The following is a summary of arrests by the Riley County Police Department for October 18, 2021 as of 9 a.m. Individuals are presumed innocent until proven guilty.    

MELISSA BETH HOUSE, 38, WATERVILLE, KS Driving under the influence of drugs/alcohol 1st conv; Possession of hallucinogenic drug; Use/possess w/intent to use drug paraphernalia into human body; Interference with LEO, Conceal/alter/destroy evidence. Bond $4,500 

KYLE BRADLEY COOK, 27, MANHATTAN Driving under the influence of drugs/alcohol; 2nd conviction. Bond $2,000 

TRACEY JEROME TOLIVER, 34, JUNCTION CITY Battery on LEO, Physical contact with county or city officer on duty; Failure to appear x 2. Bond $3,500.

Toliver has a string of convictions dating back to 2010 for lewd and lascivious behavior, aggravated child endangerment, stalking, assault, battery, protection order violations and other charges. Toliver has also accumulated more than two dozen disciplinary actions for fighting, assaults, threats, exposing himself to facility workers, and other violations during his time at Kansas Department of Corrections facilities. He was paroled in April of 2021. In August it was reported that he had absconded from parole and authorities did not know his whereabouts.
