TOPEKA — A long-distance collaboration between Kansas State University and Garden City Community College offers residents of southwest Kansas the opportunity to earn a four-year college degree without relocating.

The agreement would combine remote instruction with on-site laboratory experiences as students completed the initial 60 to 75 hours of course credits at the community college in Garden City before finishing a bachelor’s degree at the land-grant university based in Manhattan.

The memorandum of understanding signed last month would focus attention on students with an associate degree interested in undergraduate programs within K-State’s College of Agriculture, including animal science, agribusiness or crop science. GCCC and KSU could add program offerings based on regional industry needs.

“Southwest Kansas has been a four-year educational desert for far too long,” said Garden City Mayor Manuel Ortiz.

The percentage of the population in southwest Kansas with a four-year college degree is nearly half the statewide average. In the region, 17.9% of residents have earned a four-year degree compared to the state average of 33.9%.

GCCC President Ryan Ruda said the partnership would prove to be transformative in terms of higher education in southwest Kansas. GCCC’s expertise is in delivering certificates and associate degrees, while K-State’s forte is in four-year bachelor’s degrees and graduate school programs.

“By enabling bachelor’s degree completion right here in Garden City, we’re offering students a unique chance to advance their careers while staying rooted in their communities,” Ruda said.

KSU President Richard Linton said the land-grant mission of the university included the placement of educational opportunities within the reach of Kansans regardless of background or hometown. He said broadening options for a high-quality bachelor’s degree through the public college and university was a “powerful step in making higher education a reality for the hardworking people of southwest Kansas.”

Lona Duvall, president of the Finney County Economic Development Corporation, said the alliance would fill a critical educational gap and enhance economic development in the region. It should serve to build the skilled workforce in ways beneficial to local businesses and help in attracting new industry, Duvall said.

In the future, officials said, community surveys would be conducted to determine priorities in terms of expanding four-year degree offerings in southwest Kansas through GCCC and KSU. Likely options include education and health sciences, officials said.

State highways in north central Kansas remain closed in Jewell, Republic, Washington, Mitchell, Cloud, Clary, Lincoln, Ottawa, Ellsworth, Saline, Dickinson, Geary, Morris, McPherson, Marion and Chase counties. South central Kansas state highways in Reno, Harvey and Butler counties also remain closed.

“This storm was an extraordinary weather event, delivering record-breaking snowfalls in many areas,” Transportation Secretary Calvin Reed said. “Our crews were prepared and responded as quickly as possible, but the storm’s scale created significant challenges. We appreciate the traveling public’s patience and cooperation throughout this event as it allowed crews to make substantial progress overnight. KDOT remains focused on reopening roads, but we encourage travelers to use caution as snow-packed conditions may persist in some areas.”

In addition to clearing roads overnight, KDOT crews worked in cooperation with the Kansas Highway Patrol and local emergency management officials to guide stranded motorists on I-70 in Dickinson County to shelter.

Laura Kelly says bipartisan highlights of 2024 include strengthening authority of the state’s independent advocate for children, overhaul of Kansas’ worker compensation system and advancement of a blueprint for improving classroom instruction in reading.

Kelly, a Democrat in the middle of her second term as governor, said collaboration with the Republican-led Legislature, led to progress during the year on tax relief, K-12 education funding, infrastructure investments, economic development. In 2024, Kelly signed 103 bills that earned bipartisan support in the Legislature.

“I’m sort of amazed how much we’ve been able to get done,” Kelly said in an interview with Kansas Reflector. “We made promises and we’ve actually been able to deliver on those promises.”

Kelly signed legislation in June mandating establishment in law of an independent agency dedicated to advocating for children involved with the state welfare system. The agency is charged with acting on complaints regarding health, safety and welfare of individuals under 18 years of age in custody of the Kansas Department for Children and Families, alleged to be a child in need of care or receiving services from Kansas Department of Corrections.

The&nbsp;<a href="https://kansasreflector.com/2024/04/23/kansas-governor-signs-bill-creating-independent-agency-devoted-to-child-welfare-advocacy/">law, approved 117-3 in the House and 36-3 in the Senate</a>, required the top administrator of the agency to be appointed by the governor subject to confirmation by the Kansas Senate. The child advocate office previously existed under a state executive order signed by Kelly.

Rep. Susan Concannon, R-Beloit, said the law offered “peace of mind that we will have a future of advocacy for Kansas kids who are in the child welfare system.”

In addition, the governor said bipartisanship was critical to enactment of the Kansas Blueprint for Literacy. The&nbsp;<a href="https://kansasreflector.com/2024/04/24/kansas-places-into-state-law-blueprint-for-reforming-k-12-instruction-in-reading/">bill adopted 34-3 in the Senate and 98-22 in the House</a>&nbsp;created a mechanism for updating university teacher education programs to improve K-12 instruction in reading. Existing teachers and university students preparing to become educators will take part in the remodeled programs of instruction.

“This bill places Kansas at the forefront of nationwide efforts to reform reading instruction,” Kelly said.

Kelly emphasized approval of a compromise bill amending the state’s system for compensating workers injured on the job. The law negotiated by labor and business interests and&nbsp;<a href="https://kansasreflector.com/briefs/kelly-signs-worker-compensation-reform-bill-passed-unanimously-by-lawmakers/">unanimously passed in the House and Senate</a>&nbsp;increased the cap on compensation benefits and added a cost-of-living adjustment beginning in 2027.

Under this law, employees and employers involved in a dispute would have the option of settling cases without a formal hearing. They also would exchange medical records in a timely way and restrict use of independent medical examinations.

“Experienced, level-headed professionals on both sides of this issue were able and willing to work together,” said Rep. Sean Tarwater, a Stilwell Republican.

During 2024, Kelly and GOP lawmakers fought on specific provisions of tax reform, abortion and transgender rights, election law changes, Medicaid expansion and legalization of medical marijuana. 

The year was marked by a struggle over the Legislature’s two-thirds Republican majority. Kelly wanted to see enough Democrats elected to the House and Senate to deny GOP leadership a supermajority. The opposite occurred: Republicans deepened their bench in both chambers, making the looming 2025 legislation session more difficult for Kelly.

Meanwhile, Kelly said it took legislators from both sides of the political aisle to fully fund K-12 education for the sixth year in a row and appropriate $75 million for special education programs in 2024. The state budget dedicated $1.3 billion to the state’s higher education system.

&nbsp;In June, after a special session of the Legislature, the governor signed a robust tax relief bill that “responsibly cuts Kansans taxes while preserving the state’s long-term fiscal health.”

She said it would result in state tax reductions of nearly $2 billion over a five-year period. It moved Kansas to a two-tier income tax, down from three levels of taxation. It eliminated the state income tax on Social Security income and nearly doubled the state tax exemption on residential property to $75,000.

In terms of economic development, the&nbsp;Kelly&nbsp;administration reported the state attracted 266 economic development projects that equated to $3.4 billion in new business investment in 2024. The governor’s office said the initiatives created or sustained 5,100 jobs.

Kelly said the Kansas Department of Transportation repaired 1,740 miles of roads and 136 bridges in the fiscal year ending in June. In an effort to narrow the digital divide, the state invested $16.8 million in broadening access to high-speed internet services. The state budget approved by the Legislature committed $35 million annually to water infrastructure, conservation and quality programs in Kansas.

Kelly said the state added 1,200 licensed child care slots in 2024. In September, the governor said Kansas would cover the state licensing, background check and fingerprinting fees for child care providers seeking initial licensure or licensure renewal through 2025 or until funding was expended.

“I am proud of all my administration has accomplished throughout this year,” Kelly said.&nbsp;“By working with the Legislature, our state agencies, stakeholders and Kansans from across the state, we were able to reach new heights in 2024. I look forward to carrying this momentum into 2025.”

HUTCHINSON, Kan. — With the season’s first accumulating ice and snow forecast to impact much of the Sunflower State this weekend, AAA Kansas is urging drivers to be prepared for the conditions.

"We're just wanting to remind drivers to be prepared," said Shawn Steward with AAA Kansas. "First and foremost, if you don't have to be out driving in the height of the winter storm, just stay home. That's the safest, for sure. If you do have to be out in it, just refamiliarize yourself with driving on snow and ice. Take everything slower. Be much more deliberate. Leave plenty of extra space for turns and stops and pretty much everything as you are driving."

AAA Kansas anticipates an increase in emergency roadside service calls as the wintry weather sweeps through and road conditions deteriorate, with slide-offs and crashes due to slick roads, battery/non-start problems and flat tires the main culprits.

"Tires and batteries are among the most common reasons why our AAA emergency roadside service crews get called for service," Steward said. "If you can, get your battery in and checked out by a professional, to make sure that it's strong enough to face this cold weather, not only for this weekend, but throughout the winter. We'll likely get much colder throughout the winter. Get your battery in and get it checked. The typical life span of a car battery is about three to five years."

AAA members can request a visit from a AAA mobile battery service technician who will test their battery and replace it on-site, if necessary. Also, keep your gas tank at least half-full to avoid gas line freeze-up. Use your mobile devices when you are stopped to give you the best idea of how things are where you are going.

Hazardous storms and inclement weather are a factor in an average of nearly half a million crashes and more than 2,200 traffic crash deaths nationwide every winter, according to the AAA Foundation for Traffic Safety.&nbsp;

AAA gives winter weather tips

<a href="https://kansasreflector.com/author/tim-carpenter/"></a>TOPEKA — A $2.69 million federal grant allows the Kansas Department of Transportation to rebuild the state’s vehicle crash information system and expand use of driver’s license scanners by local law enforcement agencies to speed reporting of accidents.

On Tuesday, Gov. Laura Kelly said funding from the National Highway Traffic Safety Administration would enable the state to overhaul the Kansas Crash Data System and better integrate the system with law enforcement agencies statewide.

“Accurate, timely data is essential for developing strategies to reduce crashes and the severity of injuries,” Kelly said.

KDOT receives electronic reports of traffic accidents from the Kansas Highway Patrol through the Kansas Law Enforcement Reporting System or KLER. Approximately half of information on Kansas crashes must be entered manually because many local law enforcement agencies don’t have electronic systems compatible with KLER.

The project includes distribution of 1,000 driver’s license scanners to law enforcement agencies to encourage adoption of electronic reporting.

“Ultimately, this initiative will streamline our current processes, improve data accuracy and provide quicker access to actionable information,” said Calvin Reed, secretary of the state Department of Transportation.

The federal program reflected a requirement in the Bipartisan Infrastructure Law signed in 2021 by President Joe Biden to issue grants to states for standardizing state crash data systems.

In 2023, KDOT’s reporting system documented 59,865 traffic accidents in Kansas. Those wrecks were associated with 387 fatalities and 19,298 injuries. Overall, there were 131,000 pedestrians or vehicle occupants involved in Kansas crashes during the year.

KDOT’s summary indicated common reasons for Kansas accidents included: inattention, 17.9%; animals, 12.8%; right of way violations, 10.9%; following too closely, 7.8%; and driving too fast for conditions, 5.5%.

In terms of traffic crashes and incidence of fatalities, KDOT said there were 10,650 collisions with deer leading to seven deaths during 2023. Other categories: fixed objects, 9,319 wrecks with 107 deaths; speeding, 4,354 and 80; heavy trucks, 3,478 and 84; overturning, 2,881 and 138; snow and ice, 2,190 and four; alcohol, 2,200 and 67; and pedestrians, 978 and 45.
