Report</a>, said that manufacturers sold 203.7 billion cigarettes in 2020, up from 202.9 billion in 2019 — an increase of 0.4%.&nbsp;&nbsp;

America has been —&nbsp;slowly&nbsp;— kicking the smoking habit ever since the early 80s. In 1981 cigarette sales peaked at 636 billion, meaning that sales are down more than two-thirds since then.&nbsp; &nbsp; That longer term trend is&nbsp;probably&nbsp;going to continue. Considering how extreme last year was on so many levels, it's not hard to come up with theories why 2020 might have seen more people reaching for a cigarette, as nicotine can offer a quick hit of dopamine.&nbsp;

Ice College of Engineering have partnered to host the fifth annual&nbsp;<a href="https://engg.k-state.edu/student-success/diversity-inclusion/dei-summit/" target="_blank">Diversity, Equity and Inclusion Summit</a>&nbsp;from 5-7 p.m. Tuesday, Nov. 9, in 1109 Engineering Hall.&nbsp;

Sue Barsamian, 1981 graduate in electrical engineering, will serve as the event's keynote speaker presenting on "Diverse Viewpoints Make Us Better." Now semi-retired, Barsamian spent 40 years working in the tech industry, serving in a variety of executive roles at Hewlett Packard, Mercury Interactive and Verity.&nbsp;

She currently serves on multiple boards, including Five9, Box,&nbsp;NortonLifelock&nbsp;and the KSU Foundation. She served as the chair of the National Action Council for Minorities in Engineering and was inducted into the Carl R. Ice College of Engineering Hall of Fame.&nbsp;

In addition to the keynote address, the evening will feature a Q&amp;A with Barsamian, a panel discussion and breakout sessions on a variety of topics related to diversity and inclusion, all centered on the theme of "Engineers as change-makers." The Kansas State University physician assistant program, offered through the College of Health and Human Sciences, has received provisional accreditation status from the Accreditation Review Commission on Education for the Physician Assistant, or ARC-PA.&nbsp;

Having received the accreditation status, the program will welcome the&nbsp;first cohort of 36 students to campus to begin courses in January.&nbsp;

“The physician assistant program at Kansas State University has the potential to have great impact on the health of our communities,” said Craig Harms, interim dean of the College of Health and Human Sciences. “Graduates will acquire the knowledge and skills needed to advocate for patients, reduce disparities in access to health care, recognize and treat disorders and advance prevention of chronic disease.&nbsp; We are very excited to bring this new program to Kansas State University and the state of Kansas.”&nbsp;

The physician assistant program is one of two programs available in Kansas. Housed in Mary and Carl Ice Hall on K-State’s Manhattan campus, the 27-month, full-time graduate program, consists of 12 months of classroom instruction followed by 15 months of clinical training. The program follows the traditional medical model of training, providing in-depth analysis of disease processes, diagnosis and treatment, and prepares students to serve as primary health care providers who practice medicine with physician supervision.&nbsp;

“The faculty and staff of K-State's physician assistant program are proud of the work that led to receiving Accreditation-Provisional status,” shared program director, Gwen Ferdinand-Jacob. “We look forward to welcoming the inaugural class in spring 2022.&nbsp; K-State's PA program provides an excellent opportunity to educate students from a broad geographical area who, upon graduation, will play an essential role in improving access to healthcare.”&nbsp;

New PA program one of only two in state

One Riley County resident has passed away after testing positive for COVID-19.&nbsp;

A 67 year-old vaccinated woman tested positive on October 18th and passed away on November 2nd at Ascension Via Christi Hospital.&nbsp;

Her death brings the total number of COVID-related deaths in the county to 60.&nbsp;

Riley County has identified 41 new positive Coronavirus cases and 85 additional recoveries since the last report on October 27, 2021.&nbsp;

In Riley County, since December, there have been a total of 245 positive cases from&nbsp;<a href="https://www.cdc.gov/coronavirus/2019-ncov/variants/variant-info.html#Concern">variants of concern</a>.&nbsp;

Four COVID-positive patients are currently under care at Ascension Via Christi Hospital in Manhattan. Two patients are in the Intensive Care Unit (ICU), one of whom is fully vaccinated. The two other patients, who are unvaccinated, are on the medical floor.&nbsp;

Riley County Health Department itself is currently providing third doses (boosters) of the COVID-19 vaccine. Those who are eligible at this point in time must have received the 2 dose series of Moderna or Pfizer greater than 6 months ago or the Johnson &amp; Johnson vaccine more than 2 months ago. They also must fall into one of the following categories:&nbsp;

• 65 years and older and residents in long-term care settings should receive a booster shot of Moderna’s COVID-19 vaccine,&nbsp;

• aged 50–64 years with underlying medical conditions* should receive a booster shot of Moderna’s COVID-19 vaccine,

• aged 18–49 years with underlying medical conditions* may receive a booster shot of Moderna’s COVID-19 vaccine, based on their individual benefits and risks, and

• aged 18-64 years who are at increased risk for COVID-19 exposure and transmission because of occupational or institutional setting** may receive a booster shot of Moderna’s COVID-19 vaccine, based on their individual benefits and risks.

Riley County Health: One COVID death, 41 new positive cases

McCain&nbsp;Auditorium&nbsp;at Kansas State University is adding four more shows to its spring lineup.&nbsp; &nbsp; The new shows include the Russian National Ballet's "Swan Lake”, Rodgers and Hammerstein's "South Pacific," "The Electric Light Orchestra Experience" and Neil Berg's "50 Years of Rock and Roll."&nbsp; &nbsp; "We are announcing these new events in our spring McCain Performance Series, bringing K-State and the Flint Hills region the best in music, theatre and dance," said Todd Holmberg, McCain Auditorium executive director. "Plus, we will announce another incredible show in the coming weeks you will not want to miss!"&nbsp; &nbsp; Tickets for the four newly announced shows will go on sale to the general public on Thursday, November 11 at noon. On November 1 a 31-year-old male reported an unknown suspect stole his 1999 tan Chevrolet Astro van in the 700 block of Allen Road in Manhattan.&nbsp;The&nbsp;loss is approximately $10,000.&nbsp;&nbsp;

On November 1, a 22-year-old male reported an unknown suspect stole his white and black 2017 Riya moped&nbsp;in the 800 block of Kearney Street in Manhattan.&nbsp;The loss is approximately $700.&nbsp;&nbsp;

On November 2 K-State Federal Credit Union at 601 McCall Road in Manhattan&nbsp;reported a 35-year-old male suspect altered a loan payout check for a vehicle he was purchasing.&nbsp;The estimated loss is $35,248. The vehicle was later returned after the&nbsp;fraudulent&nbsp;purchase.&nbsp;

On November 2,&nbsp;two women, ages&nbsp;18&nbsp;and 48 reported a 17-year-old male suspect battered the 18-year-old victim and stole the 48-year-old victim's gray 2010 Ford Mustang&nbsp;in the 2100 block of Elm Lane&nbsp;in&nbsp;Manhattan.&nbsp;The car was later located in Topeka by the Topeka Police Department.&nbsp;

On November 2&nbsp;a 23-year-old female reported&nbsp;that&nbsp;a 27-year-old male threatened her with a gun&nbsp;in the 500 block of South 17th Street in Manhattan around 10:55 p.m.&nbsp;Daylon Paul Lee, 27, of Ft. Riley was arrested in connection of aggravated assault. Lee was issued a total bond of $5,000 and is no longer confined at the time of this report.&nbsp;
