RILEY COUNTY—The Riley County Police Department&nbsp;filed a report for theft in the 100 block of Deep Creek Road in Manhattan on Wednesday at approximately 8:42 p.m.

According to the Riley County Police Department activity report, a 40-year-old man reported an unknown suspect stole various construction equipment and tools, including a wheelbarrow, truck toolbox and copper cables/wires. 

The estimated total loss associated with this case is approximately $8,000 to $10,000. Anyone with information, contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you remain anonymous and could qualify you for a cash reward up to $1,000.

DICKINSON COUNTY—One person was injured in an accident just before 2:30p.m. Tuesday in Dickinson County.

The Kansas Highway Patrol reported a 2012 Chevy Impala driven by Jerry Ray May, 88, from Colorado, was exiting Interstate 70 eastbound on the north side of Chapman. The driver&nbsp;failed to yield the right of way at the stop sign.&nbsp; A 2000 Peterbilt semi driven by Collin Wiliam Gfeller, 20, Chapman struck the Chevy on the driver side.

EMS transported May to Wesley Medical Center.&nbsp; A passenger in the Impala and Gfeller were not transported for treatment. Gfeller was not wearing a seat belt, according to the KHP.

Driver airlifted to hospital after car, semi crash

Practice Manager for Manhattan Medical Group, Dr. Alicia Lance has&nbsp; announced that Dr. Richard Lochamy’s Primary Care office has now completed the merger with Manhattan Medical Group, Junction City location. Manhattan Medical Group is led by Dr. Priyantha Ranaweera. The group includes cardiology, wound care, and behavioral health clinics.

Lance said that Manhattan Medical Group Junction City location is open "and will tentatively be there until June of next year. We are currently unsure of where the practice will be located, but rest assured that we will remain located in Junction City."

Dr. Richard Lochamy’s office is beginning to transition patient care to Kelsey Ellis, APRN-C, who will slowly take over his patient panel. She has spent countless hours shadowing Dr. Lochamy to get to know his patients to the best of her ability.

RILEY COUNTY—Law enforcement in Riley County are investigating a suspect on new allegations after an investigation and arrest in Shawnee County.

Just after 11a.m. Monday, police arrested Nichole Morehead, 22, of Ogden in the 1000 block of Seth Child Road on a Riley County District Court warrant for probation violation. 

This arrest stems from original charges of distribution of fentanyl, unlawful use of a telecommunication facility to distribute fentanyl, and theft. Morehead was issued no bond and remains confined in the Riley County Jail at the time of this report.&nbsp; She was arrested in Shawnee County on Friday, according to online jail records and later transferred to Riley County.

EMS transported Trice-Ortega to Via Christi for treatment of his injuries. Holt was issued a citation for failure to yield right of way at a stop sign.

Manhattan, Kan. — Oct. 7, 2025 — Via Christi Hospital in Manhattan, in partnership with CKF Addiction Treatment in Salina, has established a free, readily accessible naloxone distribution box. The box, available 24 hours a day, seven days a week, is located inside the exterior doors leading to the Manhattan hospital’s Emergency Department.

The new resource offers nasal naloxone (Narcan), fentanyl test strips and information on addiction treatment resources. Naloxone is a medication that rapidly reverses the effects of an opioid overdose.

Fentanyl test strips enable a person to check substances for the presence of the powerful synthetic opioid fentanyl. These supplies are available anonymously and free of charge. Kevin Oehme, Director of Pharmacy at Via Christi Hospital in Manhattan, said, “Given the increasing number of overdose cases presenting in our emergency department, we identified a clear need for this resource in our community. It is accessible to anyone in the community at all times of day, without the need for an appointment or any questions being asked.”

Harm-reduction policies like legalizing fentanyl test strips and expanding access to naloxone have contributed to a decline in overdose deaths in Kansas over the past two years. Nevertheless, the opioid crisis remains a significant threat. During a five-week period from April 27 to May 31 this year, the Kansas Department of Health and Environment recorded 35 visits to emergency departments where overdose was suspected in Riley County, more than double the typical average.

"When agencies collaborate, patients reap the benefits, and this partnership is a perfect example of that principle in action,” said Michaela Loxterman, LAC, PCCM, Vice President of Medical Integration for CKF Addiction Treatment. “With broader access to naloxone, communities across the state have seen reductions in fatal overdoses. This vending machine is just another tool in that life-saving effort.”

To reduce the risk of death from opioid overdose, the U.S. Food &amp; Drug Administration recommends that these people carry&nbsp;naloxone:

● People who are prescribed opioid pain relievers.

● People who are prescribed medicines to treat opioid use disorder.

● People who are at increased risk of opioid overdose, such as people who also use alcohol or other drugs such as benzodiazepines.

● Caregivers of people who are at risk of an opioid overdose.

GOP House speaker cracks jokes about governor reaching out to Kansans

TOPEKA — Gov. Laura Kelly plans to embark on an eight-city tour during October and November to explore with Kansans their state budget priorities ahead of next year’s legislative session.

Kelly, who is term limited and cannot seek reelection, said on Monday the town halls dedicated to formation of “The People’s Budget” would give folks an opportunity to express where they wanted lawmakers to earmark spending.

“Kansans should know and have a say in where their hard-earned taxpayer dollars are going,” Kelly said. “In the months ahead, it’s critical that we continue down the path of responsible budgeting to ensure Kansas does not return to the days of reckless fiscal mismanagement.”

She said her administration continued to be dedicated to creating and maintaining a financial foundation that could survive economic downturn.

In 2018, Kelly was elected in aftermath of aggressive state income tax cuts signed into law in 2012 and 2013 by Gov. Sam Brownback. The 2017 Legislature, in a bipartisan vote, wiped out much of Brownback’s tax agenda, which had been created as a mechanism to eventually eliminate the state income tax. Instead, the result was deep budget cuts, heavy borrowing and a sales tax hike.

During a special legislative session in 2024, lawmakers approved a&nbsp;<a href="https://kansasreflector.com/2024/06/18/kansas-senate-votes-to-approve-tax-package-negotiated-by-gop-leaders-democratic-governor/">$2 billion, five-year program</a>&nbsp;of state tax reductions.

Kelly had cautioned the Legislature against income tax reductions that jeopardized the state’s financial well-being.

“My administration has been laser-focused on building a strong fiscal foundation for our state,” the governor said.

The first stop on the governor’s tour has been scheduled for 6 p.m. Oct. 9 at Salina South High School. She is to be joined by Adam Proffitt, the state budget director.

House Speaker Dan Hawkins, a Wichita legislator seeking the Republican Party’s nomination in 2026 for state insurance commissioner, offered a tongue-in-cheek response to the governor’s announcement.

“After seven years in office, Governor Kelly has announced she and Secretary Profitt are living out their inner Sonny and Cher and launching a statewide duet tour. I hope in addition to their vocal stylings, they offer real budget solutions,” Hawkins said.

He said the House and Senate appropriately set aside the governor’s budget recommendations during the 2025 legislative session and adopted a package of bills that spent $30 million less than Kelly proposed.

“While the golden oldies tour makes its rounds, you can rest assured that the beat will go on in the Legislature as we keep doing the hard work of rooting out waste and abuse in government spending,” Hawkins said.

In January, the Democratic governor submitted to the Legislature as required a budget that outlined investments in education, health care, infrastructure, public safety and other areas. The Legislature, led by Hawkins and Senate President Ty Masterson, a candidate for governor, built a separate budget plan designed to minimize Kelly’s influence on appropriations.

The governor’s office said the&nbsp;<a href="https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.governor.ks.gov%2FHome%2FComponents%2FNews%2FNews%2F618%2F/1/01010199ba798853-b5cef009-a1f0-446b-a667-d7e04d609c9e-000000/Bg2FrMWR9VDuXOkL_YsIAYRraQQPUeO5dlaMjGAOE1A=425" target="_blank">budget bill passed in April</a>&nbsp;left the state with potential long-term problems. Kelly’s statement said the budget tour was designed to gather feedback on “how to repair the damage caused by the Legislature’s reckless budget.”

Jared Espinoza, 23, of Kansas City, Kan., was arrested on requested charges of flee or attempt to elude, aggravated assault, reckless driving, driving under the influence, interference with a law enforcement officer, driving while suspended and violation of restrictions on driver’s license or permit. Espinoza is being held without bond.&nbsp;&nbsp;

Eggleston Named Superintendent of the Year

Governor Laura Kelly on Friday announced 14 appointments to the Kansas Rural Health Innovation Alliance (KRHIA), a newly created alliance of stakeholders tasked with overseeing the application and implementation of Kansas’ Rural Health Transformation Program (RHTP).&nbsp;

The passage of H.R. 1, which instituted significant funding and coverage cuts to Medicaid and further threatens the viability of rural hospitals, also included the $50 billion for the Rural Health Transformation Program.&nbsp;

“The Kansas Rural Health Innovation Alliance will play an instrumental role in ensuring that Kansas communities receive the maximum support and funding for their rural hospitals and health care facilities that stand to lose so much from federal funding cuts,”&nbsp;Governor Laura Kelly said. “The organizations selected for the alliance have demonstrated an understanding of the challenges rural communities face in accessing health care, and a commitment to solving those challenges. I look forward to working with them as we navigate this important process.”&nbsp;&nbsp;

KRHIA will work with Kansas’ RHTP application development team as it advances through the application process and distribution of RHTP funding. The RHTP application must be submitted by November 5 and then the Centers for Medicare and Medicaid Services will announce the funding awards by December 31.&nbsp;

DICKINSON COUNTY —Law enforcement are investigating a suspect on child sex crime allegations.

On Sunday, deputies with the Dickinson County Sheriff’s Office arrested Matthew Jordan Schaecher, 29, of Herington, Kansas on a warrant for Internet trading in child pornography, aggravated Internet trading in child pornography, and sexual exploitation of a child, according to a media release from the sheriff's office.

The Dickinson County Sheriff’s Office began the investigation after receiving tips from the National Center for Missing and Exploited Children. 

During the investigation, a search warrant was executed at a residence in the 800 Block of W Day Street, Herington, Kansas on Sunday. The Herington Police Department assisted in the execution of the search warrant at the residence. Additional search warrants were executed and the warrant was then issued for his arrest. Schaecher was booked into the Dickinson County Detention Facility.

Kansas students and adults considering college will soon have a special opportunity to apply for free to dozens of institutions across the state.

Kansas Apply Free Days will be held October 6–8, 2025, giving all Kansas residents—regardless of age or income—the chance to apply at no cost to any of the state’s 7 public universities, 19 community colleges, 6 technical colleges, and 21 private institutions that are members of the Kansas Independent College Association.

During these three days, eligible applicants can submit free applications for certificate, associate degree, or bachelor’s degree programs. Graduate or mid-degree program applications are not included.

Students are encouraged to prepare their applications in advance, but they must wait until Monday, October 6 to submit in order to qualify for the waived fees. Only applications submitted between October 6 and 8 will be free. Any sent before or after that window will not be eligible for refunds.

Applicants using the Common Application should contact the admissions office of their chosen schools or review the official Apply Free Days Application Instructions for details.

All Kansas residents applying to undergraduate programs are eligible, including: •&nbsp;&nbsp;First-time freshmen •&nbsp;&nbsp;Transfer students •&nbsp; Returning students •&nbsp;&nbsp;Students seeking a second bachelor’s degree

Kansas apply free days begin today

WABAUNSEE COUNTY&nbsp;– A former correctional officer of the Wabaunsee County Jail was arrested Sunday following an investigation led by the Kansas Bureau of Investigation, according to a media relase.

Jeffery Patrick, 48, was arrested Sunday at approximately 12:00 p.m. after he turned himself in to authorities at the Pottawatomie County Sheriff’s Office. Patrick was arrested for one count of mistreatment of a confined person.

On May 28 of this year, the Wabaunsee County Sheriff’s Office contacted the KBI for assistance with a correctional officer who was reportedly taking money from an inmate for personal use. The KBI conducted an investigation, leading to the arrest warrant being served by the Pottawatomie County Sheriff’s Office.

The alleged incidents occurred between March and May at the Wabaunsee County Jail, where Patrick served as a correctional officer until he was terminated in June.

Following his arrest, Patrick was booked into the Pottawatomie County Jail.

WABAUNSEE COUNTY&nbsp;– A former correctional officer of the Wabaunsee County Jail was arrested Sunday following an investigation led by the Kansas Bureau of Investigation, according to a media relase.Jeffery Patrick, 48, was arrested Sunday at approximately 12:00 p.m. after he turned himself in to authorities at the Pottawatomie County Sheriff’s Office. Patrick was arrested for one count of mistreatment of a confined person.On May 28 of this year, the Wabaunsee County Sheriff’s Office contacted the KBI for assistance with a correctional officer who was reportedly taking money from an inmate for personal use. The KBI conducted an investigation, leading to the arrest warrant being served by the Pottawatomie County Sheriff’s Office.The alleged incidents occurred between March and May at the Wabaunsee County Jail, where Patrick served as a correctional officer until he was terminated in June.Following his arrest, Patrick was booked into the Pottawatomie County Jail.

For a fifth consecutive year the Oktoberfest attracted a big turnout to downtown Junction City. Co-organizer Matt Hoover called it a great event. Feedback was positive from those attending. '"They've loved the variety, The Kids Zone, we had a Family Zone, Escape Room." There was also a popular street dance, live bands and beer. "We've got really great beer vendors."

Beer vendors included Highwind Brewing Company, Manhattan Brewing Company, Aggieville Brewing Company and Riverbank Brewing.&nbsp;

Terry Butler with Junction City Mainstreet said, "Oktoberfest 2025 has been a wonderful event." She also noted,"The community is who put it on, just anybody and everybody."

Ty Glessner with Tyme Out Lounge, served food downtown and said the event brings a lot of people down there. He estimated his business served about 1,000 plates of food during the weekend at the event.

Matt Hoover said Oktoberfest will return for a sixth year in 2026. "We'll be coming back and we'll be even bigger."

Oktoberfest packs downtown Junction City

The City of Manhattan has announced that Candlewood Drive concrete maintenance will begin next week.

This will include Candlewood from Kimball Ave north to Westchester Drive and shifting closures for at least 6-10 weeks (Oct. 6-Dec. 12).

One lane always will be open for north-/southbound traffic. Candlewood Shopping Center still accessible from Kimball.

City maintenance update for Candlewood Drive

Downtown Junction City was a destination for many people Friday evening. The occasion was the fifth annual Oktoberfest.

Activitis ranged from yodeling and Stein Contests to music and, of course, there was craft beer.

Many just enjoyed the mild weather and visiting with friends.

Oktoberfest activities continues Saturday from 10 a.m. until 10 p.m. They'll range from youth dance performances and a car show to Stein Carrying Contests. The Der Manhattan Band will perform from 1-3 pm and The Brass Rewind Band from 5-8 pm. There will be a Dinosaur Exhibit at the C.L. Hoover Opera House at both 2 and 7 p.m.

One year ago attendance for&nbsp; the two-day Oktoberfest was estimated at 20,000.

Johnson Cancer Research Center will host "The Cure Starts With Us" Power Luncheon Oct. 15 in Manhattan at the Holiday Inn at the Campus. Tickets are $25 apiece.

The program will bring together survivors and advocates to enhance cancer patients well-being. The featured speaker will be Nate McClendon on: "More Than Cancer: The Perception of Self."
