
(MANHATTAN, KS – March 22, 2021) Manhattan City Manager Ron Fehr announced that Assistant Director of Finance, Rina Neal, has been appointed to serve as the new Finance Director effective immediately. Neal replaces Interim Finance Director, Tammy Galvan, who will remain in her position as Human Resources Director.
During the past year, the City updated titles, positions, job functions, and reporting structures to promote efficiency and effectiveness for the Finance Department. Neal’s many years of experience with the organization will help guide the transition.
“We are excited to have Rina Neal step up as our new Director of Finance” said City Manager Ron Fehr. “As we continue with our internal Organizational Excellence Initiative (OEI), which is focused on making the City a people-oriented organization and a great place to work, Rina will play a key role in bringing this vision into reality. The City’s finance operations are critical for the entire organization as well as the community.”
The Finance Director is responsible for the leadership, management, and general oversight of the Finance Department, including budgeting, accounting, purchasing and property management, accounts payable, revenue collection, treasury management including cash management, debt management, and investments, as well as Customer Service. Neal will be tasked with building the Finance team and continuing to grow the department into new categories of work and job functions, as well as creating a new flow of information and training. In addition, she will work with the organization to improve the budget and audit processes.
Rina Neal joined the City of Manhattan in May 2002 as a Senior Accountant. She has over 18 years of Public Administration experience in the municipal government and non-profit sectors.

Neal is a native of Junction City, KS. She earned her Bachelor’s in Business Administration (Emphasis in Accounting with a minor in Economics) from Kansas State University in May 2002. She also holds a Master’s in Business Administration from Kansas State University (December 2014). Neal is a member of the Government Finance Officers Association and the Kansas Government Finance Officers Association.
Neal is actively involved in the community. She is a school board member for Geary County Schools USD 475 and serves as the treasurer for numerous boards and organizations within the Junction City community.
