Flint Hills Home Show scheduled this month in Manhattan

SALINA — Mark your calendars! One of the larger spring farm shows in the Midwest is coming to Salina in March.

The 58th annual Mid America Farm Expo is scheduled for March 22-24, the Salina Chamber of Commerce announced this morning. Hours will be 9 a.m.-5 p.m. March 22-23 and 9 a.m.-2 p.m. March 24.

The expo, which draws more than 5,000 attendees over three days, will be headquartered at Tony's Pizza Events Center (TPEC), 800 The Midway, with displays also across the street in the Saline County Livestock &amp; Expo Center's Ag Hall, and outdoors in front of Ag Hall and in the TPEC west parking lot.

The latest in farm technology, equipment, and supplies will be on display in approximately 250 exhibits, including some expo exhibit favorites as well as several new exhibits, the chamber noted.

The expo also will feature a variety of seminars by agriculture leaders, including the following.

RILEY COUNTY—Law enforcement authorities are investigating an alleged violent altercation involving a deadly weapon.

Just after 1p.m. Sunday, officers filed a report for aggravated assault in the 800 block of Colorado St. in Manhattan, according to the Riley County Police Department activity report.

A 20-year-old man and a 29-year-old man reported a 37-year-old man threatened them with a machete. This incident remains under investigation.

Just after 10a.m. Monday, officers observed Jones while on patrol in the 1000 Block of Yuma Street and found he had an active warrant for probation violation. Jones rode his bicycle away from officers several times while he was informed he was under arrest.&nbsp;

Police eventually booked him on a Riley County District Court warrant for probation violation, and interference with LEO. 

He remains confined in the Riley County Jail with a total bond of $30,000.

NO BURNING: Riley County issues burn ban

RILEY COUNTY —Law enforcement authorities are investigating a suspect in connection with an alleged violent crime.

On February 18, officers filed a report for aggravated battery, aggravated assault, battery, and aggravated kidnapping in the 700 block of Allison Ave. in Manhattan, according to the Riley County Police Department activity report.

A 31-year-old man and 35-year-old man reported a 29-year-old woman threatened them with a shotgun and hit the 35-year-old man with the end of the gun, and a 27-year-old man held the two men in an apartment against their will. 

Police arrested Cecilia Gonzalez, 29, of Manhattan on requested charges of aggravated assault and aggravated battery. She remains confined in the Riley County Jail with a total bond of $20,000.&nbsp;

MANHATTAN – For some taxpayers, income tax season is a time to look forward to an anticipated windfall. For others, it’s the sign of a big bill coming due.&nbsp;

But whether you are expecting a refund from the IRS or will owe money, Kansas State University family resource management specialist Elizabeth Kiss says you should have a plan well ahead of this year’s April 18 filing deadline.&nbsp;

“If you’re getting a tax refund, there are a couple things to think about,” Kiss said “One is what to do with the money, in which case you can think of that as windfall income. But the other thing to think about is that if you’re getting a refund, that’s essentially a loan that you’ve given to the government to use until you get it back.”&nbsp;

Kiss said consumers should plan for how to use the extra boost of cash, which may include paying off outstanding debt, catching up on bills, or boosting savings accounts. But she also said it’s okay to think about having a little fun.&nbsp;

As an example, she suggests portioning the money between several goals.&nbsp;

“Let’s say you’re getting $1,000 back. If you put 30% toward paying outstanding debt or bills, that’s $300. And if you put 40% toward your needs and wants – having some fun – that’s another $400. And then you can put 30% to establish or build up your savings, that would be $300.”&nbsp;

Kiss adds: “I’m a big proponent of thinking about your plan once you’ve filed your taxes and you know how much you’re going to get back. While it’s great to have it come back by direct deposit to a savings or checking account, having a plan is even more important. Otherwise, it can just get frittered away if you don’t have a plan for it.”&nbsp;

Kiss said taxpayers who receive a large refund may want to re-think their income withholding options. Rather than letting the government keep your money for most of the year, consider keeping a little more of that money to yourself on each paycheck.&nbsp;

“That way, you’ll have a little more on which to live on a regular basis,” she said. “If you have the money upfront, you can plan for how to use it. Even if you’re saving it, you may not be saving the same 30% of a lump sum all at once, but you may be saving smaller amounts on a regular basis, which in the end you are saving the same amount over 12 months…and taking advantage of the time value of money in the form of interest.”&nbsp;

For those who anticipate owing money to the IRS, Kiss suggests completing your return early.&nbsp;

“The earlier that you can know how much you actually owe, the sooner you can figure out what your situation is,” she said. “Then, you can make plans for paying back that money. You don’t need to file or pay the money until the deadline, so you will have some time to plan ahead.”&nbsp;

Kiss said the IRS offers payment plans for those who can’t pay their tax debt right away. The web address for more information is irs.gov/payments. This year’s deadline is April 18 because of the weekend and the District of Columbia’s Emancipation Day holiday, which falls on April 17.&nbsp;

Also, free tax help is available across Kansas and the U.S. through the Volunteer Income Tax Assistance program. From the IRS website, search for free tax help and enter your zip code to find free help in your area.&nbsp;

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said a tax credit in the Inflation Reduction Act of 2022, which will reward ethanol producers per gallon based on how much they reduce CO2 emissions could fundamentally change the industry.

"That's going to call for significant reductions in CO2, a 40% reduction, as a matter of fact, between now and 2030," Goss said. "That's going to effect the ethanol industry, if it is enforced. If that's enforced, the industry's got to cut back on a lot of that."

The latest survey of rural bankers from Goss asked them how important ethanol is to their local economy.&nbsp;

He also asked them what they thought would have to be done to get farmers to embrace CO2 sequestration.

"The EPA is going to be a lot tougher on ethanol," Goss said. "You have to wonder, where is ethanol going to get its backers? You've got a lot of Senators and Congressional representatives in this part of the country standing up for ethanol, but anything the Wall Street Journal and the New York Times and the L.A. Times agree on, which is, they don't like ethanol, that's a problem."

It also may be less politically punitive for Democrats to turn against ethanol, at least those with Presidential aspirations, now that the&nbsp;Democratic National Committee voted to officially strip the Iowa caucuses of their "first in the nation" status. 

Iowa Democrats are still fighting to keep their spot in the order, but with President Biden expected to seek reelection, the point may be effectively moot, at least until 2028, and if Biden wins again, the changes may have already been made by then.

University’s trials were hindered by drought, other weather events across the state

MANHATTAN – Each year, Kansas State University tests the performance of the major crops grown in the state to provide unbiased, agronomic information to producers, extensional workers and seed industry personnel.&nbsp;

In 2022, Mother Nature had her own plans.&nbsp;

The university’s 2022 tests for four major crops – corn, sorghum, soybeans and sunflowers -- were hindered by drought across most of the state. And when dry conditions weren’t the nemesis, untimely weather events – such as hail that wiped out all but one of the sunflower trials – played a part, too.&nbsp;

“It was a rough year for our crop trials,” said Jane Lingenfelser, a K-State assistant agronomist who manages the&nbsp;<a href="https://www.agronomy.k-state.edu/outreach-and-services/crop-performance-tests/" target="_blank">university’s crop performance</a>&nbsp;tests each year. “2022 was categorized as the worst weather year that Kansas has seen in nearly a decade, and the western half of the state was the hardest hit.&nbsp;

“This was the driest growing season in Garden City in about 130 years of record keeping, according to the&nbsp;<a href="https://mesonet.k-state.edu/" target="_blank">Kansas Mesonet,</a>&nbsp;with less than five inches of precipitation recorded by the end of September. In other areas of the state, the period of June through August was the driest on record for southeast Kansas, and the second driest for southcentral Kansas.”&nbsp;

In addition to drought, temperatures routinely hovered around 90 degrees Fahrenheit or higher. Dodge City and Wichita recorded the fourth warmest year on record; Ashland recorded 112 days of 90-degree-plus temperatures, and 43 that topped 100.&nbsp;

In eastern Kansas, Lingenfelser said many areas went from being drought-free, to severe drought over a three-month period.&nbsp;

“There is no part of Kansas that was affected by drought and heat this past year,” she said. “Even our irrigated fields weren’t immune to the effects of drought stress, particularly with numerous days over 100 degrees, and even though there have been tremendous advancements to drought response in commercial hybrids and varieties.”&nbsp;

“But at the end of the day, these (crops) are living organisms that require a base level of inputs in order to survive, and that 4.8 inches of precipitation in Garden City was not (a base level). So, as a result, numerous testing locations failed in 2022 and are not part of this year’s reports on crop performance.”&nbsp;

Detailed results of the&nbsp;<a href="https://www.agronomy.k-state.edu/outreach-and-services/crop-performance-tests/" target="_blank">2022 Kansas Crop Performance Tests are available online for each major crop grown</a>&nbsp;in the state – including yields and top performing varieties by region. K-State releases reports from '22 Kan. crop performance tests

K-State horticulture expert gets you ready for planting this year’s crop

MANHATTAN –&nbsp;It’s still nearly three months before Kansas gardeners begin to put tomato plants into the ground. Kansas State University horticulture expert Ward Upham says that’s an opportunity for gardeners to set themselves up for a bountiful season.&nbsp;

“Most of the varieties available to home gardeners are either indeterminate or semi-determinate,” Upham said.&nbsp;

Indeterminate plants are traditional tomatoes that never stop growing. They are capable of producing fruit throughout the season unless disease stops production or frost kills the plant.&nbsp;

Semi-determinate plants are more compact, but also are capable of producing fruit throughout the season. Another classification is known as determinate, or those varieties that produce one large crop but then virtually nothing afterwards.&nbsp;

“Gardeners with limited space will likely prefer indeterminate or semi-determinate types to stretch out the harvest season,” Upham said. “If there is space, you may want to grow a combination of all three, with the determinates used to produce a large harvest for canning or tomato juice, and the remainder for fresh eating.”&nbsp;

In Kansas, tomatoes are generally planted in early- to mid-May, or when daytime temperatures are above 70 degrees Fahrenheit and the state has passed the frost-free date. In some areas, such as the northwest part of the state, conditions might not be right for planting tomatoes until the middle of May or a bit later, according to Upham.&nbsp;

Even though indeterminate and semi-determinate varieties produce fruit throughout the season, “our hot Kansas summers often cause a dry spell in production in both types,” Upham said.&nbsp;

Tomatoes are less likely to set fruit when night temperatures remain above 75 F and day temperatures are above 95 F. Hot, dry winds make the situation worse, Upham said.&nbsp;

Each year,&nbsp;<a href="https://hnr.k-state.edu/extension/master-gardeners/" target="_blank">Kansas Master Gardeners</a>&nbsp;plant and rate a number of tomato varieties. Upham noted that a subsequent trial is conducted by a colleague with the University of Missouri extension service.&nbsp;

Results of trials conducted by Kansas’ Master Gardeners vary by county. Interested persons are encouraged to&nbsp;<a href="http://www.ksre.k-state.edu/about/stateandareamaps.html" target="_blank">contact their local extension office</a>&nbsp;for more information on varieties that perform well in their area.&nbsp;

Upham said the University of Missouri trials also give valuable information on varieties that perform well in this region. The data from Missouri’s extension service showed that the top 10 varieties (based on pounds of fruit harvested per plant) are:&nbsp;

It’s February: Are you thinking about tomatoes yet?

Social media is great at promoting falsehoods. Even with deer season wrapping up around central Kansas in mid-January, Cheyenne Bottoms Wildlife Manager Jason Wagner said certain rules still apply. That's not always what he sees in conversations on social media. 

"What a lot of people are saying, they're going on Walk-In Hunting and collecting shed antlers," he said. "That is not allowed on Walk-In Hunting. Walk-In Hunting is for the sole purpose of actively hunting."

The Walk-In Hunting Access program began in 1995 to increase the hunting experience by giving hunters access to certain private lands. But that land is still private and specifically used for active hunting, not collecting antlers, morel mushrooms, or even fishing. Permission from the landowners is still required for all non-Walk-In Hunting activities.

Another misconception pertains to treestands used during deer season. Regulation says all treestands must be removed within 14 days of the final day of deer season. The rule helps ensure all hunters have access to a given spot each year, and it's also a safety issue as squirrels or other animals may chew through the straps. Fallen stands are often left for someone else to pick up. Wagner emphasized this regulation applies to all stands, even with game besides deer still in season.

"The regulation says all treestands," he said. "It doesn't say all deer stands, it says treestands must be removed within 14 days of the close of deer season." 

With the 14 days now passed, Wagner encourages hunters who wish to keep their property to remove their treestands. Those found or reported will be removed or destroyed by KWDP staff.

UPDATE 5:41 p.m. Friday, February 17, 2023: According to RCPD, Manhattan High School(MHS) West Campus was cleared around 4:40 pm. on Friday, after graffiti found on a toilet paper dispenser in a school bathroom, was shared on Snapchat, causing school administration to put the building in lockdown.

RCPD School Resource Officer and the MHS principal were made aware of the message being sent on social media around 2:00 p.m. Multiple officers responded to investigate the situation, while school officials initiated the building's lockdown procedures.

Officers quickly determined the message was not credible and no students were in danger. A decision was then made to evacuate the building room by room with officers escorting each group, to ensure safety of all students and staff.

The origin of the message is still being investigated.&nbsp;

RCPD&nbsp;would like to thank USD 383 for their continued assistance and cooperation in keeping our children safe.

RCPD will continue to respond to any threats at any of our schools as the safety of our community’s children is and will remain a top priority.

The message was then spread through social media, RCPD says they do not believe there is a credible threat.

The school was placed on lockdown by school administrators while RCPD officers continue to investigate the situation.

MANHATTAN - USD 383 posted to social media that Manhattan High School is currently on a lockdown following a threat made on social media.

Riley County Police Department officers are on scene.

District officials are asking families and public to stay away from the school at this time.

USD 383 will release more information as it becomes available.

With warmer temperatures and strong wind on the way, the National Weather Service in Topeka is warning of elevated fire risk this weekend.

The high temperature Saturday is expected to be in the low-50s, with sustained winds of 20 to 25 mph through the evening. Winds are expected to gust up to 40 mph, leading to a high risk of fire.

The high Sunday is expected to be in the mid-50s, with calmer winds of 10 to 15 mph. On Monday and Tuesday, the projected high temperature is near 60.

A chance of rain returns Tuesday and Wednesday, with a 20 percent to 30 percent chance of precipitation.

Warm, windy weekend heightens risk of wildfires in Flint Hills

RILEY COUNTY —Law enforcement are investigating an alleged rape at Kansas State University.

Just after 3p.m. Thursday, 18-year-old Elgin Bennett of Fayetteville, Georgia turned himself into police for his Riley County District Court warrant for rape and aggravated sexual battery, according to the Riley County Police Department activity report.

The original incident is a Kansas State University Police Department case, according to the RCPD.&nbsp; Bennett was issued a total bond of $10,000 and is no longer in custody.
