Beginning Monday, June 29 the City of Manhattan will launch its new Online Permitting and Licensing Portal, giving residents, contractors, developers, consultants, business owners, and other customers a new way to access many development-related services online.
The new portal is powered by Oracle Permitting & Licensing, or OPAL, and is part of the City’s broader effort to modernize digital services and improve public access. Through one online account, users will be able to submit applications, upload plans and supporting documents, track application status, receive notifications, make online payments, and manage many permit, license, and planning-related transactions in one place.
At launch, approximately 80 permit, license, and planning-related application types and transactions will be available through the portal, including:
- Contractor, trade, and occupational licenses
- Building permits
- Planning, zoning, and development applications
- Environmental, right-of-way, and other community and business permits
Upcoming training opportunities
To help customers prepare for launch, the City will offer several public training opportunities covering account setup, navigation, application submission, document upload, and general portal use.

Anyone who regularly applies for permits, licenses, or development-related approvals with the City is encouraged to attend one of these sessions and get familiar with the new portal.
