&nbsp;DOUGLAS COUNTY—The board of directors of the Lawrence Old Fashioned Christmas Parade, Inc., made the difficult decision this week to cancel the 2025 parade scheduled for December 6, due to the current outbreak of equine herpesvirus (EHV) affecting horses in multiple states, according to a statement from the board.

EHV is a highly contagious virus among horses. Veterinarians and equine health experts recommend limiting travel and avoiding large gatherings of horses during active outbreaks. The virus poses no risks to humans, but it can spread quickly between horses making this precautionary action necessary.

"The health and safety of the horses and our community come first, always," said Marty Kennedy, president of the Lawrence Old Fashioned Christmas Parade, Inc. "Cancelling this year's parade was an extremely difficult decision but it is the responsible one."

Although the parade is cancelled, visitors can still enjoy all the shopping, dining and other holiday events planned in downtown Lawrence.

After the Georgia Supreme Court in September declined to hear&nbsp;<a href="https://apnews.com/article/fani-willis-appeal-georgia-supreme-court-trump-7be50feee272612484490b53592e7e08">Willis’ appeal</a>&nbsp;of her disqualification, it fell to the Prosecuting Attorneys’ Council to find a new prosecutor. Skandalakis said last month that he reached out to several prosecutors, but they all declined to take on the case. McAfee set a Nov. 14 deadline for the appointment of a new prosecutor, so Skandalakis chose to appoint himself rather than allow the case to be dismissed right away.

He said Willis’ office had only recently delivered the case file — 101 boxes and an eight-terabyte hard drive — and he hadn’t had a chance to review everything yet. Citing the public’s “legitimate interest in the outcome of this case,” he said he wanted to assess the evidence and decide on the appropriate next steps.

WYANDOTTE COUNTY—Law enforcement are investigating a homicide that occurred November 24,in the 1200 block of N 77th Street in Kansas City, Kansas.

Just after 8:30p.m. November 24, police were dispatched a report of a shooting.&nbsp; Officers went to a local hospital where they located a man who was transported to the hospital with a life-threatening gunshot wound.  He was pronounced deceased at the hospital.  Detectives have not released the name of the victim or possible suspect details.

CEDAR CREST — The best gift Statehouse Republicans could give Democratic Gov. Laura Kelly this holiday season is collaboration to resolve Kansas’ water issues, she said Tuesday at the annual Christmas tree donation at Cedar Crest.

“Recognizing that that is not a political win or loss for anybody, but absolutely essential for the future in this state,” Kelly said.&nbsp;

In August Kelly elevated water to her&nbsp;<a href="https://www.governor.ks.gov/Home/Components/News/News/732/55" target="_blank">highest priority</a>. She’s concerned with creating a long-term sustainable strategy that recognizes the falling levels in the Ogallala Aquifer.&nbsp;

“I hadn’t really thought about what the Democrats themselves could give me,” Kelly said. “There’s probably not a lot in this upcoming session. What they could do is get some really good candidates for November 2026, break that supermajority so that regardless of who the next governor is there will be an absolute need to work together to get anything done.”&nbsp;

Republicans currently have a supermajority in both the House and Senate, enough to override the governor’s vetoes.

Charlotte Cooper, granddaughter of Dave Bruton — the Kansas Forest Service liaison with the Kansas Christmas Tree Growers Association — isn’t entirely sure what she wants this holiday season either. Lucky for Cooper, Santa’s elves encouraged him to make business cards, so her mom can e-mail Santa with her list. She even got the chance to talk to Santa at Tuesday’s event.&nbsp;

“This is a good group,” Santa said. “Santa always likes to reward the good people, and tell the others they have time —”

“Do you live in the North Pole?” Cooper interjected.&nbsp;

“Most of the time. When I’m not living down here, checking up on children,” Santa said.&nbsp;

Santa, Cooper and others rode in a replica of a Wells Fargo stagecoach up to the governor’s mansion to deliver the donated Christmas decorations.

Two six-year-old&nbsp;Percheron&nbsp;horses carried the stagecoach. They replaced&nbsp;<a href="https://kansasreflector.com/2020/11/24/one-kansas-tradition-goes-on-as-usual-this-year-bess-and-betty-do-their-job/">Bess and Betty</a>, who carried the stagecoach for years before. The ceremony was the horses’ first large crowd, and they acted “about what you would guess,” according to Robin Dunn of Dunn’s Landing farm near Wellsville.&nbsp;

When asked if the new horses would be able to replace Bess and Betty, Dunn responded with a swift “no.” Then she paused.&nbsp;

“Well, I don’t know,” Dunn said. “It’ll take about 15 years. In 15 years ask me that question again.”

On top of the stagecoach was an 8½-foot tall Scotch pine grown on the Strawberry Hill Christmas Tree&nbsp;Farm in Lawrence. Each year one farm from the Kansas Christmas Tree Association donates the tree.

According to Mark Walther, part of the family who runs Strawberry Hill, his late brother Mitch volunteered.

“Well, it’s kind of a sad story,” Walther said. “So Mitch stepped up and unfortunately passed away. So then it’s like, well, shoot, because he didn’t tell me which tree it was.”&nbsp;

Mitch died unexpectedly in July. When the time came, the family went to the field and chose the tree with the nicest height and shape.

This is the third year that Chris Seets from Chris’s Tree Lodge in Abilene presented a wreath.&nbsp;

“Hopefully, this is the first time I get to actually meet the governor. I’ve always handed it to lieutenant governors in the past,” Seets said shortly before the presentation.&nbsp;

Perhaps Santa overheard her comment, because Seets was called up to present her wreath to Kelly in front of the mansion.

“I was just so excited. I think I spoke to her. I don’t know, I’m not sure,” Seets said after.&nbsp;

After the carriage rolled in and Seets presented her wreath, the group entered the mansion to watch the tree be placed in a corner. Kelly adorned it with an ornament that recognized Charles Robinson, Kansas’ first governor.&nbsp;

Kelly thanked the farmers, volunteers, and families who made the event happen. Cooper responded with a toothless grin.&nbsp;

“When did you lose that?” Kelly asked.&nbsp;

“When my mom was out of town,” Cooper said.

WASHINGTON (AP) — Democratic lawmakers who appeared in a social media video urging U.S. troops to defy “illegal orders” say the FBI has contacted them to begin scheduling interviews, signaling a possible inquiry into the matter.

It would mark the second investigation tied to the video, coming a day after the Pentagon&nbsp;<a href="https://apnews.com/article/pentagon-mark-kelly-troop-investigation-4882f76b05dcdfa3060c284c2c84dd12">said it was reviewing</a>&nbsp;Democratic Sen. Mark Kelly of Arizona over potential violations of military law. The FBI and Pentagon actions come after President Donald Trump&nbsp;<a href="https://apnews.com/article/trump-military-traitors-sedition-illegal-orders-c5fc3c5bd2fbc6b1204550e4203c24b2">accused the lawmakers of sedition</a>&nbsp;and said it is “punishable by DEATH” in a social media post.

Together, the inquiries mark an extraordinary escalation for federal law enforcement and military institutions that traditionally steer clear of partisan clashes. They also underscore the administration’s willingness to push legal limits against its critics, even when they are sitting members of Congress. Lawmakers in the video urge troops to reject any illegal orders from their superiors, something they are already duty-bound to do.

“President Trump is using the FBI as a tool to intimidate and harass Members of Congress,” a group of four Democratic House members said in a statement Tuesday. “Yesterday, the FBI contacted the House and Senate Sergeants at Arms requesting interviews.”

Democrats call inquiry a ‘scare tactic’

<a href="https://apnews.com/article/slotkin-democratic-response-text-trump-congress-6ba1012264201e715c290da1b8f45bc4">Michigan Sen. Elissa Slotkin</a>, one of the six Democratic lawmakers in the video, told reporters Tuesday that “last night the counterterrorism division at the FBI sent a note to the members of Congress, saying they are opening what appears to be an inquiry against the six of us.” Slotkin called it a “scare tactic by” Trump.

“Whether you agree with the video or don’t agree with the video, the question to me is: is this the appropriate response for a president of the United States to go after and seek to weaponize the federal government against those he disagrees with?” said Slotkin.

The group of four Democratic House members said in their statement that “no amount of intimidation or harassment will ever stop us from doing our jobs and honoring our Constitution.”

All six of the Democratic lawmakers in the video have served in the military or intelligence community.

Republican Sen. Lisa Murkowski of Alaska criticized both inquiries on social media, saying that accusing the lawmakers “of treason and sedition for rightfully pointing out that servicemembers can refuse illegal orders is reckless and flat-out wrong.”

“The Department of Defense and FBI surely have more important priorities than this frivolous investigation,” wrote Murkowski.

FBI provides no insight into interview requests

The FBI went through the top security officials for the House and Senate to request interviews with each of the six lawmakers. The lawmakers said they had no further information and the FBI has not made clear on what basis they were seeking the interviews.

The FBI declined to comment Tuesday, but Director Kash Patel, in an interview with journalist Catherine Herridge, described it as an “ongoing matter” in explaining why he could not discuss details.

Asked for his reaction to the video, Patel said, “What goes through my head is the same thing that goes through my head in any case: is there a lawful predicate to open up an inquiry and investigation, or is there not? And that decision will be made by the career agents and analysts here at the FBI.”

In the video, lawmakers said they needed troops to “stand up for our laws … our Constitution.” Kelly, who was a fighter pilot before becoming an astronaut and then retiring at the rank of captain, told troops that “you can refuse illegal orders.”

After the Pentagon announced the investigation into Kelly on Monday, Defense Secretary Pete Hegseth referred it to the Navy on Tuesday and requested a briefing by Dec. 10.

The lawmakers didn’t mention specific circumstances in the video. But at an event Tuesday in Michigan, Slotkin pointed to the Trump administration ordering&nbsp;<a href="https://apnews.com/article/trump-boat-strikes-caribbean-military-venezuela-timeline-2dd9d16f4f74d9dfa4aca76d3123678d">the military to blow up small boats</a>&nbsp;in the Caribbean Sea and eastern Pacific Ocean accused of ferrying drugs and continued attempts at deploying National Guard troops into U.S. cities despite some&nbsp;<a href="https://apnews.com/article/trump-judge-ruling-dc-washington-national-guard-1be5c3744e35f8dd68a6a12fa4583186">legal setbacks</a>.

“It wasn’t that there was any one incident, it was the sheer number of people coming to us and saying, ‘I’m worried. I am being sent to Washington or I’m being sent to LA or Chicago, North Carolina now, and I’m concerned I’m going to be asked to do something that I don’t know if I should do,'” said Slotkin. “So that’s where it came from.”

Troops, especially uniformed commanders, do have specific obligations to reject orders that are unlawful, if they make that determination.

Broad legal precedence also holds that just following orders — colloquially known as the “Nuremberg defense,” as it was used unsuccessfully by senior Nazi officials to justify their actions under Adolf Hitler — doesn’t absolve troops.

As searches of the structure were conducted, a dog was found in the basement. The rest of the search came back all clear. The fire was brought under control at 3:00 p.m.&nbsp;The dog did get out and is unharmed, according to Nolan.&nbsp; The cause of the fire is under investigation.

WYANDOTTE COUNTY—Law enforcement investigating a deadly shooting have identified the victim as 20-year-old Makih Franklin, according to a media release from Kansas City, Kansas police.

Just after 8:30p.m. November 20, police were dispatched&nbsp; to a shooting in the 400 block of Greeley Avenue in Kansas City, Kansas.

First responders located Franklin outside a residence with an apparent gunshot wound. He was transported to an area hospital where he died from his injuries. 

Police have not reported an arrest or suspect details.

<a href="https://www.jacksoncountyprosecutor.com/DocumentCenter/View/2754/Jacoway-RED-PC-MJRedacted">According to court records</a>, Kansas City police responded to a shooting on April 17 and found the victim in the front passenger seat of a white Ford Focus suffering from a single gunshot wound to his back. He was pronounced deceased at a nearby hospital.&nbsp;

Witnesses told detectives they saw a man wearing a black hoodie at the driver’s side window holding a rifle. The man fired several rounds toward the white Ford Focus. Surveillance footage captured muzzle flashes from the front driver’s side of a black vehicle directed at the victim’s vehicle.&nbsp;

Detectives used the Automated License Plate Recognition (APLR) system to track the suspect vehicle’s movements, which led to the identification of Jacoway. His cellphone records showed incoming and outgoing calls from areas that matched the black Nissan’s path on the day of the homicide, corroborating surveillance footage, city camera footage, and license plate reader data.

Jacoway had previously been identified by SAVE KC, but did not attend a call-in. He is being held on a $50,000 cash-only bond.&nbsp;

Court records: KC teen used rifle in deadly drive-by shooting

CHARLESTON, W.Va. (AP) — U.S. Sen. Jim Justice of West Virginia has agreed to pay nearly $5.2 million in overdue personal taxes, the latest saga for the former billionaire who has been followed by a trail of financial challenges going back well over a decade.

An attorney for Justice and his wife, Cathy, entered into a joint motion for consent judgment with the federal government Monday, the same day that the government filed a lawsuit saying that the couple “have neglected or refused to make full payment” for the income taxes dating to 2009. An attorney for the U.S. Justice Department's tax division signed off on the agreement.

Justice had a fortune&nbsp;<a href="https://apnews.com/general-news-39a131d2143b4f458fe6c50e8283e03f">estimated at $1.9 billion last decade</a>&nbsp;by Forbes magazine, which stripped his billionaire title in 2021, when Justice's worth had dwindled to an estimated $513 million. Earlier this year, Forbes estimated that Justice’s net worth had disintegrated to “less than zero” due to liabilities that far exceeded assets.

A spokesperson for Justice's office didn’t immediate respond to an email seeking comment Tuesday.

During&nbsp;<a href="https://apnews.com/article/senator-jim-justice-debts-west-virginia-irs-f83649c701450b4a8e1077305760479a">a briefing with local media in October</a>, Justice asserted that his companies “are complicated and complex” and that his children “are doing a magnificent job” running them. He then repeated past assertions that collection efforts against him were politically motivated, before concluding:. “At the end of the day, I’d say just let it be and see how it all plays out.”

Justice, a former two-term Republican governor who owns dozens of businesses that include coal and agricultural operations,&nbsp;<a href="https://apnews.com/article/west-virginia-senate-justice-elliott-7376ed0ceb9bebd0766190fb14cc0e69">was elected last November to the Senate.</a>&nbsp;He took over the seat vacated by the retiring Joe Manchin, a Democrat who became an independent in 2024 near the end of his second full term.

Justice still has other financial challenges to work out.

The Internal Revenue Service last month filed liens totaling more than $8 million against Justice and his wife on unpaid personal taxes. In September, state tax officials filed $1.4 million in liens against the Justice family’s historic hotel, The Greenbrier, and the resort’s Greenbrier Sporting Club, over unpaid sales taxes.

Last month, a foreclosure auction on several hundred lots owned by the Justice family at a resort community near Beckley was paused. The auction centered on a dispute between the Glade Springs Village Property Owners Association and Justice Holdings over unpaid fees. The state Supreme Court plans to review the case more closely.

In 2021, the IRS filed liens over $1.1 million in unpaid taxes on the Greenbrier Hotel and an additional $80,000 on the resort’s medical clinic. Those debts were paid off later that year.

U.S. Senator agrees to pay nearly $5.2M in overdue personal taxes

WASHINGTON (AP) — President&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;didn't bring much holiday cheer Tuesday when bestowing ceremonial pardons on two Thanksgiving turkeys, dispensing more insults than goodwill at the traditional White House ritual.

He joked about sending the turkeys to an infamous prison in El Salvador that has been used to house migrants deported from the United States. He said the birds should be named Chuck and Nancy — after Democratic stalwarts Chuck Schumer and Nancy Pelosi — but “I would never pardon those people.”

Trump claimed that last year's turkey pardons, issued by President Joe Biden, were invalid because he&nbsp;<a href="https://apnews.com/article/trump-biden-pardons-autopen-capitol-riot-1956c5dcb44ecba10cd9b01171ca9efa">used an autopen</a>. “Where's Hunter?” he said, suggesting that his predecessor's son could once again face legal jeopardy.

And all of that was before Trump turned his attention to Illinois Gov. J.B. Pritzker, a Democrat who has&nbsp;<a href="https://apnews.com/article/chicago-violence-crime-pritzker-national-guard-trump-2023e25445c45a3f0f4d3513e8eb2ac4">resisted the White House's plans</a>&nbsp;to deploy the National Guard in Chicago.

SALINE COUNTY—Law enforcement are investigating an alleged ATM Jackpotting incident in Salina.&nbsp; Jackpotting involves the exploitation of physical and software vulnerabilities in automated banking machines that result in the machines dispensing cash.

Just before 10:30a.m. Monday, police&nbsp;responded to Bennington State Bank, 2130 South Ohio in Salina in reference to a “Jackpotting” theft, according to&nbsp;Salina Police Captain James Feldman.

Investigators determined that at approximately 8p.m. Sunday, the suspect entered the ATM at the bank and were able to obtain an undisclosed amount of cash. The suspects then proceeded to the Bennington State Bank branch located at 200 S. 9th Street in Salina at about 1a.m. Monday, where they were able to enter the ATM and obtain an undisclosed amount of casy from that ATM also.

The suspect vehicle was a white Lincoln passenger car. A Kansas tag was observed on the vehicle. It was determined the tag had been stolen between 5:00 PM and 8:00 PM on 11/23/2025 from a vehicle in the 100 block of S. Phillips in Salina.

It is suspected a Jackpotting incident which occurred Wamego, Kansas, after the events in Salina are connected.&nbsp;

Jackpotting ATM theft reported at banks in Kansas

NEW YORK (AP) — The U.S. stock market&nbsp;<a href="https://apnews.com/article/stock-markets-rate-trump-china-4aae117f7a02df19b82dcf1b5f58fd27">climbed again</a>&nbsp;Tuesday on hopes for a coming cut to interest rates.

The S&amp;P 500 rose 0.9% after breaking out of a morning lull and is back within 1.8% of its all-time high. The Dow Jones Industrial Average rallied 664 points, or 1.4%, and the Nasdaq composite gained 0.7%.

Stocks got a boost from easing yields in the bond market. Lower interest rates can cover up many sins in financial markets, including prices going too high, and hopes are strong that&nbsp;<a href="https://apnews.com/article/economy-jobs-inflation-8a0060c2f52f884ed3489450a66619b8">the Federal Reserve will cut</a>&nbsp;its main interest rate at its next meeting to juice the economy further.

Another said&nbsp;<a href="https://apnews.com/article/consumer-confidence-economy-55848421b5ff33ed244c8a4291f7facf">confidence among U.S. consumers worsened</a>&nbsp;by more in November than expected, a second signal that the economy could potentially use the help of lower interest rates.

Easier rates can boost the economy by encouraging households and companies&nbsp;<a href="https://apnews.com/article/mortgage-rates-housing-interest-financing-home-672fc089b1cf87dabf11fed9e7ac3cb5">to borrow more</a>&nbsp;and investors to pay higher prices for investments than they would otherwise.

A third report, meanwhile, said inflation at the wholesale level was a touch worse in September than economists expected, but a closely tracked underlying trend was slightly better. That’s important because lower interest rates can make inflation worse, and&nbsp;<a href="https://apnews.com/article/tariffs-inflation-trump-prices-economy-wall-street-fed-consumers-280a2fd30de3bb44bd87cd0248082322">high inflation</a>&nbsp;is the main deterrent that could keep the Fed from cutting rates.

After taking all the data together, economists suggested the Fed and its chair, Jerome Powell, could be leaning toward cutting rates on Dec. 10. The Fed has already cut rates twice this year in hopes of shoring up the&nbsp;<a href="https://apnews.com/article/jobs-hiring-economy-c48fd84dfaa71eee962feb3a88fd8575">slowing job market</a>.

“Taking a pause on rate cuts would probably do more damage to sentiment than a cut would help,” according to Brian Jacobsen, chief economist at Annex Wealth Management, who also said “Powell doesn’t need to be the Grinch that stole Christmas.”

Easier interest rates can give particularly big boosts to smaller companies, because many of them need to borrow to grow. The Russell 2000 index of the smallest U.S. stocks jumped 2.1% to lead the market.

Elsewhere on Wall Street, several retailers leaped after delivering stronger profits for the summer than analysts expected.

Abercrombie &amp; Fitch soared 37.5% after the apparel seller reported a better profit than expected. It also raised the bottom end of its forecasted range for revenue and profit over the full year.

Dick’s Sporting Goods erased an early drop of 4% to add 0.2%. It raised its forecast for results at its Dick’s stores, though its purchase of Foot Locker is requiring some work. Executive Chairman Ed Stack said the company is “cleaning out the garage” at Foot Locker by clearing inventory, closing poorly performing stores and making other moves.

Some chip companies dropped sharply following a report from The Information that Meta Platforms is in talks to spend billions of dollars on AI chips from Alphabet instead of them.&nbsp;<a href="https://apnews.com/article/nvidia-earnings-artificial-intelligence-boom-bubble-6feaf871d527436f98fbd8d228377b30">Nvidia</a>&nbsp;sank 2.6% and Advanced Micro Devices dropped 4.1%.

All told, the S&amp;P 500 rose 60.76 points to 6,765.88. The Dow Jones Industrial Average rallied 664.18 to 47,112.45, and the Nasdaq composite gained 153.59 to 23,025.59.

In the bond market, the yield on the 10-year Treasury eased to 4.00% from 4.04% late Monday.

LYON COUNTY —One person died in an accident just before 12:30a.m. Monday on the Kansas Turnpike Lyon Coutny.

The Kansas Highway Patrol reported a 2012 Peterbilt semi driven by Pedro Ocampo, 64, Berwyn, Illinois, was southbound on Interstate 35 approaching the entry ramp for Interstate 335.&nbsp; The driver failed to use caution, according to the patrol.&nbsp; The vehicle entered the curve too fast. The semi left the road, struck three posts and overturned into a ditch.

Ocampo was pronounced deceased and was transported to&nbsp;Roberts Blue Funeral Home. The KHP released no additional details.

Just before 2:30a.m. Nov. 20,&nbsp; a sheriff's deputy attempted to make a vehicle stop on a northbound vehicle on Interstate 49 in rural Peculiar, Missouri, according to the Cass County Sheriff.

The vehicle had a defective taillight — and the driver began to accelerate as the deputy activated his emergency lights.
