The Trump administration has taken its first step toward restricting access to abortions for veterans who are covered by the U.S. Department of Veterans Affairs’ medical benefits, reversing a<a href="https://www.govinfo.gov/content/pkg/FR-2022-09-09/html/2022-19239.htm" target="_blank">&nbsp;2022 rule</a>.

Former Democratic President Joe Biden’s administration enacted the rule following the U.S. Supreme Court’s Dobbs decision, which ended federally protected access to abortion. More than a dozen states implemented abortion bans after that decision, and the policy was meant to preserve access to abortion for veterans in certain circumstances, regardless of where they lived. Veterans Affairs medical centers were allowed to provide abortions in cases of rape or incest, and when the life or health of the pregnant person was in jeopardy. Counseling about abortion was also permitted.

Under the proposal, nearly all abortions, except those to save a patient’s life, would be banned at U.S. Department of Veterans Affairs hospitals and would no longer be covered by VA medical benefits.

In<a href="https://www.guttmacher.org/state-policy/explore/state-policies-abortion-bans" target="_blank">&nbsp;eight states with abortion bans</a>, there are no rape or incest exceptions, including Texas, Alabama and Oklahoma, according to the Guttmacher Institute. Five states with bans also don’t have an exception in cases where the pregnant person’s health is at risk, only to save their life.

The rule also applies to recipients of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), which provides coverage to veterans’ families, including children, along with caregivers of veterans.

Officials&nbsp;<a href="https://www.federalregister.gov/documents/2025/08/04/2025-14687/reproductive-health-services#page-36416" target="_blank">wrote in the proposal</a>&nbsp;that the 2022 policy was enacted because the administration expected increased “demand” for abortion services, but the rule cited abortion bans in several states that created an environment of uncertainty for veterans who might need care.

The Department of Veterans Affairs provided 88 abortions in the first year after the rule went into place, 64 of which were performed because of a threat to the pregnant person’s health, according to VA data<a href="https://www.military.com/daily-news/2023/10/19/va-says-it-performed-88-abortions-past-year-congress-again-threatens-subpoenas-pursuit-of-more.html" target="_blank">&nbsp;reported by Military.com</a>.

Rescinding the rule was a directive in Project 2025, the blueprint document published by the conservative Heritage Foundation and co-authored by anti-abortion organizations such as Susan B. Anthony Pro-Life America. The first of what the document calls “needed reforms” calls for rescinding all department clinical policy directives that are “contrary to principles of conservative governance, starting with abortion services and gender reassignment surgery.”

“Neither aligns with service-connected conditions that would warrant VA’s providing this type of clinical care,” the Project 2025 document reads.

U.S. law already mandates that federal funding cannot be used for abortions except in cases of rape, incest and in certain medical circumstances. The administration argues the 2022 rule violated the “bright line between elective abortion and health care services” and should return to a policy that only allows abortion care to save the pregnant person’s life. Counseling about abortion options would no longer be permitted.

“Taken together, claims in the prior administrations rule that abortions throughout pregnancy are needed to save the lives of pregnant women are incorrect,” officials wrote in the proposed rule description. “Prior to September 9, 2022, abortions and abortion counseling were excluded from the medical benefits package, with no exceptions.”

According to estimates from nonprofit National Partnership for Women and Families, more than 400,000 women veterans lived in states that already had an abortion ban in place or were likely to ban it in 2023. That figure represents more than half of the women veterans in the country.

She also recommends that parents learn as much as they can about the school and help their child get familiar with it all, too.

Once they begin the new school experience, Lane says children may come home and fall asleep early, perhaps even before dinnertime, because of all of the new experiences and structured time at school. While that's ok, she says getting into a routine and having a set bedtime will be helpful for children, especially as they experience those first few weeks of school.

An electric scooter driven by 36-year-old Ashley Crow of Manhattan was traveling near the intersection of N. 6th&nbsp;Street and Laramie in Manhattan, according to the Riley County Police Department activity report. A truck collided with the scooter and fled the area.

&nbsp;Riley County EMS transported Crow to Via Christi Hospital for treatment of minor injuries.

To trigger a primary, we would need three times the number of candidates as open seats, plus one. For example, the Manhattan City Commission has three open positions. Just before 10a.m. on Friday, officers filed a report for theft in the 200 block of Poyntz Avenue in Manhattan, according to the Riley Police Department activity report.. 

The Downtown Farmer’s Market of Manhattan reported a 46-year-old woman took money. The estimated total loss with this case is approximately $6,000.&nbsp; The RCPD released no additional details.

MANHATTAN — On a recent summer day in&nbsp;Kingman, visitors to Main Street could walk into The Rural Muse art gallery, Brick Road Coffee or Trinity Fitness. But instead of ordering a latte or starting a workout, they would instead find groups of people discussing ways to use technology for building renewal, how to create welcoming communities or why mental health support is important for entrepreneurs.

That was the scene when Kingman recently hosted the&nbsp;<a target="_blank" href="https://www.ksre.k-state.edu/program-areas/supporting-communities/cec/">Connecting Entrepreneurial Communities conference</a>&nbsp;— a first-in-Kansas immersive conference experience led by Kansas State University and partners to support rural entrepreneurship across the state. The conference takes place in communities with populations of fewer than 10,000 people and focuses on engaging with small communities and highlighting businesses and the people who live and work there.&nbsp;

The inaugural&nbsp;<a target="_blank" href="https://www.k-state.edu/news/articles/2025/04/connecting-entrepreneurial-communities-conference-focuses-rural-entrepreneurship.html">Connecting Entrepreneurial Communities conference</a>&nbsp;in Kingman in June brought together more than 130 people, including entrepreneurs, small business owners, community leaders, support organizations and more.

The next conference will be June 25-26, 2026, in&nbsp;Courtland.

Applications for the 2027 conference host site opened on Friday, Aug. 1, and close on Sunday, Aug. 31. Communities with a population of fewer than 10,000 people can&nbsp;<a target="_blank" href="https://bit.ly/CECHostApp">learn more and apply online</a>.

The event is more than a conference — it's a new way for K-State to fulfill its mission as a fully engaged next-generation land-grant university that is building economic growth across all 105 Kansas counties.

"Through the Connecting Entrepreneurial Communities conference, we're turning our land-grant mission into action," said Nancy Daniels, conference organizer and community vitality specialist with K-State Extension. "We're serving and engaging with Kansans by bringing the state's considerable resources to the small businesses who make our communities great. We were thrilled to see the number of small businesses who made time to reenergize and invest in themselves at this conference."

The conference delivers benefits beyond networking and building skills — it also supports the host town and local economy. The event includes designated activities for participants to explore the host community and shop locally to directly support resident entrepreneurs.

"Bringing this conference to our town wasn't just about business — it was about belief," said Julie Lyon, an entrepreneur, small business owner and Kingman County commissioner. "It reignited local pride, energized entrepreneurs across the state and proved that small towns can be home to big ideas. The impact on our tax base was measurable, but the connections made were truly priceless."

The two-day Kingman conference featured a pre-event concert and downtown block party. Lodging was also immersive, and attendees stayed in local bed-and-breakfasts, vacation rental homes, and renovated hotels and motels.

The Kingman community is already seeing concrete results from the engagement during the Connecting Entrepreneurial Communities conference. Some of those results include:&nbsp;

"When I applied for Kingman to host the conference, I wanted to shine a light on the strengths and stories that often get overlooked in rural communities," said Leslie Schrag, economic development director with the city of Kingman. "This wasn't just about economic development; it was about creating connections, celebrating entrepreneurship and showing that rural isn't behind. It's just built differently."

The key to the Connecting Entrepreneurial Communities conference is embedding the event within a rural community, instead of hosting it at a large urban hotel ballroom or event center.

But instead of ordering a latte or starting a workout, they would instead find groups of people discussing ways to use technology for building renewal, how to create welcoming communities or why mental health support is important for entrepreneurs.That was the scene when Kingman recently hosted the&nbsp;<a target="_blank" href="https://www.ksre.k-state.edu/program-areas/supporting-communities/cec/">Connecting Entrepreneurial Communities conference</a>&nbsp;— a first-in-Kansas immersive conference experience led by Kansas State University and partners to support rural entrepreneurship across the state. The conference takes place in communities with populations of fewer than 10,000 people and focuses on engaging with small communities and highlighting businesses and the people who live and work there.&nbsp;The inaugural&nbsp;<a target="_blank" href="https://www.k-state.edu/news/articles/2025/04/connecting-entrepreneurial-communities-conference-focuses-rural-entrepreneurship.html">Connecting Entrepreneurial Communities conference</a>&nbsp;in Kingman in June brought together more than 130 people, including entrepreneurs, small business owners, community leaders, support organizations and more.The next conference will be June 25-26, 2026, in&nbsp;Courtland.Applications for the 2027 conference host site opened on Friday, Aug. 1, and close on Sunday, Aug. 31. The event includes designated activities for participants to explore the host community and shop locally to directly support resident entrepreneurs."Bringing this conference to our town wasn't just about business — it was about belief," said Julie Lyon, an entrepreneur, small business owner and Kingman County commissioner. "It reignited local pride, energized entrepreneurs across the state and proved that small towns can be home to big ideas. The impact on our tax base was measurable, but the connections made were truly priceless."The two-day Kingman conference featured a pre-event concert and downtown block party. K-State connects entrepreneurs and communities with first-in-Kansas immersive conference

TOPEKA - In recognition of the important role farmers’ markets play in Kansas communities, Governor Laura Kelly proclaimed August as Kansas Farmers’ Market Month.

In both urban centers and rural communities, farmers’ markets give consumers access to fresh, locally grown produce and serve as an important link between food producers and consumers of Kansas products. Farmers’ markets also keep money in Kansas communities, which helps make small businesses stronger and positively contributes to local economies.

The number of farmers’ markets in Kansas has grown from 26 in 1987 to more than 119 registered farmers’ markets today. Farmers’ markets in Kansas can register with the Kansas Department of Agriculture as part of the state’s agricultural trademark program,&nbsp;From the Land of Kansas.

“We are excited about the growth and expansion of farmers’ markets across the state,” said Secretary of Agriculture Mike Beam. “Farmers’ markets serve as a great way for producers to connect directly with consumers and sell their products locally.”

KDA supports farmers’ markets by maintaining the Central Registration for Kansas Farmers’ Markets, which is shared with the public through an interactive map and market directory. WILSON — Kansas Originals, after 37 years of selling arts, crafts, books, and Kansas-made food products, is facing the demolition of its building and supporters thought it might be the end of the store and its mission.

<a href="https://hayspost.com/posts/925f00e0-e00a-49cb-98b3-acfc1aeb3dd3">Although the building at exit 206 of Interstate 70 is still slated for demolition to make way for a new truck stop</a>, Kansas Originals has found a new home.

The store will close its off-interstate location on Sept. 30 and open on Oct. 1 at 2519 Ave. E in downtown Wilson.

Marge Lawson, Kansas Orginals CEO, said the new location will have a smaller showroom, but the nonprofit will have off-site storage to make up some of the difference.

The new location will have the same events as the former, including tastings of Kansas wines and events to meet local artisans.

"We're going to make it even better," Lawson said.

The nonprofit that operates the store owns its building, but not the land on which it sits. The building is set to be demolished on Nov. 30, Lawson said.

The Kansas Originals board is also pursuing satellite shops. The nonprofit is exploring a partnership with travel centers along the interstate. The organization had a satellite shop in the Topeka travel center until the pandemic hit in 2020.

Consumers can order some products from the store's website,&nbsp;<a href="https://www.kansasoriginals.com/">www.kansasoriginals.com.</a>&nbsp;Lawson said the board is considering revamping its website and using it to promote more of the products available through the store.

However, she said because many of the crafts are handmade, inventory is limited.

The store will also likely add new signage to direct people from the interstate to the new store in Wilson.

Lawson, who was a co-founder of the Kansas Orginals, said she is thrilled the mission of the shop will continue.

She explained that mission in a letter to the Hays Post in May, "Our mission is to provide marketplaces for the work of Kansas artists, craftsmen and food producers, especially those who are 62 or over, low-income, disabled, minorities or women in business."

According to&nbsp;Post Rock Opportunities Foundation, which is the nonprofit that supports Kansas Originals, more than 1,000 corporations, businesses, and individuals have supported the nonprofit through grants, sponsorships and monetary donations since its founding.

The Smoky Hill Foundation, Merrill Foundation, Kansas Arts Commission and Dane G. Hansen Foundation are among the Kansas Originals' supporters, as well as the local artisans and craftspeople who donate their work to fundraisers.

Kansas Originals will join other tourist stops in Wilson, and Lawson said she hopes the store will draw more visitors to the community of about 800.

Wilson proudly promotes its Czech heritage, with the&nbsp;<a href="https://www.travelks.com/listing/worlds-largest-czech-egg/41977/">world's largest Czech egg</a>&nbsp;and an annual&nbsp;<a href="https://wilsonczechfest.com/">After Harvest Czech Festival</a>&nbsp;that was celebrated last weekend.

It is also the home of the historic&nbsp;<a href="https://www.midlandrailroadhotel.com/">Midland Railroad Hotel</a>, and t<a href="https://hayspost.com/posts/faccd0a7-80dc-4f2f-99f8-e084f88cb981">he community has rallied to create an outdoor entertainment venue from its former historic opera house, which burned in 2009.</a>

That new venue will open later this month.

"Yes. I am happy," she said. "It's going to be challenging, but it gives us exciting new opportunities."

Kansas Originals finds new home

GEARY COUNTY—In July, Kansas Game Wardens partnered with Kansas State Park Rangers, Public Lands officers and the Geary County Sheriff’s Office to coordinate a special enforcement selective at Milford Reservoir during an annual, unpermitted, and very large pre-planned event on the water, according to the Kansas Department of Wildlife and Parks Game Wardens.

Officers stopped 74 vessels throughout the day. They issued 28 charges, 2 warnings and made or assisted with 7 arrests.

KDWP: Multiple arrests at a large, unpermitted event on Milford Lake 

K-State announced that on Monday, Aug. 4, a section of Claflin Road will be closed for most of the day. The closure will start at the Denison Avenue and Claflin Road intersection, extending eastward to the pathway in front of Gen. Richard B. Myers Hall. The sidewalk on the south side of Claflin Road, behind Ackert Hall and Chalmers Hall, will also be closed. The north sidewalk in front of the Throckmorton Plant Sciences Center will remain open.This closure is necessary for the delivery, placement and removal of a large crane that will be used to replace an elevator in Ackert Hall.

The sidewalk on the south side of Claflin Road, behind Ackert Hall and Chalmers Hall, will also be closed. RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged motorcycle thefts.

Between July 25 and July 31, officers filed reports of three separate motorcycle thefts that occurred in Manhattan, according to the Riley County Police Department activity report.

Just before 4p.m. Thursday, police arrested 32-year-old Bradley Sutton of Topeka in the 1700 Block of Fair Lane in Manhattan. He is being held on a $16,000 bond on requested charges that include three counts of counts of theft (value $1,500-$25,000) and one of count of fleeing or attempting to elude a law enforcement officer.&nbsp;&nbsp;

Sutton has previous convictions that include theft, burglary and flee or elude law enforcement, according to the Kansas Dept. of Corrections

Anyone with information about the crime can contact&nbsp;<a href="https://www.rileycountypolice.org/Admin/%22/287/Crime-Stoppers%22">Crime Stoppers</a>. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

KDHE issues air quality health advisory due to smoke, particularly central and eastern Kansas

After 34 years of protecting highways and helping save lives, Kansas Highway Patrol Captain Travis Phillips turned in his badge Thursday.

"I don't know any other career in the world that gives a person the power to make a difference in somebody's life, no matter how significant or insignificant that might be," Phillips said.

Phillips was born in Nebraska but raised in Ellis, where he graduated from Ellis High School in 1986. He later earned a criminal justice degree from Fort Hays State University in 1994.

Phillips said he was inspired by a trooper who visited his school regularly as a child and later by KHP&nbsp;Trooper Kennith McGlasson, whom he often saw during his high school years.

"I would see him at Ellis once in a while at fuel stops. When I saw his blue and gray patrol car parked at the convenience store, I'd always stop and fuel my pickup just for a chance to talk to him," Phillips said. "He always gave me the time of day, and it planted a seed with me."

He began his law enforcement career in 1991 with the Hays Police Department&nbsp;before quickly making his way to the KHP in 1994. Phillips rose through the ranks of the KHP, serving as sergeant, master trooper, lieutenant and eventually captain six years ago.

"If you care and you show up, you're going to be successful in law enforcement," he said.&nbsp;

Throughout his career, Phillips faced several defining moments, including being pinned down by a gunman in Wallace County, stopping a wrong-way felon with a tactical vehicle maneuver and rescuing dozens of people during dust storms and blizzards.

Most recently, he was honored for his response to a <a href="https://hayspost.com/posts/8ca4c0a7-0dc0-4dd3-8b6e-833e1efc6754">major multi-vehicle crash on March 13 on Interstate 70 in Sherman County</a>.

Phillips has saved lives in dangerous situations and supported former offenders he once had to remove from the streets.

"Sometimes you get a call from somebody that you arrested for DUI and they thank you for how you treated them, for helping them get sober," he said.

Phillips said one of the most significant challenges in his law enforcement career is maintaining morale in the face of national scrutiny. However, he recognizes the strong support he has received from the local community.

Phillips said support from organizations like the <a href="https://www.1033foundation.org/">10-33 Foundation</a>, a nonprofit offering mental health crisis intervention for first responders and their families, helped sustain him throughout his career up to his decision to retire.

"We all carry a [hypothetical] backpack out here, and every once in a while, your backpack gets full, and that's why we have peer support and mental health services available to help unpack our backpack," he said.

Phillips hopes to remain in law enforcement in a smaller and community-focused role. He is the father of two daughters and grandfather to three.

Phillips said he is grateful to his wife, who often left meals in the microwave when Phillips could not make it home for dinner, and to the fellow troopers he served alongside throughout his career.

"I got a blood family and I got a blue family," he said. "I want to thank my blue family for doing the job. Make me proud."

Phillips advises new troopers joining the force to prioritize faith, family and their work in that order.
