FORD COUNTY— The first case of coronavirus has been confirmed in western Kansas.

According to a media release from the Ford County Health Department, a patient over the age of 60 is being treated in the county.

The patient traveled into Ford County and their family is now under quarantine, according to the release.

Ford County has remained fully staffed related to the mitigation and tracking of the virus. Authorities released no additional details on the patient or where the&nbsp; patient is being treated.

KANSAS CITY (AP) — A clinical lab in Missouri says it has developed a test for the novel coronavirus that is more than 99% accurate.

KCUR reports that Viracor Eurofins in Lee's Summit claims it is capable of performing more than 1,000 tests per day and returning results the same day.

Officials say the test would allow for expanding testing to patients who don't currently meet the eligibility criteria for public laboratory testing established by the Centers for Disease Control and Prevention.

Company Vice President Steve Kleiboecker said the test is performed with chemicals and reagents — compounds used to detect other substances. That allows it to be performed quickly.

The test has yet to be approved by the Food and Drug Administration but the company is certified by the Clinical Laboratory Improvement Amendments, which sets standards for clinical lab testing. The certification allows the lab to proceed with tests and then send data to the FDA for review.

The Missouri Department of Health and Senior Services has allowed testing to begin. State of Kansas health officials said they welcomed the additional testing capabilities.

Kansasworks makes changes at centers, cancels job fairs

TOPEKA, Kan. (AP) — Kansas on Monday banned public gatherings of 50 or more people for the next two months, but officials in the Kansas City area imposed a stricter rule and ordered some businesses to close over the next two weeks in hopes of limiting the spread of the virus that causes COVID-19.

Kansas Gov. Laura Kelly also blocked utilities in her state from cutting off services until mid-April and warned that the coronavirus pandemic may force additional statewide restrictions.

Kelly stopped short of ordering bars, restaurants, gyms or other businesses to close, as governors in other states have. Her executive orders also came the same day that President Donald Trump's administration said people should avoid gathering in groups of more than 10 over the next 15 days.

Officials in the Kansas City area immediately took the new guidance from Trump's administration to heart. In Kansas City and Jackson County, Missouri&nbsp;and Johnson and Wyandotte County, Kansas, they ordered the closing of restaurants, bars, taverns, clubs and movie theaters from Tuesday through April 1, with the exception of drive-through, pickup and delivery services. They also banned public gatherings of more than 10 people, although they exempted government, religious and private business activities.

“I don't think that we are finished putting in place strategies to deal with the fallout from the coronavirus," Kelly said during a Statehouse news conference.

Kelly and Kansas' education commissioner recommended that schools remain closed this week, and state universities have started moving to online classes. The Kansas Supreme Court canceled oral arguments on cases it had scheduled for later this month.

Kansas has seen one COVID-19-related death, of a man in his 70s who was a resident of a Kansas City, Kansas, nursing home. Public health officials have confirmed 11 cases so far, and all but two of them have been in the state's portion of the Kansas City area.

For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough, and the vast majority recover. But for some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.

The Legislature is pursuing measures to give public schools more flexibility to cancel in-person classes and to allow courts to extend deadlines for trials and filing lawsuits if they are forced to close.

State officials also announced new guidelines calling for nursing homes, to restrict visitors and cancel group activities and dining. The ban on utility disconnections runs through April 15 and includes electricity, water, natural gas and telecommunications companies.

Kelly's order on public gatherings is in line with guidance issued Sunday night by the federal Centers for Disease Control and Prevention. But on Monday, Trump announced the stricter guidelines for the short-term.

“The smaller, the safer. I think we just need to follow that," said Dr. Steve Stites, chief medical officer for the University of Kansas Health System. “Don't wait on the government to tell you to do it.”

Kansas City restaurants, bars, theaters close until April 1 

WASHINGTON —The United States implemented dramatic new restrictions on Americans going out in public and 7 million people in the San Francisco area were put on a near-total lockdown to control the coronavirus emergency that has walloped the global economy.

Not everyone was adhering to the clampdowns, however.

On the same day that the Trump administration called on Americans to not gather in groups of more than 10 people and urged older people to stay home, Arizona, Florida and Illinois went ahead with plans to hold presidential primaries Tuesday. Ohio called off its primary just hours before polls were to open.

Beaches on Florida’s Gulf coast near Tampa stayed open, including one that was was flooded with spring breakers. Gov. Ron Desantis said he would leave it up to communities whether to restrict access to beaches.

“It’s not probably advisable to have spring break gatherings” but that people in small groups at the beach is probably OK, he said. “I think the communities can work that out.”

Texas Gov. Greg Abbott, a Republican, praised the federal government’s response as he took only limited action amid the outbreak. Unlike other governors of heavily populated states, Abbott has not made explicit calls for limiting mass gatherings.

“This is not a time to panic,” he said. “It’s not as if we have never been through this before. We’ve been through this many, many times.”

The comments came on the same day that the number of infections in the U.S. climbed to nearly 4,500, with at least 81 deaths, two-thirds of them in hard-hit Washington state. Worldwide, more than 7,100 have died.

With the U.S. economy shuddering to a near-halt, the Dow Jones Industrial Average plummeted nearly 3,000 points, or 13%, its biggest one-day percentage loss since the Black Monday crash of 1987.

The rapid work stoppage had Americans fretting about their jobs and their savings, threatened to overwhelm unemployment benefit programs, and heightened fears the country could plunge into a recession.

The decision to move ahead with primaries ran counter to stern new guidelines put in place by the Trump administration.

Over the next half month, Americans should not gather in groups of more than 10 people, schooling should be at home and discretionary travel and social visits should be avoided.

The president for the first time acknowledged that the pandemic may send the economy into a recession and suggested that the nation may be dealing with the virus until “July or August.”

Elections officials in Arizona, Florida and Illinois said they were taking precautions to make sure voters could safely cast their ballots, despite widening calls for people to avoid going in public. A handful of other states already postponed their elections.

Growing public unease over the coronavirus spread was causing disruptions to polling places in some states before they even opened.

In Pasco County, Florida, the number of poll workers dropping out surged from 20 last week to more than 150 by Monday after a case of coronavirus was confirmed in the county.

“It’s a skeleton crew at a lot of locations,” said Okaloosa County Supervisor of Elections Paul Lux. “We are at the honest end of the rope in terms of who I can grab and who I can get trained and get deployed.”

In Illinois, counties were moving polling places out of nursing homes, offering ballot drop-off options for jittery voters and scrambling to find replacements for poll workers canceling at the last minute.

Chicago elections officials worked late Monday to find replacements for 168 polling sites.

And the city elections commission was begging healthy people to volunteer to work at the polls amid a “tsumani” of cancellations.

“Please, please heed our call and volunteer,” said Marisel Hernandez, the commission’s chair. “Help us.”

Meanwhile, millions of Americans were holed up at home, with many thrown out of work until further notice as the list of businesses forced to close across the U.S. extended to restaurants, bars, gyms and casinos.

Officials in six San Francisco Bay Area counties issued a “shelter in place” order affecting nearly 7 million people, requiring most residents to stay inside and venture out only for food, medicine or exercise for three weeks — the most drastic measure taken yet in the U.S. to curb the spread of the virus.

“I know today’s order is a radical step. It has to be. We need to act now, all of us,” said Dr. Grant Colfax, director of the San Francisco Health Department.

Health officials, politicians and business leaders are talking about “social distancing” and “flattening the curve,” or encouraging people to avoid others to slow the spread of the virus and keep U.S. hospitals from being overwhelmed with a sudden deluge of patients.

Most people who come down with the disease have relatively mild symptoms, but it can be deadly for some, especially the elderly and those with underlying health problems. Most people infected with the virus recover in a matter of weeks.

The shutdowns touched every corner of the country: blackjack dealers in Las Vegas, theme park workers in Orlando, Florida, restaurant and bar employees nationwide, and winery workers in California. At least eight states called on all bars and restaurants to close at least part of the day.

The economy appears to be decelerating at a much faster pace than during the 2008 financial meltdown.

Government issues historic restrictions amid virus outbreak

LENEXA - The U.S. Environmental Protection Agency (EPA) is releasing an expanded list of EPA-registered disinfectant products that have qualified for use against SARS-CoV-2, the novel coronavirus that
causes COVID-19. 

The list contains nearly 200 additional products—including 40 new products that went through the agency’s expedited review process. 

The agency also made key enhancements to the web-based list to improve its usefulness.

“During this pandemic, it’s important that people can easily find the information they’re looking for when choosing and using a surface disinfectant,”&nbsp;said EPA Administrator Andrew Wheeler.&nbsp;

“With this expanded
list, EPA is making sure Americans have greater access to as many effective and approved surface disinfectant products as possible and that they have the information at their fingertips to use them effectively.”

While disinfectant products on this list have not been tested specifically against SARS-CoV-2, the cause of COVID-19, they are expected to be effective against SARS-CoV-2 because they have been tested and proven effective
on either a harder-to-kill virus or against another human coronavirus similar to SARS-CoV-2.

The product list has also been updated to include the product’s active ingredient and the amount of time the surface should remain wet to be effective against the given pathogen.

To make the list more consumer friendly, information in the table is now sortable, searchable and printable, and can be easily viewed on a mobile device.

These additions make it easier for consumers to find surface disinfectants and instructions for using them effectively against SARS-CoV-2.

EPA expands COVID-19 disinfectant list

SEATTLE (AP) — U.S. researchers gave the first shots in a first test of an experimental coronavirus vaccine Monday, leading off a worldwide hunt for protection even as the pandemic surges.

With careful jabs in the arms of four healthy volunteers, scientists at the Kaiser Permanente Washington Research Institute in Seattle began an anxiously awaited first-stage study of a potential COVID-19 vaccine developed in record time after the new virus exploded out of China and fanned out across the globe.

The Associated Press observed as the study’s first participant, an operations manager at a small tech company, received the injection in an exam room.

“We all feel so helpless. This is an amazing opportunity for me to do something,” Jennifer Haller, 43, of Seattle said before getting vaccinated. Her two teenagers “think it's cool” that she's taking part in the study.

After the injection, she left the exam room with a big smile: “I'm feeling great."

Three others were next in line for a test that will ultimately give 45 volunteers two doses, a month apart.

Neal Browning, 46, of Bothell, Washington, is a Microsoft network engineer who says his young daughters are proud he volunteered.

“Every parent wants their children to look up to them,” he said. But he’s told them not to brag to their friends. “It’s other people, too. It’s not just Dad out there.”

Monday’s milestone marked just the beginning of a series of studies in people needed to prove whether the shots are safe and could work. Even if the research goes well, a vaccine would not be available for widespread use for 12 to 18 months, said Dr. Anthony Fauci of the U.S. National Institutes of Health.

Still, finding a vaccine “is an urgent public health priority,” Fauci said in a statement Monday. The new study “is an important first step toward achieving that goal.”

This vaccine candidate, code-named mRNA-1273, was developed by the NIH and Massachusetts-based biotechnology company Moderna Inc. There’s no chance participants could get infected because the shots do not contain the coronavirus itself.

It’s not the only potential vaccine in the pipeline. Dozens of research groups around the world are racing to create a vaccine against COVID-19. Another candidate, made by Inovio Pharmaceuticals, is expected to begin its own safety study next month in the U.S., China and South Korea.

“We don’t know whether this vaccine will induce an immune response or whether it will be safe. That’s why we’re doing a trial,” Jackson stressed. “It’s not at the stage where it would be possible or prudent to give it to the general population.”

Most of the vaccine research under way globally targets a protein aptly named “spike” that studs the surface of the new coronavirus and lets it invade human cells. Block that protein and people cannot get infected.

Researchers at the NIH copied the section of the virus’ genetic code that contains the instructions for cells to create the spike protein. Moderna encased that “messenger RNA” into a vaccine.

The idea: The body will become a mini-factory, producing some harmless spike protein. When the immune system spots the foreign protein, it will make antibodies to attack — and be primed to react quickly if the person later encounters the real virus.

That’s a much faster way of producing a vaccine than the traditional approach of growing virus in the lab and preparing shots from either killed or weakened versions of it.

But because vaccines are given to millions of healthy people, it takes time to test them in large enough numbers to spot an uncommon side effect, cautioned Dr. Nelson Michael of the Walter Reed Army Institute of Research, which is developing a different vaccine candidate.

“The science can go very quickly but, first, do no harm, right?” he told reporters last week.

The Seattle research institute is part of a government network that tests all kinds of vaccines and was chosen for the coronavirus vaccine study before COVID-19 began spreading widely in Washington state.

Fort Riley will make adjustments to installation access procedures and on-post venues due to concerns about the corona virus. Major General John Kolasheski issued a statement saying that includes limiting large gatherings, canceling some events, conducting multiple iterations of others, maximizing virtual events such as town halls and temporarily closing select MWR facilities including fitness centers.&nbsp;

Kolasheski said units are staffing "cleaning teams" to inspect and clean common areas. Mandatory hand washing stations will be established in high traffic areas such as child development centers, commissary, PX, dining facilities and select administration buildings.

Kolasheski said there are measures each person can take to minimize any potential spread of the virus locally. These include frequent hand washing, avoiding close contact ( within 6 feet , not shaking hands, covering coughs and sneezes, cleaning frequently touched objects and surfaces, staying home when feeling ill, and avoiding touching your eyes, nose, and / or mouth.

The Flint Hills Breadbasket will continue normal food distribution operations for Manhattan residents during the ongoing coronavirus situation. Breadbasket officials confirmed that status Monday morning. They will be open to clients during normal business hours of 9 a.m. to 11:30 a.m.

They can also accept donations of food staples or funds for items including meat, eggs and milk.

The only other time the 85-year-old court building was closed for arguments was in October 2001, when anthrax was detected in the court mailroom. That led the justices to hold arguments in the federal courthouse about a half mile from the Supreme Court,

Supreme Court postpones arguments because of virus outbreak

WASHINGTON (AP) — President Donald Trump on Sunday called on Americans to cease hoarding groceries and other supplies, while one of the nation’s most senior public health officials called on the nation to act with more urgency to safeguard their health as the coronavirus outbreak continued to spread across the United States. Dr. Anthony Fauci says he would like to see aggressive measures such as a 14-day national shutdown.

Trump assured Americans, after speaking with leading grocery chain executives, that grocers would remain open and that the supply chain remained healthy. Vice President Mike Pence urged Americans to only buy the groceries they need for the week ahead.

“You don’t have to buy so much,” Trump said at a news conference. “Take it easy. Just relax.”

The comments from the president after the government’s top infectious disease expert said he would like to see aggressive measures such as a 14-day national shutdown that would require Americans to hunker down even more to help slow the spread of the&nbsp;<a href="https://apnews.com/VirusOutbreak">coronavirus</a>.

Still,&nbsp;<a href="https://apnews.com/e9d289a802222800a6eeb56e6be28333">Dr. Anthony Fauci</a>&nbsp;said travel restrictions within the United States, such as to and from hard-hit Washington state and California, probably will not be needed anytime soon.

The push by one of the nation’s foremost public health experts for Americans to act with greater urgency came as officials in Washington began preparing for what is expected to be a long-haul effort to try to stem the virus that has upended life around the globe.

At the White House, Trump tuned in to an online evangelical church service on what he designated as a national day of prayer and held a conference call with grocery and supply chain executives on how to keep food and other necessary supplies flowing to Americans.

New protocols were on the way to protect the president and his staff. Starting Monday, those who enter the White House complex will have their temperatures taken, according to a person familiar with the matter who spoke on condition of anonymity to discuss protocols not yet announced. This would expand on screenings that began Saturday for those in close proximity to the president and vice president.

House Speaker Nancy Pelosi, D-Calif., said Congress had started work on a new aid package after the one just approved by the House early Saturday, which provided direct relief to Americans suffering physically, financially and emotionally from the coronavirus pandemic. It included sick pay and other resources and was pending in Senate.

“We have already begun work to develop a third emergency response package,” Pelosi wrote in a letter to colleagues.

With the U.S. Capitol among the many iconic landmarks closed to tours, Pelosi also urged lawmakers to have most of their Washington staff telework from home, as health officials urge social distancing. House lawmakers are away on weeklong recess and many have already curtailed office visits at their local offices, as well.

Fauci, the public face of the administration’s messaging during a round of morning TV interviews, said the country should do as much as “we possibly could,” even if officials were criticized for overreacting. He said he raised the issue of measures such as a shutdown with the Trump administration, and said officials were open to his ideas.

“I think Americans should be prepared that they are going to have to hunker down significantly more than we as a country are doing,” said Fauci, a member of the White House task force on combating the spread of coronavirus. He heads the National Institute of Allergy and Infectious Diseases at the National Institutes of Health.

Treasury Secretary Steven Mnuchin said he will ask Congress to reinstate powers that were used during the 2008 financial crisis to support the economy as the coronavirus threatens to significantly slow U.S. business activity in the weeks ahead.

Fauci said the elderly and those with underlying medical conditions should already be hunkering down, but other Americans, too, should consider further restricting their outside activity, including teleworking if possible, avoiding travel and skipping meals in restaurants.

“Everything is on the table,” he said. “Right now, myself personally, I wouldn’t go to a restaurant. I just wouldn’t because I don’t want to be in a crowded place. ... I don’t want to be in a situation where I’m going to be all of a sudden self-isolating for 14 days.” The virus has an incubation period of anywhere from two days to 14 days before symptoms emerge.

Trump in recent days has imposed sweeping travel restrictions for much of Europe. On Saturday, he added the United Kingdom and Ireland to a list of countries that would face travel restrictions over the next 30 days. The State Department on Sunday said it would allow U.S. personnel to leave their diplomatic or consular posts worldwide if they or family members were medically determined to be at a higher risk of falling very ill if exposed to the virus.

Trump also has pledged broadened U.S. testing for the virus as major employers such as Apple Inc. have sent workers home to telework and several states and big cities, including Los Angeles and Boston, shuttered down schools for a week or more.

Positive tests hit close to Congress and the National Institutes of Health.

On Sunday, Democratic Rep. Adam Schiff, chairman of the House Intelligence Committee, said a former staff member tested positive for COVID-19. That staffer, Daniel Goldman, the attorney who led Democratic questioning during the House impeachment hearings, had left the office 10 days ago and he’s believed to have contracted the virus after his departure.

“We will still be taking additional precautions over the next few days,” Schiff said. “The former staffer is feeling better and no current staff have reported any flu-like symptoms at this time.”

NIH reported Sunday that one of its staff working in its division on arthritis and musculoskeletal and skin diseases had tested positive for COVID-19, its first case. NIH said the person was not involved in patient care and was now quarantined at home and “doing well.”

Trump has suggested that restrictions on travel within the U.S. to areas hit hard by the coronavirus pandemic could be next. But Fauci on Sunday played down that or having major national lockdowns on the level now seen in European countries such as Italy and Spain.

“We feel that with rather stringent mitigation and containment, without necessarily complete lockdown, we would be able to prevent ourselves from getting to where, unfortunately, Italy is now,” Fauci said.

“With regard to domestic travel bans, we always talk about it, consider everything. But I can tell you that has not been seriously considered, doing travel bans in the country. ... I don’t see that right now or in the immediate future.”

More than the crisis was on Trump’s mind. He tweeted that he was considering a full pardon for Michael Flynn, his disgraced former national security adviser, and he directed barbs at a familiar target, Senate Democratic leader Chuck Schumer of New York.

White House economic adviser Larry Kudlow expressed confidence that supply lines such as food for stores will be largely unaffected by the virus outbreak.

“I’ve read about some situations where this is a difficulty, but most of our supply lines are working pretty well in the domestic United States,” he said. “I mean, there’s a huge economic challenge here. Do not get me wrong, a huge economic challenge. On the other hand, most of America is still working. ... Factories are not shutting down across the country, at least not yet.”

Trump said he tuned in to services being streamed from the Free Chapel, an evangelical Gainseville, Georgia, church that like many congregations around the country was holding services without churchgoers in the pews.

Fauci spoke on NBC’s “Meet the Press,” CNN’s “State of the Union,” ABC’s “This Week,” “Fox News Sunday,” and CBS’ “Face the Nation.” Kudlow appeared on CBS.

Many states have built up sizable stockpiles in their “rainy day” funds during several robust years of tax collections. Some governors and state lawmakers now are tapping into those savings for emergency expenses. Others are looking to set aside even more in reserve, fearing the economic uncertainties stemming from the coronavirus could send tax revenues into a tailspin.

“Forget the closure on Broadway — the loss of revenue to the state government, right now, is incalculable,” said New York Gov. Andrew Cuomo, a Democrat.

He pulled the curtain on Broadway theaters this past week while banning gatherings of 500 or more people.

Many governors also have declared emergencies, giving themselves greater flexibility to spend money and waive regulations as needed.

“All the resources we can have on hand — to make sure if things get worse — we want,” said Missouri Gov. Mike Parson, a Republican, while announcing a state of emergency just hours after the president did so.

For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia.

State and local public health agencies have been on the front lines of the response, monitoring and testing those suspected of having the virus that causes the COVID-19 disease. Costs are mounting for staff time and medical supplies.

But states also are bracing for a potential ripple effect on their revenues. The cancellation of major sporting and entertainment events could mean less tax revenue from tourists and local residents. Directives to work and study at home instead of at offices, schools and colleges could mean less revenue from fuel taxes and public transit fares. And if some employees can't go to work, that could put a damper on state income and withholding taxes while driving up spending for public welfare programs such as unemployment insurance and state Medicaid health care programs.

“It definitely has the potential to have a significant impact on state budgets — both on the spending and revenue side,” said Brian Sigritz, director of state fiscal studies at the National Association of State Budget Officers.

Larry Hogan, a Republican, signed legislation allowing the state to tap up to $50 million from its rainy day fund.The spread of the coronavirus has coincided with crunch time in some state legislatures. Florida lawmakers, for example, extended their 60-day session that was scheduled to end Friday while working on a budget plan that has been complicated by the coronavirus outbreak. Concern about the economy has prompted budget writers to consider adding hundreds of millions of additional dollars to the state's reserves to help offset any potential shortfalls.Some states where legislatures already had wrapped up budgets are now scrambling to account for the coronavirus costs.New Mexico lawmakers adjourned Feb. 20. This past week, Democratic Gov. Michelle Lujan Grisham vetoed about $150 million in infrastructure spending as coronavirus concerns caused world oil prices to plunge.
