The City of Manhattan Community Development Department is beginning the planning process for the 2022 Community Development Block Grant Entitlement Program.
The City desires your input, which is an important part of the development process. Residents can make suggestions in-person or online.
A Public Input Meeting will be held Wednesday evening, November 17, at 5:30 at Manhattan City Hall, 1101 Poyntz Avenue.

Participation in the Entitlement Program requires Manhattan to prepare a Consolidated Plan, which is updated every five years, and an Annual Action Plan that is updated each year of the five-year Consolidated Plan. The current Consolidated Plan covers the years 2020-2024, beginning on July 1, 2020, and ending on June 30, 2025.
Sometime in March or April of 2022, the City will learn its 2022 CDBG allocation.
The City must adopt an Annual Action Plan that is consistent with the approved Five-Year Consolidated Plan. The final Annual Action Plan will be presented to the Public for review and comment in April of 2022.
The plan will specify actions the City will implement in 2022 to address the priorities identified by the Consolidated Plan. The four priority needs are housing, public services, neighborhood facilities and infrastructure, and economic development.
To develop the 2022 Annual Action Plan, the City consults with local agencies, citizens, and other local government units and departments, to assess community needs and priorities, and to confirm that proposed projects are in line with National CDBG Program Objectives related to low- and moderate-income benefit.
The CDBG Entitlement Program provides the City with federal dollars based on an annual formula allocation to provide funding for grant projects that benefit low- and moderate-income persons, families, and neighborhoods that are located within the city limits.
