If the Stay at Home Order is not extended for Kansas after May 3rd, then each county will be able to issue their own orders to fit each local situation.

According to a Riley County Health Department social media release the Riley County Emergency Operations Center Unified Command Staff are working on plans for a gradual step down process to reopen businesses in the area at a rate that suits the data and promotes safety for the community. They have been meeting with officials from Geary and Pottawatomie Counties as well, to balance plans for the entire region.
