K-State will commemorate 100 years of broadcasting on campus this Friday. Radio station KSAC, the first educational station in Kansas, aired for the first time on Dec. 1,1924. The K-State Radio Centennial: A Century of Sound and Service is scheduled from 10-11 a.m. near the radio towers on the west side of Nichols Hall on the Manhattan campus.

KAB President Allison Mazzei said the towers symbolize the university's dedication to connecting and educating communities.

RCPD: Multiple vehicle burglaries in Manhattan neighborhood

TOPEKA — Spending on Kansas’ cash assistance program for low-income families has dwindled by nearly 40% in the past 14 years while lawmakers limited eligibility and inflation surged, according to a new audit.

State auditors presented findings to legislators Tuesday that show spending on cash assistance decreased from about $15.2 million in 2009 to $9.4 million in 2023. Spending on foster care and preventative services increased by an estimated $25 million over the same timespan, according to the audit, which involved reviewing five financial reports created between fiscal years 2009 and 2023.

Kansas families with children or an expectant mother who make an insufficient income qualify for cash assistance, which is accessed through electronic benefit transfer cards, or EBT. The state’s cash assistance program is funded by the federal Temporary Assistance for Needy Families, or TANF, program, which also funds other state initiatives including employment support and child care assistance. The Kansas Department for Children and Families administers TANF funds and the cash assistance program.

Legislative involvement in regulating cash assistance has been limited since the 2015 Hope, Opportunity and Prosperity for Everyone, or HOPE, Act, which restricted access to Kansas’ program. The federal government allows people to receive cash assistance for up to 60 months in their lifetime. Kansas’ maximum was 48 months, but the HOPE Act reduced it to 36 months. The Legislature reduced the maximum again in 2016 to 24 months.

As of 2023, DCF handled 2,900 cash assistance cases per month. In 2009, average monthly caseloads totaled around 12,600 cases, according to the audit.

The decrease could be attributed to eligibility changes under the HOPE Act and a general increase in wages and inflation, said Sam Dadds, a senior auditor with the Kansas Legislative Division of Post Audit, at the meeting with lawmakers Tuesday. Kansas’ standards for eligibility requirements and benefit amounts have not been changed since 1997. With that, comes the diminished purchasing power of cash assistance, which could be a deterrent for families considering applying, Dadds said.

“What this means is that it’s harder to qualify for TANF in 2023 because families are being measured against what was considered in-need in 1997,” Dadds said.

Since the inception of Kansas’ cash assistance program in 1996, the purchasing power of EBT has decreased by nearly 50%, he said.

Rep. Jason Probst, D-Hutchinson, said Kansas lacks a functional system.

“We do have a system, also, that has a very hard line once people hit a certain income level, as they’re working their way through poverty, where we then pull the rug right out from underneath them,” he said.

He called it “<a href="https://kansasreflector.com/2021/06/27/hutchinson-working-with-mit-to-break-poverty-shackles-of-the-cliff-effect/">the cliff effect</a>,” a term for when low-income individuals get a modest increase in income but end up with fewer resources because they no longer qualify for government aid. Probst, Sen. Mary Ware, D-Wichita, and Sen. Caryn Tyson, R-Parker, among others, expressed an interest in combating the cliff effect through legislation.

Tyson, who voted for the HOPE Act&nbsp;<a href="https://kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20150402145556_312693/" target="_blank">in 2015</a>&nbsp;and further restrictions&nbsp;<a href="https://www.kslegislature.gov/li_2016/b2015_16/measures/vote_view/je_20160502013756_548975/" target="_blank">in 2016</a>, was dismayed by data limitations and omissions within the audit. Some data was completely unavailable for the audit because of new staff at DCF and a lack of cohesion between old and new computer systems.

“I don’t even know what to say to that,” she said at the meeting.

Carla Whiteside-Hicks, the DCF’s director of economic services, said the agency is actively working to address inefficiencies throughout the agency and make it easier for families to meet the federal and state requirements needed to receive cash assistance. Whiteside-Hicks is scheduled to return to the post-audit committee at its next meeting to provide additional data and information.

The City of Manhattan’s recently reorganized Department of Public Utilities has received several state and national awards recently for excellence in wastewater treatment processes.

City officials reported that Manhattan was selected as the 2024 recipient of two awards this year from the Kansas Water Environment Association (KWEA). The City received both the Class 5 Wastewater Treatment Plant Award (for plants that process more than 5 million gallons per day) and the Outstanding Biosolids Management Program

Randy DeWitt, the City’s assistant director of public works for water and wastewater and Environmental Compliance Manager Abdu Durar along with Senior Biosolids/Lift Station Technician Daniel Tidwell, received the awards on behalf of the City at an August 27 awards luncheon in the Grand Eagle Ballroom at the Wichita Hyatt Regency Hotel.

The City’s Wastewater Treatment Plant (WWTP) also was honored by the National Association of Clean Water Agencies (NACWA) during a July 24 ceremony during NACWA’s 2024 Utility Leadership Conference in Buffalo, N.Y.&nbsp;&nbsp;

Manhattan Public Utilities honored with three awards for wastewater treatment excellence

The Junction City Police Department said that they were made aware on Wednesday afternoon&nbsp; of threats circulating on TikTok against Junction City Middle School. The threats originated from an apparent list of schools identified as targets for a potential school shooting.

After a thorough investigation conducted by School Resource Officers and USD 475 officials, it has been determined that the threat is unfounded, meaning there is no credible evidence to suggest any immediate danger to the students. The list appears to include Title 1 schools from across the state, which are schools receiving federal funding to support educational programs.

Authorities said regardless of the nature of these threats, the Junction City Police Department, Geary County Sheriff’s Office, and USD 475 are fully committed to the safety and well-being of all students.

As a precaution, there will be an increased officer presence at USD 475 schools over the coming days to ensure a safe learning environment.

Police said that these threats appear to be part of a concerning online trend not unique to USD 475. Similar threats have been reported in other districts across Kansas, as well as in states such as Pennsylvania, Georgia, Texas, Tennessee, and Florida. JCPD is actively working with the Kansas Bureau of Investigation (KBI) to fully investigate the origins of this post and to ensure the safety of the schools.

They encouraged all community members to remain vigilant and report any suspicious activity or concerns to the Junction City Police Department immediately. The Kansas Highway Patrol reported a 1999 Jeep Cherokee driven by&nbsp; Emily Jay Larson, 23, Breman, was westbound on U.S. 36 just east of West River Road.

The jeep crossed the center line and struck an eastbound 2020 Buick Enclave driven by Bernice Marie&nbsp;Nietfeld, 89, Marysville.

&nbsp;Larson was pronounced dead at the scene and was transported to&nbsp;Kinsley Mortuary. EMS transported&nbsp;Nietfeld to&nbsp;Bryan West Medical Center, Lincoln, Nebraska. Both drivers were not wearing seat belts, according to the KHP.

Kansas woman dies after 2 SUVs collide

MANHATTAN — The College of Business Administration at Kansas State University recently hosted two sessions of its Summer Institute for high school students, held on June 2-5 and June 23-26.More than 75 high school students, grades 10-12, from seven states across the region, participated in this immersive program. 

Each day, students experienced life as a K-State College of Business Administration student, exploring key areas such as marketing, management, accounting and finance. Through interactive sessions, students were encouraged to challenge their creativity and leadership skills while gaining insights into the world of business. The program culminated in an entrepreneurial pitch challenge, where students applied their newly acquired knowledge to compete for K-State scholarships. In addition to their academic experiences, participants stayed on campus, dined in university facilities, and engaged with local business owners throughout their time at K-State. Faculty and staff from across the college, along with support from the&nbsp;<a target="_blank" href="https://cba.k-state.edu/academics/departments/center-for-principled-business/">Center for Principled Business</a>, made the institute a success.

The program was supported by donors, including lead corporate partners Koch Industries and Deloitte, whose contributions made the scholarship opportunities possible. Thirty students earned top three placements in the entrepreneurial pitch competition over the two sessions, with each winner receiving scholarships ranging from $1,500 to $2,500.

By&nbsp;Haley AhlersDivision of Communications and Marketing,MANHATTAN — The College of Business Administration at Kansas State University recently hosted two sessions of its Summer Institute for high school students, held on June 2-5 and June 23-26.More than 75 high school students, grades 10-12, from seven states across the region, participated in this immersive program. Each day, students experienced life as a K-State College of Business Administration student, exploring key areas such as marketing, management, accounting and finance. Through interactive sessions, students were encouraged to challenge their creativity and leadership skills while gaining insights into the world of business. The program culminated in an entrepreneurial pitch challenge, where students applied their newly acquired knowledge to compete for K-State scholarships. In addition to their academic experiences, participants stayed on campus, dined in university facilities, and engaged with local business owners throughout their time at K-State. Faculty and staff from across the college, along with support from the&nbsp;<a target="_blank" href="https://cba.k-state.edu/academics/departments/center-for-principled-business/">Center for Principled Business</a>, made the institute a success. The program was supported by donors, including lead corporate partners Koch Industries and Deloitte, whose contributions made the scholarship opportunities possible. RLEY COUNTY —Law enforcement are investigating a Kansas felon on new allegations

Just before 2:30p.m. Tuesday, police arrested 34-year-old&nbsp;Destiny Milam of Manhattan on a Riley County District Court warrant for probation violation, according to the Riley County Police Department activity report.

The original charge in this matter was for interference with an LEO.&nbsp; Milam has previous convictions for Interference with Law Enforcement; falsely accusing LEO of crime in felony case, according to the Kansas Department of Corrections.

She is being held on a $20,000 bond.&nbsp;

Kansas felon jailed on new alleged crime in Riley County

While the 2024 presidential election may be more than a month and half away, it is time for Kansans to make a voting plan and check their voter registration status. This is because Kansas has chosen not to implement same-day voter registration.

For the most part, election law is state law. States decide the process and requirements for voter registration. In Kansas, voters hoping to participate in this year’s presidential election must register by October 15, which is 21 days prior to Election Day. Comparatively, nearly half of U.S. states allow citizens to register and vote on the same day.

Same-day voter registration is a policy that allows eligible citizens to both register and vote on the same day, typically during early voting periods or on Election Day itself.

Advocates for same-day voter registration argue that it has several benefits. First, it can lead to higher voter turnout. Same-day registration is convenient. It streamlines the process and removes bureaucratic barriers that dissuade some from participating.

Same-day registration also allows people to register and vote at a time when their interest in the election is most immediate. Not all potential voters are thinking about the actual process and requirements of voting weeks prior to the election. By allowing them to legally register and cast a ballot on Election Day, you encourage more people to engage in the democratic process.

Same-day registration also addresses the issue of voter disenfranchisement due to outdated or inaccurate voter rolls. Voters that discover that they have been purged from voter lists or that their registration information is incorrect on Election Day can correct their registration status and still participate if the state allows same-day registration. This flexibility is particularly important for younger voters, minorities, and people who move frequently, as they are more likely to encounter registration issues.

Finally, same-day registration strengthens democracy by making it more inclusive. Voter registration barriers disproportionately affect marginalized communities and removing them ensures that a broader cross-section of the population can have their votes heard. This leads to a more representative government.

Arguments against same-day registration typically rely on fears over voter fraud. However, research suggests that voter fraud is extremely rare across the United States, including in states that allow same-day registration.

Therefore, I encourage all Kansans to check their registration status now to make sure they are ready to cast their ballots in November.

The Case for Same-Day Voter Registration

A man arrested in Hays on Aug. 25 on a charge of rape and kidnapping was released on bond with an ankle monitor.

According to court records, 20-year-old Tucker James Eisenhauer was arrested and booked into the Ellis County Jail on charges of alleged rape, kidnapping, aggravated burglary and criminal deprivation of property.

According to court records,&nbsp;Eisenhauer was a Manhattan Area Technical College student.

The incident on Aug. 25 allegedly involved Eisenhauer forcing the victim into his truck, locking the doors and driving away to prevent escape, according to court records. The victim has since obtained a restraining order against Eisenhauer.

Eisenhauer was released on bond by the Ellis County District Court and placed under house arrest in Pratt County after the bond was reduced from $250,000 to $25,000.

According to court records, he is being supervised by his parents and the Pratt County Court Services Office through electronic monitoring.

Eisenhauer's next court appearance is scheduled for Oct. 8.

USD 383 said Tuesday that four Manhattan High School (MHS) students and one Manhattan Virtual Academy (MVA) student were named Semifinalists in the National Merit Scholarship Program – Asa Amama (MVA), George Durrett (MHS), Patrick Fu (MHS), Andrei Mazin (MHS), and Rachel Wei (MHS).

“These are great students and a perfect example of the amazing people that are at Manhattan High School,” MHS Principal Michael Dorst said. “I know wonderful things are in their future and this recognition through the National Merit Scholarship Program is just the beginning of how they will be recognized for their accomplishment while at MHS.”

Of the approximately 16,000 Semifinalists, about 15,000 are expected to advance to the Finalist level, and in February they will be notified of this designation. All National Merit Scholarship winners will be selected from this group of Finalists. Merit Scholar designees are selected on the basis of their skills, accomplishments, and potential for success in rigorous college studies, without regard to gender, race, ethnic origin, or religious preference.

NMSC, a not-for-profit organization that operates without government assistance, was established in 1955 specifically to conduct the annual National Merit Scholarship Program. Scholarships are underwritten by NMSC with its own funds and by approximately 400 business organizations and higher education institutions that share NMSC’s goals of honoring the national’s scholastic champions and encouraging the pursuit of academic excellence.

The monument is a small replica of the World Trade Center Towers on a Pentagon-shaped base. It bears the names of 1st Infantry Division and Fort Riley Soldiers who gave their lives in Afghanistan and Iraq.

Col. Gerald Nunziato, Fort Riley Garrison Commander will provide remarks. 1st Infantry Division Soldiers and first responders from police and fire departments will be represented.

The purpose of the ceremony is to remember those who perished on September 11, 2001, including the first responders, as well as the military men and women who gave their lives in service to this country during the Global War on Terrorism. It also honors those who serve today in the military and as first responders in our communities.

Seventy percent of the visitors were from outside the area. The economic impact on the community totaled in the 1.5 to 2.3 million dollar range. That comes not only admission fees but in areas such as eating out and shopping. There was a conservative estimate of $50 per day. The number of visitors to the Center is down this year.

The next upcoming exhibit at the facility, Stepping into the Prairie, opens Nov. 16. It is being funded by a $200,000 state grant and $200,000 from the Flint Hills Discovery Center Foundation.&nbsp; There are also plans to bring the popular Flint Hills Festival back in May of 2025. And funds are being raised for an all weather shade structure.

MANHATTAN, KAN.&nbsp;– The Riley County Police Department (RCPD) has announced the promotion of Erin Freidline to Assistant Director, effective January 1, 2025. Freidline will succeed Assistant Director Kurt Moldrup, who has served in the role with distinction.&nbsp;

CPT Freidline began her career with the Riley County Police Department in June 2000 as a Dispatcher, transitioning to a Patrol Officer in 2001. Over the course of her 24-year career, she has demonstrated an unwavering commitment to public safety, leading in various capacities, including School Resource Officer, Detective, and the Special Investigations Unit.

Freidline was promoted to Sergeant in 2007, overseeing both patrol and detective units. In 2013, she advanced to the rank of Lieutenant, where she led the evening patrol shift and supervised detectives, Crime Scene Investigations (CSI), and the Evidence unit. In 2018, Freidline was promoted to Captain, serving as Commander of the Support Division, and in 2021, she returned to Investigations as Commander, where she continues to lead with distinction.

Her career has been marked by numerous accolades, including a 2004 Life Saving Award and a 2006 Commendation. She has received numerous compliments from citizens and other agencies, recognizing her dedication and professionalism.

Freidline holds a bachelor’s degree in Sociology from Kansas State University and a master’s degree in Executive Leadership from Liberty University. She is also a graduate of the prestigious FBI National Academy (264th Session) in Quantico, Virginia, where she received advanced training in management and command. Additionally, Freidline was selected as a National Institute of Justice LEADS scholar, a recognition of her leadership in law enforcement.

In accordance with Executive Order #20-30, Governor Laura Kelly has directed flags throughout the State of Kansas be lowered to half-staff from sunup to sundown on Wednesday, Sept. 11, 2024, to honor those who lost their lives in the terrorist attacks on Sept. 11, 2001.

“We will never forget the thousands who were injured and the nearly 3,000 Americans whose lives were tragically taken during an act of terrorism 23 years ago,”&nbsp;Governor Laura Kelly said.&nbsp;“Despite the extreme tragedy of the day that scarred so many of us, we also remember the bravery and courage of our nation’s first responders who went above and beyond to save lives – even as they lost more than 400 of their own. On behalf of the State of Kansas, I thank them for their service and sacrifices.”

Gov. Kelly orders flags at half-staff on Wednesday

HUTCHINSON, Kan. — The most visible security for the Kansas State Fair may be the drone that is flying above the grounds thanks to Kansas State University, but that has worked in concert with the other measures to make this a safe fair for the over 100,000 people that attended so far from Friday, Sept. 6 to Sunday Sept. 8.

One of the concrete barriers set up for emergencies actually got caught on a Hutchinson Fire apparatus trying to turn into the fairgrounds Monday morning for Emergency Management day at the fair. That happened around 8:45 a.m. Monday.

"It looked like they turned a little too soon, got the tire of the truck caught and they stopped it, immediately," Schulz said.&nbsp;

The drone, in particular, was a help on the first night of the Fair.

"One of the situations we were told of yesterday was where we had two medicals up in the grandstand during Wynonna," Schulz said. "We had a little child and I think, a lady, one on each side. We were able to actually get the drone so that they could tell exactly, for the paramedics, where to go. They were able to pinpoint, go up about five more rows, that's where she's sitting. Those kinds of things have helped us immensely."

Lt. David Golden also told the fair board at their meeting on Monday that they have an ongoing case regarding brandishing firearms on the fairgrounds where the cameras helped them find an abandoned weapon before anyone could pick it up and that had they not had the camera access, it could have taken them much longer to get that situation resolved.

Every Friday and Saturday from approximately 11 PM-2:30 AM, RCPD will restrict traffic on Moro St and 12th St. (&nbsp; (shown in purple)

Use the open roads (shown in green) for traveling in or out of Aggieville during these times. A new ride share zone will be set up in front of Chipotle. RCPD will have marked patrol units at the Moro/N Manhattan Ave intersection and on 12th St at the alley between Laramie and Moro.&nbsp; 

The Handi-Corner parking lots will be closed after businesses close.  While this is a lot of new information, these changes are for the safety and security of all Aggieville patrons during peak hours&nbsp; &nbsp;

Aggieville traffic reminder for Friday - Saturday late nights

RILEY COUNTY —Law enforcement are investigating a suspect on drug allegations.

Just before 7:30p.m. Friday, police arrested 53-year-old Brandale Williams of Junction City, in the 1300 block of Laramie Street in Manhattan, according to the Riley County Police Department activity report.

 Williams was jailed on requested charges of possession of an opiate/opium/narcotic/certain stimulant and use/possess with the intent to use drug paraphernalia into the human body. He is no longer in custody after meeting the requirement of the $6,000 bond.
