MANHATTAN —Earlier this month, State Representative Tom Phillips of Manhattan announced he will not seek re-election to the Kansas House of Representatives.
Phillips has represented the 67th District since 2012.
His work isn't finished. Governor Laura Kelly called the Legislature back into special session on June 3 to extend the new state of emergency past June 10.
