WAMEGO - Former Wamego Police Chief Michael Baker has filed a grievance with the city over his firing.

Baker told 13 NEWS he took the action Friday. The city has three days to respond.

Wamego City Manager Stacie Eichem <a href="https://littleapplepost.com/posts/dae9381f-1eaf-4cfa-8352-ca93a54a0e5d">fired Baker Wednesday</a>. She had informed by letter June 14 that&nbsp;he was suspended&nbsp;for one week. The two were supposed to meet Monday, June 20 about his reinstatement. Instead, Baker said he showed up and was told the meeting was postponed to Wednesday.

At the&nbsp;Wamego City Commission meeting Tuesday night, dozens of people packed the room to support Baker, Baker and his wife also addressed the body.

The next morning, Baker said he was given a letter, telling him his employment with the city was over.

Baker said the letter stated the reasons as insubordination, inability to get along with fellow employees, and conduct unbecoming a city employee. However, Baker said he has not been told any specifics as to what he supposedly did wrong.

In an&nbsp;interview Wednesday with 13 NEWS, Baker thanked the community for their support.

13 NEWS has tried to speak to Eichem as the situation has unfolded over the past two weeks, but she has declined comment.

MANHATTAN -&nbsp;Manhattan Fire Department has grown their force by eight new firefighters on Friday.

Three full time firefighters and 5 student firefighters have graduated from Manhattan Fire Academy.

“Developing those relationships throughout all of the physically demanding stuff and mentally demanding stuff and all the tasks we had to perform and just really building a bond with all the guys in the academy, it’s been a blast.” Manhattan Fire Department Student Firefighter, Liv Lubbers says.

During graduation, each firefighter was pinned by a family member before receiving their helmets.

"It feels partially surreal. It's something I've wanted for a really long time, and it...it's here. I'm really happy obviously and I'm really proud of the work that my teammates and I have accomplished." Manhattan Fire Department Probationary Firefighter, Benjamin Gomez says.

The firefighters will go through a probationary year, as part of the fire department protocol.

The graduates presented a restored piece of fire equipment with picture of their class to the Department as a memento of the class.

Just after 10:30a.m. Thursday, officers filed a report for burglary in the 1800 block of Anderson Ave. in Manhattan.

A 27-year-old man reported his .40 caliber FNH handgun was stolen from his apartment.

 The estimated total loss is unknown at this time. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

New Kansas State University President Dr. Richard H. Linton was in Hutchinson at the Encampment Building on the Kansas State Fairgrounds Thursday for a listening and learning town hall with the K-State Alumni Association.

"I think we have a great relationship with the community and also a great relationship with the community college," Linton said Thursday. "It's all about finding a way to help in higher education, to be able to help provide an opportunity for youth to be able to get a college degree. A big part of my visit here in Hutchinson is to be able to talk with the community college and understand how we can help them grow, how they can help us grow and how we can collaboratively work together."

Linton has spent his entire career in land grant institutions, and that is by design.

"Thirty eight years in the land grant system," Linton said. "Nine as a student at Virginia Tech getting all three degrees and then 29 years at Purdue University, The Ohio State University and N.C. State University. When I was looking and considering a President's position, it had to be a foundational land grant. There's not many foundational land grants that still believe in research, teaching, extension and outreach for the benefits of the citizens of the state. K-State's one of the few. I had worked on a number of projects 15 years ago and always valued the family feel, the authenticity, the genuine nature of the people. People in this state are so passionate about the land grant. It's a great place to be President and I'm looking at trying to do everything I can to move this university forward."

Linton knows that one area where K-State is going to be able to provide unparallelled opportunity to its students and faculty is in animal science, once the National Bio and Agro-Defense Facility is fully commissioned.

"It puts us best in the world," Linton said. "It's the only facility in the United States, only one of five in the world that's BSL Level 4 for food animals. I think, when you have something that puts you best in the world in a partnership with USDA ARS, we need to be thinking about everything that we can do to be able to build upon it, to be able to make it greater. Already, we're seeing some of the benefits. Just recently, over the last couple of months, we had the biggest economic development announcement in the history of Manhattan, with Scorpion Biologics coming and providing a $650 million investment in human vaccines. We're hoping to be able to build that private-public partnership and to be able to grow what we do for the food animal industry here in Kansas, with national and global impacts."

Linton is the 15th president of Kansas State University.

K-State president visits Hutchinson, State Fairgrounds

MANHATTAN - Shortly after midnight Friday morning, Manhattan Fire Department was called out to the 300 block of Rosewalk Place for a structure fire.

On arrival, crews found the single story duplex with fire visible on the gable over the garage.

Crews were able to quickly extinguish the fire on the exterior of the residence.

Firefighters then performed a complete assessment of the residence to ensure there were no hotspots to extinguish.

Crews cleared the area around 2:30 am, with 6 fire apparatus and 15 firefighters responding to the scene.

At the time of the fire, both sides of the duplex were occupied, and the three occupants were able to exit the duplex without injury.

Damage is estimated at $10,000 to the structure of 320 Rosewalk Place, and an additional $10,000 in damage to 326 Rosewalk Place.

There was no loss to contents of the duplex.

Richard and Janette Taylor are listed as owners of 320 Rosewalk Pl., and The George Living Trust of Kansas is listed as owner of 326 Rosewalk Pl.

The occupants were not displaced due to the fire.

A lightning strike was determined to be the cause of the fire.

Directly preceding the celebration event will be an optional 70-mile, five-stop ride through the Flint Hills. Participants who make every stop will be entered into a drawing for tickets to the K-State vs. Tulane football game at 2 p.m. that day. Their goal is to raise $100,000 for research, equipment and student awards. Over the past 11 months, 1ABCT, 1st Inf. Div., known as the "Devil Brigade," participated in multi-national training exercises across Europe while supporting 21 nations in support of Atlantic Resolve and Defender Europe, as well as supporting the 78th anniversary of the D-Day liberation of France in June. "For many this was their first time overseas or outside of the United States," said U.S. Army Col. Brian E. McCarthy, commander of 1st Armored Brigade Combat Team, 1st Infantry Division. "Not only have they executed their missions brilliantly, every one of us has learned from our allies here. European armies get to train in many of the types of environments in which we all might be asked to fight and we have been sponges trying to soak up their expertise in these conditions." This ceremony marked the end of deployment for 1ABCT Soldiers out of Fort Riley and the beginning of 3ABCT's rotation. Severe thunderstorm watch is in effect

MANHATTAN— City management and the Manhattan Parks and Recreation Department&nbsp;are evaluating the&nbsp;ability to offer modified programming this fall for youth sports and other activities, due to limited staffing for scorekeepers, referees, and facility supervisors, according to a media release from the city.

While the City of Manhattan intends to offer fall volleyball and flag football, among other programs, these programs may be modified or suspended based on available resources now and moving forward. Program modifications could consist of youth leagues for which City staff can take registrations and schedule games, but volunteers or parents would serve as referees and scorekeepers.

“We simply are not able to recruit, hire, or retain employees like we did pre-pandemic,” said City Manager Ron Fehr. “We understand Manhattan residents take pride in and have supported improvements to many of our parks and recreational facilities. However, we have been challenged with workforce shortages and reduced revenues that may not allow us to continue to provide the same recreational opportunities that we historically have offered.”

The City is committed to maintaining a high quality of life for residents, including the delivery of recreation services and programs through its many facilities.

How those services are offered is dependent on available staffing, resources, and revenue to fund these programs. This includes evaluating the number of participants and adequate fees to cover costs associated with each program.

“Over the last year, we have shifted to volunteer-led programming in adult sports as well as youth soccer, which has been a successful transition,” said Assistant Director of Parks and Recreation Wyatt Thompson.

“The City provides and manages sports facilities, fields, and certain equipment to accommodate these programs. City staff, in some cases, manages&nbsp;online registration, reserves facilities, and assists with scheduling, while community groups and volunteers coordinate management of the programs, including scorekeeping, refereeing, and coaching duties. This model has reduced City expenses, allowing us to continue facilitating these programs that our community enjoys.”

If the City is unable to fully staff or fund other youth programs and activities, it might look&nbsp;to this model now and in the future, or consider suspending certain programs with low enrollment.

“Parks and recreation were at the heart of many conversations during the development of our strategic plan last year,” Fehr said.

“One key action step that came from that effort was comprehensively evaluating parks and recreation offerings to meet the priorities of the community in a way that is sustainable. We need to continue that community conversation in a constructive way. Let’s work together to find solutions.”

Throughout 2022, the City will thoroughly evaluate its parks and recreational facilities, programs, and activities so it can position itself to consistently deliver programs that are community priorities, as well as account for how future changes might impact staffing, fees, cost recovery, and overall feasibility.

Riley County reaches high Incidence rate with 76 new COVID-19 Cases

RILEY COUNTY —Law enforcement authorities are investigating a suspect for alleged auto theft.

Just after 6:30p.m. Wednesday, officers filed a report for theft, criminal trespass, and interference with LEO in the 1100 block of Westport Dr. in Manhattan, according to the Riley County Police Department activity report.&nbsp;

A 22-year-old woman reported a 36-year-old woman entered her car in the Taco Bell parking lot, locked herself inside and attempted to drive away in an attempt to steal the vehicle.

The estimated total loss associated with this case was approximately $13,000. 

The car was returned to its owner after police arrested Andrea Freeman, 36, of Manhattan in connection on requested charges of theft, criminal trespass, and interference with LEO. Freeman remains jailed on a total bond of $6,000, according to the RCPD.

RCPD: Woman attempts to steal car from restaurant parking lot

Following last weeks FDA and CDC approval of a 3-dose Pediatric Pfizer-BioNTech COVID-19 vaccine for patients ages 6 months through 5 years old.&nbsp;

KDOT requests comments on state rail plan

MANHATTAN - Following Tuesday night’s storms, the City of Manhattan says residents still have time to add limbs and branches to their pile for the C<a href="https://www.facebook.com/Cityofmanhattan/posts/407248114781906">ity’s free storm clean-up event</a>.

City crews from the Street Division and Parks Division started the initial cleanup from last weekends storm on Tuesday.&nbsp;&nbsp;

Crews had only made it through about one third of the originally scheduled neighborhood by the end of Tuesday, and crews were called back out Tuesday evening and worked until 1:30 am on Wednesday removing newly damaged trees and limbs to reopen roads.&nbsp;

Residents are asked to only place limbs and tree pieces curbside, no construction materials will be collected during the storm damage cleanup.&nbsp;

The City will continue to provide updates on the free storm cleanup as they progress. &nbsp;

MHK free storm clean-up continues after Tues. night storms

Mike Baker is no longer the Police Chief in the&nbsp;<a href="https://www.wamego.org/" target="_blank">City of Wamego</a>.

In an email sent to WIBW, Wamego City Manager Stacie Eichem released the following statement:

“Mike Baker’s employment with the City of Wamego ended this morning on June 22, 2022.

The City of Wamego would like to thank Mike Baker for his service to Wamego and its Citizens. We wish him well in the future.

Deputy Chief of Police, Paul Schliffke was named as interim Chief of Police until the position can be filled permanently.”

Eichem&nbsp;suspended Baker last week, however, did not provide a reason as to why.

GEARY COUNTY - At 7:00pm on Wednesday, June 22nd, first responders were called to the scene of a motorcycle crash on Interstate 70 near mile marker 302, near Marshall Army Airfield.

Upon arrival law enforcement found a 2016 Victory motorcycle driven by Patrick Noles, of Junction City, had been involved in a single vehicle crash.

Noles lost control of the motorcycle and laid it down before both he and the motorcycle impacted guardrail, sliding to a stop.

Noles was transported to Stormont Vail Hospital in Topeka, where he succumbed to injuries, on Thursday, June 23rd.

Noles was not wearing a safety helmet a the time of the crash.

Junction City man has passed away following a motorcycle crash on I-70

RILEY COUNTY—Law enforcement authorities are investigating an alleged aggravated assault in Manhattan.

Just before 3p.m. Tuesday, officers filed a report for aggravated assault in the 5500 block of Fort Riley Blvd. in Manhattan, according to the Riley County Police Department activity report.

A 24-year-old woman and a 26-year-old woman reported an unknown male suspect pulled a gun on them as he passed them while driving westbound on Fort Riley Blvd. The victims also had a 2-year-old boy in the vehicle.

RILEY COUNTY— It was a busy night for fire crews in Manhattan. At 1:30 a.m. on Wednesday, crews were dispatched to 2300 Blueberry Drive for a report of a structure fire, according to&nbsp;Deputy Chief Ryan Almes.

Upon arrival, crews found a single-story home with smoke showing from the attic. Crews entered the building and began extinguishing the attic fire.&nbsp; While on the scene, crews were alerted by the homeowner that smoke was coming from the house next door.&nbsp; 

The house at 2304 Blueberry Drive had a fire in the attic as well. The fires reached a combined second alarm and were both contained within 45 minutes.&nbsp; Riley County Fire Department provided an air trailer to the scene and personnel to fill air bottles, and also backfilled one of the stations in the City in case there were other calls for service. The house at 2300 Blueberry Drive was occupied at the time of the fire. Loss is estimated at $15,000 to contents and $50,000 to the structure. The owner is listed as Taylor and Shane Sutherland. The house located at 2304 Blueberry Drive was unoccupied at the time of the fire.&nbsp; The loss is estimated at $5,000 to contents and $20,000 to the structure.&nbsp; The owner is listed as Devon Bedell and Kevin White. The cause of both fires was due to storm damage to the electrical service supplying both homes. In addition to these two house fires, the Manhattan Fire Department responded to 29 storm-related calls for service.

The house located at 2304 Blueberry Drive was unoccupied at the time of the fire.&nbsp; The loss is estimated at $5,000 to contents and $20,000 to the structure.&nbsp; The owner is listed as Devon Bedell and Kevin White. The cause of both fires was due to storm damage to the electrical service supplying both homes. In addition to these two house fires, the Manhattan Fire Department responded to 29 storm-related calls for service.

Riley County offices and employees in all county buildings will NOT have access to internet or email services Wednesday, as part of Cox Communications network maintenance. Phone lines will still be available, but staff will not be able to respond to email messages or access online databases. Following weeks of discussion, the Riley County Law Board
has approved the budget for the Riley County Police Department for 2023.

The approved budget totals $25.0 million, which is an 8.37%
increase over the 2022 budget.

The budget increase includes: -5.1% Cost of Living Adjustment (COLA) for employee salaries -The first half of salary survey implementation

A comprehensive salary survey by the Arnold Group, has determined that RCPD has lost it's pull in the local job market.

With the more than 20 job vacancies within RCPD each month, recruiting and retention of employees has become a serious concern for the department.

“Implementation of the salary survey represents an investment into the public safety of Riley County for years to come,”&nbsp;RCPD Interim Director, Kurt Moldrup said. “We want to compensate our employees fairly for the hard work they perform to make Manhattan and Riley County a great place to live.”

Community-focused improvements and training programs were removed from budget considerations in order to address the need for cost of living adjustments and for the department to return as a competitor in the job market.

Approximately 85% of the RCPD budget is spent on personnel, to maintain authorized personnel levels, while remaining consistent with public safety.

Riley County Police Department currently has 1.49 officers per 1,000 residents in the county. This number is lower than both the state (3.74) and national (2.4) ratio.

Even with the lower officer-to-resident ratio, Riley County continues to see lower crime rates than the state average for the last 18 years.

RCPD's percentage of the City and County's overall budget is comparable or lower than similar sized agencies in the region, according to recent inquiries and past research.

“RCPD’s only source of funding, by statute, is property taxes and we understand the pressure on our local leaders to contain tax elevations,”&nbsp;Moldrup said.&nbsp;“We also recognize the level of services our local taxpayers have come to expect and deserve from RCPD. Manhattan and Riley County continue to attract businesses and residents because it is a safe place to live as shown by their below-average crime rates. We will continue to provide professional, effective, and efficient services to the taxpayers who live here.”

MANHATTAN — If you’ve gasped at the grocery store checkout line recently, you’re probably not alone.&nbsp;

Inflation has hit American’s dinner table and it’s been painfully obvious on food eaten at home where consumers paid 11.9% more in May 2022 compared to May 2021,&nbsp;<a href="https://www.bls.gov/news.release/cpi.nr0.htm">according to the U.S. Bureau of Labor Statistics</a>.&nbsp;

“It’s amazing,” said Lisa Martin, an extension agent in K-State Research and Extension’s Shawnee County office. “Every time I go to the store, something I normally buy has increased 50 cents or even a dollar.”&nbsp;

Martin notes that supply chain shortages, bottlenecks in shipping and transportation, and a tight labor pool have all contributed to rising food prices. “It’s a time when all of us really need to think about how much we are spending on food and ways we can cut back,” she said.&nbsp;

Some recommendations are not new, she said:&nbsp;

Then, Martin said, stick to the plan.&nbsp;

“Once you’ve gotten the items on your list, get to the checkout stand,” she said. “Statistics have shown – and it may be higher now – that for every minute you spend looking around the store, and before you get to the checkout register, you’re going to spend another $2 in food.&nbsp;

“If you’re looking around for five minutes, that’s another $10 on your grocery bill.”&nbsp;

Saving on food costs also includes eating everything you buy, Martin said. Food waste is a major contributor to lost money. Martin suggests making the grocery store your last stop before going home, and storing perishable foods in the refrigerator or freezer as soon as possible.&nbsp;

“One of the things I do with foods that I need to use up quickly is I store them toward the front of the refrigerator,” she said. “Or if there is something that can be stored at room temperature, keep them on the counter so that you can easily see them when you walk into the kitchen.”&nbsp;

To encourage good nutrition, look for fresh produce – which is more abundant during the summer – and buy whole grains, brown rice, and low sodium foods. Farmers Markets can be a good source for low-cost, nutritious food.&nbsp;

“People still think fresh is the best,” Martin said. “If it’s just been picked, harvested, and delivered to the grocery store, it’s going to be full of nutrition. But fruit and vegetables also are processed soon after harvesting, so canned and frozen foods are a good option as well.”&nbsp;

Other ways to battle rising food costs, according to Martin, include:&nbsp;

According to a news release from the City, the closure will be in place for approximately 60 days to allow for work on the levee crossing in this location, with reopening expected in early September.

This work includes the relocation of utilities and installation of a sandbag sill that will allow for more rapid protection of the City during flood fights, as well as improved stability for the levee system.

Through traffic, including all traffic to the Riley County Transfer Station at 1881 Henton Road, will be detoured along Fort Riley Boulevard to South Rosencutter Road and Moehlman Road.

Pottawatomie Avenue also will be closed at South Manhattan. Access for local traffic and businesses on Pottawatomie will be from the east via 10th Street.

Griffith Park will remain open to public access from South Manhattan Avenue.

Pedestrians and cyclists wishing to access the Linear Trail at South Manhattan Avenue for travel across the bridge and to the west will be allowed to traverse the construction zone in designated areas.

Pedestrians and cyclists will be required to follow the designated pathway for their safety. Some limited interruptions to their access should be anticipated during the construction period. The trailhead parking area at South Manhattan Avenue and Pottawatomie Avenue will be closed during this period.

Work on the levee system is proceeding according to schedule, with substantial work already begun on earthwork, utility relocations, and relief well installation.
